TACLOBAN CITY The Department of Justice granted the petition of political prisoner illegal and that he was not informed of the reason for Ericson Acosta seeking for a review of his case.
The favorable decision of the DOJ on Acostas case was confirmed by Prosecutor General Claro Arellano. Acosta is facing a charge on illegal possession of illegal explosives before a regional trial court in Calbayog City which earlier allowed him a temporary liberty by allowing him for a medical treatment. OWI gives free wheelchairs


CATBALOGAN CITY The One World Institute (OWI), a Northern California-based non-profit organization donated free wheelchairs to the poorest of the poor in the Philippines. The OWI, which carry a slogan charity is an act of love that seeks no reward, handed over 101 wheelchairs to the central command of the Armed Forces of the Philippines, which, in turn, downloaded to their units in the fields for distribution in the villages. Of the 101 wheelchairs, 24 were given to the poor recipients in Samar and Leyte. In a ceremonial giving of wheelchairs on Monday, the 8th Infantry Division thanked the OWI for their generous act. A list of recipients was prepared by the 8th ID to be given during their bayanihan operations in the communities. I thanked the OWI especially soldiers of 8th ID for choosing me to be one of the recipients of the free wheelchair. It is a big help to me, said Angelo Gabiana, an indigent beneficiary from Brgy. Dugongan, Jiabong, Samar.

TACLOBAN CITY All Barangay Nutrition Scholars (BNS) and Barangay Service Point Officers (BSPOs) from the 138 barangays here could now avail of free PhilHealth cards from the city government. This after the Sangguniang Panlungsod council members approved a resolution authored by Councilor Jerry Yaokasin requesting the local finance committee to include all the BNS and BSPO here to be a beneficiary of the PhilHealth program sponsored by the city government. Yaokasin said that the BNS and BSPO requested him to include them as beneficiary of the PhilHealth program of the city government, after the council members submitted a resolution during their previous session, giving the privilege the Barangay Health Workers (BHW) to avail free PhilHealth cards. DTI to set up 18 SSFs in EV


PALO, Leyte The Department of Trade and Industry (DTI) here in the region will set up 18 shared service facilities (SSF) to improve packaging of micro small and medium enterprises (MSMES) engaged in food and coco-coir processing. DTI Regional Director Cynthia Nierras said that the project, with proposed funding of P22.9 million, is one of their strategies to help MSMEs make their products more attractive to export market despite their limited financial capability to acquire production equipment. Of these proposals, seven were approved for funding at a tune of P10 million. The amount was intended to provide the much needed facilities in order to improve the productivity and efficiency of the MSMEs operation, Nierras said. The biggest shared service facility for food processing will be set up at the Eastern Visayas State University (EVSU) main campus in Tacloban City with a cost of P6 million. It will benefit 300 food processors in the region and food technology students who will use the equipment in their study. For the processed food sector, the facility offers technology that extends shelf life of native delicacies with the application of packaging technology. Right now, we cannot bring our native delicacies like moron and binagol abroad because its quality deteriorates in just a week. Through technologies, we can extend shelf life to months, she added. SSF is more sophisticated equipment to accelerate MSMEs aim for competitiveness and help them graduate to a next level where they could tap a better and wider market and be integrated in the global supply chain, she explained. Some P4 million was set aside to procure peatblocking equipment to enhance the operation of a regional based coco-coir and peat processing plant to be established in Javier, Leyte. The project will benefit eight existing provincial level coco coir plants in the region and 20 village level geotextile processors comprising about 1,000 households in six provinces. Our MSMEs are banking on the growing demand for geotextile nets in the implementation infrastructure projects. It will be used by the Department of Public Works and Highways (DPWH) in preventing soil erosions. This product and coconut peat has good export market potential, Nierras said. SSF is a strategic complementary project that

intends to balance off existing efforts/ programs such as NICCEP to achieve inclusive growth as envisioned by the current administration. It entails the setting up of common service facilities or production centers for certain processes to give MSMEs access to better technology.

