Energy firm gets drilling program permit


TACLOBAN CITY The Sangguniang Panlalawigan of Leyte has finally granted NorAsian Energy Ltd. to conduct its drilling program in an area covered by Service Contract 51 earlier issued by the Department of Energy (DoE). The provincial board found no impediment to grant the permit after committee reports of the Committee on Environment and Natural Resources and the Committee on Energy were submitted to the body in session. Leyte first district Board Member Ryan Lawrence Tiu, chairman of the Environment committee said the company [NorAsian] together with the DoE had faithfully complied with the requirements of the consultations and consent from all levels of the sanggunian as provided by Sections 26 and 27 of the Local Government Code and Section 21 of the Environmental Code of the Province of Leyte. Phivolcs raises tsunami alert


TACLOBAN CITY Tsunami alert level I has been raised by state seismologists in eastern Philippines, including four Eastern Visayas provinces following the magnitude 8 earthquake off Solomon Islands yesterday morning. The Philippine Institute of Volcanology and Seismology Phivolcs however, has not ordered an evacuation but advised residents near the coasts of Northern Samar, Eastern Samar, Leyte and Southern Leyte to monitor the situation. Tsunami watch was also raised in 15 other provinces in the country. However, at 12:15 noontime, the tsunami alert was cancelled by the (Phivolcs). Julita residents avail of service caravan


TACLOBAN CITY Residents of different component barangays of Julita, Leyte have recently availed of the service caravan, which the local government unit (LGU) here initiated, under the leadership of Mayor Irvin Dy. In an interview with Vice-Mayor Geraldine Daya, the service caravan is held to bring the government down to the people. We are bringing all the basic services, which the different departments of the LGU catered to the constituency we have, Daya said during the caravan in Barangay Sto. Nio, Julitas biggest barangay. All the departments we have (to include the Agriculture, Health, Nutrition, Assessor, Treasurer, Registrar, and others) are brought to the barangay level in order for the residents to ask questions or to lobby their problem to the specific department concerned, she added. TACLOBAN CITY Aurora lone district Rep. Edgardo Sonny Angara II applauded the tertiary schools Eastern Visayas for their exemplary performance in nurturing their students to be a competent citizen. Angara, during his recent visit in the province, said that learning institutions here are doing well on molding the minds of their graduates. We have specific institutions here that excels and are focusing on a specific course. We have the center for teacher education, engineering, agriculture, seafarer, and many others, he said. In support and as a manifestation to this statement, the province of Leyte was recently known nationwide, as a graduate of Colegio de Sta. Lourdes of Leyte Foundation, a nursing school based in Tabon-tabon town, placed number one in the recent Nursing Licensure Examination. We are so happy that our schools here perform well despite the fact that people here suffers from financial constraints, which somehow affects the parents in sending their children to school, he said. According to him, money is not the sole factor in making a good school; rather the culture that the school have. Dealing with proper education, good and committed teachers is important in all schools. Providing quality education is also a product of harmonious relationship between the management of the schools, the teachers and the students, Angara said. Customs exceeds 2012 target


TACLOBAN CITY Collections of the Bureau of Customs (BoC) in Eastern Visayas surpassed the P249.95 million target last year, mainly due to stunning big volume of imports by the Energy Development Corporation (EDC) in Kananga, Leyte. The BoC recorded an excess of P40.35 million from the P249.95 million goal for the year. The 2012s P290.3 million collections is also 33% higher than the P219.30 million recorded a year ago. Tariffs generated fell short of monthly targets except on October and November 2012 when the EDC imported high volume of drilling materials through the port of Isabel, Leyte, said Avelino Alberca, BoC deputy regional district collector. The customs bureau posted a shortfall of 15% to 75% for the months of January to September, and December. On October and November, the BOC recorded a 314% and 324% excess from target, respectively. Without EDC importation, we wont be able to hit the annual target, especially that the Philippine Associated Smelting and Refinery Corporation in Isabel, Leyte has shut down its operation since early of 2011 until the third quarter of 2012, Alberca told Leyte Samar Daily Express. PASAR ceased its activity due to a fire incident that razed its acid plant last January 2011. The firm has been paying P7 million to P10 million tariffs monthly from copper concentrate trade in from Chile, Papua New Guinea, Peru, Australia, Canada and Indonesia. Copper ores and concentrates comprised the biggest bulk of the regions imports. We are highly dependent on PASARs import activities to attain targets considering that we dont have confiscations in the region, he added. In a telephone interview, BOC Isabel port collector Filomeno Aranas said that their high collection from EDC is not expected has imported 1,633 tons of drilling materials for their expansion project. We were able to collect P146 million from EDC for the months of October and November alone. We have not foreseen that since our goal in 2012 was only P62.82 million but we earned P219.46 million, Aranas said. The customs office in Eastern Visayas is largely dependent on the performance of Isabel port with the latters collection accounts 70% to 75% of the total annual revenue. Ports of Tacloban City and Catbalogan City in Samar only contributed 25% to 30% of the overall income. DA-8 pushes goat, sheep raising in Samar


