There is no one silver bullet for viruses and other threats attacking computers. In some cases, infected websites bring threats into your computer that cannot be easily removed by the user, and the system must be worked on by a professional. They can remove those threats and bring your computer back to running order without erasing your important files and pictures. Craig Laird, Royal Oak Computers

in a folder keyworded with Design Ideas. If you have resumes or professional correspondence, coordinate these files together. Perhaps you spend some time during the week telecommuting and have work-based files on your PC. If so, create an Office folder so that everything has its place. 5. Create a folder where you can save digital invoices or other financial-related data. Take advantage of the computer by purchasing an inexpensive scanner and scanning receipts, invoices and other paperwork so they are saved digitally. You also may want to keep a backup copy of important phone numbers or even scans of identification cards. You can password-protect these folders for security reasons. Password protection also will reduce the chances of accidental deletion. 6. Come up with a new file-naming system thats easy for you. Dont rely on the automatic file names given to documents that you save or download. Rather, establish your own file names that will help you to organize going forward. You can preface the filename with the folder category where it belongs. For example, if you have scanned an electric bill and want to keep it in your Scanned Invoices folder, name it ScannedInvoicesElectric1-1-13. Remember to use only approved file extensions and characters in the file name so that you avoid file corruption. 7. Clean out your cache and cookies. Computer caches and cookies both serve to store information on your computer, but they are used for different things. Cookies are pieces of information that a Web site sends to your computer so that you can be easily identified the next time you visit a particular site. Cookies are generally used to save users preferences and to monitor banner ads. A cache is a place that temporarily stores information from Web sites. This means the next time you visit the same Web site, the page can load faster and there is reduced load on the server that hosts the page. The easiest way to know the difference between caches and cookies is that cookies are about you so that a Web site can access your personal information, while caches store information that relates to the Web site itself, including text, images and video. Cookies can be used to track your browser history, which for some presents a privacy concern. Both take up space on your computer.Therefore, you may want to routinely clean out the caches and cookies or specify the amount of memory you want to devote to both. Personal computers, smartphones and tablets have become a significant part of many peoples lives. As individuals continue to rely more heavily on technology, they must place a greater emphasis on clearing their computers and other devices of clutter. Chances are your computer has accumulated a good deal of stuff in its memory. A cluttered computer can make accessing information frustrating. Furthermore, being bogged down with information can cause slowerthan-normal operating speeds. It is a smart idea to periodically go through the files on a computer, sort them accordingly and delete items that are just gathering dust. When establishing a filing system for the computer, you can sort files by date or subject matter. You also can organize it just as you would a regular filing cabinet. Some operating systems come pre-established with their own ways of saving data into respective folders. You may use their organizational system or create your own personalized system. Steps to getting organized 1. To begin, first assess what you have and the importance of this information. Items that are accessed frequently are of top priority. Initially, you may want to create three folders on your desktop labeled: Toss, Keep and Unsure. As you open files or view their time stamps, move them into one of your newly established folders. Breaking down the information into more manageable digital piles will help make the
process less intimidating. . Narrow down even further by giving your Toss folder a glance and ensuring that nothing made it in there by mistake. Then move the files into your trash folder and delete these files permanently. 3. Look through your Unsure folder and focus on any files that have given you pause. Decide why you are concerned about getting rid of them. If there are certain files that you are unsure if you will need to acess at a later date, be cautious and save them to an Archive folder and date it. Save these files to an external hard drive so they are not taking up space on your computer but can be retrieved at a later time. 4. Move on to your Keep folder and then begin the process of categorizing the items within. Photos and videos are easy to set aside in their own folders. Look at the other files and find the common threads between them. This will help establish an organizational system. Perhaps you have images saved that are interior design and renovation ideas for your home. Put them together
