El domingo 7 de octubre millones de venezolanos acudieron a las urnas para elegir su presidente. Gan el mismo que ya por 14 aos ha venido dirigiendo los destinos de la nacin. Ms de 6 millones de personas dieron su voto por un proyecto de cambio que se basa en el entendimiento y la creacin de oportunidades para todos. Esta vez la mayora no lo entendi as. Esto nos lleva a la pregunta que me hizo un amigo dominicano, es que acaso los venezolanos se volvieron locos? La verdad, hasta llega uno a dudar de la cordura de esa mayora, pero eso sera simplificar demasiado lo que ocurri el domingo 7 de octubre. Hay otros elementos a tomar en consideracin, hay rumores que han circulado sobre una amenaza de autogolpe por parte del gobierno actual de Venezuela o la participacin de los servicios de inteligencia cubana en el manejo de los datos y muchos ms, y se reportan testimonios que indican el uso de la violencia para amedrentar a quienes difieren del proyecto poltico de Hugo Chvez o el uso indiscriminado de los recursos del estado para apoyar su causa. Muchos de los que estamos viendo las cosas desde afuera no nos percatamos de la manera como impacta un dinero entregado a una familia para la compra del mercado o simplemente el pago de la participacin en marchas de apoyo al gobierno; el monopolio casi absoluto de los medios de prensa, tanto televisin, prensa escrita o radio, en los que la presencia del candidato de la oposicin slo figur en una proporcin de 100 a 1. A pesar del duro golpe que signific para muchos, tambin cabe preguntarse es que acaso estamos de espaldas a la realidad? Estamos buscando excusas para no ver lo que el voto dice? Si estas fueron las elecciones venezolanas ms concurridas y no hubo fraude, es evidente que la clave est en otra parte. Un estado poderoso que compra conciencias? Un pueblo poco educado que piensa con el estmago? Algunas personas, en su justo dolor ante la derrota, han incluso execrado de sus familias y amistades a aquellos que no concurrieron a la urnas de votacin, lamentable actitud. Yo ms bien pienso como el Sr. Capriles que un par de das despus dijo claramente, Yo hoy estoy de pie, me levant como estoy seguro que se levantaron hoy la inmensa mayora de los venezolanos. Es verdad que el pueblo de Venezuela le dio 6 aos ms al experimento socialista de Chvez, pero tambin es cierto que el futuro est all, y el nuevo movimiento que se ha formado en Venezuela no va a diluirse, al contrario, va a continuar creciendo una vez que se aprenda la leccin. Varios norteamericanos que nos conocen han manifestado su asombro sobre la manera como se llev a cabo el proceso de votacin: masivo y transparente y eso mismo quisieran que pasara en su pas, sobre todo en cuanto a la participacin se refiere. Por otra parte es muy interesante la lectura que la nueva victoria de Chvez ha tenido en la prensa internacional, por ejemplo un comentarista espaol comparti en El Pas una ancdota sobre Venezuela: Durante 15 das tuve un chfer afro descendiente, como ahora se dice, que, si inicialmente se resista a abrirme su corazn, acab por amigarse y un da, como quien enuncia lo irrebatible, dijo: Seor periodista espaol, cuando Chvez deje de ser presidente, yo vuelvo a ser invisible. On Sunday October 7, millions of Venezuelans went to the polls to elect their president. The same person that for 14 years has been directing the destinies of the nation won. Over 6 million people cast their votes for a change project based on understanding and creating opportunities for all. This time the majority did not understand it so. This brings us to the question a Dominican friend of mine asked me, have Venezuelans gone crazy? To tell you the truth, one even comes to doubt the sanity of the majority, but that would be oversimplifying what happened on Sunday October 7. There are other elements to consider, rumors circulating about a threat of coup by the current government of Venezuela itself or the participation of Cuban intelligence in handling data and more, and there is reported evidence indicating the use of violence against those who differ from the political project of Hugo Chvez or the indiscriminate use of state resources to support their cause. Many of us who are seeing things from the outside do not realize how money given to a family to buy groceries or simply paying for the participation in marches in support of the government impacts, the almost absolute monopoly of the media, television, printed press or radio, in which the presence of the opposition candidate appeared only at a ratio of 100 to 1. Despite the heavy blow it meant for many, we should ask ourselves, can it be that perhaps we are not facing reality? Are we looking for excuses not to see what the vote says? If these were the most popular Venezuelan elections and there was no fraud, it is clear that the key lies elsewhere. A powerful state which buys consciences? Uneducated people thinking with their stomach? Some people, in their justified pain facing defeat, have even condemned family and friends who did not go to the ballot box, unfortunate attitude. I rather think like Mr. Capriles that a couple of days later clearly said, I am standing today; I stood up as Im sure the vast majority of Venezuelans did. It is true that the people of Venezuela gave Chavezs socialist experiment 6 more years, but it is also true that the future is there, and the new movement that has formed in Venezuela is not going to fade, on the contrary, will continue to grow once the lesson has been learnt. Several Americans who know us have expressed astonishment at the way the voting process was conducted: massive and transparent, and that is what they would like to see happen in their country, especially as regards to participation. On the other hand, it is very interesting the interpretation that the new victory of Chvez has had among the international press, like for instance a Spanish commentator shared in El Pas an anecdote about Venezuela: For 15 days I had a driver of African descent, as it is now said, that, if initially refused to open up his heart to me, eventually became friendly, and one day, as he who states the irrefutable, said: Mister Spanish journalist, when Chvez is no longer president, I go back to being invisible.

El sbado 22 de septiembre se llev a cabo la primera conferencia sobre fortalecimiento financiero para lderes hispanos en los salones del Christina Hilton en Newark.

