Preface

The Directorate of Handicrafts & Cottage Industries is looking after promotion and development of handicrafts, coir and salt industries in the State. The promotion of khadi and village industries is looked after by Orissa Khadi & Village Industries Board under the supervision of this Directorate. The following state level organizations are functioning under the administrative control of this Directorate to facilitate the development. 1) 2) 3) 4) Orissa State Co-operative Handicrafts Corporation Ltd. Promotion of Co-operatives/ SHGs for community participation. 4. Margin money support to artisans/ entrepreneurs of handicrafts/ coir sector for bank loan. 5. Establishment of Design Cell at Handicrafts Complex, Gandamunda for regular design support. 6. Exposure visit of artisans. 7. Marketing support through exhibitions at districts & state level and outside the State. 8. Restructuring of Orissa State Coop. Handicrafts Corporation Ltd. & renovation of Utkalika branches. 9. Revival of languishing crafts. 10. Establishment of International Marketing Cell for implementation of MAI scheme to promote export of handicrafts. 11. Development of Handicrafts Complex, Gandamunda, Bhubaneswar as Centre of Excellence and establishment of Common Facility Centre at Khandagiri. 12. Establishment of Urban Haat at Bhubaneswar, Puri and Konark to provide a platform to artisans for round the year sale of handicrafts on rotation basis. Various schemes have been formulated and implemented by the Directorate through District Industries Centres and State level agencies. The guidelines framed under different schemes and circulars issued by Govt. and Directorate of H & CI have been compiled in this Handbook which can be used by the officials and staff of Directorate of H&CI, District Industries Centres and other promotional agencies for formulation of proposals and implementation there-of. INTRODUCTION ON HANDICRAFTS Handicrafts are a part of Indias rich cultural heritage. These are mainly works of art and beauty, designed and shaped by hand with creative imagination of craft persons from time immemorial. Our country is best known for its handicrafts, which flourished with royal patronage in ancient days. Sweeping wave of industrialization and consequential flooding of market with machine made goods could not put this craft sector to oblivion. Immediately after independence the planner felt that co-existence of craft based industries with modern factories would go a long way in mitigating the problem of employment and poverty in a labour abundant and capital scarce country like ours. The All India Handicrafts Board was established in the year 1952 to lookafter promotion and development of Handicrafts in India. Orissa is endowed with varieties of crafts mainly linked to a number of festivities and rituals observed in our state. The superb art and skill displayed by our artisans in temples, mathas and sculptures of the past have been enthralling the visitors over the centuries. Orissa Handicrafts, due to their unique, original, creative characteristics and unsurpassed sense of colour are offered a pride of place in Indian handicrafts map. There are over 1.20 lakh handicraft artisans in the state practising as many as 50 crafts. In order to ensure community participation, primary handicraft cooperative societies and Self Help Groups have been promoted at grass root level. At the state level Orissa State Co-operative Handicrafts Corporation has been formed as an apex body to look-after marketing of handicraft goods. They also undertake some developmental activities for promotion of handicrafts. Besides, the State Institute for Development of Arts and Crafts (SIDAC) has been constituted for development of handicraft activities. It is seen that some of the crafts like stone carving, wood carving, patta painting, silver filigree, appliqu, tribal jewellery, paper mache, terracotta, dhokra casting, wooden painted items, cane & bamboo products, golden grass products are to name a few have potential to grow in to serious commercial ventures. It is also admitted that some crafts are found languishing due to various problems. State Govt. has launched different schemes for development of handicraft in the state. Besides, a special package for this sector has also been announced by Hon'ble Chief Minister, Orissa. The guidelines framed for implementation of different schemes have been compiled for use by different agencies involved in promotion of handicraft in the State.

The courses will be conducted by General Manager concerned District Industries Centre. The development of course curriculum and evaluation of the training course will be done by SIDAC. Eligibility Criteria of the trainees for admission to the above course 1. 2. Age- 14 to 40 years, The upper age limit is relax able up-to 3 years in case of ST/ SC/ OBC/ Women's/ PH/ M.C candidates. Educational qualification- Minimum 8th pass.

Selection procedure: The training programme should be widely published and put-up in the notice board of DIC/ Block office of the concerned Block/ Panchayat office of concerned Panchayats. Selection of Candidates shall be made by a committee consists of Local IPO / Instructor in charge of the centre / Local Sarapanch. Selection of the candidates for admission will be made through a drawing test followed by an interview. Reservation as per Govt. norm will be followed. However vacant seat against reserve category if any may be filled up from general category. In training centres except stone craft, brass & bell metal and wood craft minimum 40% of the trainees should be women. Priority should be given for women trainees who either widows or divorcees or deserted or unmarried girls belonging to a family without having a male earning member. Prospective trainees belonging to the traditional craftsman families should be given preference. Guideline for training under MCM for Handicrafts artisans


Objective:
The objective of the training is to increase the handicrafts artisan of the state as handicraft sector provides the best opportunity for self employment with minimum capital investment and this can be achieved through organized training followed by rehabilitation assistance. The trainees should take-up business activities with bank linkages or own finance after completion of the training programme.

Eligibility of Trainees:
Trainees preferably from among the artisan family/ un-employment youth having aptitude for handicraft and not be a defaulter to any bank or financial institutions. They must be within the age group of 18 to 40 years having minimum 5th standard of educational qualification.

Selection of trainees:
They must be selected by a committee consisting of GM, DIC or his representative, representative of Local bank, a MCM in the craft to be nominated by GM, DIC and local IPO as Member Convener. Bio-data as per format to be filled-up by each applicant with passport size photographs to be pasted on it.

M.C.M./Trainer:
MCM/Trainer shall be engaged out of the empanelled list of DH & CI or with approval of DH & CI. He/She is to formulate a course syllabus for the training for approval of GM, DIC. He/She shall send fortnightly/ monthly progress report to DIC regularly. He/She shall remain in charge of the centre and all the registers/hand tools/materials etc. of the training centre. He/She has to submit the absentee statement of the trainees and self to DIC through local IPO for disbursement of monthly MCM remuneration and stipend of the trainees. He/She has to maintain the following registers Attendance register Stock register of Hand tools, raw materials & finished products. Visitors register. Letter/Documents etc. He/She has to handover the records/ stocks if any to DIC at the time of the closure of the programme.

Financial Implications:
Stipend @Rs.250/- p.m. to each trainee. Each trainee will be given hand tools maximum up to Rs.500/-. Raw material @ Rs.200/- per trainee per month shall be provided. House rent up to Rs.1000/- maximum including electricity charges p.m. shall be provided. MCM remuneration @ Rs.5000/- per month. In case of awardees & trainers brought from outside the state, higher remuneration may be considered with approval of DH & CI. Contingency up to Rs.500/- per month shall be provided. Remuneration of Resource Persons for EDP class Rs.300 per session of two hours.

