Request for Comment / Bonanni Memorandum of Understanding

GallowayTwp News <gallowaytwpnews@gmail.com> To: Don Purdy <dpurdy@gallowaytwp-nj.gov> Mayor Don Purdy, I am requesting commenting as it pertains to the Memorandum of Understanding between the Township of Galloway and former Manager Stephen Bonanni. This information and comments will be in conjunction with an upcoming story. Within provision #3 (Term, Removal, Suspension) last paragraph, the Township has a right to terminate the terms of that MOU if the acting manager is removed for "Good Cause." Good Cause shall mean conviction of a crime or offense involving moral turpitude. Although Mr. Bonanni was not removed by a formal action of Council, Council did vote to accept his resignation. The agreement was entered into on March 8, 2011 and further extended by approval of Council. Moral turpitude by standards of NJ Law, include but are not limited to conspiracy and prostitution. It is my understanding Mr. Bonanni is under investigation by the Atlantic County Prosecutors Office for Official Misconduct which to my understanding may be included with the alleged prostitution that was previously reported. Incidents involving that investigation, to my understanding, include dates prior to Council entering into the MOU with Mr. Bonanni in which includes that provision I listed above. My request for comment includes: 1. Has Council conducted their own independent investigation into the alleged official misconduct allegations and investigation currently being conducted by the ACPO? 2. Has Council considered if any alleged fraud or alleged conspiracy transpired when entering into the MOU with Mr. Bonanni? 3. What is your response and position in calling for an investigation into the alleged official misconduct? 4. Will Council hold any additional payments due to Mr. Bonanni pending the complete investigation by the Township and Investigation of the ACPO? 5. In Mr. Bonanni's request to not "clock in and clock out" for his daily work when entering into his MOU, was Council aware of the alleged prostitution which has been reported of taking place during the same time period? Any additional comments you would like to offer would be greatly appreciated. I have attached Mr. Bonanni's MOU for easy reference.