First Conference of Financial Empowerment

On Saturday September 22, the first Hispanic Financial Empowerment Leadership Conference was held in the halls of Christina Hilton in Newark.
Some 30 leaders from different cities of the state attended the conference which sought to inform families about resources and programs available to help them achieve financial stability. The important thing is first, to inform those who have the potential to spread this information, said Dennis Campa, who was the guest speaker, adding that We need people to understand that saving is the basis of prosperity, and that everyone can save even though they may earn very little. To build financial independence we must start NOW to educate our families to manage their finances responsibly and to know the chances of success in the future. The lecturer with extensive experience in the development of community initiatives explained that it is important to consolidate partnerships with public and private institutions to deliver available resources information to those who need it most. By 2030, 62% of children in this country will be children of color, especially Latinos, and children are 100% of our future, that is why we must invest in their education now. The future is now, emphasizes Campa. Meanwhile the Secretary of the Department of Children and Families, Vivian Rapposelli recounted the activities the states Hispanic Commission has been carrying out and announced that in the upcoming month of November the Chair and Co-chair of this commission will be elected. The Latino Financial Empowerment Leadership Conference was successful in sharing information about free programs to help families achieve financial stability. We will continue to spread awareness of these services and alternative financial products, with the help of other local nonprofits and community partners, said Wanda Lopez, Associate Director of Programs at United Way of Delaware. The Empowerment Conference was sponsored by Lieutenant Governor Matt Denn, United Way of Delaware, the Administration for Children and Families and the organization $tand By Me and in partnership with ALPFA, ASPIRA of Delaware, Inc., the Hispanic Commission of Delaware, La Esperanza, La Red Health Center and the Latin American Community Center.

Unos 30 lderes de diferentes ciudades del estado asistieron a esta conferencia que buscaba informar a las familias acerca de todos los recursos y programas disponibles para ayudarles a alcanzar estabilidad financiera. Lo importante es primero informar a aquellos que tienen posibilidades de esparcir esta informacin, coment Dennis Campa, quien fuera el orador invitado, y agreg que Es necesario que la gente comprenda que el ahorro es la base de la prosperidad, que todos pueden ahorrar aun y cuando ganen muy poco. Para construir la independencia financiera tenemos que empezar YA a educar a nuestras familias a manejar sus finanzas de una manera responsable y conocer las oportunidades de tener xito en el futuro. El conferencista, con una amplia experiencia en el desarrollo de iniciativas comunales, explic que es muy importante consolidar alianzas con instituciones tanto pblicas como privadas para hacer llegar la informacin de recursos disponibles a quienes ms lo necesitan. Para el ao 2030, el 62% de los nios de este pas sern nios de color, sobre todo latinos, y los nios son el 100% de nuestro futuro, por eso debemos invertir en su formacin ahora. El futuro es ahora, recalca Campa. Por su parte la Secretaria del Departamento de Nios y sus Familias, Vivian Rapposelli hizo un recuento de las actividades que ha venido llevando a cabo la Comisin Hispana del estado y anunci que en el venidero mes de noviembre se elegirn al presidente y vicepresidente de la misma. (Chair and Co-chair) La Conferencia de Empoderamiento Financiero tuvo xito en cuanto al intercambio de informacin acerca de los programas gratuitos para ayudar a las familias a lograr la estabilidad financiera. Vamos a continuar difundiendo el conocimiento de estos servicios y productos financieros alternativos, con la ayuda de otras organizaciones sin fines de lucro locales y socios de la comunidad , dijo Wanda Lpez, Directora Asociada de Programas de United Way de Delaware. Christine Cannon del Fondo Arsht-Cannon de DCF fue elegida como Directora de la Junta de NCLR (Consejo Nacional La Raza)
El Fondo Arsht-Cannon de la Fundacin Comunitaria de Delaware felicita a Christine Cannon, PhD, RN de Hockessin, Delaware, por su nombramiento a la junta directiva del Consejo Nacional La Raza (NCLR). La Dra. Cannon se desempea como directora ejecutiva del Fondo Arsht-Cannon, que ha donado ms de $5 millones para ayudar a apoyar a las organizaciones sin fines de lucro. El Fondo ArshtCannon apoya a una variedad de programas de alfabetizacin familiar en ingls diseados para atender las necesidades de los delawarianos hispanos. Desde 2003, el Fondo Arsht-Cannon se ha asociado con los principales centros de la comunidad para apoyar la dispensa de atencin de salud mental y los programas de deteccin e intervencin preventiva. La Junta Directiva de NCLR es una entidad de 24 miembros integrada por funcionarios electos y representantes de organizaciones de base comunitaria, el sector empresarial y el sector acadmico. Los miembros de la Junta reflejan la diversidad de las nacionalidades hispanas y la distribucin geogrfica de la poblacin hispana. Por mandato, la junta directiva debe incluir una representacin equitativa de hombres y mujeres. Me siento honrada de haber sido elegida para la Junta Directiva de NCLR y tener la oportunidad de trabajar con los lderes de la comunidad que tan activamente abogan por los principales problemas de los latinos en Estados Unidos, dijo Cannon. The Arsht-Cannon Fund at the Delaware Community Foundation congratulates Christine Cannon, PhD, RN of Hockessin, Del., for her appointment to the board of the National Council of La Raza (NCLR). Dr. Cannon serves as executive director of the Arsht-Cannon Fund, which has donated more than $5 million to help support nonprofit organizations. The Arsht-Cannon Fund supports a variety of Englishlanguage family literacy programs designed to address the needs of Hispanic Delawareans. Since 2003, the Arsht-Cannon Fund has partnered with major community centers to support access to mental health care and preventive screening and intervention programs. In 2011, the Arsht-Cannon Fund began its work with GIRLS, Inc. and organizations in Kent and Sussex counties to build smart and bold Latina leaders. Chris Cannons appointment confirms NCLRs continued commitment to adding insightful and dedicated leadership, which Chris has clearly demonstrated. Her leadership is not only delivered with compassion, but she also supports proven programs and demands accountability. An appointment well deserved, said Maria M. Matos, executive director of Wilmingtons Latin American Community Center, an NCLR affiliate. The National Council of La Raza (NCLR) the largest national Hispanic civil rights and advocacy organization in the United States works to improve opportunities for Hispanic Americans. Through its network of nearly 300 affiliated community-based organizations, NCLR reaches millions of Hispanics each year in 41 states, Puerto Rico, and the District of Columbia. NCLRs board is a 24-member body composed of elected officials and representatives of community-based organizations, the corporate sector, and academia. Board members reflect the diversity of Hispanic nationality groups and the geographic distribution of the Hispanic population. By mandate, the board must include equal representation of men and women. I am honored to be elected to the Board of Directors of the NCLR and to have the opportunity to work with community leaders who so actively advocate for the major issues of Latinos in America, Cannon said. I believe that the benefits of collaboration for Delaware will include expanded access to English-language learning programs, preventive health services and quality care.