TACLOBAN CITYTo help reduce poverty in the three Samar provinces, the Department of Agriculture (DA) I Eastern Visayas has taken another major initiative, this time, not on crops, but on the livestock, particularly, the sunrise small ruminant industry in the Samar Island. Presently, the DA-8 is spearheading the implementation of the Samar Island Small Ruminant Rural Enterprise Development (SA-SR-RED) Project. This is a multi-agency five-year (2013-2017) project focusing on goat and sheep production. It has two distinct components: the Samar Island Goat Enterprise (SIGE) Development and the Samar Island Sheep (SAIS) Production Rural Enterprise Development (RED). It specifically aims to alleviate poverty in the rural areas by transforming goat and sheep raising from a subsistence type of farm activity into a viable goat and sheep-based rural enterprise. Goat and sheep raising is now a highly profitable enterprise thus, a reliable livelihood option especially for the farmers in the countryside, says DA-8 Regional Technical Director and Project Proponent Wilson A. Cerbito. As a preparatory activity, DA-8 first conducted the Samar Island Small Ruminant Enterprise Development Stakeholders Consultation Workshop and Pre-Implementation Meeting on January 30-31, 2013 at the Press Hall, Leyte Park Resort and Hotel, Tacloban City. All identified project key players were represented in the said forum comprised of DA8s top officials, research and extension experts, coordinating officers and focal persons, provincial, city and municipal agriculturists and veterinarians, agricultural academe officials, goat and sheep raisers, and representatives from the Non-Government Associations and peoples organizations. The meeting resulted in the development of a strategic action plan for 2013, the identification of focal areas to be developed as the multiplier and production sites at the provincial and municipal levels and the selection of farmerpartners. More importantly, commitment of support was expressed by the project partners. A strong cooperation and support from all stakeholders is what we need the most to successfully implement this project, Cerbito said. He added that from the total multi-year budget of P10 million, P2 million has been allotted for year 2013 to undertake priority implementation activities. Each project component will have an allocation of P1 million for the year, he added. Meanwhile, Cerbito enjoined the group to learn from the experiences gained from the Rural Enterprise Development (RED) thru Innovative Goat Production Systems Project which was implemented in 2007 with Villaba and Tabango, Leyte as the pilot municipalities. The RED Project gains must be rolled out to a wider application regionwide. This time, with the Samar Island development agenda, well do it even better because we will inject new but complementary extension approaches. This only means that we are not starting from scratch. We already have a good foundation in terms of project implementation arrangements plus a much improved inputs therefore, we have a greater chance to succeed, he said. Meantime, Lydia Aquino, a goat raiser from Eastern Samar, gave her impression on the activity and the project. I feel very happy and blessed to have been invited to this forum because aside from the wider spectrum of knowledge that I have gained in the past couple of days, I was able to realize that there is still a lot more in store for me in terms of further improving and expanding my goat production project through the SA-SRRED, she said. Aquino is a farmer graduate of the School-on-the-Air on Goat Production way back in the 1990s. She said that her interest on goat raising started when she was convinced through the said broadcast course that goat raising has promising potentials that would bring significant economic benefits to small farm holders like her. JV seeks to institutionalize participation of parents, students, faculty in approval of tuition fees


