Consulting

Based on project and business experience gained in all sectors and across the globe, we have honed our own, fully-accredited management systems. We now make those services available to clients either within an engineering project team or as an business counsel service.

Project Review and Planning For any project review our activities are driven around the project premise, with reviews driven by Energy & Power Project Guidelines, using standard tools and methodologies, it means that all projects are reviewed against the same benchmark. Such planning is fundamental to a realistic business case that considers all costs, functional requirements and eventual decommissioning and reinstatement. Project Risk Management Risk assessment technical, commercial and contractual will be carried out by the Energy & Power team based upon the information and guidance being provided by the client. The clear identification of risk will be a most important aspect in the management and control of the project, and Energy & Power will provide clear, unambiguous reporting on all areas of cost and risk via continually updated Risk Registers for each of the distinct areas identified. Engineering Verification The Engineering verification team will focus on key aspects that deliver the project objectives. Where existing facilities are in the operation phase we are able to provide guidance on all technical and commercial aspects of field development planning including potential brownfield capital investments.

Value Improvement The increase in value or functionality within a costcontrolled environment is a far more useful business tool than simply paring or lopping elements to meet a project budget. Reliability, Availability and Maintainability Accurate assessment of these factors is a key component in production, operational and life cycle costing. Client Management Systems Our Business Consultants will review clients management systems for Projects and Investment decision making and where necessary improve and develop new Management Systems aligned to the business. Business Structure and Strategy Assistance and counsel on the implementation of robust protocols and procedures when moving into production and related industry areas.

During Execution, Energy & Power teams can provide all Project Management and engineering services to ensure all disciplines communicate and a coordinated approach is maintained. Project Review and Planning For any project review our activities are driven around the project premise, with reviews driven by Energy & Power Project Guidelines, using standard tools and methodologies, it means that all projects are reviewed against the same benchmark. Cost Review and Economics It is standard practice for Energy & Power to produce Estimates for every project under review. The estimates will cover capital equipment costs (CAPEX) and operating costs (OPEX). All estimates are generated using the Energy & Power Standard Estimating Practices. Given the unique nature of our business Energy & Power have an extensive database of project costs estimates and turn out costs including current construction rates. Procurement Energy & Power will place Purchase Orders and prepare Contract packages for the tenders to be released and the on-going management of the contracts.

Construction Completion and Commissioning At Mechanical Completion, Energy & Power will provide Quality Assurance services and commission the plant with Operations teams. Energy & Power have a strong track record in the management of commissioning and completions activities, for multiple EPC contractors on numerous projects, leading to an efficient handover and meeting the scheduled start-up for facilities by the relevant Operators. Operations Management We have the personnel and expertise to help you identify and deliver operational efficiencies and cost reductions. Energy & Power cares profoundly about health, safety and the environment and our primary goal is to ensure that we, our clients and suppliers operate in a safe and environmentally considerate manner. HSE During Operations Health, Safety and Environmental Management is fundamental to an organization, allowing it consistently to identify and control its HSE risks, reduce the potential for accidents, help achieve compliance with HSE legislation and continually improve its performance. We are able to fulfill all your HSE Management requirements in a practical, pragmatic and cost effective manner with Energy & Power capabilities ranging from COSHH to HSE Management audits. Operating Manuals & Procedures We are responsible during the normal course of project development and implementation for producing operating procedures and manuals to be utilised during commissioning, start-up and later normal operation. We are thus well placed to support you in your efforts to keep these manuals and procedures evergreen and to develop new ones should there be significant changes to your operations such as process changes, staffing re-organisation and process control improvements.

Infrastructure Development

Energy & Power is well versed in managing and structuring large scale projects in the energy and related sectors. We operate to a project guideline system that provides structure but allows flexibility of approach. The key being that it ensures consistency of approach and focuses on key project drivers whilst providing clear guidance to activity at lower levels of management, regardless of the nature, technology and scale of a project. It encourages the management team to concentrate on the key success factors regardless of the contracting strategy, be it a basic reimbursable approach, EPC or more sophisticated BOO/BOT concepts. Perhaps the key question dictating the nature of the contract for a large infrastructure development is the status of the project funding. Should financing be in place then the most likely contracting strategy for larger projects is an EPC style approach where it would be usual to establish a competitive tender position, or a negotiated tender position.

