An Extreme Showcase of South Dakotas finest high school cowboys and cowgirls! That is exactly what you will find if you make your way to the Black Hills Stock Show Rodeo which will be held at the Rapid City Civic Center on January 27th, at 1:00 pm. One hundred and fourteen top high school rodeo athletes will be geared up and ready to go as they get an opportunity to showcase their rodeo talents during the 11th Annual 20X Extreme Showcase. South Dakota has four regions of high school rodeo contestants. The top three cowboys and cowgirls from each region in each event, based on points after State Finals, are invited to compete in this exclusive rodeo event. Each contestant will receive a Wrangler 20X shirt and a Wrangler jean gift certificate. Event winners receive a trophy buckle made by Maynard Buckles. Four $500.00 scholarships are available for senior contestants, one from Wrangler, two from the Black Hills Stock Show Foundation and one from South Dakota Buckaroos. The 20X Extreme College Fair will be held from 9:30 a.m. to 11:30 a.m. at the south balcony of the Barnett Arena.This is a great opportunity for contestants to visit with NIRA rodeo coaches from South Dakota, North Dakota, Iowa, Oklahoma, and Wyoming. Health Department urges vaccination as flu activity increases to widespread

People whove delayed getting vaccinated for flu may want to proceed now that flu virus activity is widespread in South Dakota, says a state health official. We do encourage people to get vaccinated early in the season but its still not too late to get immunized, said Dr. Lon Kightlinger, State Epidemiologist for the Department of Health. The flu virus is likely to be with us for several weeks, if not months, so getting vaccinated now can provide important protection from the flu. Kightlinger noted that this years flu activity is occurring earlier and at higher levels than recent years, other than the 2009 pandemic. To date, South Dakota has reported 469 laboratory-confirmed cases of flu and 135 flu-related hospitalizations. There have also been nine deaths reported, all over the age of 75. Annual flu vaccination is recommended for everyone, but some are at higher risk for complications pregnant women, people over 50 years and people with chronic medical conditions. Health-care workers and household contacts of high-risk populations such as those with young infants should also be vaccinated. Children are another high risk group, accounting for significant cases and hospitalizations each year and helping spread flu in the community. The department offers free flu vaccine for kids from six months to 18 years. In addition to vaccination, to prevent the spread of the flu: Wash your hands often with soap and water or use alcoholbased hand gel ; Cover your mouth when you cough or sneeze; Dont touch your eyes, nose or mouth; and, Stay home if you're sick. Bernice J. Lee
and Industrial School in Aberdeen, SD for one year to earn her certificate to teach in rural schools. She taught the next three years at the North Illinois country school in northern Hyde County. The children and their families were very nice and they treated Bernice like a family member. Planning and having programs, especially the Christmas program, was a very special time for everyone. In 1941, Bernice decided to go back to Northern State Teachers College to earn an Elementary School Certificate (completing a two year course) so that she could teach in city schools. In 1942, when Bernice received her certificate, there was a job opening for a first and second grade teacher in a town called Faith in western South Dakota. She applied and was hired to teach for the Independent District of the City of Faith. Bernices brother, Wallace, took her to Faith. She once said that when she arrived she was not sure she wanted her brother to leave, as there were rough, tough cowboys everywhere who were very intimidating to an East River farm girl. None of the teachers had a car so they all walked everywhere. During the 1942-43 and 194344 school years Bernice taught school in Faith. It was during this time that she met Hall Lee, a young man who worked at the Farmers Store. In 1940 Hall had been drafted and served in the Cavalry until 1941 when he received an honorable medical discharge and returned to Faith. Hall soon became a friend to all of the young female teachers and he had a car! At the end of the 1944 school year, Bernice took a job teaching first grade at Lincoln City School in Aberdeen, South Dakota where she taught in the

The Funeral Service for Bernice J. Lee, age 93 of Mobridge, formerly of Faith, was held Friday, January 11, 2013 at Bethel Lutheran Church in Faith with Pastor Wayne Olson officiating. Burial followed Friday afternoon at Black Hills National Cemetery near Sturgis. Serving as casketbearers were Klevre Lee, Brett Landwehr, Troy and Jessica Wanless, Heather and Chad Collins. Her great grandchildren, Hadley, Jack, and Leah Collins, Elliana, Scarlett and Juliette Wanless, and all of Bernices friends and relatives are considered Honorary Bearers. Special music was provided by Jayne Jordan, Joni Hunt, Troy Wanless, and Pastor Wayne Olson. A Memorial has been established. Bernice Hamlin was born and raised on a farm one and a half miles west and a half-mile south of Holabird, South Dakota, in Hyde County, on April 12, 1919. Her parents were William B. and Annie Jane (Gadd) Hamlin. Bernice attended grade school and two years of high school in Holabird and two years of high school in Highmore, SD where she graduated in 1937. Following her high school graduation Bernice attended Northern Normal