SAN Juan City Rep. JV Ejercito Estrada is seeking to institutionalize the participation of affected sectors in the process of approving tuition and other increases in school fees in the countrys universities and colleges. Under House Bill (HB) 4598 authored by Ejercito Estrada, a National Tuition Fee Rationalization Council (NTFRC) will be created and will broaden the participation in the process by including representatives from sectors such as parents, student councils, campus publications, faculty associations, among others, as members. The bill, to be known as the Tuition Fee Rationalization Act, seeks to address the problem of business-minded educational institutions that impose exorbitant tuition and other school fees every year. Students and parents are the most affected whenever there are tuition fee adjustments. This is why we included parents and students as sectoral representatives, so that they can have their say as members of the NTFRC, the young lawmaker said. Leyte Provincial Agriculture Office through provincial agriculturist Rogelio Portula and the Municipal Government of Palo through Mayor Matin Petilla. Without them, I could not have been on the national level, she disclosed. Her winning streaks included her efforts in preserving the bio-diversity through recycling farm and animal wastes into usable organic fertilizers, adoption of integrated farming system which provides good income and opportunities for expansion and replication, quality and market-driven farm products, benefit to community where neighbors earn their keep by working in her farm and impact to the agriculture sector which has inspired other farmers to join the farming industry. At 52, she personally manages her 24-hectare farm grown and planted with rice,

high value vegetables and fruit crops ranging from lettuce, pechay, eggplant, cucumber, kangkong, ampalaya, sweet and hot pepper, beans, alugbati, sweet corn, watermelon, rootcrops, sweet corn, papaya and a lot more. Fruit trees such as jackfruit, pomelo, passion fruit, bananas, rambutan, calamansi, guyabano, coconut, red lady papaya and many more also occupy a large portion of her farm together with a nursery for asexually propagated plants. Call for mass actions


into our territoryanyway, we only claim what is ours based on the UN Law of the Sea, within our exclusive economic zone (EEZ), and not beyond it like China does. We hope such rallies, with placards and all, are now being organized to show the Chinese government that we are not pleased with this development, which is harmful to on-going negotiations, whether they be bilateral, or internationally arbitrated. If our militant activists are quick to take up banners in protest against what they think are forms of US imperialism in the country, then they should do the same now with this similar form of foreign intrusion, which could be worse considering that China had already elded their battleships into the disputed area,

Integrity in Philippine sovereignty


The Philippine government and the Filipinos are genuinely concerned about the integrity and security of marine resources, including reefs, that all are, by international standards and agreements, are parts and parcels of the properties of the Philippines, and not by any other country. That is why Filipinos rebels and government armed forces included want to assert, and re-assert their rule and dominion over those properties which China and the United States of America either intentionally or accidentally entered. While some of them see these acts as intrusion, or invasion, as facts, among better and more solid evidences and proofs of ownership, Filipinos always want to settle things via navigable international agreements, and hate war. In Article II (Principles), Section 2 of the 1987 Philippine Constitution, we thus find this very strong statement: Section 2. The Philippines renounces war as an instrument of national policy, adopts the generally accepted principles of international law as part of the law of the land and adheres to the policy of peace, equality, justice, freedom, cooperation, and amity with

the non-payment of the Filipino scientists benefits under the Magna Carta! A senior DOST official was quoted as saying . . . that benefits under RA 8439 had to be suspended for sometime because of a joint resolution issued in 2009 requiring the Department of Budget and Management to coordinate with concerned agencies first to determine their qualifications, conditions and rates in the grant of benefits. To the statement, this writer vehemently disagrees What for was the DOST led evaluation and accreditation committee? Why did the DBM move come only in 2009? What instigated such move? This has transformed the Magna Carta into a toothless legislation, its intention of taking care of the anemic number of Filipino S & T workers to stay and work here, have placed them in a disadvantageous position, finance-wise! Meager the benefits may have been given before, but the amount definitely helped tide-over the low-salaried workers unreasonably low income. Its now 2013 and DBM has yet to clear the cobwebs they found out in RA 8439. Three years is too long a time for the S & T workers to suffer. Do we, in science, need to do what the PAGASA personnel did by padlocking their research laboratory rooms? We thought that the Filipino people (S & T workers included) are the tunay na mga amo and that the present dispensation is serious with its tuwid na daan battle-cry! Well, the Department of Health workers are a bit luckier to have a similar joint resolution of 2009 (re: RA 7305 or the Magna Carta of Public Health Workers, approved on March 26, 1992), jiffily acted upon by DBM following the publication of the Joint Circular No. 1, S. 2012 on December 29, 2012, stating the Rules and Regulations on the Grant of Compensation-Related Magna Carta Benefits to Public Workers (PHWs). Some years back, we, science workers in government, enjoyed the benefits of Republic Act 8439 or the so-called Magna Carta for Scientists, Engineers, Researchers and Other Science and Technology Personnel in Government. The benefits included an entitlement to subsistence allowance (equivalent to P150 for three meals and monthly laundry allowance of not less than P150), longevity pay (equivalent to 5% of their basic salary for every five years spent in

