1. 2009 Meeting Dates

R. Poznikoff suggested that the Terms of Reference be restructured to provide for


bi-annual meetings rather than quarterly meetings.

A brief discussion ensued and the consensus was that quarterly meetings would be
held due to the number of current transportation issues.

J. OTHER BUSINESS

1. CN Rail Derailment

P. Cordeiro advised he would follow up with Chris Gardner regarding initial inquiry
on CN’s procedure for handling derailment and cleanup (regarding Smith Crescent
and Glover Road). He noted that he had not received any information from CN at
this point in time.

2. Whistles Installed at Crossings (standing item)

A brief discussion took place relative to the 200 Street and Smith Crescent
crossings. It was noted that Don Thomas, Public Works Manager, is responsible for
gathering all the necessary information regarding the whistle cessation application
and, on behalf of the Community, send the information to Transport Canada. In this
case, earlier deficiencies were corrected, however, must be reviewed by Doug
Younger, Manager Public Works.

Gary Vlieg noted that he would be contacting R. Poznikoff on this matter to


determine status of the application as the City is receiving pressure from residents.

Another issue was raised regarding broken railway crossing arms. R. Poznikoff
pointed out that under Transport Canada, as long as flashing lights are still working,
the gates may be broken and the crossing operational. If the flashing lights are not
working, CP staff will need to manually protect the crossing until repairs are initiated.

He continued that train crews or signal maintainers test crossings once a week; the
public needs to be educated to report broken gates. Each crossing has signage
indicating the phone number to call to report such situations, and as well, each
crossing has a power back-up system.

3. Advanced Train Notification System (standing item)

D. Bickel reported that Port Metro Vancouver took the lead with respect to the IRIS
project and reviewed the functional plan to see if there were any benefits in tying
into the system. He noted there appeared to be significant benefits; a detailed
assessment was undertaken and priced out. The following comments were then
provided:
• The advisory system is not tied into the rail as much as monitoring Rail and
communicating with traffic.
• The system is a microwave or infrared based unit; will not require Rail
maintenance.
• This is to be a phased program tied into the Roberts Bank Rail Corridor
program.
• Overall funding is $307 Million (a 3P project with provincial and federal
governments). Of that value, $1 Million is assigned to the Advance Rail
Warning System with implementation to occur over the next year or so.

Gary Vlieg noted that he had briefed City of Langley Council and that the City would
consist of a number of locations to have equipment installed and overhead signage
providing alternative route advice to travelers.

The signage will tell motorists which crossings are currently occupied by a train and
when the crossing will be open again. The point of the signage is to provide drivers
with choices so that they are familiar with the roadwork to make another selection
and avoid those crossings. He noted that City of Langley Council seemed keen on
the project. Gary also met with TransLink, who are spearheading the project, their
consultants, and the Township of Langley on regulatory aspects. Each location has
been evaluated and 15 crossings were chosen to install the infrastructure. The next
major task will be to select the consultant, develop the key element sign design, and
provide a mock-up. He noted the consultant would take the recommendation and
signage prototype back to City of Langley Council. He added that from a staff
perspective, this project has tremendous value to community residents.

D. Bickel added that there is an additional component in tune with Fire and
Emergency Response; signage will provide advice on best routes for emergency
response situations.

A discussion then ensued with respect to increasing lengths of trains and the impact
on communities. R. Bickel noted that new higher capacity cars (capacity of
18,000 tonnes) are being introduced.

4. Deltaport Construction Updates Regarding the Third Berth and Terminal 2


Project

D. Bickel added that the third berth at DeltaPort is under construction and will be
completed in late 2009. Environmental monitoring and compensation is taking place
simultaneously with construction. The project will provide an additional 600,000
TEU of container capacity. The terminal operator is still looking for opportunities for
optimization and other ways of moving containers around.

Additional comments were then provided:


• There could be the potential for more containerized traffic working along this
corridor.
• In 2008, the numbers started to taper off at the end of the year, with numbers
from America plummeting. Imports just recently exceeded exports,
• The South Fraser Perimeter Road should be opening in 3 to 4 years; truck traffic
will increase.
• Other alternatives may be Short Sea Shipping (barges).
• There is always going to be a rail component to move cargo at Port Metro
Vancouver to serve all of Canada.
• The second terminal project is still under negotiation. This would have capacity
of 3 Million TEU’s over the longer term.
• DeltaPort currently has capacity of 1 Million TEU; D2 project could triple that
capacity in 20 years.

5. CP Rail Infrastructure Improvements to Date and Future Plans through to 2011

R. Poznikoff commented that due to current economic trends, certain projects have
been deferred to 2010 or 2011. Ongoing projects include the Kamloops areas,
extending the Chase and Salmon Arm sidings, and Stoney Creek, Alberta. He
added that capital projects had been deferred. He added that in 2009, two bank
stabilization projects would proceed, working with the Department of Fisheries and
Oceans and Transport Canada.

6. Vegetation Management – City of Langley

R. Poznikoff noted that the Vegetation Management program has been carried out.

7. Train Whistle Cessation – Five Railway Crossings in Langley City

Concern was raised relative to the 200 Street crossing and continuing whistle
blowing. Councillor Storteboom advised that there was significant whistle blowing
over the Christmas holidays. He was advised to keep a log and pass that
information over to R. Poznikoff.

K. ROUND TABLE

1. D. Bickel: Working with Federal Government on the North Shore and south area of
Burrard Inlet, in a similar manner as Roberts Bank.

2. P. Cordeiro: There will be open houses held on the Mufford Crescent Overpass
project on January 31, 2009 at Milner Church from 10:00 am to 2:00 pm and again
on February 2, 2009 at the Township of Langley Civic Facility 4th Floor Foyer from
4:00 pm to 8:00 pm. It was noted that Township Council recently passed a motion
to present the input from the open houses in approximately two weeks at a public
Council meeting.

K. ROUND TABLE

3. Councillor Storteboom: Discussed available federal government infrastructure


funding. R. Poznikoff noted that these funds are for public use (roads, overpasses,
etc.) and are not available for CP Rail use; CP maintains and upgrades its own
infrastructure
