VILLAGE OF ALSIP MINUTES OF BOARD OF TRUSTEES SPECIAL MEETING - COMMITTEE FORMATION May 23, 2011 Mayor Kitching called the meeting to order at 6:30 p.m. Clerk Venhuizen called the roll with the following in attendance: Trustees Shapiro, McGreal, Daddona, Quinn, Dalzell, Ryan, Mayor Kitching and Clerk Venhuizen. Mayor Kitching opened the meeting and called on Trustee Shapiro for a report on committee formation. Trustee Shapiro reported that in accordance with State Statute 65ILCS/5 the Mayor has the authority to form committees. Trustee Quinn responded that due to the Village of Alsips Home Rule status, the Board has the right to override the State Statute by Ordinance. Trustee Shapiro requested information on criteria used for selection committee persons. Trustee Dalzell reported seniority should not play a role. When voting, no one vote is greater than the other and felt desire/interest should be the criteria. Trustee Ryan felt input from Trustees on committee selection was important as well as selection based on each persons expertise. Trustee Daddona reported prior work experience could be a big factor when selecting a committee and it is not a conflict of interest if a former police or fire person is selected for the Police or Fire committee. Mayor Kitching reported committees should continue to be selected by the mayor and cited past history, state statute, practice in most municipalities, check and balance system and selection of best person to work with each department head. The following changes were made to the Ordinance amending Chapter 2; Sec. 2-54 (a) should read: The board of trustees shall appoint the chairperson and members of standing and special committees. Committee members shall be appointed after the inauguration of trustees pursuant to section 2-6 of this Code as amended, after an applicable regular trustee election and shall expire at the end of the Village fiscal year. (b) Each committee shall consist of three (3) members. Vacancies on any committee shall be filled as herein provided for original appointments. Sec. 2-55, Committee meetings. (1) The chairman shall preside over committee meetings and be responsible for the preparation and submission of committee reports. Trustee Quinn recommended selecting committees at this meeting. Discussion was held on whether it was legal to form committees this evening. Trustee Quinn referred to Option 1 of the committee lists submitted. Trustee McGreal submitted a proposed committee list with Trustees Dalzell and Daddona on the Police Committee and removal of Trustee Shapiro. Motion by Trustee Quinn to adopt AN ORDINANCE AMENDING CHAPTER 2 (ADMINISTRATION), ARTICLE IV (BOARD OF TRUSTEES AND MAYOR), DIVISION 1 (GENERALLY) AND DIVISION 3 (RULES OF ORDER AND PROCEDURE) OF THE MUNICIPAL CODE FOR THE VILLAGE OF ALSIP; seconded by Trustee Dalzell. Roll Call #1: Voting aye: Trustees McGreal, Daddona, Quinn, Dalzell, Ryan. Voting present: Trustee Shapiro. Motion carried. Ordinance No.2011-5-2. The Board decided to meet on May 31, 2011. ADJOURNMENT: Motion by Trustee Shapiro to adjourn; seconded by Trustee Daddona. All in favor; none opposed. Motion carried.
