Distracted Bus Driver Texting While Driving

I am delighted to share with you this newsletter highlighting the Technology Transfer component of the ESITAC project. The Center hosted its first National Conference on Intermodal Transportation: Problems, Practices and Policies (NCIT) at Hampton University on October 1112, 2012. The Conference covered a wide range of transportation and related topics including transportation policy, safety, security, environment, infrastructure, simulation education and workforce development. Over 120 participants attended the conference presenting 48 technical papers, invited talks, and panel discussions. The Conference proceedings and other details can be found on the conference website. The ESITAC research team continues to work on the safety and environmental projects that began in summer 2012. The infrastructure renewal project has been delayed due to recent change in PI. A new team has been assigned to work on this project. Several research papers emanating from the bus driver distraction, Texting-While-Driving, pollution, and non destructive testing of bridge studies were presented at national and international conferences and submitted to refereed journals. A student intern, Ms. Alexa Hollinshead, participated in the bus driver distraction study and presented a paper at the NCIT Conference. Ms. Hollinshead is also the 2012 CUTCs Student of the Year nominee for her research related to transit bus driver distraction. The Summer Transportation Institute (STI) was conducted in July 2012. The HUs STI investigators conducted a study on the impact of the program. Their results showed the effectiveness of mentoring participants of the program. The results indicated that a significant proportion of participants enter into post secondary transportation education/training programs. As we move into the final phase of the ESITAC project, I feel confident about successfully completing the activities proposed in the approved Strategic Plan. The RITA funding received by ESITAC during the past six years was utilized to build our educational and research programs as well as our laboratory facilities. The Center has developed expertise in the areas of safety, infrastructure renewal, and environmental stewardship. The Center is expected to grow into a producer of minority and women transportation professionals. I hope you enjoy reading articles presented in this newsletter and I encourage you to visit our updated website to learn more about the Center. Project 1: A Research Framework For Studying Transit Bus Driver Distraction

Objective: The objective of the proposed research is to create a research framework for studying transit bus driver distraction at transit agencies. Partners: Hampton Road Transit (HRT) and Potomac and Rappahannock Transportation Commission (PRTC). PIs for the Project: Drs. Kelwyn DSouza and Sharad Maheshwari. Project Summary: Analysis of traffic accidents involving transit buses has found driver distraction to be a significant cause of accidents on the highways. Hence, studying the causes of driver distraction that impact its risk level is needed for an overall understanding of accident occurrences. There is a general scarcity of research in this field; therefore, no established research framework to study transit driver distractions is available. To conduct and implement a transit bus driver distraction study it would be helpful to develop a framework for data collection, analysis, and prediction of driver distraction under various conditions. Such a framework would provide guidelines for distraction studies over a wide range of cost and time intervals such as a quick, low cost study like analysis of existing accident databases to relatively higher cost, longer duration study like field data collection, statistical modeling, and analysis. The framework would also include statistical and simulation tools to assess and validate the historical or empirical results. This project proposes to formulate a research framework for data collection, analysis, modeling and predicting driver distraction that could be used by transit agencies to conduct bus driver distraction studies. The framework will be based on the careful modifications and revisions of the research work conducted at HRT and PRTC. The framework will include procedures for studying driver distraction at transit agencies, a standard taxonomy of distracting activities and their classification, modeling of high risk distracting activities to analyze driver characteristics and external factors, and tools for validating and predicting distraction levels. Project Status: This project is in progress.

Project 2: Investigation of Fine Particulate Matter, NOx and Tropospheric Ozone Transport around a Major Roadway

Distracted Bus Driver Pollution Modeling Bridge Testing

Objective: The objective of this work in the area of environmental stewardship is to collect real-time simultaneous pollutant (namely, NOx, and tropospheric ozone) concentrations, traffic and meteorological data; and validating existing models to predict pollutant concentrations near major roadways using those data. Partners: Virginia Department of Transportation (VDOT) and Virginia Department of Environmental Quality (VDEQ). PIs for the Project: Drs. Ates Akyurtlu and Jale Akyurtlu. Project Summary: To achieve the above mentioned objective a mobile unit, containing a NOx and ozone analyzer, and weather station to provide wind speed, wind direction, temperature, and insolation, was built and the measurements were used to validate the predictions of CALINE4. Considering the effects of PM2.5 on public health, for this final research cycle we proposed to include an instrument for the real time measurement of PM 2.5 during this research cycle. These measurements were expected to provide PM2.5 data with superior time and space resolution near roadways, shipping channels, airports, and railroads. This would make it easier to predict the impact of these sources on the air quality in the surrounding areas and to plan the placement of buildings that will house sensitive populations such as hospitals, day care centers, retirement and assisted living centers. Project Status: For PM measurements a Thermo Scientific TEOM (1405-DF) with an FDMS was purchased. It was installed in an outdoor enclosure which was mounted on a hand cart. A 7 kW generator was also purchased to provide the higher power needed for this instrument. All the equipment was tested and is ready for field measurements in the Spring Semester when student assistance will be available.