1944-45 school year. During their time apart Bernice and Hall continued their courtship and on September 21, 1945 they were married at Bernices home in Holabird, SD. Following a short honeymoon trip to Huron, Bernice and Hall returned to Faith. Bernice and Halls first child, Jerome Alan, was born in Rapid City on November 4, 1947. Their daughter, Joanne Marie, was born in Rapid City on January 15, 1950. In January of 1959 Bernice returned to the classroom after she was asked by the Maurine School Board to finish out the school year since their teacher had left at Christmas time. Bernice accepted a job teaching third grade in the fall of 1959 in the Faith City School. She continued taking college courses by extension and summer school from Black Hills State College whenever she could. Eventually in 1970, she earned her B.A. degree in Education. Bernice taught school for a total of twenty-nine and a half years before retiring in 1981. After retirement she continued her teaching career by substituting for several years. Bernice was active in the Faith community and was a charter member of the Mothers Club and the American Legion Auxiliary, Bethel Lutheran Church and Womens Missionary Fellowship. Bernice and Hall continued to support the youth of Faith during their retirement years. They rarely missed a school athletic event or a program. Her husband Hall passed away on June 1, 1993 of pancreatic cancer. Bernice lived in Faith in the home that she and Hall rented in 1945 and later purchased in 1947. She kept busy tending her flowers in the summer months and continued to support the children of Faith, as she did for the past 64 years, with her attendance at school activities. In June of 2010, Bernice moved to Mobridge, SD where she resided at the Prairie Sunset Village.She passed away on Sunday, January 6, 2013 at the Mobridge

Regional Hospital at the age of 93 years, 8 months, and 24 days. Surviving family members include her daughter and son-inlaw, Joanne and Terry Wanless, Sacramento, CA; son and daughter-in-law, Jerome and Lanniko Lee, Java, SD; 3 grandchildren, Heather (Chad) Collins, Lexington, KY; Troy (Jessica) Wanless, Plymouth, MN; Klevre Lee, Java, SD; 6 great grandchildren, Hadley, Jack, and Leah Collins, Elliana, Scarlett, and Juliette Wanless; 2 sisters, Annie Tresca,

Palmetto, FL; Jean Rork (Dick Bell) Desert Palm Springs, CA; 2 sisters-in-law, Elzora Hamlin, Sioux Falls, SD; Gladys Hamlin, Gettysburg, SD; and special friends, Dave and Sonja Gebhardt, Faith, SD; and numerous nieces and nephews. She was preceded in death by her parents, her husband, brothers, Wallace, Gordon, Howard, and Floyd, and 3 in infancy. Condolences may be sent to the family at www.funeralhomesofcaring.com.

2012 in review
September 2012 Faith hit a high of 101 on Monday, Sept. 10th. Becky Engel, a FHS senior, is undergoing treatment for leukemia at Fargo, ND. She is the daughter or Leon and Sandy (Veit) Engel. Becky and her mom will be in Fargo for at least two months while she is taking treatments. Cayci Spencer, 3 year old daughter of Joe Spencer (a FHS graduate), of Hayes, was diagnosed with acute leukemia. She is undergoing treatment in Sioux Falls. Cayci is the granddaughter of Jerry and Kristy Spencer. The Faith City Council heard from Justin Inghram at their Sept. 6th meeting. Justin came before the members to explain the plans for his new building that he is putting up on the former Feesable Shop lot. Reid Henschel also approached Council about repair work on the ice house. Longhorns wins football season opener over Dupree on September 2 with a score of 44-20. The varsity volleyball team won an exciting match in 5 close sets in their season opener with Lemmon on September 6th. The girls traveled to Mobridge for the Mobridge-Pollock Tournament over the weekend. The girls lost two of three matches. Marissa Collins was chosen for the AllTournament Team. Mrs. Baye reported at the Sept. 14th school board meeting that work is a little behind on the new school building but as the project progresses that will change. Mrs. Baye and Mr. Daughters presented information on offering high school algebra to 8th graders to give them a higher level of math in preparation for college. Tyrell Bachman won the Saddle Bronc, Bull Riding and All Around Sr. Boy saddles at the State 4-H Rodeo Finals. We had some furocious wind the third Tuesday of the month. It was around 40 mph but felt much stronger than that! It hit Monday night and stayed with us all day Tuesday. The rest of the week was beautiful. Caden Smiley and Ashley Drum were crowned King and Queen at Homecoming Coronation on Sept. 11th. The Faith Booster Club presented the school with a check for $1,000 for uniforms for track and cross country. Mayor Haines commented at Sept. 20th city council meeting that several improvements have been happening around town that havent been approved by the city. Anyone making improvements to property, etc. must apply for a building permit from the city. This is for tax purposes for the county. These taxes benefit our school. Among the 160 members of the National Guard 842nd Engineering Co. from our area or with local family ties who returned from a year tour of duty in Afghanistan Contnued on Page 3

