Business/Infrastructure Grade Broadband (BIG-B): Smartgrid: A technologically controlled grid that can recognize internal inconsistencies, operating with the help of human oversight, which allows for immediate responses to critical situations, shortages, and overflows by automatically rerouting power.

Mr. ENDERS introduced the following bill; which was referred to the Committee on Science, Space and Technology for a period to be subsequently determined by the Speaker, for consideration of such provisions as fall within the jurisdiction of the committee concerned.

Broadband capable of delivering Very High Data Rate or higher transmissions to and from the internet. This is frequently considered the bare minimum for any company that uses modern media to accomplish its basic functions and for hightech industries.

Very High Data Rate (VHDR): 30 Mb/s to 300Mb/s of data transfer capability. For comparison, most US homes with High-speed internet get Medium Data Rate (300Kb/s to 3 Mb/s). Most college campuses have at least Very High Data Rate networks, and most public libraries have High Data Rate networks.

Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the "OATI Act". SEC. 2. Definitions Supergrid: A modern overlay will be added on top of the old, piecemeal, overtaxed system, creating a backbone that has greater capacity by using higher voltages and reaching more remote locations, while connecting disjointed potions of the country.

SEC. 3. Subsection I Paragraph a: Create ATTIC This act will create a new organization, which shall report to the Department of Energy, called the American Technology and Transmission Infrastructure Commission (ATTIC). This

SEC. 4. Implementation and Effective Date This bill will become effective upon passage. The DOE responsibility to determine this system shall ultimately fall on them. Subsection I: Paragraph c: Reallocate Existing Funds within DOE The DOE has already been allocated 6.5 Billion dollars ($6,500,000,000) to construct new power lines and other power-infrastructure and is already using federal agencies to do so. 3.5 Billion Of these dollars ($3,500,000,000) will be to ATTIC for their plan to construct new

technological infrastructure, or other related field, as per the discretion of the SOE. Subsection I: Paragraph b: ATTICs Mission and Scope ATTIC shall be tasked with the planning and implementation of a new smart-supergrid for the United States which shall link the main power zones from coast to coast, ensure that power can be transmitted to all parts of the contiguous United States, with the option to expand the grid to include Alaska, Hawaii, any future States, and/or territories. While the details shall be left to the experts determined by the DOE (Energy), this grid must include Ultra High Voltage transcontinental electrical network, must connect the disjointed current systems, must allow for interstate energy sales and transfers, and must have