Another key concern are the programs that may have been secretly installed on your computer not to make your searches more relevant or deliver more effective ads, but rather to harm your machine. Dear Readers: On a busy New Years Eve afternoon, our managing editor Roger Bianchini collapsed at his home office computer after suffering a massive heart attack. His better half Paula heard a noise and rushed in. That saved his life. Paula and her daughter called 911 and started CPR. Rogers heart wasnt beating and he wasnt breathing for several minutes. Warren County Fire & Rescue arrived quickly (about a minute or two at the most) and got his heart beating again. He was transferred to Warren Memorial Hospital and was then flown to Winchester Medical Centers nationally-known cardiac unit. Roger is awake and recovering and is already telling bad jokes! We couldnt be happier. Thanks so much to the wonderful first responders we are blessed to have here in Front Royal and to the incredibly talented personnel at Warren Memorial and Winchester Medical Center. And to the top-notch team that flies the AVI helicopters. A special thanks to all of the readers and friends of Rogers who reached out to try and comfort us here at the paper. I know it will mean a lot to Roger and Paula when they get to read them all. I also want to thank the local folks who stepped up to help us get the paper out. I cant write 0 pages of stories in two days. I really appreciate the great work of Jennifer Avery, Carol Ballard, Malcom Barr, Sr., Bugsy Cline, Patrick Farris, Craig Laird, Shae Parker, Ken Thurman and the ever-prolific Beth Medved Waller who all contributed some great local stuff without hesitation. The next letter contains some language I wouldnt ordinarily print in one of my newspapers but it was derived from a wonderful facebook post and given the subject matter and the excellent writingand especially the Hunter S. Thompson referencewe thought it would be appropriate. Heres to a better 013. ical Center. Roger Sergio Bianchini aka Slow, mean, old, Jack Ass is a writer and the managing editor for the Warren County Report. With a writing style that pays homage to Hunter S. Thompson, he adds a modern flair that just isnt seen much anymore from the national newspapers or any major news organizations. A blunt yet painfully honest and dry humor rages from every sentence he types. A true relic from a time when journalists had integrity and the news was ... well... NEWS (not just sensationalized headlines). Roger introduced me to my now wife of 18 years. He was my best man at our humble yet emotional wedding. When I first met Roger I was a naive youngster with stars in his eyes. I was a Go with the Flow type person who never spoke out about controversial topics or voiced my opinion. I fancied myself as a musician at the time. I had a very Paint by the numbers blues band. I thought we were Hot S--- and were the greatest thing under the sun. That is until one day Roger pulled me aside and said... You need to come over to my house and Ill play you some blues like youve never heard before That night I listened to old records at his funky house in Shenandoah Estates. I remember being blown away by many great guitarists and musicians. Thus began an every day ritual of my going over to his house and picking out records from his collection to listen to. It was Roger who first played me Ray Charles early Atlantic recordings. It was Roger who said You aint never heard James Brown till youve heard him live at the Apollo. It was Roger who expanded my mind and my creativity to heights that went beyond just Music, Video, Pen or Paper. Sitting there in his house listening to Sun Ra, or Miles Davis Bitches Brew, The Last Poets, Thelonious Monk, Giant Steps by John Coltrane. It was Roger who first showed me Bo Diddleys Ed Sullivan performance (on a crummy VHS tape.) One day Roger revealed to me that the old dusty Drumset sitting in the corner of his house was more than just an artifact from the 60s. He invited me over and said Bring your guitar and amp This would be the humble beginnings of a group called White Noise (trying to remember the year - 1996?) Let me just start off by saying that Roger did not play drums like most drummers do. He did not play simple little 4/4 (four on the floor beats) he did not do anything by the books... He played... Music. not a parody of music like so many bands do. There was no Trying to sound like this band, or trying to sound like this drummer it was just pure improvisation. No recognizable songs were ever played. Our sound was Like a mix of Hendrix meets Jackson Pollock while having tea at the Grimm Reapers house as Salvidore Dali leads the orchestra featuring Keith Moon. We named our group from a quote on the back of an Archie Shepp record which talked about The Black Noise coming from the lofts of New York during the 70s. We recorded hundreds of hours of these jams which were mostly duos, drums and guitar or drums and bass. These jam sessions opened up a creativity in me that shaped my life and mind ever since. The idea of playing music for the sake of playing music was an alien idea to me prior to hooking up with Roger. Not Performing in front of a drunken crowd changed the perspective on things and allowed me the freedom to express myself in ways I could not have imagined possible. I still have a giant tupperware container filled with these cassettes of those jam sessions. We always talked of writing screen plays for these musical and artistic rampages. While listening back to the tapes, we conjured up many such as The Puppy Slaughter, The Classless Society, Nuclear Winter and even one called Slow Mean old Jackass (conceived of during a time Roger was being incredibly impatient with my setting up of recording gear). Roger Bianchini showed me that following the book and Painting by numbers is only good for Wanna Bes and Artistic Whores making a buck. Being original, Honest and genuine is where Art lies. Things like this cant be taught in the fancy music or art schools of Boston or New York. You have to figure them out for yourself. I was lucky enough to have some one shine a light for me to see it in a world surrounded by the darkness of shameful imitation art. Roger broke the chains of artistic mediocrity that enslaved me. For which I am forever in his debt. And should you pass on you mean old bastard, I promise you there will be no spooky catholic styled nightmare funeral for you (just like you made me promise to you years ago). Bugsy Cline