government service), and hazard pay. As explicitly indicated, RA 8439 was not meant for the Department of Science and Technology (DOST) personnel ONLY. Thus, those S & T personnel in other government agencies duly certified by the agency heads, who were meticulously evaluated and duly accredited by a committee headed by the DOST, were included among the Magna Carta beneficiaries. Consulting the Philippine Overseas Employment Administration (POEA) first before heeding the offers of certain recruiters for lucrative jobs abroad is prudent especially that illegal recruiters never cease. Countless people have been swindled. And, as usual, the victims are professionals who are, more or less, knowledgeable about the protocols to observe when applying for overseas employment. But talks of direct employment and the idea of saving much from non-payment of placement fees to legal recruitment agencies enticed them, to the point of ignoring the constant warnings of POEA not to give in to non-accredited recruiters. This makes applicants ignore said cautions from

POEA. They know that it is safe, in fact the wisest thing to do, for them to consult this agency first before considering a recruiter. The problem with POEA-registered recruitment agencies, as they see it, is that these agencies solicit from applicants too much amounts as placement fees, which they do not have, hardup as they are. At the promise of sure, direct employment abroad, and far lesser processing fees (but are still too much for the hard-up), these applicants readily cooperate, even volunteering to keep the matter to themselves to avoid sanctions from POEA that might abort their departure. They are made to process their papers hastily, say, in two weeks time, including of course the

TACLOBAN CITY The Department of Budget and Management (DBM) in Eastern Visayas headed by Regional Director Imelda Laceras, takes pride in the performance of its roles in one of the departments mandated functionsthe formulation of the Fiscal Year 2014 national budget in a manner that ensures the appropriate prioritization and allocation of funds in congruent with existing guidelines or the National Budget Memorandum (NBM) No. 115 dated December 28, 2012. Consistent with the said guidelines in so far as the DBM Regional Offices involvement in the whole budget preparation process, the DBM VIII is happy to report of the following milestone activities it has undertaken: 1.0 Regional Budget Forum (January 15, 2013): Within the schedule set in NBM No. 115, the Office has conducted FY 2014 Budget Forum last January 15, 2013 at its conference room, Marasbaras, Tacloban City. The forum was attended by heads, budget officers and accountants of ROs of national government agencies (NGAs), state universities and colleges (SUCs), engineering districts, schools division offices and attached hospitals of the DOH in the region. Considering the limited space of the conference room, the forum was conducted in two batches; i.e., morning and afternoon sessions. The forum specifically tackled the general and specific guidelines in the preparation of the 2014 budget and the latest innovations in budgeting that the Department introduced or is part of, such as the Public Financial Management, Bottom-up Budgeting (BUB), Online Submission of Budget Proposals (OSBP), Medium-Term Information and Communication Technology Harmonization Initiative (MITHI) and Unified Account Coding Structure (UACS). Likewise, the guidelines on the execution of FY 2013 budget were amply discussed. Dir. Imelda C. Laceras as she discusses the FY 2014 Budget Framework during the Budget Forum on January 15, 2013 2.0 DBM-REALBO Meeting (January 16, 2013) The Officials of the Region Eight Association of Local Budget Officers or REALBO composed of the 7 City Budget Officers, 6 Provincial Budget Officers and 7 Municipal Budget Officers were properly briefed by the DBM Regional Director as the Adviser of the organization on the need to harmonize National Budget Preparation Process with the Local Budget Preparation Process emphasizing on the 115 focused BUB LGUs. 3.0 RDC-DAC Advocacy (January 17, 2013) The Chairperson of the Development Administration Committee (DAC) of the Regional Development Council (RDC), DBM Director Imelda C. Laceras presented before the Committee Meeting last January 17, 2013 at the NEDA Regional Office VIII the salient features of the National Budget Call emphasizing on the BUB, CSO active engagement in the budget preparation process, and MITHI among others. The Private Sector Representatives in the RDC-DAC openly committed to support the advocacy by ensuring active participation of other CSOs in the region which are affiliated with their organizations. 4.0 Participation in Bottom-Up Budgeting (January 28-February 4, 2013): As the Vice-Chair Member to the Regional Poverty Reduction Action Team (RPRAT), the Office has actively participated in the series of orientations and forums conducted on the FY 2014 Bottom-Up Budgeting (BUB). The orientations were conducted per province with the presence of the Local Poverty Reduction Action Team (LPRAT) members, basic sector representatives and civil society organizations. The orientations commenced on January 28, 2013 at Ormoc City for the Provinces of Leyte and Biliran and concluded on February 4, 2013 with the Province of Samar participants. Representatives from the national government agencies participating in the BUB were likewise present during the orientations and presented their respective project menu for the guidance of the LPRAT. The Office has designated Technical Point Persons for the BUB, namely, CBMS Aleli N. Hernandez and Josefina P. Escoto for the technical and CSO concerns. 5.0 Orientations on the Online Updating of PSIPOP (November 26, 2012-January : The Personnel Services Itemization and Plantilla of Personnel (PSIPOP) is a rich source of information of personnel in the government, such as the profiles, total number, organizational units and most importantly the Personnel Services (PS) budget requirement of employees. Being a tool used to determine the PS requirement of the government and basis of various management decisions, constant and accurate updating of which is crucial. As part of the digitization initiatives of the Department, the FY 2012 PSIPOP shall be updated online or using the web, which is a leap from the previous years practice of manual updating. To ensure the accuracy of FY 2014 PS budget of agencies under DBM VIIIs jurisdiction, it has concluded several orientations on the online updating of PSIPOP. To optimize use of resources, orientations for DepEd were done alongside with the reorientation on the Preparation and Appreciation of Budgeting Reports and during the DepEds YearEnd Assessment and Reconciliation Seminar-Workshops conducted during months of November and December last year and this January. Labor unions get monetary benefits from firms