Tacloban council passes resolution seeking DPWH to put up warning signs on road projects
TACLOBAN CITY The members of the city council here approved two resolutions addressed to the Department of Public Works and Highways (DPWH) Tacloban Sub-Engineering District. These resolutions mandate said office to put early warning devices (EWDs) on rehabilitated areas and provide the city council a copy of their projects to be implemented for this year. Councilor Neil Glova said that the Tacloban Sub-Engineering District has to issue a directive to all the contractors who conduct road rehabilitation works within the city, particularly on the national roads, to ensure that sufficient EWDs must be put up on said areas. Glova explained that putting of sufficient EWDs is necessary for the safety of the motorists and prevent occurrence of road accidents. The councilor said that during the previous years, DPWH only put the warning devices on areas rehabilitated after an accident happened. Yes, we are happy that DPWH is attending on such projects but they also have to make sure the motorists are safe, he said. M e a n while, Councilor Jerry Yaokasin passed another resolution asking the DPWH to furnish the council members a copy of all the projects they planned to implement within the year 2013. By furnishing us a copy of all the calendared projects for the year, we can inform our commuters where

Childish play

ulling dirty tactics is abhorred in sports. People frown upon those who try every dirty trick just to put one over the other. It is hard for people to understand the underlying purpose of causing undue displacement of visiting delegations who came to participate in a good venue that prides itself as a highly urbanized city. Indeed, the place is deemed a sports destination that can accommodate huge delegations from all provinces and cities in the region. Everything had been assumed as going well for all the participating teams as organizers left no stone unturned in their preparations. Schools in the city were expected to provide the best for the visiting delegations considering that the city is where the games are to be held. It is after all an event that is under the Department of Education, where athletes, coaches and ofcials are plucked

from the different schools in the region. It is hard for people to understand how city schools would not provide facilities needed for the competitions that are their own. This event requires full support and cooperation from various sectors but it is the education department that is expected to play its important role, mainly by making their facilities available where and when needed. It is insensitivity for any unit under the Department of Education not to extend support and cooperation that would contribute to the success of the EVRAA Meet. Any act that would put the event in an offbalanced position is simply detestable. This, especially if the acts are done in a sudden way

Nepotism
Is the vice mayor liable for appointing a relative of the mayor? What is the Civil Service rule mandates? A person qualified for appointment in the civil service may not have a chance to be employed as long as the appointing officer is related and exercising immediate supervision over the appointee. This rule is misquoted in a message received by Nio Antonio Villalino, a reporter of EV Mail, and written on January 21-27, 2013 issue entitled HRMO says regular appointment of mayors first cousin legit. He wrote, Meanwhile, Agnes Capahi-Siguenza, a first cousin of Mayor Eric Capahi Codilla on his mother side was the subject of mass text messages that started circulating two weeks ago. The public he wrote: Atty. Raymund F. Gonzales, regional director of the Civil Service Commission, in a telephone interview, had a different opinion. He said that if Siguenza is indeed the mayors first cousin, her appointment could be a violation of the anti-nepotism law. He advised that a complaint be filed at their office so they could act on it, and verify if her regular appointment is lawful. Such misleading story is damaging the reputation of City Mayor Codilla, because there is no truth he appointed his cousin to work under his immediate

Bosses make things happen. But how? Either they do things or tell people! Yesterday, my madam raced the office aisle in time to beat the contract deadline. When I commended her for the sprint, she reasoned out that things cannot wait so she would rather do it herself than somebody else. There is one way to delegate though. It is called the snippet tracking system. It is not annoying nor menacing, but of empowering individuals to see everything that is happening in the workplace. One gets a weekly check by email or any format that asks what they did last week and what they plan to do in the upcoming week. Replies get consolidated in a common

area and distributed automatically the following day by email. Management technology allows us to do this. Managers and supervisors of objectives, goals, and projects need a way of measuring the intermediate progress and activity of themselves and their peers. As with the quantified self movement, tracking progress writing it down leads to reflection, knowledge, and betterment. In office cultures of extremely high personal autonomy, fit is another thing. It is a sense of self that spawns canonical stories and processes. I can only imagine a bossless culture and everyone becoming a boss by oneself.

He advised that a complaint be filed at their office so they could act on it, and verify if her regular appointment is lawful. For the right of the public to know, employees working under the Sangguniang Panlungsod are subject to appointment by the vice mayor; while those under the executive branch are appointed by the mayor. Villalino may have the eagerness of producing controversial story but it should be based on fact and law. SEED GROWS OF ITSELF


Jesus said, This is how it is with the kingdom of God; it is as if a man were to scatter seed on the land and would sleep and rise at night and day and the seed would sprout and grow, he knows not how. Of its own accord the land yields fruit, first the blade, then the ear, then the full grain in the ear. And when the grains ripe, he wields the sickle at once, for the harvest has come. He went on to say, To what shall we compare the kingdom of God, or what parable can we use for it? It is like a mustard seed that when it is sown in the ground is the smallest of all the seeds on the earth. But once it is sown, it springs up and becomes the largest of plants and puts forth large branches, so that the birds of the sky can dwell in its shade. With many such parables he spoke the word to them as they were able to understand it. Without parables he did not speak to them, but to his own disciples he explained everything in private.