Un Punto de Vista A Matter Of View

Los que me conocen a nivel personal, diran que soy una persona optimista. Siempre mirando el vaso medio lleno y no medio vaco, pero tengo que decir que a veces se hace muy difcil salir de la depresin que las influencias externas nos hacen pasar. En estos das, me siento un poco como el clima que estamos teniendo, sombro, fro, gris, lluvioso y ventoso. Creo que he permitido que mis expectativas y mis sueos se interpongan a la realidad. Qu quiero decir con eso? Pues bien, el pasado domingo 07 octubre, Venezuela tuvo sus elecciones presidenciales. Durante los ltimos meses, haba un aire de muchas posibilidades de tener una oportunidad de cambio. Una oportunidad para un mejor lder y la esperanza de ver a Venezuela recuperar su gloria, pero para mi decepcin, todo va a seguir igual por otros seis aos. Hugo Chvez continuar su dictadura, mientras millones todava creen que hay una esperanza de recuperar lo que se les arrebat, que es la libertad. Estoy en total incredulidad del giro de los acontecimientos, yo realmente anticipaba y esperaba un nuevo presidente, pero en algn lugar muy profundo dentro de m me deca que todo pareca demasiado bueno para ser verdad. Mi querida Venezuela, me entristece ver en lo que te has convertido. Todava no puedo creer que el actor Danny Glover haya mostrado abiertamente su apoyo a Hugo Chvez. Qu le da derecho a hacer tal cosa? Oh, s, la libertad que goza en este pas. Danny Glover vive y puede ejercer su libertad gracias a nuestros ideales, a pesar de que, y estoy suponiendo, l puede sentir todo lo contrario ya que sus races como un hombre afro-americano le habran hecho sentirse oprimido y discriminado. Sin embargo, l no tiene por qu apoyar los puntos de vista polticos de un pas que ha retrocedido en el tiempo en vez de avanzar. Debo decir que no estoy siendo muy polticamente correcta con mis declaraciones y puntos de vista, pero esta columna me proporcionan la plataforma para expresar libremente mis pensamientos. Estoy indignada de ver que un actor utilice su imagen para apoyar a alguien que oprime y paraliza a un pas que alguna vez tuvo tantas posibilidades, a un pas que goz de libertad y de los ideales de la democracia. Ahora, otra decepcin la semana pasada fue el primer debate presidencial. Qu estaba pasando con el Presidente Obama? Era como si no estuviera all. Qu desempeo tan decepcionante tuvo. Se senta como que no le importaba o tal vez estaba demasiado preocupado por su aniversario de bodas. Admito que lo mire como lo mire, no puedo encontrar el aspecto positivo en todo esto. Habr otros dos debates presidenciales y tanto Mitt como Obama se prepararn para el enfrentamiento, pero todava estoy indecisa. Agrrense duro, porque tenemos cuatro semanas ms de toda esta locura poltica. Estoy muy orgullosa de vivir en el pas en que vivo y saber que todava puedo expresarme libremente.

Those that know me on a personal level would say that I am an optimistic person. Always looking at the glass half-full and not half-empty, but I have to say that sometimes it becomes very hard to get out of the funk that external influences may put us through. These days, I am feeling somewhat like the weather we are having, gloomy, cold, grey, rainy and windy. I think I have allowed my expectations and dreams to get in the way of reality. What do I mean by that? Well, this past Sunday October 07, Venezuela went into presidential elections. For the past few months, there was an air of many possibilities for a chance of change. A chance for a better leader and the hopes to see Venezuela regain its glory, but to my disappointment, it will all stay the same for another six years. Hugo Chavez will continue his dictatorship while millions will still believe that there is a hope to regain what was taken which is liberty! I am in complete disbelief of the turn of events, I truly expected and hoped for a new president, but somewhere deep inside it all seemed too good to be true. My beloved Venezuela, it saddens me to see what you have become. I still cant believe that actor Danny Glover has openly shown his support to Hugo Chavez. What gives him the right to do such thing? Oh, yes Freedom that he enjoys in this country. Danny Glover lives and can exercise freedom because of our ideals, even though, and I am guessing that he might feel the opposite since his heritage as an African-American man would have made him feel oppressed and discriminated against. Nevertheless, he has no business supporting the political views to a country that has gone back in time instead of moving forward. I must say that I am not being very politically correct with my statements and points of view, but this column does provide me the platform to freely express my thoughts. I am indignant that an actor uses his image to support someone that oppresses and stagnates a country that once had so many possibilities, a country that enjoyed freedom and the ideals of democracy. Now another disappointment last week was the first presidential debate. What was going on with President Obama? It was like he was not there. Such a disappointing performance he gave. It felt like he didnt care or maybe he was too preoccupied with his wedding anniversary. I admit that whichever way I look at it, I cant find the silver lining in all of this. There will be two other Presidential debates and both Mitt and Obama will prepare for the showdown, but I am still undecided. Hold on tight because we have four more weeks of all this political craziness. I am so proud to live in the country I live in and to know that I can still express myself freely.