City Council discuss snow removal and salaries By Loretta Passolt

The Faith City Council started the first meeting of the year on January 8th with two executive sessions to discuss personnel. After approving minutes and claims, the first item on the agenda was to decide whether to purchase new mats for the gym and the other City buildings. They have been leasing mats and could purchase them from Hilliard, the company who services the floor, and save money. They have had some near accidents with people tripping on the mats they have now and these would be a better solution. Council approved the purchase of 3 6x100 mats, a rack/roller, and clips and straps for the gym area at an approximate cost of $1800, and additional mats for the remainder of the buildings per recommendation by Hilliards, up to $1600. Dave Lutz brought in the annual smoked turkey and cheese tray for the Council from Brosz Engineering, and they thanked him. Wanda Ruth, on behalf of the FHS Senior Class, asked for use of the gym for baccalaureate and graduation on May 19th, with the fee waived. They would also like to use the stage if they would waive the fee. As the City crew has to put up the stage they wouldnt waive that fee but approved the use of the gym with the stipulation that all denominations be invited to participate in baccalaureate. Wanda then said that they do have someone who would be willing to pay for the use of the stage, beings the City wouldnt waive the fee. They want to set it up on the south side of th gym rather than the north to give them more seating. It didnt matter to Council what side it is set up on. Council retired into executive session at 6:00-6:30 to discuss personnel. Council approved holding a joint election with the school on

April 9th. Mayor Haines asked if anyone had any suggestions/changes to the snow removal ordinance. Riley expressed her concern about being able to collect the fine. Mayor Haines said it is a little harder since we dont have a judge here. He said they need to state a snow amount listed to issue a snow alert. He also wondered about the school parking lots. They havent had to do them for the past 8 years, so is it up to the City to clear them? Inghram said in the past the City just shoved the snow to the back and eventually rolled it out to melt. They will have further discussion at their next meeting. Salary increases were the next topic on the agenda. A 2% increase would basically bring the salaries back to where they were before the government lowered the Social Security, etc. taxes withheld two years ago. Some felt the 2% wasnt enough, and others thought it was fair. Council retired into executive session at this time for further discuss on personnel. Sorry, but they were still in executive session when I left.

Deaths: Andy Fischbach, Alice Thomas, Ruby Thomas, James Reed October The Faith Longhorns hosted the Lemmon Cowboys on Friday, Sept. 28th. The Longhorns scored 52 points and held the Cowboys scoreless. David Ruth has been named a Commended Student in the 2013 National Merit Scholarship Program. Jacob Ulrich is the jr. varsity Little Moreau Conference Cross Country champion. Brock Vance placed second, and Seth Smith fourth. The Faith City Council opened bids for reroofing the community center and public safety building and other construction work, held the second reading of the budget, and approved two building permits at their October 2nd meeting. The cooler temperatures of fall definitely arrived the first week of the month! We had mostly 40s and 50s last week, even a few snow flakes one day, very few. The nights have sure been cold for this early in the season, in the 20s. Well have some 60s this week, and maybe some moisture, hopefully in the form of rain, not the white stuff. The Longhorns came home from Bison last Friday night with another big win, defeating the Cardinals 60-12. Four FHS Rodeo Club members qualified for the SDRA HS Showcase at the SDRA Finals in Rapid City. Qualifying were; Tearnee Nelson, Cody Bernstein, Jake Foster and Dalton Sheridan. Last week the Lady Longhorn volleyball team picked up several wins to take their season record to 20-5. The Ladies defeated Tiospaye Topa and Bison. The Longhorns took home 3rd place honors from the Gettysburg Tournament. Tearnee Nelson was named to the All-Tournament team. The Faith girls cross country team placed seventh as a team and the boys were also 7th at the Philip Meet on Ocvtober 10th. We continue to stay dry here in our part of western South Dakota. The Funeral Service for Patti Storm, age 62 of Meadow, were held Saturday, January 12, 2013 at St. Lukes Evangelical Lutheran Church in Lemmon. Pastor Frank Gantt officiated with burial in Gallaway Cemetery at Meadow. Special music was provided by Rhonda Tomac, organist. Serving as casketbearers were Milton, Daryl, and Allen Storm, Fred Gebhart, Fred Reede, Jack Gabbert, Don Borowski, and Jess Carmichael. All of Pattis grandchildren, her co-workers, and former and current students of Faith High School are considered Honorary Bearers. PATRICIA J. ODER Patti was born on September 2, 1950 in Hugoton, Kansas to Peggy Jean (Mills) Oder. She attended school in Kansas and Colorado and graduated from Lemmon High School in 1968. She attended SDSU in Brookings where she graduated in 1972 with a Bachelors Degree in Home Economics. On June 1, 1972, Patti was united in marriage to David E. Storm at St. Lukes Evangelical Lutheran Church in Lemmon. They began their life together in Lemmon where she began substitute teaching and she was the Journalism Advisor. In May of