Bob Thoburn
[The late Bob Thoburn was the father of Warren County resident Mary Thoburn Fusaro and father-in-law to Dennis Fusaro.] Editor: On Sunday, I lost one of my mentors, Bob Thoburn. Anyone who knows Bob knows that hes sitting in heaven laughing and smiling with God right now. Bob founded the Fairfax Christian School in 1961. Its still one of the finest Christian educational institutions in America. I met Bob in the 1970s when he was helping organize religious conservatives into a coherent political voice. Before anyone uttered the words Christian Right, Bob was helping organize Christians. Todays Christian conservatives may not know it, but they owe Bob Thoburn for helping organize this movement into a political force. He served in the Virginia House of Delegates in the late 1970s, running on the PTA ticket with Larry Pratt and John Adams. He supported my campaign for Board of Supervisors in 1979, and Ill never forget that. I also wont forget when I was running for Fairfax County Republican Party Chairman in 1990, I got quite a bit of advice and counsel from former Delegate Thoburn, but remember most when Bob, and 16 other Thoburns came to that convention at Lake Braddock to support me and help me win. In 009, there were a few Thoburns supporting me in Richmond for RPV Chair too! Bob was a fighter. For nearly 30 years now, Fairfax County has denied Bob and his family their property

I did not choose Front Royal, I was born into this community, but with each passing year, Im more thankful than the last that it is my hometown. When I graduated from Warren County Public Schools in 1994 and left the community, I had no idea that I would be

rights on Hunter Mill Road because Bob Thoburn was willing to take a stand and remind the County that Property Rights were covered by the United States Constitution, whether they liked that part of the Constitution or not. Bobs legacy is helping organize hundreds of thousands of religious conservatives through his foresight and his book, The Christian and Politics, educating tens of thousands of children at FCS to enter college as moral and upstanding young adults, but most importantly as a parent of 8, grandparent of 46, and greatgrandparent of 19. Bob always put his family first and we are all better off because of his wit, humour and generosity. There was nothing better than sitting around with Bob Thoburn laughing and telling old war stories about busing in convention delegates
from the churches, land use planners in Fairfax County turning as white as ghosts when he walked into a room, the PTA ticket, Republican Primary battles, and building the Fairfax Christian School into one of the top Christian education schools in the entire country. Im sure that Christmas Eve and Christmas Day were hard on all the Thoburns who were missing their father, and grandfather, and great grandfather. But please take solace that Bob is up in heaven now, laughing and telling stories about all the work he did for the Lord while he was here for his 83 years on Earth. In the meantime, offer a prayer for the Thoburn family. His wife Rosemary, the children, and all of their children and grandchildren. Over the years, Ive been blessed by God to work with John, and Lloyd, and David, daughter in law Jo, son in law Dennis, and several of the other kids as well. Bob has been a guiding influence on all of them and that legacy will continue through the rest of the Thoburn family for the next 100 years and beyond. Ill miss you Bob! Pat Mullins Bumpass, Va. quest the authority to redirect utility funds to its general taxing fund when that authority is not granted to other utilities or municipalities? The 1998 agreement was reached to allow for much needed growth within the Community and for the County to get back on its feet. By allowing the utility service area to be outside the Towns limits the County would get a larger slice of the tax pie. However the Town was also allowed to collect the equivalent in taxes as if the businesses were in town. In essence the deal was great for the County, okay for the Town and unfortunate for any business that located there. The Town is not in the business of providing utility services to make money, so at best the town is breaking even on its water and sewer contracts. Furthermore the Town has not been reimbursed for the millions of dollars in property it gave to the County. The Town has repeatedly made it clear it does not have a desire to provide utilities outside of its corporate limits, which is why the agreement contained a finite term of seven years for a moratorium on annexation. This is where I interject my interpretation of a common sense solution. It is evident from the original terms of the agreement that the Town and County never intended for this to be a permanent fix. Rather, it was intended for the County to get a head start. The County has gotten a very healthy head start. The solution is not to amend the agreement, nor is it to get the State Legislature to grant the Town or County special authority. The obvious solution is for the Town and County to sit down and begin negotiations on boundary adjusting those properties outside the Town limits served by sewer and water into the Town limits. How does this solve the problem you may ask? Simply, it ends the controversy. The County would lose some of the taxes it currently collects (BPOL, meals & lodging and a portion of the sales tax) but it is still receiving more taxes than it did before water and sewer services were extended. The Town would likely make up for the lost meals tax revenue, but would put that right back in providing services it did not before to the area. So if the Town and County both lose, how is it a viable solution? The businesses that are boundary adjusted will be the first to see the benefit, with the total amount of taxes paid by each being reduced as the authority to collect certain taxes by the two localities is reduced. The next beneficiary would be the owner(s) of any undeveloped properties within the adjusted area, as the connection fee (tap fee) for water and sewer would be cut in half. Ultimately the Town and County would each see the benefit by ending controversies within the corridor allowing for future growth and development and increasing each tax base. In conclusion, a phased approach to boundary adjustment would have the least fiscal impact on the two governments and the greatest chance for success. While this may only be a loose interpretation of a solution it is an option that has not been addressed and unless every option is included and discussed we cannot be sure we have reached the best solution. While the Town may have the right (and has had since 006) to seek a boundary adjustment through annexation, a friendly boundary adjustment is in the better interest of the community. That is why I will not seek any additional amendments to the Towns Charter in regards to the Corridor agreement nor did I support the Countys interest to increase its taxing authority, even if that revenue were to be shared with the town as a cure to any corridor disputes. Finally I would ask any business owners, managers, property owners, developers or any other interested parties within the 5/340 North Corridor to contact your County Supervisor, Town Council member or the Commission on Local Governments and request that your property be boundary adjusted so that you pay only your fair share of taxes and ask them to support making the corridor a business friendly part of Front Royal and Warren County. Additionally the County would take over management and funding of the Parks and Recreation Department, the funding for the towns fire department and the County would also be responsible for animal control within the Town. As for the Towns part, beyond providing water and sewer, the town handed over the property and deeds to over 100 acres of land, with millions of dollars of improvements and agreed not to seek annexation for a term of 7 years. The Town was also allowed via state legislation to collect from those connected to sewer and water the equivalent in taxes those businesses would pay if they were in town. The impetus behind this agreement was to allow for growth and development within the corridor, allowing for increased tax revenue for the County. At the time the County was in dire need of new schools and other improvements to various County facilities but did not have the revenues needed and suffered from poor bond ratings. As the years passed the agreement seemed to work. The County became financially stable, increased services and funding and began countless construction projects. Then a few new merchants in the corridor legally challenged the wording of their water contract and were able to convince the court that they should not have to pay a meals tax to the Town. The town chose not to appeal the decision and instead looked to the County to help it make up the approximately $700,000 per year (or about $000 per day) it would no longer receive in revenue from the corridor. This brings us to the present situation. While I am grateful to the County leaders for recently agreeing to assume the Towns funding of the Library and operational costs of the EDA, some would argue those should have already been fully funded by the County. The County recently approached Senator Mark Obenshain and Delegates Beverly Sherwood, Michael Webert and Todd Gilbert to sponsor legislation which would allow Warren County to increase its meals and lodging taxes in the County and share that additional revenue with the Town. The three delegates promptly rejected the legislation for various reasons. In an informal meeting between the three Delegates, a member of the Senators staff and members of the Town and County a proposal was suggested allowing the Town through a Charter amendment to redirect utility funds to the Towns General Fund. While this allows for the Town to have greater flexibility in how it spends monies received from the corridor it does not address the inherent problems with the 1998 agreement. Perhaps it is a passion for the topic, the direction of the conversation or a need to interject my interpretation of a common sense solution. A combination of these is why I feel the time has come to publicly address the Route 5/340 North Corridor Agreement between the Town of Front Royal and Warren County. For those who may be unfamiliar with this agreement, in 1998 the Town agreed to further extend water and sewer services outside of its boundaries along the 5/340 corridor. The two governments paid for the infrastructure with the help of the EDA.

