PROPOSED RESIDENTIAL DEVELOPMENT AT 324-340 HIGH STREET, SUTTON

S2 Estates is proposing to submit a planning application to Sutton Council for the redevelopment of the former Burger King drive through at 324-340 High Street into 40 residential units and two ground-floor retail spaces.
Unfortunately, due to a change in circumstance, S2 Estates has been unable to bring forward with Travelodge the previously consented hotel scheme.

Instead of leaving the site derelict, S2 Estates intend to to apply for planning permission to build: 0 apartments, comprised of 4 - 13 one bed apartments - 24 two bedroom apartments - 3 three bedroom apartments

2 ground floor retail units The planning application will be submitted in February following consultation with members of the local community, businesses and politicians.

The existing site


Located at 324-340 High Street, the proposed development site is bounded by a number of buildings that vary in size. The site was formerly used as a vehicle repair shop known as Phoenix Garage before Burger King opened the UKs first drive through restaurant there in 1986. The Burger King closed in December 2010 and the site has been vacant since then. Unfortunately there have been instances of fly tipping and anti-social behaviour, causing blight at what is a gateway site to Sutton town centre.

Hotel and Retail planning consent


In January 2012, planning consent was granted by Sutton Council for a 103-bed hotel development on the site, with two ground floor retail units. The approved scheme was to be set over varying heights of four to five storeys. When the previous planning application was submitted, budget hotel operator Travelodge had agreed to operate a hotel on the site. Unfortunately, due to the companies recent Company Voluntary Arrangement and subsequent financial restructuring, gaining finance to build the hotel has proven to be impossible. Therefore, implementing this consent is proving to be an unviable proposition.

Council blueprint for the site


On March 5th 2012 Sutton Council approved STCN3 - the site specific allocation for 324-340 High Street. The Councils Site Development Policies identifies some guiding principles for the site: aking provision for residential development M in Sutton town centre upporting proposals for new development S which contribute to the regeneration and growth of Sutton town centre evelopment in accordance with the D Councils urban design principles Area of taller building potential.

Residential and Retail proposal


S2 Estates is proposing to build two retail units on the ground floor and 40 apartments on the first to fifth floors. The proposed size of the apartments are: 3 one bedroom apartments 1 24 two bedroom apartments 3 three bedroom apartments 26 car parking spaces will be provided (including three disabled) and 43 cycle spaces. The scheme has been designed to meet Code for Sustainable Homes Level 4. An energy centre is provided at ground floor level, including a Combined Heat and Power plant with communal heating for all the residential units.

Residential and Retail proposal


The scale and massing of the scheme takes into account the context of the site. The design breaks the building into smaller blocks to integrate with the 2 to 3 storey existing buildings to the south along the High Street. The blocks increase in height as the site progresses towards Helena House, a six storey building to the north of the site.

All the residential units have been designed to meet the Mayor of Londons design standards including the unit sizes, internal arrangements and amenity provision. The apartments will be a mix of one, two and three bedrooms in size.

The proposed residential development of the derelict site at 324-340 High Street will ensure this gateway location is brought back to life. It will create 40 apartments, two ground floor shops and help to transform Sutton Green.
