Part 1 - Energy Efficiency
Energy efficiency criteria is intended to encourage the greater use of energy efficient air-conditioning system, monitoring of the energy consumption, plans to reduce energy usage and also applications of renewable energy & energy efficient features. 1-1 Energy Efficiency 1-2 Systems Energy Efficiency 1-3 Energy Monitoring 1-5 Renewable Energy / Energy Efficient Features (22 pts) (23 pts) (4 pts) (10 pts)

Part 1-1 ENERGY EFFICIENCY (22 points)

AIM To achieve increased building energy efficiency against similar building types to promote efficient use of energy.
REQUIREMENTS

OPTION A : Applicable for buildings where energy benchmark is not available. To demonstrate energy savings over its own historical baseline versus over last 3 years. 15 points given for achieving 10% energy savings from the baseline. 0.2 point for every subsequent percentage improvement from the baseline of 10 % savings.

Part 1-1 ENERGY EFFICIENCY


OPTION B : Applicable for Retail Mall, Hotels & Office buildings based on available energy benchmark. For Office, Energy Efficiency Index (EEI) is 215 kWh/m2/yr.
15 points given for achieving the energy benchmark. 0.2 point for every subsequent percentage improvement from benchmark.

EEI for Office buildings = (TBEC / GFA) * (55 / OH)


EXAMPLE OF EEI CALCULATION Total building energy consumption (TBEC) = 12,345,678 kWh/yr (from electricity bills) Gross floor area (GFA) = 65,000 m2 Operating Hours (OH) = 60 hrs/week EEI = (12,345,678 / 65,000) * (55 / 60) = 174 kWh/m2/yr Percentage improvement = (215 174) / 215 = 0.19 or 19% Points = 15 + (19% x 0.2) = 18.8 pts

GM Existing Buildings Part 1-2 SYSTEM EFFICIENCY (23 points) Assessment Criteria (Ver. 2.1)
AIM To encourage the use of efficient air-conditioning system, lighting system and mechanical ventilation system, to minimize energy consumption. REQUIREMENTS FOR AIR-CONDITIONING SYSTEM (13 points) AIR7 points given for achieving system efficiency of 0.9 kW/RT. 1 point for every subsequent 0.05 kW/RT improvement from 0.9 kW/RT. Example Chiller plant efficiency = 0.67 kW/RT Improvement = 0.9 0.67 = 0.23 kW/RT Total Points = 7 + (0.23 / 0.05) = 11.6 pts

REQUIREMENTS FOR LIGHTING SYSTEM (8 points) To encourage optimization of lighting system efficiency. 2 points given for achieving lighting density of 5% better than lighting power budget in SS 530. 0.5 point for every subsequent percentage improvement from above baseline. Part 1-2 SYSTEM EFFICIENCY

REQUIREMENTS FOR MECHANICAL VENTILATION SYSTEM To calculate the power budget (W/m) for the mechanical ventilation system for car parks, toilets, staircases, kitchens, etc. 2 points given for submitting the power budget calculation.

Part 1-3 ENERGY MONITORING (4 points)

AIM To encourage monitoring of main building systems performances and electricity consumption. REQUIREMENTS (a) 2 points given for the provision of Building Automation System (BAS) to monitor & trend log building system performance (e.g. chillers, pumps, air handling units). (b) 2 points given for the provision of sub-meters to track energy consumption of major building uses (e.g. retail / office tenants, water features, lifts, etc).

GM Existing Buildings Part 1-4 ENERGY POLICY & MANAGEMENT (4 points) Assessment Criteria (Ver. 2.1)
AIM To encourage senior management to have energy policy & commitment towards energy efficiency improvement plans. REQUIREMENTS *
(a) 2 points given if building management can demonstrate their commitment towards environmental sustainability via energy policy & energy targets. Documentary proof to be submitted. (b) 2 points given if building management can show intent, measures & implementation strategies of energy efficiency improvement plans to achieve energy targets set over next 3 years. Committed energy savings should be quantifiable. (c) 1 point given if the buildings Energy Efficiency Index (EEI) is calculated & submitted, including the monthly energy bills & the commitment to disclose the annual building energy consumption.

GM Existing Buildings Part 1-5 RENEWABLE ENERGY / ENERGY EFFICIENT FEATURES (10 Bonus points) Assessment Criteria (Ver. 2.1)
AIM To encourage the application of renewable implementation of energy efficient features. REQUIREMENT Examples of renewable energy include solar panels, wind turbines. Examples of energy efficient features are motion sensors, photo sensors, CO sensors, light shelves, etc. 1 point is given for every 0.2% replacement of electricity. Example Savings from motion sensors = 0.4% (of total building consumption) Points = 0.4 / 0.2 = 2 pts energy and

Part 2 - Water Efficiency
Water efficiency encourages buildings to adopt water efficient features, which can help to reduce the use of water for building operations. AIM

Assessment Criteria (Ver. 2.1)

To encourage the use of water meters and leak detection system for better monitoring and control at major water usage areas (e.g. cooling tower, water features, tenants usage). REQUIREMENT
2 points given for the provision of water meters & leak detection system.

