CORRUPTION BANE OF PDS


For several reasons, the public distribution system (PDS) has been the focus of discussions, both within and outside the government. These have largely focused on stemming leakages, especially since official data shows that there is a 90% offtake from PDS outlets, even while more than 50% of rural households do not avail PDS services. The CMS India Corruption Study 2010 found that the proportion of rural households using PDS services dropped 10 percentage points. It also found that 29% of rural households either paid bribes or were asked to do so in the year preceding the survey in 2010. This is the second in a five-part series.