TACLOBAN CITY About P241 million monetary benefits were awarded by private firms to their organized labor unions in Eastern Visayas starting 2012, with the implementation of renewed 17 collective bargaining agreements (CBAs). The National Conciliation and Mediation Board (NCMB) reported that of the 17 CBAs, 12 were agreed by both the labor and management group without interventions of the Department of Labor and Employment (DOLE). Normally, employees group asked heaven but the management would just give earth. The amount of the demand is big but employers offer them a small amount, however, they were able to settle these differences in the plant level. This is a good sign of industrial peace, said NCMB regional conciliator-mediator Tomas B. Biboso. The benefit was received by 1,317 workers who are members of employees and supervisory union working in steam production, electric cooperatives, security services, beverage firm, abaca processing, hospital, cathodes smelting, and power generator. Companies with renewed CBAs, with their respective benefit packages and number of workers, are Energy Development Cooperation (EDC) Tongonan Plant in Kananga, Leyte (P5.42 million for 74 workers); Biliran Electric Cooperative in Naval, Biliran (P5.7 million for 42 employees); Leyte V Electric Cooperative in Ormoc City (P12.37 million for 161 union members); Southern Leyte Electric Cooperative (SOLECO) in Maasin City (P9.25 million for 118 laborers). New Eagle Arrastre Services in Ormoc City (P2 million for 43 workers); Philippine Associated Smelting and Refinery Corporation in Isabel, Leyte (P63 million for 716 personnel); EDC Leyte Geothermal Project (P7.72 million for 276 employees); Bethany Hospital in Tacloban City (P36 million for 215 staff); and Coca Cola Bottlers Inc., Tacloban Branch (4.2 million for 119 union members). The DOLE has been asking both workers and management to embark on new innovations by coming up with a new CBA less than the 90-day freedom period allowed by the law for negotiations. Police hunts holdup suspects