The new two-lane bridge will be several feet higher than the existing structure and will provide a safer passage for traffic. Water overtopping situations on the new bridge will be less than overtopping occurrences on the existing bridge, an excerpt from VDOTs website states. Traczyk said that he has always been in support of the bridge being replaced. Its a wreck, he said. But Manion, who owns on both sides of the bridge, is concerned about VDOT taking some of his property. The concern of the supervisors is that right now there is funding from the State of Virginia and the federal government to make the necessary changes. Eventually they will have to be changed anyway, and at that point, the county will have to foot the bill. The package being proposed also includes improving an intersection with Howellsville Road. By Carol Ballard Warren County Report At the first meeting of the New Year, Warren Countys Board of Supervisors voted on VDOTs proposal to make some changes in a road at the heart of the Morgan Ford Bridge replacement project and discovered that the General Assembly would likely not support a request to raise meals and hotel taxes by percent. VDOT Assistant Residency Administrator Ed Carter showed the supervisors a map outlining several ways the latest road design affecting Morgan Ford Farm Road-Rte. 64 could take. Shenandoah Supervisor Richard H. Traczyk, in whose district the bridge lies, also pointed out how one of his constituents property would be affected by the change that VDOT says is necessary for safety. The map showed the curve and how it could take .39-.49 acres of Christopher Manions property whereby he would retain ownership and VDOT
would have an easement for maintenance and to drain water. Carter explained that the old road cant stay within its old boundaries because it doesnt meet VDOTs standards. The curve needs to be smoothed out so vehicles can pass safely and so there can be a 30 mph speed limit. The amount taken can be reduced with a different design. Its a moving target and is still in the design stage but the water must be ditched. We

A suggestion from them to consider changes in their charter to allow them to add that amount of money as part of the service funds on their water bill was being looked at. In other business, Warrens supervisors listened to reports from other town, school and financial representatives and re-elected their chairman and vice-chairman, Archie A. Fox and Linda P. Glavis, respectively. They were appreciative and wished all a Happy New Year. After listening to progress reports from Front Royal Town Manager Steven Burke on related town and county issues and a presentation from Doris Smedley of plaques commemorating her late husband John H. Smedley, Sr., who served as Commissioner of Revenue of Warren County for 4 years, they heard from Warrens Superintendent of Schools, Pam McInnis. She said that there had been some nervousness related to the tragic school shooting in Sandy Hook, Connecticut two weeks before Christmas. It was a trying week before the winter break. Not only did we finish some of the SOL tests early, some parents were hesitant to send their kids to school. We were on top of it, though. Were thankful to the Sheriff (Daniel McEathron) who we met with and we handled the situation very well. she said. She was positive about the New Year and talked about plans to meet with architects to discuss the process for building a new middle school in the county. Matthew McLearen of Charlottesville Accountants Robinson, Farmer and Cox who performed the countys fiscal audit reported that no difficulties were encountered and any adjustments that had to be made were insignificant. When Chairman Archie Fox asked if the county was in stable condition, he said that it is. In a closed session, Supervisors voted to replace Shenandoah Area Agency on Agings George Kline who resigned and appointed Thomas B. Throckmorton to serve out his fouryear-term which ends September 30, 014. In the same closed session they also discussed consideration or acquisition of real property for a public purpose where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body. Blair Mitchell also gave an update on David Vazzanas Front Royal Limited Partnership boundary adjustment request that will require town and county to meet and discuss further. They also heard a report from Warrens Zoning Administrator Erich Moore on the countys dog kennel ordinances and some suggested revisions. Present at the January meeting were: Chairman Archie A. Fox; vice-Chairman Linda Glavis; Tony F. Carter; Richard H. Traczyk; Daniel J. Murray Jr.; County Administrator Douglas P. Stanley and County Attorney Blair Mitchell. This class covers the traditions and rules of fencing, physical conditioning and beginning bladework and bouting. As it requires a rather high level of physical fitness, beginners should be prepared for a thorough workout. It is also a serious sport, and as such is not for those interested in just playing around with swords. Classes meet weekly at the WC Health & Humans Services Complex Caf in Front Royal for a minimum of 6 sessions, sometimes more. Use of the required equipment is covered in the cost of the class. Classes are offered for those 10 years of age and older. Adults are welcomed as well, and parents are encouraged to participate with their child. It is a great way to stay fit! Those who are sufficiently interested in continuing after the class will need to purchase their own equipment for long-term use, and there is a monthly fee to participate. Ongoing instruction and fencing continues yearround, and competitive tournaments take place throughout Virginia and surrounding states. Open fencing is available for foil and epee on Tuesdays and Thursdays, 6:00PM -9:15PM. The schedule does occasionally vary, so please contact ahead of time to verify. Ken Thurman Warren County Report I cannot help but be touched by the many people who give of themselves year round to help others, especially our children. One such individual is Deirdre Sparger who oversees the Front Royal Presbyterian Church Backpack Buddies program along with a dedicated group of volunteers. Weekend backpack programs originated in the 1990s as teachers took note of the number of children coming to school hungry and came to Front Royal in 010 after a bible study on hunger that Deirdre participated in at Front Royal Presbyterian Church. Locally, there are now five weekend backpack programs serving our community: The Front Royal Presbyterian Church serves
E. Wilson Elementary, Cavalry Episcopal Church serves Ressie Jefferies Elementary, Rockland Community Church in serves AS Rhodes Elementary, Warren Change (United Methodist Churches) serves Hilda J. Barbour Elementary and the Parent Teacher Organization (PTO) serves Warren County Middle School. Front Royal Presbyterian started helping 36 children and today the four programs together help over 00 children with weekend meals that are distributed anonymously by the schools. Unlike many programs these local backpack programs require no income testing to qualify. The School teachers, guidance counselors, and nurses identify who needs help. Typically, nine to twelve items are distributed, consisting of things like instant oatmeal, cereal, fruit or fruit cups, and entrees a child