PrOTecTiNg OUr rigHT TO THe rigHT MeDiciNe By Frank Oldham
President Obamas healthcare reform is about to severely restrict drug treatment options for millions of Americas most vulnerable patients. This certainly wasnt the presidents intention. But a new, preliminary regulatory ruling from the Department of Health and Human Services required by the 2010 healthcare reform law applies a one-size-fits-all approach to prescription medicines. And the result could be substantially fewer treatment options for Americans all across the country. Instead of requiring insurance companies to cover whatever medicine a physician deems appropriate, the HHS would only require them to cover a single drug in each class of pharmaceuticals. So for example, if an HIV patient reacted badly to a particular anticonvulsant, he could be out of luck trying to get another one paid for by his insurance plan. If HHSs preliminary guidance becomes law, its likely to harm patients and drive up healthcare costs. The proposed HHS approach is particularly problematic for patients living with chronic conditions, including HIV/AIDS, severe mental illness, diabetes, and cancer; covering just one drug is wholly inadequate to meet their complex needs. Theres a way to do it better, making sure patients have access to the right medicines while keeping costs under control. In fact, we already have a model for how to make it work in Medicare Part D. Implemented in 2006, Part D is a prescription drug benefit offered under Medicare, our system of government-subsidized health care for seniors. It requires competing insurance plans to cover nearly all drugs in six critical classes: immunosuppressants, antidepressants, antipsychotics, anticonvulsants, antiretrovirals, and antineoplastics. Ensuring access to a wide range of drugs is particularly important for the HIV community. Every patient suffering from the disease exhibits unique symptoms, and its not uncommon for doctors to try a variety of drug regimens before determining the one that will work best. Its also likely that patients suffering from chronic conditions, including HIV/AIDS, will require a combination of several drugs. Furthermore, patients can easily develop hypersensitivities or adverse side effects from their first-line drug treatment. This is the case for many HIV antiretrovirals, which are known for their harsh side effects. In fact, its not uncommon for patients to take ten or more additional pills just to manage their side effects. Patients can easily require multiple medications in more than one class of pharmaceuticals throughout their course of treatment. Covering just one drug per class will make it financially impossible for many patients to receive the cocktail of medicines they need, and may force patients to discontinue the most effective treatments. Research into drug access for Medicaid beneficiaries also starkly illustrates just how dangerous restricted access to medications can be. Medicaid enrollees with problems accessing the drugs they need are far more likely to exhibit suicidal behavior, or experience homelessness and incarceration. In addition to harming patients health, restricting the number of available drugs drags down our health care system. Patients whose conditions are not addressed by the single covered drug in each class are more likely to experience relapses in their illnesses, exacerbating symptoms and requiring more hospitalizations, re-hospitalizations and expensive acute care. In fact, Medicaid beneficiaries with drug access problems are 74 percent more likely to visit an emergency room for treatment and when they do, tend to require 72 percent more acute inpatient days in the hospital. Annually, these hospital stays end up costing more than twice the annual spending on the prescription drugs that the patients should have been taking in the first place. It makes little sense to implement regulations that will cost more and increase the number of patients in hospital beds. Part D, on the other hand, has been saving taxpayers and patients alike. The programs costs have consistently come in below Congressional Budget Office projections. In fact, beneficiaries average monthly premiums for 2012 are lower than they were last year. HHS will soon make its final ruling on what drugs insurers must cover. To protect patients health and control costs, its critical that officials revise their current, restrictive proposal. Instead, they should take a page from Medicares successful Part D. Frank Oldham is President and CEO of the National Association of People with AIDS. The poll found that both Democrats and Republicans equally favor the program - with respondents saying they are happy with the value, costs, and convenience provided by their coverage. The poll also found palpable levels of concern about what would happen if Medicare Part D were to be eliminated. 84% said that out-of-pocket drug costs would be higher, 61% believe they would be unable to fill all of their prescriptions, and 53% said they would be more likely to cut back or stop taking medicine altogether. This year, three of the top five heavily senior populated states (Florida, Pennsylvania and Iowa) are up for grabs, and neither side can afford to sacrifice the critical voting bloc of Americans over 65 - who comprise 13 percent of the population. And the results to a September survey by the Washington Post/Kaiser Family Foundation Health Care, Medicare and the Election: A View from Three Swing States - Virginia, Florida, and Ohio indicate that swing voters are very concerned that the fiscal cliff debate, while unlikely to take center stage until after the election, by all accounts will result in changes to programs that seniors rely upon. Indeed, clear majorities of voters in Virginia (73%), Florida (74%), and Ohio (78%) indicated that they would like to see policymakers reduce the federal budget deficit without reducing Medicare spending. The Obama campaign has repeatedly defended provisions in the Affordable Care Act that cut Medicare spending by $750 billion as nothing more than closing loopholes and limiting payments to providers. The Romney campaign, while still defending itself against comments that 47 percent of the American people are victims and rely on government programs (seniors are very much part of this number), have made a point to label the White Houses actions as raiding Medicare to pay for Obamacare. Despite being a target for Democrats in the past, taking on the program known as Medicare Part D carries a significant amount of political risk that the Obama campaign cannot afford as both sides prepare to make their closing arguments. Mitt Romneys selection of Paul Ryan as his vice presidential running mate immediately put Medicare on the front burner and Democrats on the offensive, especially in Florida with recent gains among seniors. And needless to say, given the concerns that have been raised about the impact the Ryan plan potentially will have, Republicans also need to take particular care not to appear to question an extraordinarily popular program that was, after all, proposed and passed by a Republican President and Republican Congress. Both President Obama and Mitt Romney will need to carefully consider how they approach the issue of Medicare in the coming weeks. To be sure, the political climate has grown increasingly favorable for President Obama and the Democrats in the weeks following the Democratic National Convention. But with the polls nearly certain to tighten in the weeks leading up to election day, it is clear that the senior vote will play a critical if not decisive role in determining the final outcome. Consider the following: in 2010, turnout among Americans over 65 surged and seniors cast more than one out of five votes. This core constituency voted for Republicans by a 21-point margin. When it comes to Medicare, both sides are struggling to own the debate. But Medicare Part D is a huge positive for candidates willing to embrace it and has been under discussed on the campaign trail up to this point. A new poll sponsored by Medicare Today found that 90% of seniors are satisfied with Medicare Part D - up twelve points from 78% in 2006.