Training Norms:
Intake Capacity 15 per batch The duration of the training will be for a period of 6 - 12 months. A banner/ signboard will be displayed at the training venue. Training hours should be 10 a.m. to 5 p.m. The training centre shall remain closed on Sunday & Govt. holidays except 2nd Saturday. A course syllabus as prescribed by the trainer shall be displayed and meticulously followed. Each trainee will maintain a drawing register during the training period. 13

Each participant will be given a certificate for his /her participation in the training by DIC. Information on availability of raw material/improved tools and kits, marketing avenues etc shall be disseminated during the training along-with the costing of the products. Entrepreneurship development training shall be provided by hiring resource persons. Maximum 10 sessions can be arranged for EDP training.

Monitoring & Supervision:


All the purchases will be done jointly by representative of DIC and the trainer. Regular inspection of the training centre shall be done by the DIC and officer from DH&CI time to time. The loan application of the candidate should be filled-up and sent to bank for sanction of loan in the 3rd/4th month of training and should be followed to ensure disbursement of loan at the end of the training programme.

Disposal of finished products:


Costing of the finished products shall be made jointly by local IPO and MCM. MCM can sell the products and utilize the sales proceeds for purchase of rawmaterials. At the closure of the training programme, the sales proceed and the finished products may be distributed among the trainees with due acknowledgement.

***** GUIDELINE FOR TRAINING UNDER GURUSHISHYA PARAMAPARA


1. Objective: The objective of the training is transfer of Traditional skill of National / State / National Merit certificate winner to new generation of artisans on the pattern of Gurushishya tradition of learning to up-keep the traditional craft heritage. 2. Eligibility of Trainees: a) Trainees must have rudimentary skill and aptitude to practice the craft as main avocation and not defaulter to any bank or financial institution. b) They must be within the age group of 18-40 years having minimum 5th standard of education. 3. Selection of Trainees: a) They shall be selected by a committee consisting of General Manager of District Industries Centre or his representative, Assistant Director (Handicrafts) of Directorate of H & C.I., IPO of the area, concerned MCM (Guru) and Bank Manager of the locality. b) Bio-data as per the format to be filled up by each applicant with passport size photograph to be pasted on it. 14

4. Financial Implications: Stipend @ Rs.250/- per month per trainee. Each trainee will be given hand tools maximum up to Rs.1,000/Wastage of raw-materials compensation @ Rs.750/- maximum per trainee per session shall be provided to the MCM (Guru). House Rent: Up to Rs. 1,000/- per month including electric charges during the training session shall be provided to the MCM (Guru). Contingency: Rs.500/- per month shall be reimbursed to the MCM (Guru). Remuneration to MCM (Guru): Rs.8,000/- per month. Cost of documentation: Up to Rs.2000/- to be reimbursed to MCM (Guru).

Monthly report and expenditure statement shall be submitted by the concerned General Manger, DIC regularly to DH&CI for review. The transfer of skill shall be evaluated by conducting an examination and certificate shall be issued to the trainees by the Directorate. Documentation of the programme is to be made by the MCM with photograph of the products.

6. Application Procedure: The National Awardee / State Awardee/ National Merit Certificate holders willing to transfer their traditional skill to new generation of artisans may submit their application to concerned General Manager, DIC in plane paper along with copy of the Award Certificate, list of eligible artisans available in the locality and tentative budget. General Manager, DIC in turn shall send the proposal after scrutiny to Directorate of H&CI for final approval. 7. Monitoring & Supervision: i. ii. iii. General Manager, DIC and other officers of DIC including local IPO should conduct regular visit to the training centre. They should interact with the trainees regarding the scope for promoting the craft by keeping the tradition. Bank finance may be arranged for the trained artisans to set-up own production unit. ****** 15

Exposure visit norms: 1. To meet the increasing demand of Master Crafts Person, it has been decided to organize Trainers Training Programme for 15 days at Handicraft Complex, Gandamunda, Bhubaneswar. IV. Design Development Programme


DDPs on different craft shall be conducted from suitable design Institutions in suitable cluster / clusters during the course of training. The details of DDPS would be as follows. Durations- 21 days No. of participants-20-30 Minimum 15 samples in Triplicate will be developed in each programme. One set will be handed over to State Craft Museum and one set to OSCHC Ltd. for test marketing and one set would be retained at cluster level for replication. Implementing Agency: Proposals should be formulated by SIDAC and approved by DH&CI. For the place of training, the existing facilities such as Societies buildings, space available in Govt. buildings, Common facilities already existing etc. will be chosen. Only in the absence of the abovementioned venues, private accommodation on rent can be taken. In such cases the actual expenses subject to a ceiling made on hiring the premises would be reimbursed to the group directly into their bank account. An amount of maximum Rs.2.00 lakhs may be provided to SHGs/ Federation for opening of sales Outlet. Proposal may be formulated for participating various National/ State level exhibitions/ Fairs by the SHGs.

Project Implementation: DIC would be the implementing agency. If DIC engages any Cluster Development agency at the District level remuneration of Rs.5,000/- per SHG would be paid to the Agency to undertake the following activities. The agency shall be associated for at least one Year. This amount shall be paid on a quarterly basis on verification of successful completion of the assigned activities. DIC- One IPO shall be earmarked for implementation of the programme. Monitoring & Supervision State Level: The cluster cell created at the Directorate of Handicrafts and Cottage Industries, Govt. of Orissa would be monitoring and evaluate the progress regularly and every two months a review meeting would be called up where in a detail discussion would be made regarding the progress of the programme and the difficulties experienced by the DIC in implementing the Programme. Each Cluster Manger engaged for the purpose would directly report to the cell on a monthly basis. SIDAC & UNIDO will also be associated for the supervision & monitoring of the clusters. District Level: GM DIC / DCIO shall supervise and monitor the implementation of the progress. The Action plan/ implementation of the programme shall be monitored and reviewed by the District Level Co-ordination Committee. The members consisting of GM DIC, AGM NABARD, Chief Executive of DSMS, representative of PD, DRDA, representative of Local Bank and representative of Cluster Development Agency if engaged, two artisan representatives from each group would be Members of the DLCC. The committee would have to appraise the developments taking place at the cluster level to the concerned Collectorate and Directorate for further action. *****