CEBU CITY As the video of two college students having sex continues to spread, the Criminal Investigation and Detection Group (CIDG) Central Visayas offered to investigate and help stop the video from circulating. Copies of the three-part video have reportedly found their way to pirated DVDs and are also circulated by mobile phones. The police, said Benigay, received reports that the mans phone was repaired by a cell phone shop, which may have also uploaded the video. If that is true, then he will have to show documents or evidences to show that he was not the one who uploaded it, added Benigay. The video, allegedly shot two years ago, shows two students having sex. In one clip, the girl wears her college uniform and ID. Students of that university were reportedly instructed by the schools administration not to wear their uniforms starting Tuesday, to keep them from being bullied or embarrassed. We were told not to wear uniforms until further notice. One of our schoolmates was bullied by someone from another school because of the scandal, one of the students told Sun.Star Cebu. Benigay added that a case for violating Republic Act (RA) 9995, or the Anti-Photo and Video Voyeurism Act of 2009, and RA 9262, or the AntiViolence against Women and Their Children Act of 2004 can be filed against the man involved in the video, depending on their investigation. But the question is if the girl is willing to file a case, said Benigay. Aquino vows to focus on devt efforts in Mindanao


PRESIDENT Benigno S. Aquino III who graced Mondays conclusion of the two-day Philippine Development Forum (PDF) in Davao City vowed to prioritize development efforts in Mindanao and to maximize the islands untapped potentials. In his speech, Aquino said that Mindanaos development has a significant impact on the countrys growth. We Filipinos have always known it to be the Land of Promise, because of its great potential for growth and development. Unfortunately, for the longest time, this potential remained untapped, and its promise, unfulfilled; instead, some parts of Mindanao were known by many for violence, inequality, and corruption in local governance, he said at the closing ceremonies of the forum, initiated by the national government and development partners. This reality, which was passed on from generation to generation, is the reason why his administration has given focus on Mindanao for further development. Aquino said in order for the government to achieve inclusive growth, Mindanao must also be developed to its full potential and must not left behind. We know it is necessary to step up reform here if we are to foster inclusive growth. It began with the synchronization of elections in the Autonomous Region in Muslim Mindanao (ARMM) with the national and local elections scheduled this year: a move that will allow our countrymen here to exercise their rights and cast their votes for the candidates they truly believe in, he added. During the first day of the forum, the country director of the World Bank, Motoo Konishi, said in order for the government to achieve inclusive growth, it must prioritize job generation especially in Mindanao. Generating employment is one of the biggest challenges that the Aquino Administration must address, Konishi said. Citing a national data, Konishi said at present, there are approximately 10 million Filipinos who are either unemployed or underemployed across the county and roughly 1.1 million Filipinos are being added annually making the total required jobs at 14.6 million by 2016. This conference is about inclusive growth. And what I mean by inclusive growth is creating jobs. The lesson from other countries is that jobs drive inclusive growth. Job creation is even more urgent in Mindanao as jobs contribute also to social cohesion. The need for good jobs -jobs that raise real wages or bring people out of poverty is an overwhelming challenge, Konishi added.

DA focuses rice production in E. Samar


TACLOBAN CITYThe Department of Agriculture (DA) in the region said it would focus more on their Rice Production Enhancement Program (RPEP) in Eastern Samar which aims to boost the rice production in the said province. DA-8 regional information officer Francis Rosaroso said that the program entitles farmerbeneficiaries to receive bags of certified seeds and fertilizers amounting to almost P12,000. Before we distribute the inputs, we first validate the land area of the farmers, conduct technical briefing and remind the farmerbeneficiaries that if they fail to produce more than a hundred bags of rice, they need to pay half of the total cost, Rosaroso explained. Rosaroso said that out of 273 farmer beneficiaries who availed of the farm inputs in the first phase of the program, 270 were able to produce the required number of bags. Later upon harvest, one bag of rice is solicited from each beneficiary as their counterpart. He added that the solicited bag of rice will be used in the provincial governments feeding program which is implemented in areas with high prevalence of undernourished children. Meanwhile, Rosaroso said that farmer-beneficiaries of RPEP Phase 1 in Eastern Samar are no longer the same farmer-beneficiaries for the second phase of RPEP. We want to give equal opportunities to other farmers, hence, we look for other beneficiaries so that our program could cater more farmers who lack the capital to engage in rice farming, he said. He also disclosed that the all-out support of Governor Conrado B. Nicart, Jr. and the provincial board contributed much to the successful implementation of the program in order to address the low rice production. With this, the DA regional office through Regional Executive Director Antonio G. Gerundio has encouraged other local chief executives all over region eight to replicate this program in as much as they also followed the same strategy used by the City of Ormoc when Mayor Eric Codilla implemented its Rice Hybridization Program, Rosaroso said.
