and the Survey and Construction Sections relating to program execution. *Coordinates with, and/or furnishes technical advice to Federal, State, County, and local governmental agencies, private property owners and various community organizations, and other City Departments relating to the execution of the assigned program. *Develops and reviews capital public works improvement project plans, bid specifications, cost estimates, and contract proposals. *Develops and reviews various engineering reports, feasibility studies, environmental documents, cost of service and rate studies, and other deliverables. *Deals tactfully and courteously with the public, coworkers, and other City employees, occasionally in difficult customer service situations. *Develops, reviews, and coordinates for adoption, with the Development Engineer, utility standards for design and construction. Reviews development applications for conformance with SEPA, utility, and land use standards, and makes recommendations for mitigation, facility extensions, paybacks, participation, and design alternatives, as applicable. Manages the review and approval of master plans prepared in support of special planning areas. *Furnishes technical advice and assistance to other Engineering Division staff and Departments, and at public hearings, public meetings, and council and committee meetings. *Maintains knowledge of engineering principles and standards particularly related to utility systems, municipal engineering procedures and practices; contract administration; Federal, State and City laws, regulations, and policies regulating utility operations, maintenance, design and construction requirements. *Prepares and interprets engineering documents, construction plans and construction specifications. *Trains, evaluates, motivates and supervises subordinate employees, primarily the Utility Technician and Water Resources Technician; supervises management of paybacks, developer participation, special assessments and charges by other Utility Section staff. *Uses computers for word processing, project scheduling, and complex spreadsheet applications. Understands CADD drafting and design applications. Develops and utilizes computerized utility models and programs. *Demonstrates strong oral and written communication skills to effectively communicate politically sensitive and/or technically complex material. *Works effectively under pressure to manage a large and diverse workload requiring close communication and cooperation in a team environment. alternative solutions to complex technical problems and issues, sometimes on an inferential basis. *Operates a motor vehicle requiring a standard Drivers License. *Regular, reliable and punctual attendance *Due to internal and external customer service needs, incumbent must be able to work a full time schedule, on-site (appropriate City work sites). *Completes work and projects in a thorough and timely manner. *Understands and follows directions from supervisor, posted work rules and procedures. *Works courteously and effectively with public officials, citizens, contractors, vendors, developers, supervisor, and other employees, both in person and over the telephone; assisting them with a wide variety of information pertaining to City and department. *Shows initiative in performing job functions *Performs related work as required. * = Primary function. Bachelor of Science degree in Civil Engineering AND five years of civil MINIMUM QUALIFICATIONS engineering experience, municipal engineering experience preferred, PE preferred. Possess and retain a valid state drivers license without impending loss at time of appointment ADDITIONAL INFORMATION Works both indoors in a clean, climate-controlled workspace and outdoors, sometimes during inclement weather. Frequently required to use hands to: finger, feel or handle writing utensils, computers and office supplies which require repetitive arm, wrist and hand movement;. Occasionally required to stand and reach with arms and hands, climb, balance, stoop, kneel, crouch, bend or crawl. The employee is occasionally required to lift or move up to 25 pounds. Visits job sites that require walking on uneven, rocky, or rough ground. Position requires mental acuity to ensure thorough mental analysis of situations in a fast-paced environment. Employee is required to maintain confidentiality of information within the department. The employee may be required to deal with irate individuals requiring the use of conflict management skills. Employee is required to perform work in confidence and under pressure for deadlines, and is required to maintain professional composure and tact, patience and courtesy at all times.