Guideline for integrated development of craft cluster (for sustenance) Background: A number of craft clusters/ villages have been taken-up for development on SHG mode under different schemes of the Directorate of H & CI, D.C (H), Employment Mission and NABARD. Various interventions have been made in those clusters for providing livelihood support to the artisans. It is observed that some of the SHGs are not functioning satisfactorily due to socio-economic backwardness of the artisans. Production-base could not be strengthened to the desired level due to gaps in transfer of requisite skill, development of adequate infrastructure, credit linkage, marketing support etc. Keeping the above observation in view, a scheme for sustenance of craft clusters has been introduced with the objective of making the artisans and groups to work on sustained basis for increasing their level of income. Identification of clusters: A number of craft villages with small number of artisans have been covered under different schemes. It is highly necessary to identify suitable clusters with more artisans considering the proximity of craft villages/ craft taken-up for development. 25

This exposure should be made by DIC and the details clusters should be sent to DH & CI for approval. The critical mass of the cluster may preferably be a minimum 100 artisans. But in exceptional cases / remote and inaccessible areas/ Hilly Tribal areas / lesser number of artisans may also be adopted as per availability of artisans Interventions proposed: i) Capacity building measures. ii) Skill up-gradation training of artisans. iii) Product Designing & diversification. iv) Strengthening of support infrastructure like Common Facility Centres, Raw materials bank, testing laboratory for quality control, packaging facility etc. v) Bank linkage of SHGs. vi) Marketing promotion activities. vii) Institution building (formation of association/ federation). viii) Addition of critical mass. ix) Hand holding support. x) Issue of I. The expert agencies engaged for conducting the diagnostic study, survey and preparation of action plan and expenditure up-to Rs.50,000/ is allowed for survey, diagnostic study & preparation of action plan. In case of specific study by expert, the cost will be decided by SLMC on case to case basis. The committee will monitor the progress of implementation and take various decisions at appropriate time for proper implementation of the programme. Cluster Managers may be engaged by DIC with approval of the District Level Coordination Committee to provide hand-holding support to the SHGs. Adequate no. of project coordinators would be engaged at SIDAC to monitor the programme and look after interventions at the State level like Design Development, Marketing, Preparation of catalogue etc. Formats may be developed to obtain monthly reports for monitoring the progress by District level/ State level Committees. Resources may be mobilized from different agencies like D.C (H)/ DRDA/ ITDA/ NABARD etc. by DLCC and State Level Co-ordination Committee. Clusters may be adopted by banks to provide credit support as well as promotional assistance. Concurrent evaluation may be made by an independent organization to be selected by the State Level Committee so that remedial measures can be taken to address the shortcomings while implementing the project. Depending on field condition, State Level Coordination Committee may modify/ alter any provision of the guideline and Govt. shall be kept informed.

Annexure-II Guidelines for exposure visit of handicraft artisans/ entrepreneurs Exposure visit norms: 1. Intake Capacity: 10- 20 craft persons in a batch will be taken to reputed craft places / National level of Handicraft fairs and other important places as would be decided both inside and outside the state duly escorted by Cluster manger/ MCM/ DIC Official / DH&CI official. Duration: The duration of such exposure visit shall be maximum 10 days for outside the state and 7 days for inside the state including journey period. But looking into the distance / communication facilities such period may extend for 2 more days with due approval of DH&CI. Norms of Financial Assistance for Artisan: a) Actual bus fare / 2nd class train fare. b) DA @ Rs.100 per day for inside the state and @ Rs.150 per day for outside the state. c) Accommodation charge @ Rs.200 per day for outside state and @ Rs.100 per day for inside the state. d) Contingent expenses like entry tickets, first aid, purchase of sample items, local conveyance from Railway stations / Bus stand to lodging, photography & small documentation etc. up-to Rs.500 per artisan shall be allowed. Guideline for development of Handicrafts Enterprise


Handicraft sector provides ample scope for self employment in rural and urban areas. Presently, mainly artisan oriented schemes are implemented and expected growth is not achieved due to lack of entrepreneurship. It is imperative to promote entrepreneurs in handicraft sector. Under this scheme financial assistance may be provided for following components; COMPONENTS A. Margin money assistance to individual entrepreneurs for setting-up of handicraft enterprise:

In order to promote handicraft enterprise, margin money assistance @ 15% of the project cost with ceiling of Rs.7500 will be provided to individual artisan/ entrepreneur for availing bank loan. The balance requirement of margin money shall be contributed by the applicant.

Eligibility criteria: a) b) c) The application should be in the age group of 18 to 45 years. He/ She should not be a defaulter to any Financing Institution. Preference will be given to artisans.

Modalities for release of Margin Money: The margin money provided under the scheme will be released to the financial institution after sanction of loan. The margin money so provided will be kept in shape of TDR in the name of the applicant and will be adjusted towards repayment of loan after 2 years of the commercial production of the unit. No interest will be charged or paid on the corresponding amount of loan or TDR. The DIC should maintain a register of handicraft enterprises and follow them-up for at-least two years to ensure regular production, marketing of their products and repayment of loan dues to bank. B. Rehabilitation of Handicraft Artisan:

Traditional/ trained artisans shall be provided with margin money assistance for availing bank finance to set-up own production unit as per following norms; a) b) c) d) e) 20% of the project cost with ceiling of Rs.5000 can be provided to an artisan as margin money for bank loan. 5% shall be contributed by concerned artisan. The artisan should not be a defaulter to any bank. The margin money should be kept in shape of TDR in the name of the beneficiary and adjusted against the loan dues after one year. No interest will be claimed or paid on the corresponding amount of loan or TDR. The margin money will be released after sanction of project proposal by the bank.

The DIC should keep contact with the assisted artisan to ensure regular production, marketing of their products and regular repayment of loan installment. C. Exposure visit of Entrepreneurs:

The handicraft entrepreneurs shall be deputed to craft cluster/ gift fair/ national level handicraft exhibitions etc. in groups for exposure to the production process, product range, marketing etc. The duration would be maximum 07 days including journey period. An official from DH & CI/ DIC will escort the team. Financial parameter: a) b) c) d) Actual bus fare/ 2nd class train fare. Establishment of Common Facility Centre by individual entrepreneurs will be promoted to increase the productivity, for quality control, storage facility, packaging etc. on PPP mode. Eligibility: Individual entrepreneurs involved in handicraft activities for a period of minimum 3 years are eligible to get assistance. The land & building should be owned by the entrepreneur. Financial norms: 50% of the cost of machineries subject to maximum limit of Rs.1.00 lakh shall be provided by Govt. and matching contribution will be made by the applicant. The financial assistance will be released in 3 installments on re-imbursement basis. E. Entrepreneurship Development Programme:

In order to develop entrepreneurship among the entrepreneurs in this sector, EDP training shall be provided through IED/ SIDAC/ NGOs/ other agencies. Eligibility: a) b) c) Age limit of 18 to 45 years. Preference will be given to handicrafts artisan. Participants should be literate and intend to set-up handicraft enterprise.