1973, they purchased a ranch near Meadow where she and David ranched and raised their sons, Scott and Steve. Patti substitute taught at the Progress and Bison schools. She worked for the U.S. Postal Service as a rural route mail carrier for 8 years driving the Meadow and Bison routes. She then worked in Lemmon for Wolffs Wheel Alignment for 3 years. In the summer of 1995, she returned to college at Brookings to renew her teaching certificate. Patti then taught high school English and Journalism at Lemmon High School for 3 years. In the fall of 1998 she began teaching at Faith High School where she was currently teaching. In 2008, Patti was diagnosed with a lung disease and has been battling it since. She passed from this life early Wednesday morning, January 9, 2013 at her home near Meadow at the age of 62 years, 4 months, 7 days. Patti had a passion for teaching and inspired many students. Teaching English to her students was one of her favorite things to do, but the most memorable are the times spent with her family and grandchildren. She loved attending their school and rodeo activities. Patti was a Leader for many years of the Rough and Ready 4-H Club. Surviving family members include her husband, David; 2 sons and daughters-in-law, Scott and Chandra Storm, Meadow, SD; Steve and Tara Storm, Spearfish, SD; 4 grandchildren, Bailee, Travis, Riley, and Colton Storm; 1 brother, Jim Swartz, in Minnesota; sisters-in-law, Donna and Janeane; 2 cousins, Jack (Heather) Wilson, and Cris Wilson; and numerous nieces and nephews. Patti was preceded in death by her grandparents, Ivan and Helen Mills, mother, Peggy McClung, father, Walter Ray Oder, brother, Randy Swartz, cousin, Danny Ivan Wilson, and aunt, Betty (Mills) Johnson. Faith High School was left in shock this past week when the high school English teacher of many years, Patti Storm, passed away. Patti had suffered with a lung disease for several years but did not let it be known. I visited with Dennis Fernau who thought that he hired Patti in 1999. That means she influenced a lot of our kids in a very positive way. Facebook was filled with positive comments from former students. You cant ask for more than that! Her shoes will be hard to fill! Our sympathy goes out to her husband, Dave, their children and grandchildren. The annual Pioneer Cowboy Awards Breakfast (Old Timers Breakfast) is being held during the Black Hills Winter Stock Show Saturday, February 2 in the Fine Arts Bldg of the Central States Fair Grounds in Rapid City. Honorees this year are Marvin Maude, Dale (Doc) Hendrickson and Harold Delbridge. Doors open at 7:00 A.M., program at 8:00. NanCee Maynard is selling tickets at the door. The Marcus Church is getting geared up for their annual fund raiser next Saturday, January 18 at the Community Center in Union Center. Look for a fun afternoon of horse drawn wagon rides for the kids while parents enjoy the silent auction, and a trash and treasure table. There will be a fish pond, face painting and (artificial) tattooing for kids. Soup and dessert buffet for a free will donation. All the fun will start about 2 p.m. Everyone is welcome. Jim and Vonnie ODea went to Wall to Tressa Gabriel's funeral on Monday. They went on to Jims sister and brother-in-law, Phyllis and Marvin Coleman's, and ate supper with them. Wednesday, Harold and I drove to Philip to visit my dad. Irvin was not doing well that day but was O.K. the next day. Tuesday, Jim and Vonnie went to Spearfish to watch grandson Michael Deichert play in the Spearfish-Belle basketball game, with Spearfish winning. Michael made a 3 point basket, and grandma thought it was from nearly the middle of the court. What a smile on Michael's face! He turned 18 Saturday. Bub Thompson had supper with Harold and I Wednesday night. Saturday, Harold talked me into braving the cold and attending the West River Classic basketball games at the Rapid City Civic Center. Due to the expected bad weather on Friday, the games scheduled for that night were moved to early Saturday. Faith and New Underwood played at

12:30 Saturday with Faith winning. Wall lost to Hot Springs in the next game. The championship game at 9:00 that night was between Faith and Hot Springs. I wish now I had written the scores down but I did not. I think we won by 17 points but dont bet on it, I been wrong before. As always it is thrilling to watch our boys play a clean game, show sportsmanship and most importantly, be team players. It is a joy to watch them set up and run a play where you think Cody T is going to the basket and at the last minute he drops it off to Cody B or Caden who then makes the basket. Over the years Faith has had some darn good basketball players but the team spirit has set Doug Schauers boys apart and ahead. Reggie Rhoden took some pretty hard hits onto the floor but kept on playing. By the end of the night all the teams looked tired, it was a tough day that really took the sap out of them. Theyre a good bunch of guys so get out and support them at the next game. The basketball games in Rapid City seem to bring the former Faithites out of the house to brave the cold and visit. Some of those were Karen Sletten, Jesse Huschle and family, Bob, Edie, and Cathy Nesland, Dennis and Janet Fernau, Marilyn Ginter, Lisa Wattenhofer, Teri Redden Hill, Kim Langendorfer and husband, George, Kristen Kilmer and family, Don Trainor, and Bernie and Karen Beer. There were probably more that Im forgetting or did not see. I apologize to some of these gals for using maiden names as Im not sure of your last names. I think I can speak for Faith and say, We appreciate all of you coming out to visit and support the Longhorns. That is also true for the parents, grandparents and fans from Faith, they are appreciated. Harold asked if I remembered when they used to lower the media cube at the Civic Center so they could change the names of the teams that were playing. I sure did. I also remember being there with my cheerleaders and someone washing Teri Bernsteins muddy, white cheerleading skirt in the bathroom sink. The girls tried to dry it with the hand dryer on the wall. No luck, so Doc Sarlo, Faiths dentist and dad of one of the cheerleaders, made a rush trip to the laundromat. Bless his heart, the skirt was back and dry in time for the team introductions! We also lost Bernice Lee this past week. She taught Faiths third grade for many, many years. She and husband, Hall were avid Faith Longhorn fans who took their children, Jerome and Joanne to many games all over the state.