There is more treasure in books than in all the pirates loot on Treasure Island. Walt Disney Books are treasures no one can take from you. They become embedded in who you are; in your knowledge, wisdom, and imagination. It doesnt matter if youre five, or 105-years old. It doesnt matter where you were born, if youre poor or rich, if you own a business, or are an elementary school student. It doesnt matter if youre interested in rock climbing or astrophysics, there is a book out there to peak your interests, expand your knowledge, and give you ideas! The written word offers unlimited possibilities. It can take you back in time to ancient civilizations or catapult you to an image of the future. It can take you to magical lands of dragons and fairies. The written word can take you on a trip inside a volcano, or whiz you across the Milky Way. Books can pull you into a whirlpool of mystery and suspension, teach you how to cook a healthy meal, or help you learn how to speak another language. Benjamin Franklin, the founder of the first library in the United States said, Little minds think and talk about people. Average minds think and talk about things and actions. Great minds think and talk about ideas. In the 1730s there were no public libraries. Books were rare and only the very wealthy could afford lots of books. Most people could not turn to books to increase their knowledge, but thanks to Franklin, there is now a public library near you. The best thing about New Castle County public libraries is that you dont have to be rich to enjoy all the books, magazine, DVDs, music CDs, and audio books offered. You can borrow, for free, any of these items and take them home with you. To borrow, you need a New Castle library card and you get that for free too if youre a Delaware resident. Cant read in English yet? Then read a book written in Spanish! Most New Castle County libraries have a fiction and non-fiction adult Spanish collection, and if none of the libraries have a copy of a book you want, ask a librarian to request a copy. If you are learning English, you can borrow ESL (English as a second language) CDs, books, DVDs, and audio-books to help you learn. Most libraries also have bilingual books, in Spanish and English, for children, which adults can use to learn English. New Castle and Bear libraries offer free ESL classes for adults as well. Programa Academia Sabatina ASPIRA

El sbado 15 de septiembre ASPIRA de Delaware (AOD por sus siglas en ingls) celebr su sesin de apertura y registro de admisin para su programa Academia Sabatina para los estudiantes de ltimo ao de secundaria de Delaware en la Universidad de Delaware.
Diseado para contrarrestar el fenmeno nacional, regional y local de los jvenes hispanos que estn siendo dramticamente sub-representados en la educacin superior, el programa Academia Sabatina AOD ofrece una amplia gama de servicios, talleres e informacin centrados en la educacin superior y el proceso de aplicacin y matriculacin en la universidad. Ahora en su octavo ao de operacin y contando con instalaciones para llevar a cabo las reuniones cedidas por la Universidad de Delaware, el programa se rene los sbados por la maana y conecta a los estudiantes del ltimo ao de secundaria que participan en el programa con entrenadores voluntarios adultos pertenecientes a las comunidades locales educativas, jurdicas, mdicas y de negocios. Los talleres se centran en la bsqueda de una universidad, el proceso de aplicacin de la universidad, ayuda financiera, escritura de ensayos y pruebas estandarizadas. Para los estudiantes interesados y sus familias, el programa tambin incluye la oportunidad de obtener mayor informacin de parte de abogados de inmigracin sobre asuntos de inmigracin en lo que respecta a procedimientos generales y especficos relacionados con los recientes cambios iniciados por la administracin Obama. Aspira Saturday Academy Program

On Saturday, September 15 ASPIRA of Delaware (AOD) held its opening registration and intake session for its Saturday Academy Program for Delaware high school seniors at the University of Delaware.
Designed to counteract the national, regional, and local phenomena of Hispanic youth being dramatically underrepresented in higher education, the AOD Saturday Academy program provides a broad array of services, workshops, and information focused on higher education and the college application and matriculation process. Now in its eighth year of operation and with meeting facilities provided by the University of Delaware, the program meets on Saturday mornings and couples participating high school seniors with volunteer adult coaches drawn from the local educational, legal, medical, and business communities. Workshops center on the college search, the college application process, financial aid, essay writing, and standardized testing. For interested students and their families, the program also includes the opportunity to learn more from immigration attorneys about immigration issues in general and specific procedures related to recent changes initiated by the Obama administration. In the first session on September 15 one of eleven fall semester meetings participating students and their families were greeted by recently appointed University of Delaware Director of Admissions Jose Aviles. Dr. Aviles not only welcomed students and families but also pledged his commitment to do whatever he could as an individual and as a key administrator in the states flagship university to help them on their journey to higher education. He noted that he was himself the first in his family to attend college, a path that led him to earn bachelors, masters, and doctoral degrees. In addition to his expertise in college admissions, Dr. Aviles has focused much of his attention on student retention in higher education, a subject with high import for Hispanic students. His strong encouragement to participants was a perfect fit for the larger aims of ASPIRA of Delawares focus on youth leadership and development, including the pursuit of post-secondary educational opportunity. The AOD Saturday Academy will continue its meetings in Smith Hall, University of Delaware throughout the fall and spring semesters, and it welcomes any interested Delaware high school seniors to join. The program is provided at no cost to students and their families. To participate a student must be a high school senior with a desire or intent to attend a college or a university in the Fall 2013 and or to further their education in technical areas; have taken the ACT or SAT test or be willing to register for the test (AOD will assist); be able to attend selected Saturday sessions from 9:00 a.m. to 12:00 noon; and obtain parents permission to enroll in the ASPIRA Saturday Academy Program. El sbado pasado 22 de septiembre, el Consejo de Organizaciones de Habla Hispana (Concilio) celebr su 50 aniversario con una gala en uno de los hoteles ms lujosos en la hermosa zona riberea de Filadelfia.