Duration of training: 03 days. Intake capacity: 20-25 per batch No. of training sessions of two hours duration: 9 Financial norms: Hiring of accommodation of training up-to Rs.1000 per day. Study material/ equipment up-to Rs.200 per participant. Working lunch, tea etc. up-to Rs.100 per participant per day. Accommodation of the participants up-to Rs.100 per day per head. General features & facilities to be provided in exhibition: Stalls: The stalls should be normally of size 10 x 10, constructed with good quality bamboo & covered with tarpaulin to withstand heavy rains. Cotton clothing should be used to cover in the inner side. The faade of the stall should be designed to suit the theme of the exhibition. Display racks as per need, front counter, 2 nos. of chairs should be provided in the stalls. The floor of the stalls should be carpeted, preferably with wooden platform. Internal lighting: Each stall should be provided with 4 nos. tube light and a ceiling fan. The electrification should be tested by designated electrical inspector.

External lighting: The exhibition area, passage, parking area & other utility area should be properly illuminated during night. Decorative lights, focus lights are to be provided to high light the banners & hoardings as well as the welcome and exit gates. Theme pavilion: A theme pavilion should be provided to bring out the theme of the exhibition. The theme pavilion should normally be of 400 sft. Area & provided with adequate display structure & lighting. Welcome & exit gate: The entrance and exit of the exhibition premises should be provided with designed gate structure decorated with flower and motif. Demonstration stall: A stall to demonstrate the intricacies involved in the production of handicrafts engaging Master Craft persons should be provided to attract the customers. Site office: A site office with adequate furniture should be provided to monitor the activities in the exhibition and to maintain channels of communication with the headquarters. Public address system should be provided in the site office. Toilet: Toilet facilities with adequate water and other fittings should be provided for the exhibitors as well as general public. Fire fighting equipments: Adequate fire fighting equipments must be provided as conspicuous location to take care of exigencies. On important events the assistance of the local fire station should be taken. Security arrangement: Security arrangement should be provided round the clock during the exhibition period. First aid: Safety of the public should be of utmost concern and first aid facility should be provided in the site office to take care of exigencies. All the stalls should be insured against fire hazard, flood & cyclone and theft etc. at the cost of the agency entrusted with the work of construction of stalls. All the handicraft products within the stalls should be insured against the fire/ flood/ cyclone/ theft by the department. T.A & D.A. to participants: The artisans of KBK districts and other scheduled areas should be provided with economy class travel to & fro D.A @ transportation cost with approved by the Director, H&CI. Accommodation: Economic accommodation of artisans participating in the exhibition should be arranged near by the exhibition premises. Publicity: Wide publicity of the exhibition should be arranged through advertisement in newspaper, local T.V. channels as well as hoardings and banners. Documentation: A documentation containing the details various events during the exhibition, participation & sale on different days of the exhibition should be prepared. Procedural Aspects: An estimate should be prepared on the basis of previous experience and local enquiry on the cost of exhibition by the Directorate/DICs, for approval of competent authority. A committee to finalize the tenders and to supervise the conduct of exhibition should be formed at the State level/ District level for conduct of State level and District level exhibition respectively. The award of work to arrange exhibitions should be through an open and transparent process of tender in two bid system. (One technical and the other financial) EMD up to 1% of the estimated cost should be insisted from the bidders. 40

Agencies having valid service tax/ I.T. registration and having sufficient experience in executing such works should only be entertained. Tenders of bidders qualified in the technical bid should only be considered for evaluating the financial bids. The above bidding process may be relaxed for petty works up to Rs.2.00 lakh. The lowest bidder should be given the first chance to execute the work. The case of other bidder should only be considered when the lowest bidder refuses to take-up the work in writing. EMD of the bidder, who refuses to take-up the work after getting order, within the stipulated time, should be forfeited. The authority tendering the work should draw an agreement in judicial stamp paper with the executing agency before commencement of work. Guidelines for financial assistance for participation in fairs/ exhibition/ buyerssellers meet/ trade delegation abroad under the scheme Promotion of Handicrafts Industries 1. Objective: Handicrafts have been considered one of the priority sectors for employment generation and it has export potentiality. But, Orissa is lagging far behind in handicraft export. A few entrepreneurs have come forward for export business of handicrafts. Financial assistance need to be provided to exporting firms/ companies/ NGOs/ Cooperative societies/ individual entrepreneurs for participation in International fairs/ exhibitions/ buyers-sellers meet/ trade delegations to promote handicrafts export from the state. 2. Eligibility: a) Any firm/ Co-op. society/ NGO/ individual entrepreneurs dealing in export of handicrafts from Orissa shall be eligible for financial assistance. b) The organization/ individual should have import / export code and registered with EPCH. c) The company shall not be under investigation/ charges/ prosecuted/ debarred/ black listed under Foreign Policy of India or any other law relating to export & import business. Norms of financial assistance: Following assistance shall be reimbursed; 50% of the stall rent with ceiling of Rs.50,000 50% of transportation cost of exhibits up-to Rs.25,000 50% of the travel expenses by air in economy/ excursion class for one person (regular employee/ Director/ Partner/ Proprietor of the organization). Any organization/ individual is eligible to get such assistance for one event in a financial year. 2nd assistance can be given in such cases, if they are successful in procuring orders and/or getting queries which are effectively followed. Director of H & CI is competent to sanction such assistance. The organization has to certify that no assistance from any source is availed for the same purpose. An affidavit to this effect should be submitted.

Presently only 224 Handicrafts C.S. are in existence and most of them are sick and not able to cater to the need of the artisans. Guideline for Revival of Languishing crafts


Orissa is called land of Handicrafts with highest number of crafts being practiced among other states. But over the years, quite a few crafts have lost their ground and now confined to a handful artisans. Some of the reasons for vanishing of these crafts are 1. Commercially not successful: Some of the crafts are becoming outdated due to change in consumer behaviour or shifting of consumer's interest to new facilities. 2. Lack of trained artisans: Since propagation of the skill is done by hereditary system artisans are not exposed to contemporary market and new technology. 3. Lack of getting raw materials: Due to problem in availability of raw materials and other inputs artisans are also shifting to other professions. 4. Less number of practicing artisans: Some crafts, since being practiced by less number of artisans, are unable to produce focus in the market. Hence adequate steps should be taken for revival of these crafts wherever necessary and /or necessary documentation should be taken up to preserve the craft heritage for future generation.

