Background of the study
Introduction
Public sector organizations like the Ghana Statistical Service where projects of different
sizes are undertaken, see project management processes as a way of working rather than
simply a methodology or tools. According to Eve (2007) the current trends towards global
competition, rapid technological change and reengineering are increasing the importance of
project management processes as a key enabler to improve efficiency and competitiveness.
The new prominence of project management is built on broader foundations, reflecting the
extension of project working across a range of other industries, most notably IS/IT, new
media, and increasingly the public sector and public-private partnerships (Steve et al (2010).
Project management is defined as the application of knowledge, skills, tools, and techniques
to project activities to meet the project requirements. It involves managing or controlling
company resources on a given activity, within time, within cost and within performance from
start to finish in the most efficient manner.(Project Management Institute, 2008; Kerzner,
1989,). Organisations cannot survive for long without maximising their return on investment
and minimising factors that will derail progress. The concept of project management
practices encompasses the application of proven methods and techniques to address business
situations in a directed manner, thereby enhancing the opportunity for success.
The potential benefits of project management are wide spread in both public and private
organisations that want to be successful. Organizations as the one which manages its projects
most effectively, maximising competitive benefits while minimising the inevitable
uncertainty have been successful (Hillson 2003).