However, if funding is not confirmed or available then alternative forms are possible such as establishing a Build Operate Transfer Competitive form of contract, which would be based on the traditional Private Finance Initiative Structure and can enable a project to be completed in the absence of a traditionally funded project option. A BOT strategy can be a very effective means of enabling a large project with the correct contractual procedures. Project planning is based on the Energy & Power Project guidelines. The Guidelines use a simple gated approval process with a scope of work, a budget and schedule for each stage leading to a gate. At the end of a stage, approval for the scope, budget and schedule of the next stage is requested, supported by definition of development economics, risk and commercial and technical status.

The gate process and submissions required for consideration and approval at each gate assist in ensuring that the project will meet the financial targets in terms of CAPEX and OPEX and the requirements for safety and the environment as set down in the project brief. Taking a project from conception through to inception, i.e. minimal information to a fixed physical reality is controlled in part by the development of key documents as described in the following table. These key documents help to identify the key information required by senior management for the development to progress as smoothly as possible. The concept phase will address all Execution planning and strategies. The scope of the any infrastructure project will include engineering, procurement and project management, and may be executed by local fabrication and construction Contractors. During the initial technical definition stages the appointed Project Manager will be supported by engineers of disciplines relevant to the focus required at any particular time. For example we consider that a senior Civil Engineer will be required from the outset and for a large part of the period of the study given the significant civil works required to deliver other major utilities and similarly, an Electrical Engineer will be crucially important to the planning for the new high-voltage electrical supply from the remote grid connection point. A local presence will be vital in assisting in developing a good understanding of the physical and topographical constraints and be beneficial in facilitating face-to-face discussions with relevant authorities.

Both of the above discipline engineers will be experienced in the negotiation of consents, approvals and adoption agreements as well as in the technical aspects of design within their disciplines. The Energy & Power Engineering Definition team will prepare the Engineering specifications, scopes of work definition documents and Contract packages for the tenders to be released and the ongoing management of these contracts, regardless of the chosen contract strategy. In addition, the Engineering Definition team will uniquely provide the following services: Overall project management and coordination; Risk assessment, reporting and management; Safety and environmental consultancy, advice and support; Capital and operational cost estimation; Procurement advice and support; Contract management advice and support. The last three activities in particular will form an important adjunct to the technical input to RFQs, as well as providing the control of estimates and budgets that the client will doubtless require. Risk assessment technical, commercial and contractual will be carried out by the Engineering Definition team based upon the information and guidance being provided from the client. The clear identification of risk will be a most important aspect in the management and control of the project, and Energy & Power will provide clear, unambiguous reporting on all areas of cost and risk via continually updated Risk Registers for each of the distinct areas identified.

Health & Safety, Environment, & Technology

We are rigorous because you need to be.

Health and Safety The health of all those upon whom a development impinges is of paramount importance. The environment is fleetingly in our custody and is to be handed on intact or enhanced. Energy & Power predicates its own management systems and business ethics on these three tenets. Those same tenets underpin all consultancy work for our clients. Energy & Power works constantly in the safety-intensive environment of onshore and offshore energy production - renewable, fossil fuel and nuclear. Our hazard and risk identification, assessment and management procedures meet the most rigorous standards and are woven through all projects, from inception to commissioning. As consultants we undertake major HAZID and HAZOP studies chair workshops, with subsequent monitoring and resolution of issues raised, develop safety cases, carry out QRA studies and prepare the safety and record documentation required by the myriad of legislation in numerous areas of the globe. Our environmental services are similarly structured. Whether building inherently sound principles into the planning of new projects; planning the withdrawal from brownfield sites or improving environmental performance on operational sites, our experienced consultants will develop viable, practical and sustainable strategies providing cost-efficient, projectintegrated solutions. Environmental Policy Energy & Powers own environmental performance meets ISO 14001 criteria. We of course apply the same high standards to design and consultancy for our clients. We keep environmental considerations high on the design agenda and make compliance intrinsic to all our solutions. We do this across all our work with highprofile clients in the extractive, power generation and infrastructure industries. Were well aware how crucial it is to meet environmental responsibilities so our project management procedures demand a continual reappraisal of environmental targets and performance, with risk management and value improvement measures built in. HSE Experience BHPB Ohanet We have undertaken the HAZOP close out and the preparation of the Safety Case for the BHPB Ohanet development consisting of 200km of pipelines, management of the QRA process and the project Environmental Statement and close out of the HAZOP for the project. BP (BTC) Preparation of Safety Case / Major Accident Prevention Document for the Baku-Tbilisi-Ceyhan (BTC) Oil Export Pipeline linking the Caspian Sea to the Mediterranean Sea and also the South Caucuses Pipeline (SCP) exporting gas to customers in Turkey, Georgia and Azerbaijan. Kerr McGee Development of Project Management Procedures for North Sea activities. Provision of corrosion and metallurgy advice to the Kerr McGee Leadon development. Kuwait Ministry Of Energy & Power Review of facilities, HAZID, QRA and development of company manuals. Subsequent development of ALARP studies and implementation of training programme.