Objective: The basic objective of the programme is revival of languishing craft in the state by way of identification of the craft, diagnosis of gaps for their resurgence, drawing of action plan and implementation various programmes as per action plan for the restoration of the crafts. Identification: A thorough survey of crafts would be required to identify the craft to be termed as languishing craft. However to provide a benchmark for the survey and also to design the survey tools a definition of languishing craft will be taken here as under. A craft would be called a languishing craft, when the no. of practicing artisans of the craft and its annual production has shown a declining trend over the years. Prima-facie, following crafts are found languishing; Art leather craft of Barang, Cuttack Betel nut craft, Berhampur, Ganjam Flexible brass fish of Belaguntha, Ganjam. Gopa craft of Nabrangpur Horn craft of Paralakhemundi, Cuttack & Dhenkanal Jaikhadi craft of Parlakhemundi Keora leaf craft of Kendrapara Lacqure ware craft of Nabrangpur, rayagada, Balasore Paddy craft of Bolangir, Kalahandi Solapith craft of Puri Painted wooden toys of Subarnapur, Bargarh Ganjappa card of Subarnapur, Parlakhemundi Dongaria shawl of Rayagada Saura painting of Rayagada

Survey of those crafts shall be conducted to find-out the present status and reasons for which the crafts are languishing. Survey: The survey of the craft will be focused on the district where the craft was practiced. It will be done on door to door survey basis for getting the primary data. The scope of survey will include 1. Genesis of the craft 2. No. of practicing artisans in the last 5 years ( area and year wise) 3. Annual production ( in qty. and value for the last five year) 4. Process and the technology available 5. Availability of resource ( Comparative figure of the last five years) 6. Product range and its present market The data available would be compiled in the form of a document with supplementation of secondary data wherever necessary and the report would speak mainly the present status of the craft and the resources of the declining trend are to be identified. 49

Any agency (NGO/GO) with expertise and previous experience of such study would be eligible for survey. The maximum cost to be incurred for survey would be limited to Rs.50, 000/- per craft /cluster/district. Diagnostic study and preparation of Action plan: On the basis of survey output a diagnostic study will be taken-up to assess the possibility of revival of the craft. It will be done by conducting workshop in the craft cluster. Advice from technical institution and marketing organization will be taken-up for technology up-gradation and product diversification wherever necessary. The study and workshop will be taken-up by implementing agency. An amount of Rs.2.00 lakh per craft will be earmarked for the study. The cost of holding the workshop will be limited to Rs.50,000/-. The major objective of the diagnostic study is to decide the possibility of the revival of the craft and also drawing of an action plan for implementation of intervention for the revival.

Intervention Plan:
Intervention for revival of the languishing craft would mainly include; 1. Creating critical mass of artisans and their capacity building
Social mobilization to form artisan organization & their capacity building. Skill up-gradation Exposure visit

2. Design and product development initiatives 3. Assistance for development of support infrastructure 4. Marketing support The intervention will be provided as per need and component wise preferably in SHG mode. However individual entrepreneurs would also be assisted for revival of the craft. The details of intervention are as follows;

1. Creating critical mass of artisans and their capacity building:


Capacity building intervention would be provided to the artisans/other stakeholders as follows; a) Social mobilization: The awareness activities covered in the programme

would include apart from skill, maintenance of accounts, costing, participation in exhibitions, exposure visits and interaction with buyers etc. SHG management training will be provided to work on sustained basis. Social mobilization would include the following awareness

trainings.

C) General awareness-cum-motivation camp. D) Training of Group Leaders. E) Sensitization programmes for stakeholders. The expenditure for such trainings will be incurred as per existing guideline of the cluster development programme of the Directorate of Handicrafts and Cottage Industries.

b) Skill up-gradation training: Skill up-gradation training will be provided to the artisans as per need up-to one year. It will be implemented as per the existing guideline of cluster development programme implemented under DH&CI. However following financial parameter can be followed; Stipend to trainees @ Rs.500/- per artisan per month for skill training more than 3 months. For modular training up-to 3 months wage compensation @ Rs.75 per day shall be paid. Remuneration to the MCM Rs.8,000/- per month. (For Reputed Trainers/ National Awardees coming out of the State, the remuneration shall be decided from case to case basis as would be decided by the state level committee) Raw materials up to @ Rs.300/- per artisan/ per month (The sum will be deposited in the Society/SHG A/c, who will arrange the raw materials. In case of rise of cost of raw material the prescribed rate will be reviewed by DH&CI. SHGs/ beneficiaries will bring in 10% of the cost of raw material as their contribution.) House rent will be reimbursed with a maximum limit of Rs.1, 000/- per month. Tools & equipments @ Rs.1500/- per artisan is the total fund to be used collectively by the Society/ SHG subject to 10% costs of the tools to be borne by the SHG and rest 90% of the cost will be provided under the scheme. Training contingency of maximum Rs.1,000/- per month per training programme will be provided under the scheme.

C) Exposure visit: Exposure visit will also play an important role for revival of the crafts with the aim at providing first-hand information to artisans on market demand, production process, use of modern tools and machineries and exposure to new designs. It will be implemented as per the existing guideline of exposure visit implemented under DH & CI as stated below; 10- 20 craft persons from the cluster will be taken to reputed craft places / reputed fairs or other such places for exposure to modern working and products. The DLCC will suggest and finalize names of such artisans for a final decision at Directorate of H & CI. The duration would be maximum 7 days excluding journey period. Cluster manager/ DIC official should escort the team. Financial parameters would be as follows Actual bus fare/ 2nd class train fare. Accommodation charge @ Rs.100/- inside and Rs.200/- outside the state. Fooding charge @ Rs.100/- inside and Rs.150/- outside the state. Contingency @ Rs.500/- per participants which includes local conveyance, photography, documentation etc. 2.

Design and Product Development initiatives:


(a) Design and product development programme may be conducted by engaging designers from recognized design Institutions or as empanelled by D.C (H) for a long period on contract basis. The designer will develop marketing tie-up for the designs.

The nature of the existing market should be studied before starting the programme. ii) In case the cluster is linked to any NGO/organization/entrepreneur then step should be linked to the organization in the product development. iii) In case there is no link of the cluster to any market the product to be developed should be based on the market demand on which the cluster is presently depending on. Design Cell may provide design support. Short term DDPs may be conducted as per following norms; Durations- 21 days No. of participants-20 to 30 Minimum 15 samples in duplicate will be developed in each programme. One set will be kept by the SHGs/ Societies/ individuals and the other set will be given to OSCHC Ltd./ entrepreneurs/ marketing organization involved for test marketing and one set would be retained at cluster level for replication. Designers fee will be maximum Rs.60000/- including all expenses. Cost of raw material as per actual with a maximum limit of Rs.20,000/-. 10% of the cost of the raw material will be borne by the groups or individuals. Hiring of tools & equipments as per actual with a maximum limit of Rs.10,000/House Rent maximum Rs.1000 per month Documentation & contingency maximum Rs.16,500/- per course. Test marketing will be organized.

