EXPRESSION OF INTEREST( NIEOI) EOI Ref No: NZR/MM/SS/STW /02/2005-06 ONGC is planning to undertake fast track project for Side Tracking of 50 wells on Integrated Well Completion basis in Assam Asset . ONGC seeks Expression of Interest from the potential reputed bidders having experience and expertise of carrying out similar projects . Brief Scope of WorkAssam Asset has embarked on a strategy to increase oil production from existing fields by way of sidetracking of non-flowing/idle/sub-optimal flowing wells. About 50 such wells which have potential to produce oil from LakwaLakhmani, Rudrasagar and Geleki fields have been identified for sidetracking. In most of these wells, work over jobs have been attempted in the past without any fruitful results and as such sidetrack of these wells in the same layer towards better area away from the current position or to other promising layers have been planned. Among these 50 wells, about 10 wells are to be sidetracked as horizontal wells and the remaining 40 wells are to be sidetracked as high angle wells. The details of Scope of Work for side tracking of 50 wells are available on www.ongctenders.net. The potential bidders need to submit the following documents by 28.3.05 in the Office of I/c MM, Assam Asset, ONGC, Nazira, Assam 785685 (Tel. no. 03772-252372). However, no price details are to be submitted at this stage : (a) Company profile, organizational set up with details of professional technical and financial capabilities for executing scope of work covered in above EOI. (b) List of similar projects executed by the agency in past, clearly indicating the minimum details like Scope of work, Type of Wells, Cost, End User (Client), Schedule, Sub contracting / consortium arrangements made by the agency. (c) Detailed plan for executing entire scope of work. (d) Equipment list, technical specification and capability. (e) Work history for the last 24 months including experience in line. (f) Brief of Heath, Safety, Environment and Quality Assurance and Control systems followed. (g) List of similar contracts executed with value and brief scope of work. (h) Company profile with details of professional technical and financial capabilities of participating companies in case of consortium.

DETAILED SCOPE OF WORK FOR 50 ASSAM ASSET

WELLS TO BE

SIDETRACKED ON INTEGRATED WELL COMPLETION BASIS IN

A total of 50 wells are available for side tracking in Lakwa, Rudrasagar and Geleki oil fields of ONGC, Assam Asset in Assam state of India. Side tracking to be under taken in existing well which are both vertical and deviated with S profile. Side tracking to be under taken in the vertical section preferably below 9 5/8 shoe. Drilling is to be carried out by Professional/technical experts by providing their own suitable onshore rigs and equipments in one/two year time frame. Type and number of rigs are to be indicated by the prospective bidders. Professional/technical experts are required to provide all the services required to side track these wells as a single point responsibility i.e. trained manpower, equipment and all services including MWD & SDMM, Mud, Cementing, Completion, Logging etc. In this regard, prospective Professional/technical expert may note the following: 1. Well Information: (Point of reference CP) a) TVD b) HD : 2300 m 4000 m : 100 m - 1000 m i. High angle section around 40 nos ii. Horizontal section around 10 nos d) Kick off i. Either below 9 5/8 casing shoe ii. Or in 9 5 /8 casing using whipstock

c) Number of Side track wells

2. Drilling Rig and Crew: Drilling is to be carried out by Professional/technical experts by providing their own complete onshore drilling rigs and equipments (Type and number of rigs are to be indicated by the prospective bidders) along with capable and experienced Rig crew personnel for supervision, operation and maintenance for effective side track drilling and completion of desired high angle / horizontal drain holes in accordance with best oil field practices.

3. Drilling of Wells: Professional/technical expert has to plan and execute all the operations and services from 5 casing retrieval, window cutting, side tracking with 8 bit and 6 drain hole drilling in horizontal section, where ever applicable, to well completion for successful side tracking as per geological objective including pilot hole drilling in case of horizontal wells, wherever required, to ascertain the current geological information. He shall be responsible for arranging the required services and ensure their timely availability. 4. Services: Professional/technical expert has to plan and provide all allied services required for side tracking the wells to surface target such as: a) Directional drilling services and equipment: Professional/technical expert has to provide MWD and SDMM equipment, whip stock setting ( where ever required ), window milling and services as per well/geological requirement (including operators/ engineers /directional drillers) along with drilling jars and motor bits for drilling 8 to 6 hole. the desired sub

b) Mud services: Professional/technical expert has to plan and execute the mud services with their own chemicals, manpower and laboratory testing equipment. He has to design the different mud systems required for each phase of the well such as KOP to 70 degree angle phase covering the key seat prone Girujan clay, the landing point to drilling to 90 degrees drain hole section covering the hydrostatic to depleted Tipam sands and the caving prone BCS coal shale section. The pay zone section, both high angle and horizontal drain hole needs to be drilled with formation friendly non-damaging drilling fluid using bio degradable polymers etc., with no Barite and Bentonite. The high angle wells in Lakwa and Rudrasagar fields are to be drilled in a single section with 81/2 bit with suitable non damaging formation friendly mud system. In the case of horizontal well and high angle well of BMS pay sand of Geleki field and also in case of high angle wells in Lakwa, Rudrasagar and Geleki fields where kick off is not feasible below 1200 m or so, two casing policy is to be adopted i.e. kick off to landing point in the case of horizontal wells and kick of to zone top in case of High Angle wells. The proposed mud programme is placed at table no 7 c) Cementing services: Professional/technical expert has to plan, provide slurry designs, supervise and execute all primary and secondary cementation operations ( and auxiliary operations) required for completion of wells, with their own equipment, materials, chemicals, additives, special mechanical aids, pre job simulation etc.

Only Class G cement will be provided by ONGC

d) Logging services: Professional/technical expert has to plan and execute the logging and peroration services with their own logging unit , tools, manpower , equipment and materials. Storing facilities for Explosive may be provided by ONGC if requested. Proposed logging programme is placed at table 8 e) Well completion services: Professional/technical expert has to plan and execute the well completion services with their own manpower, equipment and required material including handling tools. The entire completion work would entail completion design, provision of down hole equipment including production tubing (2 7/8), surface equipments including choke manifold, separator and chikson and swivels , well completion fluids, etc. Technical expertise for execution of job including services like slick lines (manpower and material), stimulation expertise and flow measurement services to be provided by the bidder. Prepack sand screen will be required to complete the wells prone to sand production specially in wells of Rudrasagar field f) Other Services: In case of any complication, professional/technical expert has to provide services for fishing with their own manpower, equipment and material, if required. Professional/technical expert will also provide any other services, manpower and equipment including specialized tubular like HWDPs etc. required for successful completion of the well.

5. Other information :
a. High angle wells to be completed with 7 production casing while the 6 horizontal drain holes are to be completed with 5 slotted liners. b. Wells in Rudrasagar field would need sand control measures (Prepack Sand screen). c. General stratigraphy of Lakwa-Lakhmani, Rudrasagar and Geleki fields are placed in Annexure (Table-1, Table-3 and Table-5) d. Clay Mineralogical Composition of Lakwa-Lakhmani, Rudrasagar and Geleki are placed in Annexure (Table-2, Table-4 and Table-6) e. Typical well profile for both high angle / horizontal wells for each field are annexed( Figs 1 to 6 ) f. Materials like 7 casing, well heads, X-Mas tree are to be provided by bidders. g. All sizes of Drill pipe ( including 2 3/8 for 5 liner) and drill collar to be provided by the bidders. h. All floating equipments to be provided by bidders. 6. Qualification criteria: The Professional/technical expert should be of international repute having experience in directional drilling and completion high angle and horizontal wells. The professional/technical expert should also have the experience in handling similar type of projects.
