The Independent Petanque League Constitution ~~~~~~~~~~~~~~~~~~~~~~~~~

1. PURPOSE:
The object of the League shall be the promotion of the game of Petanque in the district.

2. NAME OF LEAGUE:
The name of the League shall be The Independent Petanque League.

3. NATURE OF LEAGUE:
The League shall be run as a Fun League, but primarily a Friendly League. The League shall be scored on points.

4. CONTROL OF LEAGUE:
The League shall be run by a League Organiser, who will be assisted by a Treasurer and a Trophies Co-ordinator.

5. ELIGIBILITY OF TEAMS TO JOIN LEAGUE


The League will have its Headquarters at The Crown Buntingford. Any Team wishing to join should apply through the League Organiser and must be within 15 miles of both the most northerly Team and the most southerly Team that are existing members at the time of wishing to join. Teams may enter up to FOUR teams in the League providing sufficient pistes are available to allow two matches to be played simultaneously.

At least SIX players must be available for each Team entered and no player can play for more than one team on this league in a season.

6. ANNUAL GENERAL MEETING:


This shall be held annually on the first Wednesday in March each year in the meeting room at The Crown. All Teams in the League, and those wishing to join, may send two representatives to the AGM, but if any voting decision is required at the AGM, then only one vote per Team is allowed. League Organiser has the casting vote in the case of a draw. The AGM shall:a) review any changes necessary of the Rules and Constitution. b) review any changes in Committee members c) decide registration fees for the coming year d) set all dates for the coming season and its competitions. e) discuss such other business as the Chairman will allow. The AGM shall be chaired by the League Organiser, or in his/her absence, any one appointed by him/her.

7. EXTRAORDINARY GENERAL MEETING


An EGM may be called by the League Organiser at his/her discretion, and two weeks notice minimum must be given of any EGM.

8. FEES:
The expenditure of the League will be kept to a minimum.

However, some expenses will occur and an annual Team fee may be set at the AGM. The annual fee should be paid to the Treasurer at the AGM with a completed Team Registration form.

9. EXCLUSION OF TEAMS:
A Team failing to appear for THREE matches during a season may be asked to leave. If a Team leaves, all its results will be erased from the Team scores for the season.

10. TEAM MEMBERS:


No individual player may play for more than one team in the League during any one season. Players may not change Teams during a season unless they change their address or at the discretion of the League Organiser. Play in League Matches and Tournaments is only open to regular League players. If a team needs to play someone extra who does not intend to play regularly, then the Team Captain must first obtain permission from the League Organiser. This is a Friendly League and any attempt to gain advantage in competition by the spurious inclusion of Regional or National players is not in the spirit of the League and is strictly forbidden.

11. AREA AVAILABLE FOR MATCHES:


Teams must provide at least TWO pistes for match play. The recommended size of a piste shall be at least

12m long by a maximum of 3m width, minimum of 2m width. Pistes should be provided with adequate lighting and the edges marked at metre intervals for ease of measure. The League Organiser shall be the arbiter of adequacy.

12. COMPETITION AND TROPHIES:


The League shall organise competitions on a League basis and on a Knockout basis. All dates to be set at the AGM. a) on a League basis:The number of Divisions and the Teams are to be determined at each years AGM. The teams to be drawn from a hat each year to determine which Division they are in, keeping it friendly. Trophies for Winners and Runners-up of each Division, and Wooden Spoon for last place on each. b) on a Knockout basis:Trebles, Doubles and Team competitions held on points scoring, have Winners and Runnersup Trophies each. There will also be a plate for the teams knocked out in the first

round of the Team K.O. c) other:Champion of Champions - played between the Two Division winners. Medals to be awarded by the Committee for Player(s) who epitomise the friendliness of the League and all it stands for each year.

13. MATCH RULES OF LEAGUE PLAY:


The Rules to be applied to League match play are explained in The Independent Petanque League Rules and League & Match Format.

14. INSURANCE:
We do not have insurance cover as a League. Players are responsible for their own actions.

15. DISCIPLINARY ACTION:


Any disciplinary matters arising shall be dealt with by the League Organiser with the advisement of the League Committee, in accordance with the League Rules.