3) Assistance for development of support infrastructure: Infrastructure assistance like development of common work-shed and other common facilities like production facility, testing facility, packaging facility etc. will be provided as per the existing guideline in the craft village scheme and other such schemes. The financial implication for the intervention would include non-recurring expenses and recurring expenses for initial period normally. The facility should be get self sustained after the initial period of maximum 3 years. However the intervention will only be provided with proper management policy of the facilities. 4) Marketing Support: Marketing support will be provided to the clusters/ artisans/ entrepreneurs for complete revival of the languishing crafts. The intervention under the head would be as follows i) Publicity: This includes printing of brochures, advertisements etc. An amount of maximum Rs.2.00 lakh can be provided for publicity of one craft. ii) Participating/ organizing exhibition: Support will be provided to organization/ artisans/entrepreneurs for participating exhibition as well as organizing craft specific exhibitions. Interventions inform of participation cost, venue cost, TA, DA to participants, transportation cost etc. will be incurred as per the prevalent guideline of Directorate of H&CI.

Institutional marketing tie-ups: Support will also be provided to marketing organizations that would source products from the clusters. The support would be decided with terms and conditions for a long-term business tie-up only. 10% of the value of the products sourced from the clusters will be provided as subsidy to the organization. However the minimum sourcing quantity should be less than Rs.1.00 lakh. Revolving fund may be given to OSCHC Ltd. for exclusive procurement of such products.

Project Implementation:
SIDAC will be the Implementing Agency. They may engage NGOs/ Co-op. Societies as CDA. Role & responsibilities of CDA are outlined at Annexure-I. Remuneration of the CDA shall be decided by State Level Committee. SIDAC will engage Project Coordinator/ Cluster Manager for monitoring/ implementation of the project or direct interventions in the clusters. The remuneration of Project Coordinator & Cluster Manager shall be decided by the State Level Committee. GM, DIC shall be consulted and all information will be shared with him for convergence at district level. A project implementing committee headed by Director, H & CI shall be constituted with following members to look-after proper implementation of the programme; i) Member Secretary, SIDAC ii) Managing Director, OSCHC Limited iii) Principal B.K. Art College iv) Asst. Director, O/o- D.C (H), Bhubaneswar/ Sambalpur v) 2 NGO/ experts in the Handicraft sector to be nominated by DH & CI. vi) Project Head of SIDAC- Member Convenor The Committee will meet bimonthly to review the progress and streamline implementation of the project. The implementation period shall be maximum up-to 3 years. The cost of implementation shall be maximum 10% of the project cost. Documentation of activities shall be prepared.

Monitoring & Supervision The Directorate of H & CI shall monitor & supervise the programme. Monthly progress report shall be submitted by SIDAC in the proforma to be devised by the Directorate. Evaluation The programme will be evaluated at the end of every year by Directorate of H&CI to find-out the deficiencies and take remedial measures. The final evaluation will be done by an independent organization.

The state artisans will be offered to take part in a competition for getting the awards by submitting a sample of their work piece of high quality. 2. Criteria for selection: A committee would examine the different design aspects of the work and select the best artisans. Handicrafts have big potential as they hold they key for sustaining not only the existing set of millions of artisans spread over length and breadth of the country, but also to increasingly large number of new entrants in the crafts activity. Presently, handicrafts are contributing substantially in employment generation, and export. The Handicrafts sector has suffered from basic problems of being in the unorganized sector with additional constraints like lack of education, capital, poor exposure to new technologies, absence of market intelligence and poor institutional framework. These problems have been further aggravated due to lack of proper care on the welfare of the artisans. In order to address the welfare needs of artisan in terms of health & dwelling insurance, this scheme has been envisaged. OBJECTIVE Rajiv Gandhi Shilpi Swasthya Bima Yojana aims at financially enabling the artisans community to access to the best of healthcare facilities in the country. This scheme covers not only the artisans but his wife and two children also. ELIGIBILITY TO GET THE COVERAGE All Craft persons whether male or female, between the age group of one day to 80 years will be eligible to be covered under the Rajiv Gandhi Shilpi Swasthya Bima Yojana. Other Conditions: a) One artisan family will receive the benefit for 3 years. b) Primacy would be given for renewals. Minimum 80% cases should be renewed.

c) The Handicrafts Artisans Comprehensive Welfare Scheme will be implemented for a period of 5 years. The Rajiv Gandhi Shilpi Swasthya Bima Yojana, for the first 2 years, i.e. for the year 2007-08 & 2008-09, will be implemented for all categories of handicrafts artisans. Thereafter, on implementation of Health Insurance Scheme (HIS) of Ministry of Labour for BPL families, it shall be subsumed with the HIS and RGSSBY shall be implemented for non-BPL handicraft artisans for the next 3 years 2009-10, 2010-11 & 2011-12, in accordance with the suggestion given by the Department of Expenditure, Ministry of Finance. SALIENT FEATURES OF THE SCHEME. FUNDING PATTERN i. Contribution by the Govt. of India ii. Contribution by the handicrafts artisans Total premium 59

The funding pattern would be as following: Contribution by the Rs.697/- or Rs.797/Government of India Contribution by the Rs.200/- in case of General Category Artisans Handicraft artisan and Rs.100/- from artisans belonging to North Eastern Region and SC/ST communities/Below Poverty Line (BPL) families Total Premium Rs.897 /Service tax on total At applicable rates which at present is 10.30% premium i.e. on Rs.897/- which works out to Rs.92.40 The artisans contribution shall be kept at 20% of the accepted bid, rounded off to nearest Rs.50/- in case general artisans. The annual premium in respect of artisans belonging to SC, ST, BPL families & NER, will be @ 50% of the premium payable by general category artisans. Release of funds: i) The Central Govt.'s share of premium will be released to the insurance company directly for coverage of artisans under the scheme in installments. ii) Service Tax at applicable rates, which at present is 10.30% over the annual insurance premium will be borne by the Government of India. iii) In the event the claims ratio including all related costs is below 70%, with the view to incentives the scheme, the surplus shall be rolled over to the next policy period. TARGET GROUP. The scheme will cover the artisan's family of four, comprising self, and any other three members of the family from amongst the dependent parents, spouse and children. The scheme is to cover people between age group of 1 day to 80 years. THE COVERAGE. The insurance company shall pay/reimburse expenses incurred by the artisans in course of medical treatment availed of in any hospital or nursing home within the country, subject to limits/sub-limits. CASHLESS FACILITY. The insurance company shall through its authorized representatives (Third Party Administrator) provide a cashless facility in empanelled hospitals/nursing homes in various states all over the country. This would mean that a patient can avail of treatment in anyone of the panel hospitals without actually having to pay the bills. In case a patient has to go to a doctor or a clinic, not in the approved list, he can submit the prescription and the vouchers for the medicines to the insurance company or its authorized representative (TPA) who will ensure that full payment is made with in 7 days after receipt of all the requisite documents and information. PERIOD. The Policy shall be valid for a period of 12 months, from the date of receipt of premium by the insurer.

