Positions in this occupational series perform difficult and complex professional fire protection engineering work, supervise the work of a design and/or inspection group, skilled office, plan checking and inspection staff in securing compliance with the following: municipal building and fire ordinances, related regulations, Fire Department Master Planning, Fire Department Operational Strategies and Tactics, and general safety. Essential functions of the job include, but are not limited to, the following: Explains and discusses Building and Fire Codes and Ordinance provisions, and fire protection engineering principles and concepts to the general public and other City Departments, architects, contractors, engineers, builders, and owners. Oversees the review of submitted plans of residential, commercial and industrial buildings and complexes, and any other type of structure, fire protection and life safety systems, mechanical, electrical, and plumbing systems, for compliance with the following: codes and ordinances, Fire Department Master Planning, Fire Department Operational Strategies and Tactics; makes reasonable recommendations for fire protection and life safety design, and general safety. Reviews and supervises checking of plans, specifications, and calculations submitted in connection with applications for building and fire permits for new structures and fire protection systems, alterations to structures and fire protection systems, for conformance with applicable Codes and Standards, fire hazards, life safety, firefighter safety, and general safety. Approves or disapproves applications for permits. Coordinates review of projects with other sections and specialists within the Fire Department as well as other City Departments. Balances codes and standards with Fire Department objectives, practical applications, and common sense. Uses

codes, standards, and good engineering practice to incorporate into project designs accommodations for safe and effective firefighting activities, simplification of fire prevention inspection activities, and elimination of future potential enforcement problems. Negotiates positively and effectively with project design teams, builders, and owners within economic and political environments. Performs independent research and feasibility studies; makes public presentations; attends meetings; prepares reports, correspondence, and makes recommendations. Works with the Fire Departments Operations Section in fire prevention training and acts as a technical advisor during and after incidents. Takes ownership and pride in projects. Strives to assist designers and others in finding solutions to Code problems or other technical and operational difficulties. Supervises employees of a lower classification in assigned engineering and related tasks. May be required to participate in related departmental cross-training efforts based on operational necessity. Experience and qualifications gained in this cross training may apply towards promotional opportunities and transfers. Assumes responsibility for ensuring the duties of the position are performed in a safe, efficient manner. Performs other related duties as assigned or as the situation requires. Minimum Requirements: Knowledge, Skills & Abilities Knowledge of: Building electrical, plumbing, mechanical systems and related codes. Hazardous materials use, waste, disposal, storage, dispensing, and hazardous materials related codes and regulations, fire chemistry, chemical and hazardous processes. Laws, ordinances, and regulations of City, State, Federal, and special agencies regarding buildings, structures, fire protection, life safety and hazardous materials. Life safety systems including fire alarm, fire detection, evacuation systems, firefighter communication systems and their design standards. Practices and procedures of engineering activities and Fire Department Operations. Smoke management systems and emergency generator systems. Standard Fire Department Fire Prevention organization, structure, activities, and procedures. Standard Fire Department organization and structure. Standard firefighting operations. Wide variety of fire protection systems including sprinkler, special extinguishing systems, standpipes, etc. and their design standards. Knowledge of and skill in: Good customer service practices. Skill in: Making independent judgments and decisions based on standard policy, procedure, good engineering practice, good customer service practice, Fire Department global goals and objectives. Ability to: Analyze data, recognize problems, and arrive at acceptable recommendations and solutions. Apply codes, standards, and ordinances in a practical, common-sense manner that is consistent with the use and function of the building occupants and business functions.

Communicate effectively in English, both orally and in writing. Compare construction in progress and compliance with plans, specifications and codes. Conduct technical inspections of occupancies as required. Enforce City code requirements while not arousing undue hostility. Establish smooth working relationships and resolve interpersonal and interdepartmental conflicts. Express ideas clearly and concisely, orally and in writing. Foster a teamwork and service oriented environment. Foster, maintain, and represent the Fire Department and the fire service in general in a positive, constructive light. Interact with a wide variety of individuals, including political leaders, other City department executives and managers, and Fire Department managers and personnel. Maintain a strong customer service orientation in concert with regulatory responsibilities. Read and interpret building plans, including civil, architectural, mechanical, electrical, plumbing, calculations, reports, surveys, specifications, blue prints. Read, write and comprehend directions in English. Recognize roles and relationships of various parties in construction projects. Review projects with respect to a greater, overall objective for the greater benefit of the community in terms of economic development, fire- and life-safety benefit, and the general betterment of the community. Understand the intent and spirit of codes, standards, and ordinances. Other Characteristics Willingness to: Work overtime as requested. Be available 24 hours for emergencies. Assume responsibility for ensuring the duties of the position are performed in a safe, efficient manner. Experience Two years professional engineering experience in fire protection, structural, mechanical, electrical, chemical, civil engineering or a related field. Experience in the fire service is desirable. Education/Training A Bachelors degree in fire protection, structural, mechanical, electrical, chemical, or civil engineering or a related field. License(s) / Certification(s) Valid Class C California driver's license. Registration as a Professional Engineer with the California State Board of Registration for Professional Engineers. Note An equivalent combination of experience, education and/or training may substitute for the listed minimum requirements. There is no recognized equivalent for Registration as a Professional Engineer or Fire Protection Engineer with the California State Board of Registration.
