1 Denition
With the feature Preference Category During Catastrophe, the operating company can restrict outgoing traffic to certain priority subscribers only (e.g. police, fire department, etc.) if necessary. Incoming traffic is not affected by this feature

2 Mode of operation
During a catastrophe the communication network is flooded with call requests, with the result that the network is heavily loaded and communication with important subscribers such as police, hospitals, emergency services, fire service or doctors, is obstructed. The feature Preference Category during Catastrophe takes effect if the network node concerned has the catastrophe status privileged. In this case, only subscribers with special authorization (catastrophe immunity) are allowed to make outgoing calls. All subscribers can continue to receive calls. A subscriber without catastrophe immunity who tries to make a call hears the busy tone. The feature has the following effects: originating trafc is blocked for non-privileged subscribers the system's call processing capacity is made available primarily to privileged subscribers privileged subscribers' lines are not blocked by calls from non-privileged subscribers Catastrophe statuses An operator can activate traffic restrictions in two stages, depending on the severity of the catastrophe (see Tab. 2.1). The selected catastrophe status, 1 or 2, is shown on the operating status display. Catastrophe immunity The corresponding catastrophe immunity is assigned by the network operator at the request of the subscriber. A subscriber line can be assigned: catastrophe immunity 1 catastrophe immunity 2 The catastrophe status of the network node is compared with the catastrophe immunity of the calling subscriber during call setup. Catastrophe immunity of calling subscriber line Catastrophe immunity 1 Catastrophe immunity 2 No immunity Catastrophe status of network node Catastrophe status 1 Originating traffic authorized Originating traffic authorized Originating traffic not authorized Catastrophe status 2 Originating traffic not authorized Originating traffic authorized Originating traffic not authorized
