SUBJECT: COMPLAINT AGAINST IQBAL HASSAN AUDITOR G.P FUND SECTION PF-3 AND ABDUL RASHEED AUDITOR FORMER AUDITOR PF-3 FOR MISHANDLING AND USE OF DELAY TACTICS TO GET BRIBE FOR MY G.P FUND FINAL PAYMENT IN THE OFFICE OF THE A.G SINDH KARACHI.

R/Sir, I ,Umer Daraz s/o Late Abdul Majeed Mahar retired Head Master R/O Bhittai Bazaar Near Rahmania Mosque, Shikarpur having been aggrieved with abnormal delay in the revision of transfer of G.P Fund Balance by the persons as mentioned in the subject line, there is left no alternate, but to approach your esteemed secretariat to seek remedy of genuine grievances, as the sincere efforts made by the applicant for the period of about 07 years remained heedless, therefore submit this application under section 10 of the act cited as subject above: 1. I was appointed in Educational Department on 03-07-1964 and had retired from Government service on attaining superannuation age on 05-05-2005 during entire period of service of about 42 years, I had remained subscribing G.P Fund through account no. SED-37551 alloted by the A.G Sindh Karachi when Shikarpur was in Audit jurisdiction of said office, on formation of district accounts office at Shikarpur in May 2001, I was alloted G.P Fund account # SHP-EDU/6907. 2. After retirement the applicant requested for transfer of G.P Fund from No. SED/37551 to A/c No. SHP-EDU-6907 so that applicant may be able to get final payment of G.P Fund. A.G Sindh office Karachi had transferred my balance of (-) Rupees Rs. 114,064 vide letter no. PF-(1)/BT/2008-09/Seal/IED-37551/2238 dated 06-04-2009, when applicant was not agreed with said balance transfer, at that time Mr. Abdul Rasheed Auditor was dealing hand in PF-III, who was demanding bribe to revise the authority and delayed matter for 3 years. 3. The applicant remained striving and approaching A.G. Sindh Karachi, but no fruitful result achieved so far, however the applicant submitted written request through the D.A.O Shikarpur vide No, 1670 dated 06-10-2011 delivered at concerned section in first week of November, 2011, the Auditor posted in said section namely Iqbal Hassan had also repeated same demand of bribe of 50,000/= to whom 5000/= taken in advance, even then had not yet revised the authority

though lapse of one year which is enough period for an office to dispose off the matter of a retired civil servant. 4. During service tenure, the applicant had taken advances from G.P Fund as per need and refunded the same in easy installments through salary and even through challans, all such entries are appearing in service book, the photo state copies of relevant documents already provided to the office of the A.G. Sindh Karachi, in the balance transfer letter, the advances of Rs, 41,000/= shown to have availed by me, but same was not availed due to delay and such non-payment certificate and certificates of advances fully recovered issued by the DDO, were submitted along with copies of bills, but concerned auditor is still reluctant to dispose of revised authority for the reasons of payment of bribe demanded amount of 45,000/=. 5. Due to the abnormal delay ceaselessly for the period of about 7 years, the applicant is facing financial hardships in the present days of scarcity, as the pension amount is not sufficient to cope up with livelihood or to provide financial assistance to family members depending on applicant. 6. The demand of illegal gratification by the auditors M/s Abdul Rasheed and Eqbal Hassan of section PF-III of A.G. Sindh office, Karachi is not their right to coerce a poor and retired civil servant for bribe of huge amount on revision of balance transfer, when G.P Fund amount belongs to applicant deducted from salary, therefore the practice of comption at above office had resulted innumerable matters are pending and not decided for want of illegal gratification, this fact of open corruption is contrary to service rules and concerned auditors are liable for disciplinary action under (E&D) rules. Keeping in view the above facts, the applicant beseech your gracious honour to kindly consider this application on humanitarian grounds and pass orders for investigation of the matter, so that the applicants grievances can be redressed and punitive action taken against the defaulters.