OPERATIONAL MODALITIES: The scheme will be effective from the date of issue of the Guidelines of "Rajiv Gandhi Shilpi Swasthya Bima Yojana" for handicrafts artisans by the Government of India. The Office of the Development Commissioner for Handicrafts (DCHC), Government of India (GOI) in the Ministry of Textiles (MOT) shall release its share of the premium to the insurance company either fully or in installments based on the proposed coverage of artisans under the scheme. A list of organizations working with handicraft clusters may be made available by the Office of DC (Handicrafts) to the insurer for wider coverage of artisans under the scheme A prospective beneficiary shall be required to fill up an enrolment form through implementing agency (IA). The format of the application form shall be made available to the IA through field offices by the Insurance Company. Field office of the Office of the Development Commissioner (Handicrafts) would certify that those covered under the scheme are artisans and IAs should deposit premium with local branch of Insurance Company

On receipt of the premium amount with the list of beneficiaries from field offices, the Insurance Company shall issue Health Cards to the field offices, along-with the statement indicating the names of the individuals insured. IAs will arrange to inform individual beneficiaries about the coverage. The State Governments and other developmental partners such as voluntary organizations /NGOs/Apex Societies involved in promotion of handicrafts sector State Handicrafts Corporations and Districts Industrial Centers shall be actively associated in implementation of the scheme by way of sensitizing the handicrafts artisans to join the scheme. Insurance company shall submit periodical reports on 15th of every month indicating the details of coverage and settlement of claims to the Development Commissioner for Handicrafts, Ministry of Textiles.

CLAIM PROCEDURE: Planned hospitalization a) b) A patient can go to any empanelled hospital/nursing homes of his/her choice. A list of such hospitals will be provided by insurance company. The name of the patient/ policy No./ nature of ailment /the name of the hospital is to be communicated to insurance company or its representatives by the concerned empanelled hospitals/nursing homes. A list of insurance company's representatives (TPA)/ contact persons shall be provided by the insurance company. ID Cards to the artisans will be issued by the insurance company to the insured persons to avail the cashless facility. The details of insurance company or its representatives, phone numbers, help line numbers shall also be mentioned in the I.D. cards for ease of reference. Additionally the empanelled hospitals shall also fax an authorization form to the insurance company or its representatives on their own. Insurance company or its representatives would give approval with 12 hours. Patient would take the treatment, sign the bill and get discharged. No payment is to be made.

Emergency hospitalization a) b) The patient can be rushed to any empanelled hospital. ID card is to be produced to the hospital and the patient can avail the treatment. Simultaneously, the family can contact the insurance company or its representatives (TPA) over help line and submit the pre-authorization form. No payment is to be made.

ROLE OF INSURANCE COMPANY a) Insurance company or its authorized representatives (TPA) will furnish a list of medium class hospitals/nursing homes for medical treatment to the handicrafts artisans, the State Governments and Office of Development Commissioner for Handicrafts. Insurance company should take all steps to make the scheme a success. The Insurance Company will get in touch with the field offices of O/o the DC (Handicrafts) for taking preparatory steps like identification of beneficiaries, furnishing forms and instructions etc. immediately for coverage of artisans under the scheme. Insurance company or its authorized representatives (TPA) will take all steps to popularize the scheme among the handicrafts artisans through out the country by various means including advertising in the media. Insurance company will prepare information related to the scheme/beneficiaries in vernacular languages. For early settlement of medical bills of handicrafts artisans under the OPD cover, the Insurance Company or its representatives will open offices in major handicrafts clusters in the country. Insurance company will send a monthly progress report on 1st of every month to the Office of the Development Commissioner for Handicrafts every month indicating number of people insured, funds utilized and the claims settled.

MONITORING AND EVALUATION The Office of the Development Commissioner for Handicrafts will monitor the progress through its various field offices and by convening meetings with the State Governments and Insurance Company from time to time. Further, officers from the Office of the Development Commissioner for Handicrafts will also make periodical visits to the States from time to time for physical inspection, to review the progress of implementation of the Rajiv Gandhi Shilpi Swasthya Bima Yojana.

BIMA YOJANA FOR HANDICRAFTS ARTISANS

Objective: The objective of Bima Yojana for Handicrafts Artisans is to provide life insurance protection to the Handicrafts Artisans, whether male or female, between the age group of 18-60 years. Eligibility: All crafts persons, whether male or female, between the age group of 18- 60 years will be eligible to be covered under the BIMA Yojana for Handicrafts ARTISANS. Scheme Contents: JANSHREE BIMA YOJANA i. Life Insurance cover towards natural death shall be a sum of Rs.30,000/- per member. ii. For accidental death or permanent total disability, the coverage shall be maximum Rs.75,000/- per member and for permanent partial disability, the coverage shall be maximum of Rs.37,500/- per member. iii. Added benefits in the form of, an associated scheme of LIC Siksha Sahyog Yojana, under which not more than 2 dependent children of the beneficiary studying in the classes 9th to 12th are given Rs.300/- per quarter per child as educational allowance for a maximum period of 4 years or till they complete XII standard, which ever event occurs earlier. Pattern of Financial Assistance: 1. The annual premium rate per person under the policy will be Rs.200/2. The annual premium charged would be Rs.200/- per annum, of which i.e. Rs.100/- is to be borne by Life Insurance Corporation from its Social Security Fund, Rs.60/- is to be borne by the Government of India in the Office of the DC (Handicrafts) and remaining Rs.40/- is to be borne by the beneficiary. It is estimated to cover 5 lakhs artisans under the insurance coverage during the 11th Five Year Plan. OPERATIONAL MODALITIES: a) The scheme shall be operative on year-to-year basis.