Three of our local churches also provide weekly evening meals to families and individuals Tuesday Thursday. Calvary Episcopal Church hosts Tuesdays Table every Tuesday, St John the Baptist Roman Catholic Church hosts St Johns Kitchen every Wednesday, and Front Royal Presbyterian Church hosts The Community Table every Thursday. They also deliver meals to area shut-ins. Funding for the weekend backpack programs is provided by individual sponsorship, grants from the churches, the church budgets, school staff, the Front Royal Fraternal Order of Police, the Kiwanis Club, and individuals in the com-
munity. 100% of funds go directly to food for the children involved. There is absolutely no overhead. There are waiting lists for these programs and more children that need to be helped. Wayside Theatre elects new president; continues 51st season Jan. 26

Dr. Byron Brill, a retired Stephens City dentist, assumed the position of president of Wayside Theatres board of directors on Jan. 1. He succeeds John Westervelt of White Post. Brill has for many years been a supporter and benefactor of the historic Middletown theater and was last years vice president of the board. Wayside Theatre is the Commonwealths second oldest professional theater (the oldest is in Abingdon) and was founded by the late Leo M. Bernstein who also owned the Wayside Inn, now up for sale by its current owners for $1.5 million. Meanwhile, Wayside Theatre (not up for sale!) continues its Opening on Jan. 6 and running through March 17 is the everpopular Smoke on the Mountain: Homecoming in which the now well-known Pastor Oglethorpe moves to Texas and the Sanders family sends him off with hilarious and touching stories and 5 bluegrass gospel favorites. On Jan. 28 you can donate blood at Lowes from 10 am to 3 pm.] The flow of healthy, oxygenated blood through the body is essential for life. It is also required in large supply when people undergo surgeries and other therapies. With the demand for blood so high, reserves are in short supply. Adding to the shortage is lower turnout among donors, and the public has been urged to donate blood to increase units available. Blood shortages abound The Red Cross and Americas Blood Centers, which collectively represent all of the blood banks in the United States, continued to report shortages throughout 01. According to Red Cross President Dr. Bernadine Healy, there is a critical shortage of blood, and the shortage in 01 was one of the worst her organization had seen. As such, the shortage has forced the cancellation of many elective surgeries across the United States. ABC notes there also are severe shortages throughout the Northeast. Increased demand, meaning chemotherapy treatments, organ transplants, heart surgeries and elective options, have left blood banks depleted. Plus, the demand for blood exceeds the rate of blood donations. The Red Cross has stated it typically needs 80,000 units of blood available daily, but now has roughly 35,000 units. How do I donate blood? Many people want to donate blood but are either off-put by the idea of needles and drawing of blood or are unaware of the process. Becoming informed can shed light on what is done and make the entire process much less intimidating. Blood drives occur at various locations. You also may be able to donate blood directly at a Red Cross center or hospital. Simply log on to www. redcrossblood.org and enter your zip code or address to find out where and when a blood drive will be held. Just about anyone age 17 to 75 can donate blood. Provided they are at