When my family moved back to Faith in the late 60s Bernice was a charter member of The Mothers Club. Those ladies had started saving money to build a swimming pool and in true Faith fashion they goter done. Kids, when you go to the pool remember to say a little thanks to the ole gals like Bernice who worked so you could swim. Our sympathy to the family of Bernice. As I write this I am trying to remember other Mothers Club members. Could anyone help me out? Im thinking Mrs. Verdette Thomas, and Minna? Kelly(the ones who owned the grocery store), Blanche Thompson and ??? My mom joined but I dont remember who the others were. Did you know that one in twelve South Dakotans has a permit to carry a concealed weapon and that South Dakota has the lowest violent crime rate per 100,00 people! Interestingly enough, the states among the top 4 for violent crime also have some of the most stringent gun laws. Hm!

It was a cold weekend in Central Meade County. The blizzard that was supposed to hit on Friday turned out to be a very cold windy day with flurries off and on. But because of the nasty forecast, Meade 46-1 and other schools and functions were called off for the day. The Faith Longhorns boys won the West River Basketball Tournament on Saturday after playing at Newell on Thursday for the first round. They finished the second round and the championship game at the Civic Center in Rapid City on Saturday. Caden Smiley, Cody Trainor, and JJ Halligan were named to the All Tourney Team and Cody Trainor was chosen MVP. Families of Reg Rhoden, Caden Smiley, and Chaney Keffeler and others spent the day in Rapid City on Saturday for the 12:30 and 9:00 pm games. The boys continue to be undefeated and were scheduled to play Lemmon in Faith on Tuesday. Though several families found themselves in Rapid City from noon until 11:00 pm, many of them found a place to watch the Denver Broncos play, followed by the Green Bay Packers. Needless to say, there were many Broncos and Packers fans who were disappointed that evening throughout Meade County and beyond. The rural junior high boys have started their basketball season with Jimmy Shaw and Megan Long coaching. They will have a home game on Tuesday, January 29. At this time, the Tumbling Tornados are planning a half time performance. They held a Tumblathon on Monday to raise funds for some equipment and other items. A fundraiser in the form of a 'phone-a-thon' for a fire hall at Union Center took place on Saturday morning at Cammack Ranch Supply. They were able to reach $76,000.00 in pledges that will go toward their goal of $80,000.00. Yvonne Cammack will be going on a missions trip to Haiti with the Wesleyan Church from Sturgis in March. If one feels led to help sponsor her to help with funding, please contact her or Wes Labrier. Dana Keffeler, Jone Enright, and Claudine Afdahl headed to Denver Satuday night after the basketball tournament in Rapid City. They were meeting with different folks to check out the new lines of various items for Keffeler Kreations in Faith. Dana will then make purchases for the store, but not before getting to shop for the latest items. The Faith community, as well as present and former students, were saddened by the death of Faith High School English teacher, Patti Storm. Mrs. Storm, as known by her students, was 62 and died Jan.9 at her home near Meadow. Her funeral service was held in Lemmon on Saturday at 11:00 am. She was a compassionate lady who very much wanted to see her students achieve in her class, as well as other endeavors. She also coached the oral interp students. Some have referred to her as their 'best' teacher. She will be dearly missed by many and there will be an emptiness in the school. Our sincere condolences to her family at this time.