Se reunieron cientos de personas, incluyendo algunos de los latinos ms influyentes de la regin, para celebrar con una cena, bailes y la ceremonia de premiacin oficial que reconoce cuatro diferentes mujeres en la comunidad por sus esfuerzos en apoyar a los latinos en la ciudad de Filadelfia. Last Saturday The Council of Spanish speaking Organizations (Concilio) celebrated their 50th Anniversary with a Gala in one of the most upscale hotel in the beautiful waterfront in Philadelphia.
Hundreds gathered including some of the most influential Latinos in the Region to celebrate with a dinner, dances and the official award ceremony that recognizes 4 different women in the community for their efforts to support Latinos in the city of Philadelphia. The awards were: The lifetime Award to Iris Violeta Colon-Torres, The citizenship Award to Sara Manzano-Diaz, The Community Services Award to Luz Selenia Salas and The Youth Award to Ashley Hernandez. All these women have made positive contributions that have directly impacted the communities they served. This year with the theme La Mujer Puertorriquea the gala opens the door
for La Parranda Puertorriquea that will be held this upcoming weekend in the City of Philadelphia. Congratulations to Concilios Executive Director Joanna Otero-Cruz, Deputy Director Julie Cousler Emig, the Board of Directors, and the staff for their dedication and commitment to serve the Latino Community in Philadelphia. La filial Komen de filadelfia es pionera entre las redes de ayuda comprometidas con la salud de los senos para capacitar a las mujeres latinas del condado de Sussex.

Hasta que la ciencia nos permita prevenir el cncer de seno, nuestra mejor defensa es la deteccin ms temprana y el tratamiento inmediato de cada diagnstico, manifest Elaine I. Grobman, Presidenta Ejecutiva de la Filial Komen de Filadelfia. La amplia experiencia, los recursos y la dedicacin de todos los que trabajan unidos en el Proyecto Contra el Cncer de Seno en la Mujer Latina del Condado de Sussex, nos permitirn lograrlo mediante la educacin y el apoyo de los profesionales, as como tambin del pblico y contactando a las mujeres necesitadas con los servicios que les salvarn la vida. Cada uno de los grupos colaboradores han realizado un buen trabajo como entidades individuales ayudando a tratar las necesidades relativas a la salud de los senos de las mujeres latinas del condado de Sussex e, indudablemente, se han salvado vidas, coment Kate McKenzie, Representante del rea de Delaware para la Filial Komen de Filadelfia y Directora del Proyecto Contra el Cncer de Seno en la Mujer Latina del Condado de Sussex. Otros miembros clave de esta red incluyen El Centro de Salud La Red, La Coalicin de Lucha contra el Cncer de Seno de Delaware (Delaware Breast Cancer Coalition), y las Comunidades Influyentes del Condado de Sussex (Sussex Strong Communities), as como tambin participan otras organizaciones, mdicos y profesionales que ofrecen sus servicios en el condado. Ahora con el Proyecto Contra el Cncer de Seno en la Mujer Latina del Condado de Sussex en marcha, estamos en proceso de unificar incluso ms recursos y realizar cambios an ms importantes. Unidos, tenemos la oportunidad de producir un impacto enorme, no solo salvando vidas, sino tambin estableciendo una base slida para un estilo de vida ms saludable para las futuras generaciones. Uno de los desafos ms grandes del Proyecto es el gran porcentaje de mujeres latinas del condado de Sussex que no tienen un mdico de cabecera. Primero tenemos que contactarlas y ganar su confianza, luego brindarles ayuday ponerlas en contacto con los servicios que necesitan. Lo esencial de este proyecto es buscar cualquier medio para identificar a estas mujeres, despus utilizar una completa variedad de mtodos apropiados desde el punto de vista cultura para educarlas y guiarlas a fin de que puedan hacerse cargo de la salud de los senos. Mimi Campbell, residente de Rehoboth Beach, ser la encargada de llevar a cabo con xito el Proyecto, actuando como el nexo bilinge entre las organizaciones y quienes tengan a cargo las remisiones y la coordinacin de los servicios. El primer paso es lograr que las mujeres sean conscientes de qu necesitan hacer para cuidarse, para as cuidar de sus familias. Si ellas necesitan ayuda, nosotros buscaremos la forma de ayudarlas. Para lograr esa meta, son diversos los sistemas establecidos para ayudar a las mujeres latinas a recibir mamografas y, si fuera necesario, ms pruebas diagnsticas y tratamiento, en el caso de no contar con seguro o contar con seguro insuficiente. Si no cumplen los requisitos para ninguno de estos programas, ni para Medicare ni Medicaid, los hospitales del condado de Sussex estarn dispuestos a realizar mamografas a mujeres que cumplan con los requisitos de la subvencin de la Filial Komen de Filadelfia. Trabajo con la Oficina de Salud para las Minoras de Delaware con el fin de promover la educacin continua de los proveedores de servicios mdicos que trabajan con minoras. La competencia en temas de salud de minoras es un factor enorme para los mdicos, coment McKenzie. Uniting to Save Lives

