CHAPTER - 1 INTRODUCTION
The implementation of schemes for the welfare of women, children and aged is done by the Social Welfare and Nutritious Meal Programme Department through the Directorates of Social Welfare, Social Defence and the Integrated Child Development Services Scheme. This Department also functions as a nodal agency for various Social Security Programmes implemented through the Revenue Department.
2.The Directorate of Social Welfare implements a number of programmes for the welfare of women including the Marriage Assistance Schemes. The Directorate also runs Service Homes where the destitute and deserted women can stay with security and at the same time, pursue education and vocational training. Working Womens Hostels where women can stay at affordable rates are also run by the Directorate of Social Welfare. Training and self-employment of women are thrust areas and the large number of Women Co-operative Societies run by the Directorate provide avenues for women to be self-reliant. The welfare of the vulnerable group of transgenders and programmes specially designed for them are also under the purview of the Directorate of Social Welfare. 3. Two flagship schemes of the Social Welfare and Nutritious Meal Programme Department relate to nutrition security for children. Puratchi Thalaivar MGR Nutritious Meal Programme provides hot cooked meal to 54.80 lakh school children from Standard I to X. The Integrated Child Development Services Scheme which is implemented by the Commissioner of Integrated Child Development Services Scheme, is a comprehensive package for children of the age group 0-6 years including supplementary nutrition, hot
cooked meal, health care and pre-school education. Pregnant and lactating mothers are also provided with supplementary nutrition besides health education and awareness. The scheme has also brought into its fold adolescent girls to look after their nutrition, health and training needs. 4. The Directorate of Social Defence is implementing many schemes, particularly focusing on children in need of care and protection and children in conflict with law. The Directorate also implements schemes for women in moral danger. 5. The Social Welfare and Nutritious Meal Programme Department implements and monitors several social legislations for the care, welfare and protection of children, women and senior citizens. These include, the Dowry Prohibition Act, 1961, Protection of Women from Domestic Violence Act, 2005, Immoral Traffic (Prevention) Act, 1956, Juvenile Justice (Care and Protection of Children) Act, 2000, Prohibition of Child Marriage Act, 2006 and Maintenance and Welfare of Parents and Senior Citizens Act, 2007.

CHAPTER 2 WOMEN WELFARE 2.1. MOOVALUR RAMAMIRTHAM AMMAIYAR NINAIVU MARRIAGE ASSISTANCE SCHEME

To provide assistance to poor parents in getting their daughters married and to promote the educational status of poor girls. Scheme I Rs.25,000/- (in the form of cheque)+4 gm ( sovereign ) gold coin 22 carat is provided for making Thirumangalyam. Scheme-II Rs.50,000./- ( in the form of cheque) + 4 grams gold ( sovereign) 22 carat gold coin for making Thirumangalyam

The benefit will be given in the name of mother or father of the bride. In case of death of the parents it will be given to the bride. Scheme-1 1. The bride should have studied 10th Std (passed or failed) 2. If studied in private / distance education bride should have passed 10th std 3. Bride should have studied up to V Std in case of Scheduled Tribe Scheme-2 1. Degree Holders from regular colleges, Distance Education / Government recognized Open University are eligible. 2. 2.3. E.V.R MANIAMMAIYAR NINAIVU MARRIAGE ASSISTANCE SCHEME FOR DAUGHTERS OF POOR WIDOWS
1 2 Name of the Scheme Objectives of the Scheme E.V.R.Maniammaiyar Ninaivu Marriage Assistance Scheme for Daughters of Poor Widows. To help the poor widows who face financial hardship in conducting their daughters marriage by providing assistance for the marriage of their daughters. Scheme-I Rs.25,000/- by Cheque + 4 grams (1/2 sovereign) 22 carat gold coin is provided for making Thirumangalyam Scheme-II Rs.50,000./- by Cheque + 4 grams (1/2 sovereign)22 carat gold coin is provided for making Thirumangalyam. 4 To whom the benefit is due / to be given Eligibility Criteria a)Educational qualification of the Bride Scheme-1 Education qualification not required Scheme-2 1. Quantum of Assistance
The following two categories of inter-caste marriages can avail benefits :Category I The assistance is provided to newly married couples of whom one spouse should be from Scheduled caste / Scheduled tribe and the other from a different Community. Category II The assistance is provided to a newly married couple of whom one spouse is from other community (forward community) and the other from the Backward Class / Most Backward Class Community.

GRANTS-IN-AID TO THE INSTITUTIONS UNDER THE SCHEME FOR WELFARE OF CHILDREN IN NEED OF CARE AND PROTECTION 1 Name of the Scheme Non- Governmental Organizations Partnership for the Welfare of Children To rehabilitate the destitute children to live as normal citizens. Food, accommodation and education 1) Age of the Destitute Children should be between 5 - 18 years. 2) The annual income of the parent/ guardian should not exceed Rs.24,000/- per annum. 3) Children who do not have either parents or relatives. 4) Children of single parent families deprived of adequate family care due to death, desertion, prolonged illness and imprisonment of one of the parents. 5) Orphan children who do not have a permanent place to live in or destitute children There are 172 Destitute Homes in Tamil Nadu benefiting 13,530 Children. State Government provides Rs.450/- per child per month as grant towards feeding charges. This scheme is exclusively for the benefit of adolescent girls to create awareness about their legal rights, to improve literacy, health, hygiene aspects and provide occupational skills to shape them into better citizens.

Awareness camps on Nutrition, Health, legal rights, home management and child care are conducted for school going and school dropout adolescent girls in the age group of 11 to 15 years. Vocational training in trades such as computer education, catering services, tailoring, Lab technician, nursing assistant, soft toy making & handicrafts and fashion designing etc., is imparted through reputed institutions to adolescent girls in the age group of 16 to 18 years. SOCIAL SECURITY SCHEMES 8.1. 1 Name of the Scheme Objective of the Scheme Assistance provided Beneficiary INDIRA GANDHI NATIONAL OLD AGE PENSION SCHEME Indira Gandhi ( IGNOAPS ) National Old Age Pension Scheme
To disburse pension to Old age persons of 60 years and above belonging to households below the poverty line. Rs.1000/- per month Old aged persons of 60 years and above, belonging to households below the poverty line. Old aged persons of 60 years and above belonging to households below the poverty line. Pension can be given, in spite of having male legal heir, who have completed 18 years of age. One free Dhoti for Male pensioner and one free Saree for female pensioner are supplied twice a year for Pongal and Deepavali festivals. All the pensioners are provided daily with free Nutritious meal at child centres. 2 kilogram of rice per month to those who are taking Nutritious Meal and 4 kilogram of rice per month to those who are not taking Nutritious meal are supplied at free of cost. Application in white paper or in the prescribed format with the required details submitted to the Special Tahsildar (Social Security Scheme). Applications may also be submitted to Village Administrative Officer in the Village itself. Within one month from the date of receipt of application.