Blood type is broken down into four main types: A, B, AB and O. Genetics are the primary determining factor in a persons blood type. A child receives genetic code from both parents at conception, and this information will help determine blood type. Just like eye color, height and hair color, dominant genes will be the deciding factor in blood type. A and B are both dominant over O. A and B are considered to be codominant, which explains the AB blood type. If a child receives two recessive genes from both parents, then he or she will have O blood. Another thing that plays into blood type is the Rhesus factor, commonly shortened to the Rh factor. This refers to an antigen that exists on the surface of red blood cells. If this antigen is present, it means the person has a Rh positive (+) factor. If there is an absence of this antigen, then the blood is classified as Rh negative (-). Therefore, people can have an A, B, AB, or O blood type that is either (+) or (-). These antigens are proteins that, when introduced into a body that does not have the same type, can cause the persons immune system to respond by producing antibod-

ies that attack the proteins. Should a person who is Rh- blood receive Rh+ blood during a transfusion, an allergic reaction could occur. Another time when Rh factor comes into play is when an Rhwoman becomes pregnant. Should her blood and the blood of the fetus mix -- and if the fetus has an Rh+ factor -- the mothers blood may fight off the antigens and naturally produce antibodies. While this wont hurt the woman, it can affect the fetus and cause potential health problems. Women with an Rh- factor are generally given an Rh immunoglobulin about seven months into the pregnancy that should desensitize her immune system from triggering if the fetus has Rh+ blood. After the baby is born, his or her blood will be tested. Should the Rh factor match the mother, all is well. If not, the mother will receive another injection to further desensitize her immune system to prevent a reaction with any subsequent pregnancies. A person with O- blood is considered a universal donor. He or she can transfuse to anyone, and there will be no instances of allergic reaction. However, one with Oblood can only receive O- blood.

Those who have hepatitis, a heart condition that is more serious than a murmur or HIV/AIDS or have engaged in any activities that may have put them at risk for HIV/AIDS, will not be able to donate. At the donation you will be asked to fill out a questionnaire and be given a screening interview to qualify as a donor. You also will need to provide documentation that proves your age, so bring along identification. If you pass the screening, your vital signs will be checked and you will be prepared for the blood draw. As with a routine blood test, the injection site will be sterilized and then a needle will be inserted to draw the blood. The volume of blood collected for a donation will be larger than for a blood test. One pint, or 450 milliliters of blood, will be taken. This is only between 8 to 10 percent of all the blood in your body. How will I feel? Most people come through a blood donation unscathed. There may be a minor pinch when the needle is inserted. After blood has been drawn, many people feel fine and are encouraged to drink extra liquids for the next two days to help the body with the regeneration of blood. Your body will replace the fluid portion of your blood within 4 hours. It will take a few weeks to replace the red blood cells. Individuals who feel a little woozy can sit after the blood donation until they feel rested enough to move on. How long does it take? It takes around 10 minutes for a traditional blood donation. If you are donating something specific, such as red cells, plasma or platelets, the process can take up to hours. Many blood drives provide refreshments after donating and ask that you remain 10 to 15 minutes to ensure you
are fine to exit. What should I expect after the donation? Afterward you should be able to go on with your regular daily activities. It is adviseable to take it easy for the rest of the day and not engage in any heavy lifting or exercise. Also, avoid flying in airplanes or going scuba diving for a couple of days afterward. Moderate daily activities should be fine. Continue to stay hydrated. What are other things I should know? You can prepare for donating blood by adhering to a healthy, low-fat diet and getting a good nights sleep the day before. Avoid alcoholic beverages and tobacco prior to the donation. Make sure you do not skip any meals. Bring along a list of the medications you take to share with the volunteers at the blood drive. Certain medications will exclude you from donating. It is possible for a healthy person to give whole blood every 56 days. Donations of platelets or other components of blood may be able to occur more frequently. Individuals who have the universal blood type (Type O-) may want to sign up as frequent donors because their blood can be used for anyone. Donating a pint of blood can help several different people. With extreme shortages in the blood supply in effect, now could be the ideal time to make a blood donation.

Oral histories a popular new program at Lynn Care Center

er; even typical family meals of a half-century ago; family heirloomes, photographs, sacred books, and other memorabilia are discussed -- all help tell the story of a personal life journey. Sometimes, shes surprised at what she learns. For example, she recently discovered one man in his 70s who revealed his penchant for deep sea diving and holding a cold-water deep diving record. She said she was enthralled with his tales of diving in Arctic waters. A local family, whose matriarch passed, was surprised upon receiving a CD in which their mother provided an oral history of her life. They were very grateful, not knowing this lady had talked to me for the project, Lynne said. Lynne devised an information brochure describing the program. It states: Every journey is unique. Every story is worth telling...and remembering.

