DoH to declare East Samar as a filariasis-free province


TACLOBAN CITY The Department of Health (DoH) here in the region is set to declare Eastern Samar as filariasis-free province. The declaration of Eastern Samar as filariasis-free means that no cases of said ailment have been reported, Bryant Labastida, health regional information officer, said. The declaration will be held next week in Borongan City with top officials of the health department lead by Health Regional Director Jaime Bernadas attending the occasion. Eastern Samar is the third province in the region to be declared by the DOH as a filariasis-free province. The provinces of Biliran and Southern Leyte were earlier declared as such. Filariasis is a parasitic disease transmitted by mosquitoes that primarily affect the people living in the remote and rural areas which the DoH is aiming to eliminate by 2018. It is considered a major parasitic infection that continues to be a public health problem in the Philippines and it is the second leading cause of permanent and long-term disability. With the declaration of Eastern Samar as a filariasis-free province, this leaves the provinces of Leyte, Samar and Northern Samar to have known cases of said disease in the region. In Leyte, the towns of Mahaplang and Hindang are recorded to have high cases of filariasis infection. But the DOH is optimistic that this will be eradicated anytime soon, through the mass drug administration. Persons afflicted by filariasis may experience pain and swelling of the breast, vagina, scrotum, legs and arms; fever; cough; chills and wheezing. People living in filarial-prone areas are advised to wear long sleeved shirt and long pants when working in farms and sleep under a mosquito net. (ROEL AMAZONA)

Political prisoner seeks DoJ assistance


TACLOBAN CITY While undergoing medical treatment at the National Kidney and Transplant Institute (NKTI), political prisoner Ericson Acosta has asked for a dialogue with Justice Secretary Leila de Lima to seek the immediate resolution of his case. Acosta, 40, a poet, songwriter and former editor of the UP Philippine Collegian, was arrested by the military in San Jorge, Samar, last February 13, 2011. He was reportedly interrogated and tortured inside a military camp for three days before a trumped-up charge of illegal possession of explosive was filed against him to justify his arrest and detention. Acosta was granted temporary freedom by a regional trial court in Calbayog City for him to undergo medical treatment for his renal problems. After 23 months at the Calbayog subprovincial jail, Acosta went straight to the NKTI for treatment last January 18. He was flown to Manila through the assistance of Atty. Persida RuedaAcosta, chief of the Public Attorneys Office (PAO). I was arrested without warrant by the military, tortured, tagged a terrorist and criminal, incarcerated for 23 long months left to suffer while waiting for your good office to carry out a favorable resolution to the Petition for Review we filed in September 2011, Acosta said in a statement. PALO, Leyte The National Nutrition Council (NNC) here in the region highlighted the consumption of iodized salt as the country celebrates 7 th Goiter Awareness Week with the theme Goiter Sugpuin, Isip Patalinuhin, Iodized Salt Gamitin. NNC regional p r o g r am c o o r d in ato r Segundina Devota Dilao said that they are stepping up efforts to promote iodized salt in the region since it is very affordable and salt is commonly used by households. EVSU volleyball instructor stab by 1 of 3 suspects


TACLOBAN CITYA volleyball instructor in one of the state universities here in the city walked his way to a hospital to seek medical attention after he sustained various wounds on his body. The victim, identified as Barry Daa Montecastro, 35 and a volleyball instructor of the Eastern Visayas State University (EVSU), walked his way to the Bethany Hospital last Friday early morning to seek medical help. Montecastro, who is a resident of Barangay 64, Sagkahan, this city, sustained wounds at various parts of his body due to the stabbing he sustained from one of the three suspects. Based on police reports, the victim was walking along Brgy.56A, Lirang, this city, at around 12:05 a.m. last Friday when the suspects blocked his way. For no apparent reason, one of the suspects drew a deadly weapon, known locally as pisao, and stabbed the victim, hitting him at the different parts of his body. The hospital is located just less than 200 meters from the scene of the incident. Police authorities went to the scene of the incident to conduct their investigation with the identities of the suspects and their motive remains to be unknown.