Documentary proof such as drawing plans or photographs of the meters shall be submitted.

Assessment Criteria (Ver. 2.1)

To encourage the use of water efficient fittings under PUBs Water Efficiency Labeling Scheme (WELS). Link : http://www.sec.org.sg/wels/ REQUIREMENT a) Up to 9 points given for the use of water efficient fittings under WELS. Points shall be awarded based on the number & WELS rating for taps, bib taps, showers, sink & urinals. Based on WELS rating : Very Good 6 points Excellent 9 points (6 points given if building has achieved the PUB Water Efficient Building) b) Up to 3 points for the use of dual flushing low capacity flushing system or adopt equivalent water efficient flush volumes. Based on WELS rating : Good - 1 point Very Good 6 points Excellent 9 points

AIM

Assessment Criteria (Ver. 2.1)

To encourage the use of alternative water sources for non-potable uses such as irrigation, washing, cooling tower make-up water, water features. REQUIREMENT Alternative water sources include rainwater, NEWater and AHU condensate. Up to 2 points given based on the percentage reduction in potable water usage. Calculation to be submitted. > 50% < 10% to 50% > 10%

Part 2-4 WATER EFFICIENCY IMPROVEMENT PLANS (1 point)

AIM To encourage building management to set targets to reduce the building water consumption over the next 3 years. REQUIREMENT 1 point given if building management set targets to improve its water performance by demonstrating the intent, measures and implementation strategies of the water efficiency improvement plans over the next 3 years. Committed water savings shall be calculated & submitted.

Part 2-5 COOLING TOWERS (1 point)

AIM To reduce the water usage in the cooling tower water treatment.
REQUIREMENT *

1 point given if there is documentary proof from water treatment vendor to show that the water treatment achieves 7 or better cycles of concentration.

Part 3 Sustainable Operation & Management
This criterion looks at the management & operations of a building to ensure it is well maintained & its environment-friendly features continued to function. It also considers the role of the building managers/owners in promoting environmental awareness to occupants. GM Existing Buildings Part 3-1 BUILDING OPERATION & MAINTENANCE (4 points) Assessment Criteria (Ver. 2.1)
AIM To encourage building management to show commitment towards sustainable operation & maintenance. REQUIREMENT *
a) 1 point given if building management can show sustainability strategy and plan, which must be actively implemented & actively reviewed. E.g. environmental policy, cleaning schedule, SOP for SAR. b) 1 point given if building management involves building occupants or visitors in its environmental sustainability plans. E.g. Green Guide highlighting best practices to reduce energy use, water use & maintain good indoor environment. c) 1 point given if there is in-house certified Green Mark Manager (GMM) and/or Singapore Certified Energy Manager (SCEM). d) 1 point given if building management has ISO 14000 certification (environmental management system).

Part 3-2 POST OCCUPANCY EVALUATION (2 points)

AIM To conduct yearly post occupancy evaluation (POE) to assess buildings occupants satisfaction with the indoor environment condition (e.g. lighting, temperature, cleanliness, etc) REQUIREMENT * a) 1 point is given if POE is conducted. b) 1 point is given for the corrective actions taken following the POE.

AIM To encourage waste minimization & recycling. REQUIREMENT a) 1 point given for the provision of recycling facilities for sorting & separate collection of recyclable waste. E.g. recycling bins. b) 1 point given if building management promotes & encourages waste recycling & minimization among tenants, occupants & visitors. E.g. poster, websites. c) 4 points given if recycling company is engaged for waste sorting, collection & recycling. Amount of waste to be monitored & quantified. d) Up to 2 points given if can achieve reduction in total waste (exclude recycled waste) over own historical baseline.

GM Existing Buildings Part 3-4 GREENERY (3 points) Assessment Criteria (Ver. 2.1)
AIM To recognize & encourage greater use of greenery. REQUIREMENT a) Up to 2 points given for the provision of trees, palms, grass & other greeneries. b) 1 point given for the Use of compost recycled from horticulture waste.

Part 3-5 PUBLIC TRANSPORT ACCESSIBILITY (2 points)

AIM To encourage the use of public transport or bicycles to reduce pollution from individual car use. REQUIREMENT a) 1 point given if the building has good access to public transport such as MRT/LRT or bus stops. b) 1 point given for the provision of adequate bicycles parking lots.