TRIALS BEST MUSIC

Another reason why we should not give up faith when it is tested is this: As a seed which a farmer has thrown on the land is sprouting and growing night and day, how, he knows not (Mk 4:27), the seed of Gods Kingdom already planted in our hearts, is steadily growing by our repeated acts of faith, and we are sure to reap an abundant harvest. They could take a walking stick but no food, no money, no extra clothing. We think of these items as indispensable in our life. Much of our time and effort are spent in trying to acquire these same things and then to accumulate them even to excess. Christ wanted his apostles to recognize the true importance of worldly goods. They are good only for this world. They are intended only to help us in this world as we work and earn, not money or property, but our eternal salvation. If we have enough what shall we do with more of the same things? If we have the necessities of this world, how do we use them to gain eternal life? If we have more that we need, how shall we use that excess in order to gain eternal life? If we do not have an excess of material goods, do we work harder to get them than we do for eternal life? This writer had the privileged and opportunity to visit Osaka, Japan for the first time. Last January 20, my wife and myself went to Osaka, Japan thanks and courtesy of the promo fare from Cebu Pacific where we only paid P3,500.00 /person in going to Japan. We landed at the new and solidly built Kansai International Airport. I was surprised to see the terminal so clean and kept and the comfort rooms were high tech. I didnt know how to flash the water in the bowl because of so many gadgets. We arrived at 8:pm in the evening it

LP candidates visit E. Visayas


TACLOBAN CITYCandidates for senators under the administration Liberal Party (LP) are slated to visit this city today. This was revealed by Engr. Billy Roseo, regional political officer of the LP, who stressed that the visit should not be considered as a political sortie. They will be here for a visit and not to conduct a political campaign, he said. The LP candidates that are to visit today are reelectionist Sen. Aquilino Koko Pimentel, Rep. Edgardo Sonny Angara and former party-list representative Risa Hontiveros. The three candidates were invited by Northern Samar Rep. Raul Daza, regional chair of the LP, together with Leyte Governor Mimietta Bagulaya. The three are also set to meet with Governor-inwaiting, Leopold Dominico Petilla and his running-mate Board Member Carlo Loreto. From Tacloban, the three will visit Ormoc City with some stops in Alangalang, Carigara and Capoocan. In Ormoc, they are to attend a students forum at the Eastern Visayas State University (EVSU-Ormoc Campus). From Ormoc, they will motor their way to Tacloban to have a dinner with Tacloban city mayoralty candidate, Florencio Bem Noel, out-going representative of the An Waray party-list group. And on Saturday, Pimentel, Angara and Hontiveros are to visit Catbalogan City for public forum with various groups. They will also meet top LP officials of Samar like Rep. Mel Senen Sarmiento,Calbayog City Mayor Ronald Aquino, among others. Glycils No.1 performance makes Jaro proud, says Mayor Celebre


TACLOBAN CITY- The remarkable performance of Glycil Arante Alvero topping the Nursing Licensure Board Examination made him and all the people of Jaro proud. Thus said town Mayor Rolando Celebre as he said that he would order the putting up of streamers within the town propers major streets and public offices stating their congratulations to the 20-year old board top placer. Of course, her topping the licensure examination for nurses makes us all proud. To my reckoning, she is the first from Jaro to have topped a national licensure examination, Celebre said in a phone interview. What makes Celebres have more reason to celebrate was the fact that Glycil was one of his scholars. The town mayor said that while the local government has a scholarship program for poor but deserving students from their town, Glycils scholarship was made through his own personal money, Celebre said. That is why, her performance is something that my other scholars should emulate. I am challenging them to do better and focus on our studies, the mayor said. Glycil garnered a rating of 85.80 percent, enough for her to land as number one among the thousands of examinees of the 2012 Nursing examination. She took her nursing course at the Colegio de Sta.Lourdes of Leyte Foundation which is based in Tabontabon town, also in Leyte. She also finished as cum laude among her batch. Mayor Celebre said that he is happy that the board first placer somehow acknowledged his assistance while she was still studying. She was a scholar of Celebre from third year to fourth year. Glycil, youngest of nine siblings and who come from a poor family, in an earlier interview with Leyte Samar Daily Express said that Mayor Celebre was among responsible why she was able to finish her Nursing course and eventually finished it with flying colors.
