Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the "Defense Research Realignment Commission Creation Act". SEC. 2. (a) PURPOSE.--The purpose of this part is to provide a fair process that will result in the timely closure and

(i) TERMINATION.--The Commission shall terminate on (h) FUNDING.--(1) There are authorized to be appropriated to the Commission such funds as are necessary to carry out its duties under this part. (2) If no funds are appropriated to the Commission by the end of the second session of the 113th Congress, the Secretary of Defense shall transfer, for fiscal year 2013, to the Commission funds from the Department of Defense. (j) MISSION. The Commission shall be tasked with all ongoing and proposed weapons systems

procurement contracts and research contracts awarded by the Department of Defense to outside contractors. The Commission shall generate a list of contracts that are wasteful: either costing to much, lacking a reasonable chance of yielding significant benefit, or otherwise harmful to the United States national interest. Using the mechanisms established in the DEFENSE BASE CLOSURE AND REALIGNMENT ACT OF 1990 (As amended through FY 05 Authorization Act) these

recommendations will be subject to an up-or-down vote in both chambers of Congress.