Brgy. officials can now join Pag-Ibig Fund


TACLOBAN CITYThe Home Development Mutual Fund or Pag-IBIG Fund here confirmed it has already entered into a memorandum of agreement with the Liga ng mga Barangay December of last year that allows barangay chairmen and the barangay council members to become members. Pag-IBIG Fund-8 general manager Paulino Talacay said that as members of PagIBIG, barangay officials would be able to avail themselves of multi-purpose loans for educational, health and other needs. They may also secure calamity loans, housing loans as well as other benefits that the PagIbig offers. Ta l a c a y r e v e a l e d that while barangays officials are expected to be at the forefront in responding to calamities and even domestic concerns, they have been deprived in the past of benefits as government employees. The agreement has stated the objective of the program which is to promote welfare and encourage a selfsustaining providen t savings program that will be for the benefit of the individuals involved. This also evolved with the desire of the Pag-Ibig Fund to extend its membership to elected officials, employees and volunteer workers of members of the Liga ng mga Barangay nationwide. It is also the policy of Pag IBIG Fund that public officials or employees who are not covered by the GSIS, such as barangay officials, including barangay chairmen, barangay council members, chairmen of the Sangguniang Kabataan and barangay secretaries and treasurers are covered by the voluntary membership of the fund. Talacay mentioned that the monthly PagIBIG membership contribution, at the option of each of the registered member, should be equivalent to two percent or four percent of the average monthly income. A member may, however, be allowed to contribute more than what is stated should he so desires.

200,000 OFWs deleted from voters list, says Migrante


TACLOBAN CITY-At least 200,000 overseas absentee voters have been delisted from the voters list due to alleged lack of information dissemination by Philippine diplomatic posts overseas, the Migrante sectoral party-list said. Migrante vice chairperson John Leonard Monterona said many of overseas workers were not aware that once a voter failed to vote in two consecutive elections, he or she will be purged from the list. Based on our monitoring, many absentee voters abroad have not been properly informed of the requirement to issue a manifestation of intent to remain in the list of overseas absentee voters so they can vote in the May 2013 elections, Monterona told Leyte Samar Daily Express in an online interview Also he said the nature of the election, which is mid-term senatorial elections, may have also caused many overseas workers to lose interest, adding many of our workers abroad, though they registered in the last two elections, are not that politically involved or active. Secure elections

very God-fearing Filipino hopes for it an election that is worry-free, fair and honest. For this reason, sectors in the society who hold stake on the outcome of a clean and credible election link arms with the Commission on Elections to achieve such end. Students, teachers, street-sweepers, even ambulant vendors and housewives desire for nothing less than election result that is not tainted with fraud and blood and not had through duress or sham promises of candidates. Over the weekend, the Philippine National Police in the region unfolded two events that intended to assure the Filipino electorate of a peaceful and secure election. The call presupposes the inclusion of all turfs from the poll precinct up to the municipal and city halls where final canvassing is held. The advocacy also assumes the security and sanctity of the ballot until after the real winner is proclaimed and sworn in. It also behooves the impartiality not just of the members of the board of elections inspec-

tors, but also of the Comelec, and the military and police which are instrumental in ensuring that conduct of an honest, orderly and peaceful election. In the presence of PNP Director-General Alan Purisima, the local police presented members and leaders of private armed groups said to be operating in Samar Island, a noted hotspot in every local and national election. These so-called remnants of the PAGs, once tagged to be behind sowing fear and initiating election-related violence in Samar, particularly Montealto and Moloboco groups, surrendered and have pledged cooperation with the Philippine government in the campaign towards an honest and secure election in the region. Our Senators are privileged few who use the Senate funds for their personal use. This starts from the Senate President Juan Ponce Enrile who released P1.6 million to each senator as a christmas gift last December 2012. They have misused Senate funds in-

cluding the millions of pesos of maintenance and other operating expenses (MOOE) for their respective offices. The Senate has documents indicating the use of Senate funds by a Senator to pay rent and repairs of his office located in his own building not