Part 4 Indoor Environmental Quality
To promote a healthy indoor environment, buildings are also assessed for their indoor air quality performance and environmental protection including thermal comfort, lighting levels, internal noise level, use of sustainable & environmentalfriendly products and use of refrigerants.

GM Existing Buildings Part 4-1 INDOOR AIR QUALITY PERFORMANCE Assessment Criteria (Ver. 2.1)

AIM To encourage good indoor air quality (IAQ) to ensure the comfort & well being of the building occupants. REQUIREMENT * a) 4 points given if IAQ audit is performed & complies to NEAs Guidelines for Good Indoor Air Quality in Office Premises. b) 1 point given for the provision of Carbon Dioxide monitoring for Air Handling units to ensure delivery of sufficient / minimum outside air requirements. c) 1 point given for the provision of Carbon Monoxide monitoring in car parks areas.

AIM To minimize airborne contaminants from indoor sources to promote a healthy indoor environment. REQUIREMENT
a) Up to 2 points given for the use of sustainable & environmental friendly products with green label under the SGLS.

b) 1 point given for the provision of Green Procurement Policy. c) 1 point given if chillers refrigerant has zero ODP & <100 GWP. E.g. R134A d) 1 point given for the provision of refrigerant leak detection system in the chiller plant room.

AIM To encourage good workplace lighting quality to promote productivity & comfort of occupants. REQUIREMENT *
a) 1 point given if the lighting lux level complies with SS531 / CP38.

b) For controllability of lighting system, 0.5 point if by light switches & 1 point if by task lights. c) Up to 2 points given for the provision of high frequency ballasts for areas served by fluorescent lightings.

Part 4-4 THERMAL COMFORT (2 points)

AIM To ensure the thermal comfort for building occupants.


REQUIREMENT *

a) 1 point given if comfort levels comply with CP13, i.e. - Indoor temperature between 22.5C to 25.5C - Relative humidity < 70% b) 1 point given if occupants can control the indoor temperatures.

Part 4-5 INTERNAL NOISE LEVEL (1 point)

AIM To ensure the internal noise level are maintained at appropriate levels. REQUIREMENT * 1 point given if the internal noise level is maintained with sound levels as recommended in CP 13.

Part 5 Other Green Features
Innovation points are given to encourage the use of other innovative green features, state-of-the-art environmental technologies in buildings. For example, green roof & roof garden vertical greening pneumatic waste collection system self production of compost by recycling organic waste ultraviolet light-C band (UV) emitters in all AHUs to improve indoor air quality auto condenser tube cleaning for chillers light shelves, light pipes

GM Existing Buildings Part 5-1 GREEN FEATURES & INNOVATIONS Assessment Criteria (Ver. 2.1) (10 points)
AIM To encourage other green features not stated in the previous section, which are innovative and have positive environmental impact.
REQUIREMENT

a) 2 points for High impact items (e.g. Green Lease) b) 1 point for Medium impact items (e.g. car park guidance system) c) 0.5 point given for Low impact items Examples: For recycling of AHU condensate water, 1 point for > 75% of AHU 0.5 point for < 75% of AHU

PRE-REQUISITE REQUIREMENTS
To achieve the Green Mark Gold, Goldplus and Platinum rating, the project has to meet the following pre-requisite requirements:
(1) For Green Mark Gold Rating

Office, Hotel Buildings and Retail Malls To achieve the following Energy Efficiency Index (EEI) i.e. - EEI of 205 kWh/m2/yr for offices - EEI of 404 kWh/m2/yr for hotels - EEI of 459 kWh/m2/yr for retail malls Other Building Types Demonstrate 15% energy savings over last three years.

PRE-REQUISITE REQUIREMENTS
(2) For Green Mark Goldplus Rating Office, Hotel Buildings and Retail Malls To achieve the following Energy Efficiency Index (EEI) i.e. - EEI of 177 kWh/m2/yr for offices - EEI of 368 kWh/m2/yr for hotels - EEI of 421 kWh/m2/yr for retail malls Air-conditioning system efficiency is 0.75 kW/RT Other Building Types To demonstrate 30% energy savings over last three years. At least 10 points under Water Efficiency (Part 2).

PRE-REQUISITE REQUIREMENTS
(3) For Green Mark Platinum Rating Office, Hotel Buildings and Retail Malls To achieve the following Energy Efficiency Index (EEI) i.e. - EEI of 154 kWh/m2/yr for offices - EEI of 333 kWh/m2/yr for hotels - EEI of 384 kWh/m2/yr for retail malls Air-conditioning system efficiency is 0.7 kW/RT Other Building Types To demonstrate 35% energy savings over last three years. At least 12 points under Water Efficiency (Part 2).