John and Carmen Heidler were in Faith on Monday. John took some stock into the auction and Carmen spent the day visiting Dorothy Heidler.Mindy Heidler and girls were there as well and friend John O'Grady joined the group for dinner at Dorothy's. I visited at the CJ Peterson home on Monday afternoon then went on up the creek and visited with Margaret Fogelman for a little while. Spud and Bernice Lemmel went to Sturgis on Monday. Bernice had a 4-H Leaders meeting that evening. Jesse Lesmeister has spent the week at his grandparents, Marlin and Ethel Ingalls, working on a home remodeling project that was started winter of 2012. Thursday, Marlin and Ethel went to Rapid City for project supplies and kept an appointment. Dave and Judy Gano came to the John Heidler home on Tuesday for a good old fashioned visit. Carmen said it was a good time and neighbors don't get that done anymore, it seems. Gotta have a reason to come anymore seems like. Dale Young was a coffee visitor at his neighbors, Spud and Bernice Lemmel on Tuesday. Thursday, Rorey Lemmel came to his folks and had dinner with them. Fogelmans were in Faith on Thursday for repairs and shopping. Howard, Kay, Rod and Justin Ingalls also went to Faith that day for dinner and to donate blood.Rod and Justin stayed for the ball game and came home with Tracy. Bernice Lemmel made a trip into Sturgis on Wednesday to keep a therapy appointment. Merle Vig is doing a good recovery job after his surgery and kept appointments Monday, Tuesday and Thursday in Faith for check-up and therapy sessions. John and Carmen Heidler went to Rapid City on Friday to keep an appointment. Weatherwise it was a pretty blustery day, but out this way we may have gotten a half inch of snow but had a good blow. Nathan Ingalls and Clint Weiss spent the weekend in Rapid City.They left Friday night and said travel on I-90 from New Underwood to Rapid City wasn't the best. Rod, Tracy and Justin Ingalls attended the funeral service held in Lemmon on Saturday for Patti Storm. She was the English teacher at the Faith High School. She will be greatly missed by a good many families that her life touched.Our sympathy to Dave Storm and his entire family. Sunday, John and Carmen Heidler went to Spearfish to attend the 90th birthday party for Lois Schuelke Haines McInerney held at the Senior Citizen Center. Lois is Carmen's aunt.Carmen said a good crowd and a good time was had there. John and Carmen visited her folks, Norman and McGee Vansickel for a while before coming on home.

We had nice weather most of last week until Friday. Temperatures were in the 30s and 40s, then Friday they only made it to around 20 but with strong winds it felt much colder. Snow started here about mid-morning and continued throughout the day and night, dropping a couple inches or so. Saturday and Sunday were really cold. Faith High School teachers and staff are mourning the loss of one of their teachers. Patti Storm passed away last Wednesday. She had been suffering with a lung condition for the past several years. Patti taught high school English and Oral Interp, taking several students to the State level. She was a special lady and will be missed by family and friends. She influenced many kids lives in her years of teaching. Her services were held Saturday in Lemmon. Condolences to

Faith defeated Upton, Wyo. in their first game, 54-44. The nasty weather that moved in Friday morning postponed the tournament to Saturday at the

RC Civic Center. Games ran all day long. The Faith Longhorns brought home the championship title again. They defeated Hot Springs 55-38. This was the 8th or 9th time for the boys. Cody Trainor was named MVP, and he, Caden Smiley and JJ Halligan were named to the All-Tournament Team. Congratulations, Longhorns!!

The jr. high boys will be hosting Eagle Butte this Thursday night at 5:00. The Little Moreau Conference Girls Basketball Tournament will be held at Lemmon starting at 6:00 this Thursday. The tournament will continue Friday night with the finals on Saturday beginning at 1:00. Good luck Ladies!

The Ranchers outscored the Longhorns in the third, but the Horns came back within 2 points at the end of the game, losing 28-26. The Longhorns hosted Kadoka Area in their first round playoff game on Tuesday, October 23rd. The Longhorns led by 16 points at the end of the first quarter, and outscored the Kougars 46-14 in the second quarter. The Longhorns traveled to Newell on Thursday, January 10th for the first round of the West River Basketball Tournament. The Longhorns faced the Upton Bobcats in the first game of the night. Cody Trainor and Jarius Halligan led the scoring with 24 and 14 respectively. SDSU Extension's Growing Ag CEO's program begins Feb. 5 at the Rancher Grille. Ag CEO's focuses on teaching beginning farmers to use a systems approach to farm business planning. The program will be held on four consecutive Tuesdays, ending Feb. 26. An additional session will be held March 5 for producers interested in obtaining FSA Borrower Training credits. Each session will run from 5:30 p.m. to 8 p.m. allowing those who work off the farm or ranch to participate. As changes to production systems continue to move forward across the state, nation and world the farm business needs to change as well. Breakeven numbers, developing budgets and creating benchmarks to compare the yearly production and financial performance so changes and improvements to the operation can be implemented are the main focuses of Ag CEO's. "Ag CEO's is a program geared toward beginning farmers," said Adele Harty, SDSU Extension Cow-Calf Field Specialist. "This group of producers is being charged with feeding 9 billion people by the year 2050. With the changes to agriculture during the past 20-40 years, their skill set needs to change in order to accomplish that goal and remain a viable and sustainable operation." To address these changes the general topics for the sessions include: farm vision, resource inventory and management (family, land, crops and livestock), and financial record creation, budget development and analysis and production topics that are personalized to the producers in attendance. Registration for the meeting can be made at www.igrow.org. There is a registration fee for all four sessions, for the first two from the operation. There is an additional fee for the FSA Borrower Training. NAP coverage is available for crops where insurance coverage is not available through Federal Crop Insurance. NAP is designed to cover losses due to eligible causes of loss including damaging weather, adverse natural occurrences, or a condition related to damaging weather or adverse natural occurrences. NAP is designed to cover any loss of production that exceeds 50 percent of a producers expected production. Payments for production loss in excess of the 50 percent threshold are calculated at 55 percent of the values established for the crop. The NAP administrative fee is $250 per crop that is limited to $750 per county per participant with a $1,875 cap per participant for all counties. NAP coverage begins 30 days after the NAP Application for Coverage is filed and the applicable administrative fee has been paid. The administrative fee is nonrefundable. A limited resource producer is not required to pay the administrative fee, but is required to certify to this eligibility and must sign a new application each year. A Farm Bill Extension On January 1st, 2013, Congress passed the American Taxpayer Relief Act (H.R. 8) in order to avoid the so called fiscal cliff. Included in the language of the bill was the extension of the 2008 Farm Bill until September 30th, 2013. Specific information on how the extension of the 2008 Farm Bill will impact farm programs is currently being evaluated by the USDA. As soon as the information becomes available, the Farm Service Agency will be publishing information to our producers. The Farm Service Agency is currently accepting applications for coverage for the Noninsured Crop Disaster Assistance Program (NAP) with a sales closing date of March 15th, 2013. NAP provides a catastrophic level of insurance coverage for crops that are not insurable through private insurance or if private insurance does not offer catastrophic coverage. Applications for coverage through NAP were not affected by the expiration and extension of the 2008 Farm Bill and the Farm Service Agency has been continuing to accept applications.