by Malcolm Barr, Sr. Warren County Report Lynne Lewis of Rockland is a prize-winning photographer and a self-described volunteer historian working with the elderly at Warren Memorial Hospitals Lynn Care Center. For the area, she provides a unique service for the seniors and their families by interviewing and recording family histories for any of those at the care center who wish to take advantage of the free program. And she isnt short of those wanting to talk to her about their lives, people from their sixties through their nineties, most of them in rehab. She does her volunteer work at the center five days a week. Called the Living Memories program, Lynne has completed 15 oral histories since last August. Encouraged by Melissa
Boies, i/c the volunteer services program, and Megan Smith, director of activities at Lynn Care, she describes what she is doing as providing a valuable historical resource for the families and the community. She emphasizes that the histories are private for the families and are enthusiastically received by those that receive the compact disc she provides. It is within this social and historical context that the Town of Front Royal was officially established by the Commonwealth of Virginia. The forces that had led to this moment in the life of a community of 50 souls nestled near the confluence of the Forks of the Shenandoah River would continue to propel its growth and cement its importance as a center for commerce and industry in times of peace, and a crossroads of armies in times of war. During 013 this column will examine the history of the Town of Front Royal, the communities predating its formal establishment, and the role it played in the history of the Shenandoah Valley, Virginia and the nation. We begin this week with a transcription (please see below) of the act establishing the town on November 15th 1788 by the Virginia Assembly. Within the population of the United States, however, the sense of promise and independence which had drawn immigrants across the Atlantic for generations had arguably never been greater, and an enormous surge westward
An Act for establishing a Town near Chesters Gap in the County of Frederick
Passed the 15th day of November 1788
Be it enacted by the General Assembly that fifty acres of land near Chesters Gap in the County of Frederick the property of Solomon Vanmeter, James Moore, Robert Haines, William Cunningham, Peter Halley, Original Wroe, John Smith, Allen Wiley, George Chick, William Morris, William Miller, and Henry Trout shall be and the same are hereby vested in Thomas Allen, Robert Russell, William Jennings, William Headley, John Hickman, Thomas Hand, and Thomas Buck, Gentlemen Trustees, to be by them or a majority of them, laid out into lots of half an Acre each with convenient Streets and established a Town by the name of Frontroyall. As soon as the said fifty Acres of land shall be so laid off into Lots and Streets, the said Trustees or a majority of them shall proceed to sell the same at public Auction for the best price that can be had, the time and place of which Sale being previously advertised for two months at the Courthouse of each of the said Counties of Frederick and Shenandoah the purchasers to hold the said lots respectively subject to the condition of building on each a Dwelling house containing sixteen feet square at least with a brick or stone chimney to be finished fit for habitation within two years from the day of sale, and to convey the said lots to the purchasers in fee subject to the condition aforesaid and pay the Money arising from the sale thereof to the said Solomon Vanmeter, James Moore, Robert Haines, William Cunningham, Peter Halley, Original Wroe, John Smith, Alley Wiley, George Chick, William Miller, William Morris, and Henry Trout or their respective legal Representatives. The said Trustees or a majority of them shall have power from time to time to settle and determine all disputes concerning the bounds of the said Lots and to settle such rules and orders for the regular buildings of houses thereon as to them shall seem best, and in case of the death, removal out of the Country, or other disability of any of the said Trustees, it shall be lawful for the others to supply such vacancy and the Trustees so chosen shall to all intents and purposes be vested with the same powers as those particularly named in this Act. This purchasers of Lots in the said Town so soon as they shall have built upon and saved the same according to the conditions of their respective Deeds shall be entitled to and have enjoy all rights, privileges, and immunities which the freeholders and inhabitants of other Towns in this State not incorporated hold and enjoy. If the purchaser of any Lot shall fail to build thereon within the time before limited, the said Trustees or a majority of them may thereupon enter into such Lot and sell the same again and apply the money for the benefit of the Inhabitants of the said Town.

strong centralized small business district had a 54 percent greater increase in property values than communities that did not have such a district. A little over a year ago, Milt McInturff Jr. and Billy Shannon opened World Martial Arts Academy here in Front Royal, VA. They were hoping to bring to the community not just a top of the line martial arts school but a safe place for children and adults to build confidence and relationships to last a lifetime. Martial arts are known for building confidence, self-discipline and respect. They help to bring calm and order to our chaotic lives. But Milt and Billy have done so much more to give back to the children of Front Royal and the entire community! We would like to take this opportunity to introduce Billy Shannon and wake this town up to the hero that walks amongst us! Billy comes from a family of seven children. He explains when growing up he was beat up a lot by his older brothers. He had to learn how to defend himself at an early age. I asked if his mother

He was an excellent football player as well as an outstanding wrestler. How to stay safe on winter roads

Drive slowly. Reduce your speed when driving in inclement weather. It can be more difficult to stop or maneuver around a potential obstacle when conditions are less than ideal. Traveling at a high speed will increase the risk of accidents. Leave enough room between you and other motorists. Tailgating is responsible for many accidents, even when there is no snow on the ground. In inclement weather, it can take longer to slow or stop the car after pressing on the brakes. Having an additional space between your car and the one in front of you helps you avoid a collision. Be aware of black ice. Black ice gets its name from its veritable invisibility. It is so thin and hard to spot, it just looks like the black asphalt of the road. Black ice tends to form in areas that have had snow or ice melt, which then refreezes at night when temperatures drop. Be extra cautious on turns and on highway exit and entrance ramps, where black ice frequently forms. Steer your car into the skid. Remain calm and do not panic and jam on the brakes if your car starts to skid. Slamming on the brakes will only exacerbate the skid. Rather, take your foot off the accelerator, allowing the car to naturally slow down as you turn your wheels into the direction the car is skidding. This should help right the car and get you back on track. Invest in snow tires. Those who live in especially snowy climates and do a lot of driving would be wise to purchase snow tires. Snow tires, also called winter tires, have special tread patterns that offer better traction in snow and ice. They also are made from softer rubber compounds than regular tires that retain their flexibility in cold weather, allowing the tire to conform to the surface of the road. Although many vehicles come with technology to prevent accidents, they cannot do their jobs if tires are not maintaining their grip on the road. All-season tires are not a replacement for snow tires. All-season tires are designed to work in all sorts of conditions, from rainy weather to dry roads. Therefore, it is better to invest in a set of snow tires that will offer you better protection. When putting snow tires on a car or truck, be sure to do so on all the wheels -not just the driving wheels. Otherwise you may still risk spin outs or uneven gripping of the road. It is not a good idea to keep snow tires on all year. Because they are softer, snow tires tend to be more noisy and can wear out faster in warmer weather. Therefore, switch out the tires at the beginning of the snowy season and then before the spring arrives