in the Senate building. There is also the inclusion of household helpers in the office payroll and disbursing money as grocery allowance for sons and daughters. There must be a full audit by the COA on how the Senate and all the senators disburse and use MOOE. These revelations came out after Enriles and Santiagos tirade against each other. T h e s a m e s t u d y, however, revealed that iodine excretion of children in the region is 83 microgram per liter (ug/L)of urine, lactating mothers 58 ug/L ,and pregnant women with 83 ug/L. The figure is way below the 100-150 minimum iodine excretion using

the same measurement. To a d d r e s s t h e problem, the Bantay Asin Task Force will meet salt traders on February 5 of this year to solicit their support on maintaining the quality of salt through proper storage. N. Samar provincial government opens scholarship grants to poor but deserving students
C ATA R M A N , Northern Samar - The provincial government of Northern Samar announces the holding of qualifying examinations for the Provincial Educational Assistance Program (PEAP) on February 3, 2013 at the Ibabao Hall, Provincial Capitol. The program, among the priority thrusts of the administration of Governor Paul Daza, aims to support the schooling of poor but deserving students who are set to pursue tertiary education. Shailini Aliposa, secretariat of PEAP from the Office of the Governor, said that anyone who belong to the 20 percent of the graduating class if in high school, or has a general weighted average of not lower than 2.5, if already in college, may apply for the scholarship. However, he or she must not be enrolled or does not plan to enroll in any of the courses declared under moratorium by the Commission on Higher Education (CHED) which include courses in bachelor of science in hotel and restaurant management, nursing, business administra tion except if majori n g i n a c c o u n t a n c y, and education, unless taking up a major in physics, science, chemis tr y, s p ecial ed u c a tion, reading, English and educational media/ technology. To qualify for the exams, the student must be able to get an exam permit from the PEAP secretariat at the Office of the Governor before the date of examination or until February 1, 2013, Aliposa said. GSIS offers new schemes for its members,


TA C L O B A N CITY- Members of the Government Service Insurance System (GSIS) has now options how they could receive their loans. The options now being offered by their office is to ensure that the members, to include the pensioners, could get their monthly pension so easily, GSIS president and general manager Robert Vergara said. Under their new scheme, both the active members and the pensioners could get their loans and monthly benefits respectively either through the automated teller machines of the Land Bank of the Philippines or through electronic card. This renewed partnership with Landbank makes it easier for our members and pensioners, especially in the provinces to access their benefits and other loans, Vergara, in a press statement, said. The GSIS has 1.4 million members and another 300,000 pensioners across the country. Police caught three persons sniffing rugby
TA C L O B A N CITY- Police authorities ap p r eh en d ed a 20-year old man for sniffing ruby. Arrested by PO2 Esmeraldo Ripalda and PO2 Bernard Galicia was Mario Mortega who was caught using the prohibited solvent in a vacant lot along Real Street, this city last Friday at around 9:30 in the evening. Also caught were Mortegas two female companions, who were both minors. A concerned citizen tipped the policemen about the illegal act of the three. The three were caught holding two transparent cellophanes containing the prohibited solvent. Mortega was detained at the Marasbaras Police Station while his two minor companions were referred to the WCPP.

BIR-8 achieves a 4.67 percent increase of tax collection for 12


TACLOBAN CITYThe Bureau of Internal Revenue (BIR-8) exceeded its target tax collection for fiscal year 2012. Based on their records, they were able to generate tax collection of more than P4.75 billion or a 4.67 percent increase compare to their target collection of 2012. For last year, the BIR14 had a collection target of about P4.53 billion. The increase of tax collection of their office was due to number of factors, Hilda Tecson assistant of the Tax Payment Unit (TAU), said. These includes to their extensive tax mapping operation of their campaign dubbed as Oplan: Resibo; increase of value added tax collection and the full implementation of Republic Act 6758 or the salaries standardization act which resulted to an increased salaries among government employees .