This individual is from an era when one did what it takes to get the mission accomplished; without a lot of fanfare. Not surprising to our staff, this particular veteran was thankful for the acknowledgment, however, he

Set Commission Rate of Pay - FY2013 Motion to approve the rate of pay for the Meade County Commission for FY2013 as $16,691.00. Motion by A Aker, second by G Niederwerder. Discussion was had regarding the motion. Vice Chairman Linda Rausch stated for the record I believe that benefits represent a large portion of the compensation that is received by County Employees including elected officials, full and part time. Commissioners are budgeted to receive $16,691.00 per year in salary and technology allowance. This is an increase of 6% over last year. They also receive $10,715.00 in healthcare, dental and life insurance coverage, assuming family coverage. Social security, Medicare and workers compensation total another $1,225.00 per year. That brings total compensation to $28,631.00 per year. Not bad for a part time employee! The salary only represents 58% of the total compensation. In a 2010 Survey, it was found that 33% of County Commissioners throughout the State do not receive healthcare and dental benefits. Of the 56% (12% didnt report) who do receive healthcare benefits, frequently pay a much larger portion of the cost than is paid in Meade County. The trend has been for more Counties to not pay benefits to County Commissioners. In fact, some Counties have been required by the insurance company to drop Commissioners because of their part-time status. In Meade County, part time employees and temporary employees do not receive healthcare and dental benefits, unless they are elected. Meade County has budgeted $59,101.00 for healthcare, dental and life insurance benefits for part time elected officials for 2013. I do not believe that County Commissioners are paid too much. However, I have never voted for a pay increase, because I believe the total compensation with benefits is more than adequate. I would vote for a pay increase up to $5,000 per year for commissioners to aid them in obtaining alternate healthcare coverage, just as they did before they were elected. If Meade County is ever in the position of not being able to afford the excel-

lent benefits for the full time employees, I would cut the benefits for part time elected officials before I would cut any benefits for full time employees. With the increasing costs of Healthcare, I suggest we cut them now and start saving the money for the inevitable increase. Commissioner Rausch offered a substitute motion to eliminate healthcare and dental coverage for all part time elected officials for 2013. Motion died for lack of a second. new taxes, tax increases and tax expansions. But the problem with the contractor tax was that the owner of a construction project often was paying it more than once. Carlson, a prominent figure in South Dakotas construction industry, was elected in 1982 as a Republican candidate to the state Senate from Sioux Falls. He tried to straighten out what he saw as double taxation. Today the contractor excise tax is the third-largest source of revenue for state governments general fund, after the sales and use tax and video lottery. The tax brought in nearly $65.7 million in fiscal 2011 and nearly $83 million in fiscal 12. It is forecast to generate nearly $84.6 million the current 2013 fiscal year that ends June 30. Carlson said state government needed additional revenue to replace the funds lost through repeal of the personal property tax, which Carlson described as one of the worst taxes that South Dakota has ever had. It was well known as the liars tax, he said. Carlson generally favored the contractor excise tax but wanted it simplified so it didnt fall on subcontractors too. Its a fair tax. Greetings from Pierre. We just finished our first week of the 88th Legislative Session, which started on January 8th. I am proud of the fact that we serve as citizen lawmakers and take great pride in our accessibility to all of you as constituents in our district. Our regular jobs and involvement in local community activities allows us to stay grounded and held accountable. This is my seventh session and the start of my fourth and final term as your Senator for District 28. Over the next two years I will be serving on the Senate Education Committee, the Senate Commerce Committee and I will be the chairman of the Senate Tax Committee.I will also serve as a Major Whip to the Republican Caucus. On Tuesday, we heard the Governors State of the State address where he provided and shared optimistic outlook on the current status and future of our great state. Stewardship was the theme of this years address. It is an understood concept by all of us who know how to pay our bills and be an asset to society. The criminal justice reform legislation will be a focal point for this legislative session, and I look forward to the rewards of this bill with an increased focus on alternative sentencing, mental health, and integrate our prisoners back into society as much as possible. All of this will require an upfront investment of money and people, but we can hopefully avoid the need to build more prisons in the very near future. Along with my fellow senators, my hope is that we can find ways to create true economic development throughout all of South Dakota with a strong focus of bringing more young people back in our rural communities. Housing is a critical component along with the necessary job opportunities. Lastly, we should give upfront knowledge on potential taxes and rebates we may see during this session.This week in Senate Tax we heard from Henry Carlson Jr. who was a state legislator from 30 years ago when he helped reform South Dakotas contractor excise tax. The tax was instituted in 1979 as part of a sweeping package of