According to information from the National Highway Traffic Safety Administration, roughly 115 people die every day in vehicle crashes in the United States. Each winter, snowfall compounds treacherous road conditions, increasing the risk of accidents.
It is important to know how to drive when weather conditions are dangerous. It is also wise to outfit a vehicle to reduce its risk of slipping and sliding on icy, snowy roads. Here are some tips to follow. Limit time spent driving in the snow. Avoid driving during snowstorms or directly after whenever possible. Snow not only makes roads slick, but falling flakes can impair a drivers visibility and reduce his or her response time. Try to wait until snow-clearing teams have salted, plowed and sanded roads before venturing out.
Be sure you can see clearly. Clear off the snow from the windshield, side mirrors and windows so it does not compromise your view. Also, top off the windshield fluid so you will be able to clear snow and salt kick-up from your windshield. Look for a washer fluid that has an antifreeze component, otherwise, your washer jets and wiper blades could be rendered useless.

By Ken Thurman Warren County Report The Humane Society of Warren County (HSWC) hosted the year end Chamber of Commerce after hours in December to celebrate their best adoption year in the history of the shelter! To continue their record breaking work the HSWC is reaching out to vendors and businesses in the area in hopes of achieving a partnership through a new corporate sponsorship program.
Their partnership program offers businesses the opportunity to gain visibility, use your contribution as a tax deduction, and know that your business is enhancing the care of homeless, neglected, and abused animals in Warren County. There are six levels of sponsorship available all of which help and get your businesss name out there for as little as $100. Individuals can also become members for only $30 per year. Is a pet right for your home?

replace a pet lost to illness or simply because they desire companionship. Make sure the reasons you are getting a pet are the right ones and you are more likely to have positive outcomes. Otherwise you could be setting yourself up for a poor situation. Do I understand the responsibility associated with pet ownership? Getting a pet is not like getting another piece or furniture or the latest gaming system. This will be a new member of the family that will impact all the other members living in the house. They need to be involved in the decision. Depending on the pet, there will need to be daily care, such as providing food, changing litter boxes, taking the pet for walks, and providing affection. If you have a busy schedule that keeps you away from home for much of the day, a higher-maintenance pet, like a dog, may not be the best idea. It wont be fair to the animal or yourself. Perhaps a bird or small companion animal would be better. Am I financially capable of having a pet? Just like having a child or another dependant, pets cost money. If you are currently facing a money crunch, its probably best to put off getting a pet. Expenses include food, veterinarian visits, gear, cages, and grooming. What is home life like? If your home is especially boisterous or on the small size, this should eliminate certain pets from the discussion. Many animals are skittish around crowds and may scatter and hide. They may also act out and bite or scratch if they feel overwhelmed by a lot of people. As for the space in the home, is it enough to fit a pet comfortably? Do you prefer a young animal or one older? Many people flock to puppies and kittens or young rabbits. While there are advantages to raising a young animal, an older pet has advantages as well. These include an animal that may have had prior training and housebreaking. Also, their personalities are developed and youll know the adult size of the animal. Older animals are likely past the mischief stage and may be less likely to chew furniture or cause damage around the house. Taking care of a pet is not a decision to make lightly. Asking important questions will enable you to make informed choices.
Nearly half of all households in the United States and Canada have a pet. Sometimes a pet can be just what a family needs, but other times families soon discover their households simply dont make an ideal place for a pet. Pets end up in shelters for a number of reasons -- most through no fault of their own. Moving is the primary reason family pets are relinquished, according to the National Council on Pet Population Study and Policy. Other top reasons include the cost of pets, animals given as gifts, lack of time to care for the animal, or an animal that grew larger than expected.
One way to avoid this scenario is to accurately assess if a pet is right for the home. Prospective pet owners who carefully analyze the pros and cons of pet ownership are more likely to keep their pet for the long haul. Certain animals require more care than others, and knowing about this can prevent the heartache of having to give away a pet. Here are some questions to ask yourself. What type of pet am I considering? A horse has different needs than a hamster. Learning about what each pet requires can narrow down the choices. For example, if you live in an
apartment, horse ownership may be out of the question, unless you can afford to rent a stall at a nearby stable. If a landlord does not allow a dog, but accepts a cat, that further eliminates your options. Also, think about if you want a pet that will be affectionate or one that will just be fun to watch and lowmaintenance. Why do I want a pet? Some people get pets for misguided

Dear Stewart, With the recent ice storms, Ive noticed the roads have been treated with salt and chemicals to make driving safer, but I heard somewhere that this is very bad for trees. What do you think? Chris German
blown onto nearby soil and vegetation. Why is this bad for the trees? Well, I can get real technical with all the chemical reaction stuff, but I wasnt too good in that area in school. A simple way of explaining it is to try to remember when you have eaten real salty popcorn at the movie theater. Your lips get all puckered and dry because the salt draws the moisture from your lips. This is exactly what happens to the trees. The high concentration of salt literally draws the water from the root system. Sometimes the symptoms of this will be a scorched look on leaves, or with evergreen trees, browned needles on the side of the tree closest to the road. What can you do to avoid this kind of damage? If the road or sidewalk has been salted, try to avoid piling the snow or ice around the trees root system. Better yet, look for safer alternatives to rock salt, such as calcium magnesium acetate (CMA) or even materials like sand or kitty litter.. If your trees have been subjected to winter salt damage, you can try to leach the salt out of the soil by a very good watering in the early spring months.