Komen Philadelphia affiliate takes the lead in a first-of-its-kind networking & breast health outreach initiative to empower Latina women in Sussex county
Uniting to save lives, The Affiliate, health systems and community partners county-wide activate a powerful network to increase breast cancer education and screening for Latina women in need. Utilizing funds from the Longwood Foundation, the Philadelphia Affiliate of Susan G. Komen for the Cure which serves all of Delaware has implemented a first-ever initiative to increase breast cancer education and screening, and decrease the percentage of late-stage diagnoses, among Latina women in Sussex County. The Komen Philadelphia Affiliate Sussex County Latina Breast Cancer Project unites the resources and best practices for serving the Latino community of The Affiliate, health systems and community partners from throughout the county to create a network capable of reaching more widely and deeply into the growing Latina population in Sussex County. The Sussex County Latina Breast Cancer Project was developed to help make a positive impact in the local fight against the disease, acting upon a recent needs assessment of Latina women in the county, and the overall breast cancer risks among Latinas. Critical statistics include: Breast cancer is the most commonly diagnosed cancer among Hispanic/Latina women Breast cancer is the leading cause of cancer death among Hispanic/Latina women 48.7 percent of the diagnoses among Latinas in Sussex County are regional and late-stage breast cancers The Sussex County Latina Breast Cancer Project network has set an aggressive goal to reduce the number of late-stage breast cancer diagnoses by increasing screening among Latinas in Sussex County by 25 percent. Until we have the science to prevent breast cancer, our best defense is earliest detection and immediate treatment of every diagnosis, said Elaine I. Grobman, CEO of the Komen Philadelphia Affiliate. The extensive experience, resources and dedication of everyone united in the Sussex County Latina Breast Cancer Project will allow us to do just that through education and support for providers as well as the public and connecting women in need with the services that will save their lives. The networking dynamic of the Project is key to its success in teaching the importance of early detection, and particularly addresses the critical need to reach non-documented Latinas in the county. Each of the partnering groups have done a good job as individual entities helping to address the breast health needs of Latinas in Sussex County and undoubtedly lives have been saved, said Kate McKenzie, Delaware field representative for the Komen Philadelphia Affiliate and director of the Sussex County Latina Breast Cancer Project. But defeating the disease that takes 1,252 lives every day requires a united front, a force that pulls together all our knowledge and abilities and shares them. Through this project, we are gathering all the pockets of knowledge and outreach resources from throughout the county whose potential has been underutilized, and creating one power-source from which the entire outreach network can draw as we forge ahead in our quest to save lives. In addition to The Affiliate, the Sussex County Latina Breast Cancer Project network is comprised of a variety of groups from the healthcare community, the first being grantees of the Komen Philadelphia Affiliate Grant Program. This group includes all three hospitals in the county Bayhealth Medical Center, Beebe Medical Center-Tunnell Cancer Center and Nanticoke Hospital as well as the Biden Breast Health Initiative, Cancer Support Community Delaware, and La Esperanza. Other key players in the network include La Red, Delaware Breast Cancer Coalition, and Sussex Strong Communities, as well as a number of other organizations, physicians and practices serving the county. The model for the Sussex County Latina Breast Cancer Project was inspired by a combination of the Komen Philadelphia Affiliates groundbreaking initiative to increase screening among Latinas in Camden County, N.J., The Affiliates Latinas United for the Cure program, and Cancer Support Communitys successful networking model. Learn, Share, Thrive, for outreach and education. On our own, weve been able to experience how working in unison on just a basic level can drive change in cancer awareness and survival, said Jo Allegro-Smith, director, Cancer Support Community. Now with the Sussex County Latina Breast Cancer Project in action, we are on course to unify even more resources and bring about even greater change. Together we have the opportunity to make a tremendous impact by not just saving lives, but by establishing the foundations of healthier lifestyles for generations to come. One of the biggest challenges for the project is the large percentage of Latinas in Sussex County who dont have a medical home. These women may be non-documented, under- or un-insured, they may not have a primary care physician, a GP, no healthcare provider so our job is not as easy as educating them about the need to get regular screening, said McKenzie. First we have to reach them and gain their trust, then get them assistance then connect them with the services they need. This project, in essence, is pursuing every possible channel to identify these women, then employing a full range of culturally appropriate methods to educate and guide them to take control of their breast health. Rehoboth Beach resident, Mimi Campbell will be a driver of much of the projects success, acting as a bi-lingual catalyst between organizations and providers for referrals and coordination of services. Campbell, whose services as coordinator for the project are being provided by the Cancer Support Community, has an extensive background in activism for the advancement of Latino/Hispanic communities in North, South and Central America. This is a tremendous opportunity and honor for me helping Latinas in Sussex County to step out of the darkness of breast cancer and realize the tremendous hope and help that exists for them truly helps fulfill my lifes mission, said Campbell. The first step is making the women aware of what they need to do to take care of themselves so they can take care of their families. If they need assistance, we will find a way to help them. To that end, there is a variety of systems in place to help assure Latina women receive mammograms and, if necessary, further diagnostic testing and treatment if she is underinsured or uninsured. Screening for Life and Delaware Cancer Treatment Program both state funded programs are available for eligible women. If neither of these, nor Medicare/Medicaid, apply, the hospitals in Sussex County will be able to provide mammograms for eligible women through their Komen Philadelphia Affiliate grants. As each of us has learned all good things must eventually come to an end.
And so it is with mixed emotions that I am letting you know of my decision to step down as executive director of La Esperanza, effective October 19th. I am very proud of the work we have done together over the past seven years, with the support of excellent staff, volunteers, and board members. I am even more proud of the gains made by the thousands of hard-working Hispanic immigrants of Southern Delaware. While we helped provide guidance and assistance, each of our clients carried out the hard and challenging tasks of taking advantage of the many opportunities afforded to them. Together we have helped them learn not just English, but our customs, rules, laws and protocols; find employment and, in some cases, start their own businesses. I have made many wonderful friends during my time with La Esperanza, including you. Now I am looking forward to exploring new opportunities - - after a bit of rest and relaxation with my husband Fernando and our six wonderful children, and lets not forget Muffin - - our miniature poodle. The Role of Age