Objective: The major objectives of the research project are: - To study bridge structure element corrosion related damages during periods that will include hours of low and/or no traffic and peak and/or heavy traffic using newly developed Micro-II AE DAQ system of 8 channels. - To monitor and analyze cracks in metal and concrete bridge elements in order to locate and identify the sources of damage including corrosion. - To disseminate the results to users and decision makers involved with the design and maintenance of highway bridges. Partners: Virginia Department of Transportation (VDOT), District Structures and Bridge Engineering Department. Virginia Center for Transportation Innovation and Research (VCTIR). PI for the Project: Dr. Vadivel Jagasivamani Project Summary: Improvement in safety of the nations transportation network is U. S. DOTs stated priority. Highways are vital components of the transportation infrastructure. Thus safety of highway bridges is crucial for improving the safety of the nations transportation network. In a technologically advanced nation like ours, it is imperative to conduct research and utilize technologies that enhance highway bridge safety for achievement of such goals. Research on and utilization of non-destructive test and monitoring technologies is one of the focus areas in ESITACs strategic planning. It is thus proposed to utilize non-destructive testing technology (NDT), in collaboration with VDOTs District Structure and Bridge Engineering Department and its research arm the Virginia Center of Transportation Innovation and Research (VCTIR) to investigate degradation mechanisms of highway bridges and to help take remedial measures to prevent spread of degradation. Project Status: This project is delayed due to change in the PI. A new team has been assigned to this project and it is currently in progress.

The objective of the study was to develop a framework for undertaking driver distraction studies at transit agencies in the Commonwealth.

Student intern Mr. Andrew Nguyen, a MBA student, worked on the distracted driver research project and is being trained on operating the driving simulator. He will be conducting experiment, collecting data, and performing preliminary data analysis of Texting-While-Driving studies. He also worked at the Hampton Roads Transit (HRT) as an intern. Andrew is supported by funding from the Mississippi State University Consortium sub-award.

During the Fall 2012 semester, the School of Business offered a Logistics Management course at the MBA level. This course focused on logistics and supply chain management. The course material was delivered through case studies in logistics and operations management. These cases included logistics issues from Boeing, Toyota and other transportation organizations. Twenty eight graduate students enrolled in this course conducted by Dr. Sharad Maheshwari, Associate Director (Technology Transfer).

HUs Business Students Invited to Participate in the ISMs Logistics Case Competition
A student team from Hampton University School of Business has been invited to participate in the 10th Annual Black Executive Supply Management Summit hosted by the Institute for Supply Management (ISM) from February 6-7, 2013 in New Orleans, Louisiana. The team will prepare and present a solution to an assigned logistic/supply management case. The team consists of Mr. Emmanual Benton, Ms. Andrea Payne, Ms. Amber Kearney and Ms. Melanie Spencer. This is the fifth consecutive year that School of Business has been invited to participate the ISM Summit.

The ESITAC continued to play an active role in the 2012 School of Business Summer Transportation Institute (STI). Professor Carey Freeman, Associate Director (Education), presented an overview of the transportation industry to the high school participants and explained requirements for the ESITAC-sponsored essay contest. The essay contest required students to prepare a paper on a transportation-related problem. The ESITAC awarded cash prizes to the winners of student essay contest--1st Place--$150; 2nd place-$100 3rd place--$50 and honorable mention a certificate.

Impact of the HUs STI Program
The HUs Summer Transportation Institute (STI) conducted a study to determine the effectiveness of the program. The study results show that approximately 70% of the Hampton Universitys STI participants have attended other transportation-related programs or participated in other similar educational programs. Consistent with prior research, the HUs STI mentorship provided during the 4-week summer program was found to be valuable and effective. The exposure to key personnel from the FHWA and VDOT, coupled with mentoring and academic enhancement provided by the programs Directors Message staff, resulted in encouraging participants to pursue higher education in transportation Research Projects related fields. in- Progress

On November 8, 2012, Capt. David Schmitt, 1st Tactical Fighter Wing, Chief of Flight Safety and F-22 pilot, spoke on aviation safety and flying safety in general. He discussed mishaps and accident and incident prevention methods. Additionally, he discussed aircraft accident investigation procedures.