Concept Engineering

Energy & Power quickly define projects, providing technical definition, accurate benchmarked costs and schedule, removing commercial and technical risks.

The screening, feasibility and concept stage are vital to successful capital investment in any development. The level and detail of work we undertake is in accordance with the structure of the Project Guideline system, ensuring consistency of approach and focussing on key project drivers whilst providing clear guidance to higher management. Often a local presence will be vital in assisting in developing a good understanding of the constraints and be beneficial in facilitating face-to-face discussions with relevant authorities. The teams will be experienced in the negotiation of consents, approvals and adoption agreements as well as in the technical aspects of design within their disciplines.

Screening and Feasibility Studies Screening and Feasibility Studies provide Capital Investment advice based upon limited data, of whether it is worth investing resources into trying to acquire acreage, drill an exploration well or start an appraisal programme. For some developments, no obvious analogy exists, and novel areas need specific technical and/or cost studies undertaken to reduce the uncertainty. After gathering more information, possible development concepts or Options can be postulated and compared. Option Selection and Concept Design During Optimisation Studies any and all features of the Base Case can be reviewed increasing technical definition and reducing risk. Options are usually developed to a level of a costed equipment list with factored bulks to give a development estimate. At this stage, budget prices should be obtained for critical items, such as vessels or rig rates. The selected Option from the Option Selection Report stage can be refined and honed in Concept design to provide improved accuracy and technical definition for a planned development and along with economic analysis and risk reviews to provide the basis for the commencement of a FEED study.

13

Conceptual Engineering Studies Design Management The Energy & Power Conceptual Engineering team is made up of process, and other facilities discipline engineering consultants with project management input. The team can be located in client offices, to ensure liaison with your subsurface groups. Energy & Power will always ensure that our studies are oriented at the clients particular needs, scopes and methods, which rarely remain the same between developments, even for the same client.

Project Engineering

Engineering is at the very heart of our business, and our principal resource is our Chartered Engineering staff. Our approach is intellectually rigorous and enquiring so that we develop optimum and elegant solutions, not a minimally compliant response. To reach that efficient optimum, we integrate engineering design from the outset, continually refining that design during each project stage. Thus, at each decision gateway, the engineering definition contributes to the informed executive sanction to proceed. Process engineering is normally the foundation of many of our projects, and we provide expertise in each of the many sub-specialties, such as oil, gas, LNG and petro-chemicals.

Supplementing that often central skill, are electrical, mechanical, controls, instrumentation, structural, health safety and environmental and civil and marine engineers. Again, each discipline has specialists in particular aspects such as rotating machinery, heat transfer, safety, reliability, power generation, commissioning and the like. Energy and Power provides engineering, project management and consulting services to energy companies and is active in the following sectors: Power Generation Oil and gas Pipelines LNG

Sorfert Algerie Spa - Algeria Joint Venture

As the worlds population rises there is a growing demand for fertilisers. Huge energy reserves, such as petroleum and natural gas deposits, are an ideal basis for a fertiliser complex. Therefore, ThyssenKrupp Uhde gets as close as it possibly can to sources of raw materials in order to offer its customers the greatest possible operational economy for the plant.

