Jim and Bob, Carol has the agenda out, as you can see she left out Drill Attendance but it is after 9:00 so it
should already be noticed. I hope she put the meeting time on the notice as it is not on the agenda.
If we get a letter from Harry in time we can go over it and decide what letter we will use for tomorrow.
I am working on some changes for SOGs under code of ethics and general policy's I will send them to you when
I am done so we can refer to them tomorrow.

Jim and Bob, I made some changes in the letter to the Chief.
Dan
Chief Ashmore
This Board has directed you to take action on several topics with the
intention of improving the Fire District. Specifically, we have asked you to
work to improve firefighter morale, implement programs and follow through
on various Board directives. In most instances you have been unable or
unwilling to meet these instructions.
If you want, we can do this now or we can reconvene the meeting tomorrow.
Board of Commissioners,

Chief/Commissioner agreement
Chief,
The Board encourages you to direct these Firefighters to reconsider their commitment to the Fire District or ask
them to resign.
Your failure of leadership regarding personnel and other issues continues to contribute to the decline in morale
which threatens the safety of the citizens in our district.
You need to agree to work with the board to resolve these issues.
You will demand that all of your Officers act in the best interest of the District, support the Board decisions and
attend drill on a regular basis.
You will demand that your Officers act as role models and mentors for other Volunteer Firefighters.
You will have each Officer sign a written agreement stating they will comply with these demands, or they will be
asked to step-down from their Officer position or resign.
You will demand that all Firefighters support your decisions, the decisions of the Board and act as a team.
You will have all Firefighters sign a written agreement stating that they will comply with these demands or they
will be asked to resign.
We expect total commitment that the above stated concerns will be resolved and we will have a united Fire
District that serves the interests of our community.
In addition, the Board will requested a number of tasks from you in writing.
2. List of your expectations of the Board and any problems you have with the Board.
3. Specific points of management/leadership skills you have learned from previous classes.

Jim, I think there might be some misunderstanding with tentatively decided to ask you to resign.
And the Chief saying " As requested "
I would like to talk to you before you talk to the Chief. I will be in town first thing in the morning so I will call you
as soon as I get home unless you want to call me on my cell phone 860 5325.

Les,
Dan and Bob,The bottom line is we did not ask him to resign at that 1-7-09 Ex. meeting . Our understanding was that Dennis was
going to meet with us the next morning. Dan, I'll expect your call.
-Call Roger Farris and check out Editor Les Bowen's claim of open meeting violation.
Dan and Jim, I think I know what Dan's thoughts are on this, at least I have had some during the night.
First, the word requested was the focus point in a number of the comments last night. However, because we had been in executive session with Dennis,
we were not a liberty to state the complete context of the discussion that took place. We took a oath to abide by the policies and the laws of the District
and the State as did Dennis and everyone else serving the District. To relate those discussions is forbid, however to some, it is allowed to be broken. We
took the right road, including protecting Dennis. Dennis chose to have the group retaliate and hide behind them, not standing on his own, normal for him.
In the future, I suggest that our answer to any questions regarding Executive Sessions, be,no comment. I would suggest that you point out to Dennis, that
we did not have to present the option of resigning but did so in his interest. Further, remind him that he had indicated to us that he was going to come
back the next morning and give us his answers and we emphasized our respect of him and were interested in hearing his presentation toward our
concerns.

RCW 42.30.110 (g) allows the Board of Commissioners to review the performance of a public employee in
executive session.
On Wed. Jan. 7th we were in executive session with Chief Ashmore to review the performance of a public
employee. We recessed our meeting until Thursday Jan. 8th 9:00am with the understanding that Chief Ashmore
would return with additional information to continue the review. Instead we received a letter of resignation from
Chief Ashmore on Thursday before the meeting. The board honors Chief Ashmore's years of service and
dedication to the community. We will not comment further on this issue.

As Commissioners making a statement on discussions in executive session we cannot not disclose the
confidential discussions that may have taken place, but simply state in a general manner what the board
considered.
We have done that.