On November 15, 2012, Ms. Missy Cheney, Assistant Airport Director, Newport News/Williamsburg Airport, Newport News, Virginia, discussed airport operations. She described the many things that occur at an airport including parking, taxies, buses and other ground transportation, baggage handling, ticket sales, police and fire department. Ms. Alexa Hollinshead is the ESITAC 2012 Student of the Year nominee. Ms. Alexa Hollinshead is an undergraduate Psychology Major working as a research intern on the driver distraction research project. Ms. Hollinshead is involved with data collection, analysis, and report writing. She made observational bus trips, and developed a database from bus driver survey responses. She has a strong motivation to learn new theories and completes assignments in a timely manner. She is a hard-working and dedicated student with strong analytical and communication skills. She plans to attend the University Transportation Center Student of the Year Banquet in Washington, DC on January 12, 2013.

ESITAC Hosts 1st National Conference on Intermodal Transportation: Problems, Practices, and Policies
On October 11-12, 2012, ESITAC hosted its 1st National Conference on Intermodal Transportation: Problems, Practices, and Policies on the campus of Hampton University. More than 120 participants including students, faculty members, city planners, and transportation professionals from all over the world participated in the conference. Several technical abstracts were received by the conference technical committee which reviewed all the submissions and made recommendations for inclusion into the conference program. Totally, 34 technical papers were selected for presentation and 14 other topics were selected for the various plenary sessions. The conference incorporated a wide range of transportation topics including transportation policy, safety, security, environment, infrastructure, simulation, education and workforce development. The conference agenda included an opening session, two plenary sessions, one panel discussion and nine different technical sessions.

Industry Partnership
The ESITAC held monthly teleconference meetings with Parsons Brinckerhoff (PB) representatives to match its research and educational needs with available resources at PB. This partnership provides valuable input to our safety and environmental research projects. Beside this, ESITAC industry partners, Parsons Brinckerhoff and the Virginia Port Authority, sponsored the NCIT conference lunch sessions. Our partnership with HRT has been extended through the Transit Internship Program (TIP). The transit bus driver distraction study continues with participation of HRT and other transit agencies in the Commonwealth of Virginia. One of the student interns is working currently on the HRT and PRTC studies and another student intern worked in HRTs Accounting Department.

Pollution Laboratory
Several pollution monitoring equipment are available in the Pollution Laboratory at the Hampton University. These are installed on two mobile units. The mobile units are hand trucks which can be rolled to the location where measurement are to be taken. The first mobile unit has the NOx, ozone, weather monitoring units and pyranometer measurement systems. These equipment are Thermo Fisher Scientific Inc. (Franklin, MA) Model 42i chemiluminescence NO-NO2-NOx analyzer; Thermo Fisher Scientific Inc. (Franklin, MA) Model 49i ozone analyzer utilizing UV Photometric technology; Climatronics Corp. (Bohemia, NY) AIO compact weather station with capabilities to measure temperature, relative humidity, wind speed, wind direction, and barometric pressure; and LI-COR Inc. (Lincoln, Nebraska) pyranometer (LI 200SA) with a light meter (LI 250A). These units are powered by the 2-kW Honda generator EU2000i. The second mobile unit has particulate monitoring systems in an outdoor temperature controlled shelter. This equipment is the TEOM 1405-DF dichotomous ambient particulate monitor with a filter dynamics measurement system (FDMS) (Thermo Scientific, Franklin, MA). This equipment is designed to provide long and short term PM concentration measurements for both non-volatile and volatile PM10, PM2.5, and PMcoarse (particles between 2.5-10 g/m3) components. It is housed in an outdoor shelter designed to house the TEOM 1405-CF and keeps it at the desired temperature. It is powered by a 7.5 kW Generac generator GP 7500E.

Driving Simulator
The Hampton University Accident Research Center (HUARC) has initiated research and education efforts in the area of Texting-While-Driving and driver distraction. The HUARC has purchased a driving simulator manufactured by DriveSquare, Inc. This portable in-vehicle driving simulator uses three sensors mounted on the brake pedal, accelerator pedal and front wheels. As compared to laboratory based computer simulators, this simulator has an advantage of creating multiple driving scenarios while experiencing the feel of driving a real vehicle. The simulator automatically generates data log for each session which includes number of red light infractions, crossing of yellow lines, severing of vehicle, and number of crashes. This data can be analyzed for further research and training. The main objective in acquisition of this equipment is to study attitude of drivers towards Texting-While-Driving and driver distractions.

Logistics Classroom
The School of Business is upgrading the Transportation and Logistics classroom for conducting logistics and transportation courses and related assignments. This classroom will house various computer simulation software and instructional technology related to transportation and logistics. State-of-the-art classroom technology such as a Smart Board and dedicated PC station are being acquired to train students in the usage and application of simulation related to transportation and logistics. The School of Business is matching part of the cost of this upgrade.
