Explanation. In 2005 FIPSE shifted to a new online data collection instrument that allows for more
accurate calculation of the measure. FIPSE has revised the targets for this measure beginning with 2006
to reflect the changes in data collection.

Explanation. FIPSE's emphasis on institutional contributions to projects and development of long-term
continuation plans are designed to embed projects within campus structures. In 2005 FIPSE changed the
way that it collects data through a new on-line data collection and scoring system, and has reset its
targets for institutionalization, beginning with 2006, accordingly. Assessment of projects is based on
onsite visits, evaluation of projects, and review of final reports sent within 90 days after the completion of
projects.