b) The premium amount of artisan shall be paid one time for the whole year to the Life Insurance Corporation of India. The premium, once paid, shall not be refunded. c) The Office of the Development Commissioner for Handicrafts (DC HC) Government of India (GOI) in the Ministry of Textiles (MOT) shall release its share of the premium as per annual target in scheme to the LIC. d) A prospective beneficiary shall be required to fill up an application-cumnomination form and submit the same to the implementing agency along-with his/her 64

share of the premium. The format of the application form shall be made available to the implementing agencies by the LIC. The implementing agencies shall be satisfied with kind of proof of evidence provided as proof of age etc., by each member for availing this scheme. e) On receipt of the above, the implementing agency shall scrutinize the application and if found eligible, shall accept the premium amount and forward the lists on such beneficiaries along with premium amount to the LIC. f) On receipt of the premium amount with the list of beneficiaries from the implementing agencies, the LIC shall issue to the implementing agency, a group policy certificate along-with the list of names of individuals insured. Implementing agencies will arrange to inform individual beneficiaries about the coverage. g) In the case of death or disability, the nominee/beneficiary concerned shall submit his/her claim to the LIC through the implementing agency with required documentary evidence such as death certificate/ post-mortem examination report/ medical certificate/ discharge certificate and other related documents, as applicable. The implementing agency shall forward the claim, to the LIC within 15 days of receipt of the claim. LIC shall settle the claim within one week from the date of receipt of the claim and pay the amount to the beneficiary/nominee directly by AC/Payee Cheque (under intimation to the Implementing Agency) or through the implementing agency. h) In the event of non-payment of the insurance premium for the next year by the beneficiary, the insurance cover shall automatically cease. The beneficiary will however be free to rejoin the scheme in any subsequent year on payment of required premium. i) In case a Handicrafts Artisans changes his membership during the period of insurance from one Society/SHG to another, he/she, as the beneficiary of the scheme, shall furnish intimation to the implementing agency. j) The State Government & the implementing agencies shall be actively associate in implementation of the scheme by way of sensitizing the artisans to join the scheme under the ambit of AHVY. The performance of the scheme would be monitored as usual by three tier committees constituted for monitoring the projects of AHVY. ADDITIONAL BENEFITS: a) The Janshree Bima Yojana also provided scholarship to the children of parents who are covered under it. b) A scholarship of Rs.300/- per quarter per child is to be paid to students studying in standard IX to XII for a maximum period of four years or till they complete XII standard whichever event occurs earlier. The scholarship will be for academic year June to May. c) The benefit is restricted to two children of the member covered. Both the children will be covered for scholarship. d) If a student fails and is detained in the same standard, he/she will not be eligible for scholarship for the next year in the same standard.

e) Once a person is admitted as a member under Janshree Bima Yojana, further proof of income is not necessary at the time of selection of beneficiary under the scheme. f) No Premium is charged either to the parent of the scholarship holder of to the implementing agency. It is an additional benefit given to the children of the parents covered under Janshree Bima Yojana. If the premium under Janshree Bima Yojana is not paid on annual renewal date in such case, the child shall not eligible for scholarship. g) The beneficiaries has to be selected out of the members covered under Janshree Bima Yojana. The targeted beneficiary students of the State may be divided among the members covered under Janshree Bima Yojana in proportion to the number of lives covered within the State. The final selection shall be based on the criteria of poorest of the poor, as the numbers of scholarship is limited. h) The members of Janshree Bima Yojana whose child is eligible for scholarship shall fill up an application form (available with the implementing agency) and submit to the implementing agency. The application duly filled up and certified will be sent along with the list of beneficiary students by the implementing agency to the concerned LIC P&GS Unit for disbursement of scholarship. The scholarship will be disbursed to the beneficiary students through the concerned implementing agency. i) LIC will sent the Account Payee Cheque in the name of the implementing agency along with list of beneficiary students who will pass on the scholarship to eligible students. Implementing agency has to maintain records and submit certificate of utilization periodically to LIC, P&GS Unit. j) On introduction of Janshree Bima Yojana, the earlier Group Insurance Scheme stands discontinued and no proposals for further renewal under this scheme will be considered. The amount standing to the credit of the artisans in the savings element of the earlier Group Saving Linked Insurance Scheme will be paid to him by the LIC alongwith interest thereon on receipt of request for withdrawal CLAIM PROCEDURE The beneficiary of the deceased member will be required to furnish the original death certificated to the implementing agency who will arrange to forward the same along-with the claim papers to LIC i.e. the Branch which has originally finalized the insurance cover. LIC will settle the claim by sending A/C Payee Cheque directly to the beneficiary however, intimation to this effect has to be furnished to the concerned implementing agency. In the case of accidental claim, police inquiry report will also be required to be submitted. The detailed procedure will be mainly on the lines of the procedure of Social Security Group Scheme of the LIC. RELEASE OF FUNDS The Nodal Agency/implementing Agency will collect the beneficiary contribution, prepare a consolidated list of beneficiaries get it certified form field office of DC (HC) and deposit the same with LICs concerned P&GS Units.

GUIDELINES FOR ISSUE OF ARTISAN CREDIT CARD (ACC) OBJECTIVE The ACC scheme aims at providing adequate and timely assistance from the banking institutions to the artisans to meet their credit requirement both investments needs as well as working capital in a flexible and cost effective manner. ELIGIBILITY All artisans involved in production/manufacturing process (and otherwise eligible for credit facilities for carrying out the proposed activities under any of the existing bank schemes) would be eligible. Preference would be given to artisans registered with Development Commissioner (Handicrafts). Thrust in financing would be clusters of artisans and artisans who have joined to from Self Help Groups (SHGs). Beneficiaries of other Government sponsored loan schemes will not be eligible for coverage under ACC scheme. All existing artisans borrowers of the bank enjoying credit facilities up to Rs.2.00 lakh and having satisfactory dealing with the bank will be eligible to avail credit facilities under the scheme. This would enable them to get limit sanctioned for a three year period as also benefit from simplified procedures stipulated for availing credit. ISSUE OF CARDS The beneficiaries under the scheme will be issued with a photo card indicating sanctioned limit and validity period of credit facility. He would also be issued a pass book or a credit-cum- pass book incorporating name, address, borrowing limit, validity period etc. While the photo card would solve as identify card, the pass book would facilitate recording of transactions on an ongoing basis. FIXATION OF CREDIT LIMIT The credit limit would be fixed based on assessment of working capital requirements as well as cost of tools and equipments required for carrying out manufacturing process. Working Capital will be fixed at 20% of projected turnover. The maximum limit to be sanctioned under the scheme would be Rs.2.00 lakh. The nature of loan will be Cash Credit and will provide for any number of drawl and repayments within the limit. As the limit sanctioned would normally have a validity of three years, the need to accommodate incremental working capital requirements may be kept in view. The portion of loan availed for the purchase of tools and equipments will be in the nature of Term Loan and is to be repaid equally in installment within a period of three years. The Credit Card will be valid for 3 years subject to annual review. MARGIN Credit limit up to Rs.50, 000/Credit limit over Rs.50, 000/: Nil : 15% 68