Most divorcing parents are very concerned about their childrens reactions to their separation and divorce. They want to know, Will my child grow up to be healthy and happy? The University of New Hampshire put together a great resource for parents describing some of the effects of Divorce on children depending of the age of the child at the time of divorce. Babies & Infants: We know little about the effects of divorce on children younger than two or three years of age. Young children do not always suffer if a divorce occurs. However, problems may occur if a close relationship or bond between a parent and child is broken. Parents should agree on parenting and childcare arrangements so the child does not grow up experiencing conflict between his or her parents. Infants may not understand conflict, but may react to changes in parents energy level and mood. Infants may lose their appetite or have an upset stomach and spit up more. Preschool children: Children from three to five years of age frequently believe they have caused their parents divorce. For example, they might think that if they had eaten their dinner or done their chores when told to do so, Daddy wouldnt have gone away. Preschoolers may fear being left alone or abandoned altogether. They may show baby-like behavior, such as wanting their security blanket or old toys, or they begin wetting the bed. They may deny that anything has changed, or they may become uncooperative, depressed, or angry. Although they want the security of being near an adult, they may act disobedient and aggressive. School-aged children: Some psychologists believe the adjustment to parental divorce is more difficult for elementary school children than for younger or older children. School-age children are old enough to understand that they are in pain because of their parents separation. They are too young, however, to understand or to control their reactions to this pain. They may experience grief, embarrassment, resentment, divided loyalty and intense anger. Their ability to become actively involved in play and activities with other children may help them cope with their family life situation. Children this age may hope parents will get back together. Elementary aged children may feel rejected by the parent who left. They may complain of headaches or stomachaches. Adolescents: Teens also experience anger, fear, loneliness, depression and guilt. Some feel pushed into adulthood if they must take responsibility for many new chores or care of siblings. Teens may respond to parents low energy level and high stress level by trying to take control over the family. Others feel a loss of parental support regarding their physical and hormonal changes. Teens also may doubt their own ability to get married or to stay married. Teens may understand the causes leading to their parents separation. Their ability to remember the conflict and stress of the divorce may interfere with their ability to cope with the changes in their family. They may also feel pressure to choose one of their parents over the other, or to fault one parent over the other for the cause of the divorce. Age is not the only factor related to the effects of divorce on children; these can also depend on the childs gender and personality, the amount of conflict between parents and the support provided by friends, family and professional counselors. Tiempo de exposicin frente a la pantalla: Ningn tiempo frente a la pantalla para nios menores de 2 aos. Saba usted que Kennett Square es reconocida como una de las mayores concentraciones de estaciones de ferrocarril subterrneo del pas? > Nelly Jimnez-Arvalo, escritora independiente y colaboradora de El Tiempo Hispano. El ferrocarril subterrneo era una red de rutas secretas y refugios utilizados por los negros esclavos del siglo 19 en los Estados Unidos para escapar a estados libres y a Canad, con la ayuda de los abolicionistas y aliados, tanto blancos como negros, libres y esclavos, que simpatizaban con la causa. Muchos cuqueros, abolicionistas de ideas afines, afroamericanos libres y unos cuantos prfugos ayudaron a muchos fugitivos buscadores de la libertad en su peligroso viaje al norte hacia la emancipacin. Kennett estaba un poco ms arriba de la lnea Mason-Dixon y el rea tiene ms de treinta sitios documentados en donde hombres, mujeres y nios fueron escondidos, alimentados y enviados o acompaados a la siguiente estacin. Algunos de los propietarios y residentes de Linden Street eran conductores activos que habran ayudado a liberar a los esclavos. The history of The Underground Railroad
Do you know that Kennett Square is recognized as one of the greatest concentration of Underground Railroad stations in the country? > Nelly Jimenez-Arevalo, Independent writer and El Tiempo Hispano contributor. The Underground Railroad was a network of secret routes and safe houses used by the 19th-century black slaves in the United States to escape to Free states and Canada with the aid of abolitionists and allies, both black and white, free and enslaved, who were sympathetic to the cause. Many Quakers, like-minded abolitionists, free African Americans and a few fugitives helped many runaway freedom seekers on their perilous journey north to freedom. Kennett was just over the Mason-Dixon Line and the area has more than thirty documented sites where women, men and children were hidden, fed and sent or accompanied to the next station. Some of the property owners and residents on Linden Street were active conductors who have helped liberate the slaves. This and more history about East Linden Street is capture in the book East Linden Street: A history written by Mary Larkin Dugan and Ella J. Sestrich, two very active and passionate women at the Kennett Underground Railroad Center near Kennett Square. Like every year, The Historic East Linden Project led by Theresa Bass, her family, friends and other community members and volunteers celebrated their annual Gala, tour and dinner. This year with the title Quality Housing Past, Present and Future sponsor by the Chester County Department of Community Development and the Underground Railroad Center, East Linden Street was able to gather a large group of community members to enjoy the tour and listen to the stories told by people who knows well the history of this wonderful street. We were able to transport ourselves to the 19th century and listen directly from some of the conductors their stories, their struggles and their success. In 2003 Mrs. Bass and a group of community residents created the slogan: We have the right to live in peace since then the neighbors have taken their streets and have done a wonderful work together as a community to preserve their history but also to invest in the future of the community. Many activities are offered daily in this street to all Kennett Square residents like Study Buddies (an after school program for children), computer classes, and lunch serving at summer time for children among other programs. This is an example of community unity. I am sure there have been struggles but they are certainly closer to perfection that many other communities I know. Congratulations to the Historic East Linden Project in their success of their annual Gala. I cant wait to see what they will do next!

DePTh OF FielDS William Bretzger Individual Artist Fellow in Photography October 5-26, 2012 This solo exhibition of William Bretzgers work will feature photographs which range from landscapes of battlefields to the off-the-field action at a football game to scenic fields local to his home of Wilmington. Bretzger works with traditional black-andwhite materials and considers the craft of image making an important factor in the presence of his final prints This is William Bretzgers first solo exhibition in Wilmington.