The network ThyssenKrupp Uhde has been able to combine the advantages of its intelligent network and the close cooperation of a number of local organisations within the Sorfert project. For example, the engineering concept was developed with Uhde India, Uhde Engineering de Mexico, Uhde Engineering Egypt and other international engineering offices were involved right from the basic engineering phase; and a substantial part of the detail engineering was prepared by Uhde India.

Uhde Shanghai, Uhde India and Uhde Engineering Egypt were involved in the global procurement concept and provided extensive expediting and inspection services including permitting. Given the global nature of the procurement, the Sorfert project posed a major logistical challenge. The project equipment was shipped to Algeria from over 17 countries around the world. More than 21,000 m3 were dispatched from nine different countries to Arzew (Algeria) in July 2009 alone. With a price tag of 1.2 billion euros, the Sorfert project has been the biggest single order in the ThyssenKrupp Uhdes history thus far. Sorfert Algerie Spa is a joint venture between Osracom Construction Industries (OCI) and Sonatrach, the Algerian state oil and gas company.

Know-how and process supervision for the customer We are tasked with supervising all the erection works undertaken by our Egyptian erection partner. Orascom and with monitoring on schedule completion in accordance with the quality standards, said Martin Heydemann, ThyssenKrupp Uhde Project Director of the Sorfert Algerie project. There are generally several thousand construction workers assigned by Orascom tot eh concrete and steel construction work, the tank and piping prefabrication, as well as the laying of the underground plastic piping, some of which is two metre thick. Prompt communications and management In order to implement prompt communications management, the following provisions have been made: electronic document interchange, daily meetings, video and telephone conferences and regular site meetings.

Continuous risk analyses Risk analyses were conducted on a continuous basis in addition to the normal risk assessment processes at ThyssenKrupp Uhde during the RFQ phase and on project kick-off. This served to minimise the impact of the various problems during the course of the project. Effective schedule and cost control Scheduling was faced with a particular challenge in this project. Overall the scheduling tasks were carried out at four main locations with different partners. In addition to sheer distance between the locations in India, Egypt and Germany, it was above all necessary to take account of the cultural aspects, standard practices and concepts within the schedule. To this end, detailed project execution methods were developed with the partners and successfully implemented. In excess of 7,500 engineering and procurement activities were kept up to date at all times by the international ThyssenKrupp Uhde Team, and the results were drawn upon for project control. Highest priority was given to the primary objective of servicing the interface with the construction site in Algeria on schedule. An interface schedule with more than 800 agreed dates was drawn up for the handovers from EP to construction and from Construction to Commissioning alone and this was updated at regular short intervals. A similarly high amount of effort was invested in scheduling during this commissioning phase in order to identify bottlenecks at an early stage and to take every opportunity to expedite the process.

Columbus Oil - Tunisia Full Field Development

Background Columbus acquired the license of the Isis offshore oil field in Tunisia; a field comprising three active wells which had been closed-in and the risers and mooring lines from the Ikdam FPSO were dropped to the seabed when the FPSO was removed. The anticipated remaining production from Isis was 2,000 b/d oil, 1,000 b/d water. Columbus proposed a floating system for production and the existing mooring system and subsea equipment was to be reused in order to reduce cost and schedule impact to the project. In principle, the Columbus system is an unmanned floating processing facility for use in the extraction of oil from marginal fields which are uneconomical.

Detail Columbus employed the services of Energy & Power to undertake the full development in terms of engineering, project and procurement management through to construction management and commissioning. The Energy & Power team acted for Columbus and the project progressed as an integrated team incorporating management from both organisations as well as managing sub-contract management and scope preparation. Flexibility was the key to the success of the concept for this and future asset developments. The activities undertaken by Energy & Power included establishing the technical Basis of Design for Isis production, generating a suitable process scheme, a process simulation, heat and material (H&M) balance for Isis, equipment sizing and generation of arrangement drawings. In addition, this was followed by a qualitative evaluation of key Health, Safety and the Environment (HSE), Operational and Safety issues, using a standard Risk Review technique and a CAPEX estimate. Once the concept was proven, the project moved immediately into the execution phase. The development was marginal and as such was constrained, by both cost and schedule. The project needed an innovative approach to ensure the clients commercial goals were achieved.