State Revenue Secretary Andy Gerlach, a member of Daugaards cabinet, also spoke to the Senate Tax committee Wednesday after Carlsons remarks. The State of the Judiciary reminded many of us of the fact that we have a shortage of lawyers in rural areas, which is related to my earlier mention of the need for more young families in rural communities. Our current drug and alcohol alternative courts proved they assist in rehabilitation of troubled citizens, and Chief Justice Gilbertson continues to expand their presence. Vet-

erans needs are more important now than ever, with the most troubling statistic of how we are losing more soldiers back home from suicide than we lost overseas with the recent Iraq and Afghanistan wars. We all must do our part to provide help to our fellow neighbors that are veterans. Mental health services must take precedence and we owe that to folks who need the help the most. The Common Council for the City of Faith, South Dakota met in regular session on December 27, 2012 at 5:30 P.M. in the Community Room of the Community Center. Mayor Haines called the meeting to order, Brown called roll call, and Mayor Haines led the Pledge of Allegiance. Council members present: Riley, Inghram (5:45 PM), Nolan, Spencer, and Hellekson. Approve Liquor Licenses: Spencer made a motion, seconded by Nolan to approve the following licenses for 2013: City of Faith (Package Liquor and Retail On-Sale Liquor), Community Pharmacies, Inc. (Retail On & Off Sale Wine) and Lonnys Steak House (Retail OnSale Liquor). Motion carried. Handicap access discussion at the park: Spencer made a motion, seconded by Riley to table until further information. Motion carried. Culverts: Spencer made a motion, seconded by Riley to table. Motion carried. Job Descriptions: Riley made a motion, seconded by Inghram to look over what was given so far for job descriptions and discuss further at the second meeting in January. Motion carried. ice Skating Rink: The Fire Department asked if they could fill the Ice Skating Rink for training. Inghram made a motion, seconded by Hellekson to approve the fire department to fill the skating rink. Motion carried. ice House: Riley asked where we were at with the Ice House restoration and she noticed the electric wiring had been done. Mayor Haines state Reed Henschel would be working on it as soon as the weather allowed. Curb and Gutter cut: Riley wondered about a curb being cut in the alley between Dusty Schultes and Tyler Fisher. Riley made a motion, seconded by Inghram to quote it in May. Motion carried. Water Tower: The water tower had been inspected and is in need of some repairs which is probably going to need to be bid out. Spencer made a motion, seconded by Hellekson to bid out the repair of the water tower in May to be fixed in June. Five yes votes. Motion carried. Ranchers Forum/pen of Three: The extension office would like to do the Ranchers Forum and the Pen of Three together and have it at the Salebarn on February 7th. Inghram made a motion, seconded by Nolan to do the same thing for the Ranchers Forum as we did last year. Motion carried. Carnival: Inghram made a motion, seconded by Spencer to have the carnival come again for Stock Show and pay what is not raised in the fund raisers or donated. Five yes votes. Motion carried. Handicap Accessible pool Lift: Inghram made a motion, seconded by Hellekson to approve the purchase of the handicap accessible pool lift in the

amount of $4,043. Five yes votes. Motion carried. Snow Removal: Much discussion was held in regard to snow removal. The current ordinance is in need of updating. Inghram made a motion, seconded by Hellekson to start with the changes to the ordinance at the next meeting. Motion carried. Arrears List: Council reviewed the arrears list. Executive Session: Nolan made a motion, seconded by Riley to retire into executive session at 5:45 PM to discuss personnel. Motion carried. Mayor Haines declared the Council out of executive session at 6:00 PM. Riley made a motion, seconded by Nolan to retire into executive session at 7:00 PM to discuss personnel. Motion carried.
