Naval Base Ventura County will host
Citadel Shield (CS) 2013 exercises the
week of Feb. 25.
This annual event is designed to en-
hance the training and readiness of Navy
security personnel. It establishes a learn-
ing environment that allows security
personnel to exercise functional plans
and operational capabilities in real-world
settings. It is not held in response to a
specific threat, but is instead

Effective March 1, those taking
advantage of community support
programs at Naval Base Ventura
County (NBVC) will needtobring
cash, debit or credit cards to pay
for services; personal checks will
no longer be accepted.
Throughout Navy Region
Southwest, community support
programs will beginrefusing check
payments for services in March.
At NBVC, this includes many ser-
vices and amenities like the bowl-
ing alleys and the golf course,
gyms and auto hobby shops.
Our child care programs have
been enforcing this policy for over
a year, said Deborah Williams,
community support programs site
manager. People just swipe their
cards. Its very convenient.
The decision to stop the use of
checks was a financial one, Wil-
liams explained. Simply put, the
region was spending too much
money on services related to bad
checks.
Other services affected by the
change include Morale, Welfare
and Recreation food services, the
Information, Tickets and Travel
offices and outdoor recreation
facility. If youre unsure whether
your favorite service is affected,
ask prior to making payment.
Most people use their cards for
everything these days, but we want
people to knowabout the change
in advance, Williams said. Its
the right thing to do.
Community support programs stop taking checks
Naval Base Ventura County (NBVC)
will not sponsor a teamin the 2013 Cor-
porate Games this year because of the
cost involved, base officials from Mo-
rale, Welfare and Recreation (MWR)
have announced.
Other future MWR events may also
be canceled due to ongoing budget con-

Question: For more than 35 years, I have been us-
ing the commissary system throughout the world. The
facility at Naval Base Ventura County is one of the best
I have used. One concern I have is seeing authorized
patrons making purchases for unauthorized persons.
Why doesnt the commissary check IDs at the door like
Ive seen in Hawaii? Why are persons without military
IDs allowed inside a facility they are not authorized to
use?
Answer: First, thank you for your question and for
your service.
The Defense Commissary Agency eliminated the
ID checker position at stores in the continental United
States several years ago, opting instead to check IDs
at the register. Ultimately, it is the prerogative of each
military ID cardholder whether or not to have guests
accompany them aboard base. In the commissary, only
authorized patrons are allowed to make purchases,
enforced by 100 percent ID checks by cashiers.
It is the responsibility of each authorized patron to
use their commissary privilege responsibly. Although
you may see patrons making purchases you believe are
for their guests, this does not mean theyre breaking the
rules. For example, if you are having guests over for
dinner, can they help select parts of the meal? Yes, they
can.
If someone is going to abuse their privilege by mak-
ing purchases for friends, they can do so even if the
friend is not allowed in the commissary. Those found to
be abusing their commissary privileges can have those
privileges revoked.

Increased Security Posture
Bard Gate Closure
As a result of a heightened security pos-
ture, Bard Gate at NBVC Port Hueneme
was temporarily closed from Thursday,
Feb. 7, through Wednesday, Feb. 13. Dur-
ing this time, additional security measures
were put into place throughout the instal-
lation, particularly at each NBVC entry
control point.
The increased security posture was a
result of Christopher Dorners criminal
activity and the intense regional manhunt
to locate him. Dorner was a former mem-
ber of the Los Angeles Police Department
and a recently discharged Navy reservist.

an unobstructed view of the flightline.

The Hawkeye Country hangar
at Naval Base Ventura County,
Point Mugu, took on a different
look the morning of Thursday,
Dec. 6, as the Wallbangers of
Carrier Airborne Early Warning
Squadron(VAW) 117 preparedfor
a change of command.
Instead of being filled with air-
craft on jacks and maintainers
meticulously performing checks,
the hangar was adorned with a
large flag extending the length of
Wallbanger spaces. Aircraft 600
and 601 flanked the stage upon
which Cmdr. Fred Goldhammer
wouldaddress his squadronfor the
last time as commanding officer,
and upon which Cmdr. William
Reed, the executive officer, would
give his first words as the new
CO.
For the Wallbangers, the past
year and a half sawmany changes
through which the squadron was
pushed and tested. Goldhammer,
Reed, Command Master Chief
Spike Call andMaintenance Mas-
ter Chief Simanu Salonoa led the
squadron through each challenge.
We really didnt have anything
to give you, sir, when we told you
what we wouldaccomplish,Gold-
hammer toldCapt. KevinMannix,
commander of Carrier Air Wing
11, during his farewell speech. We
didnt have planes. We were losing
all our experienced personnel due
tomanning androtationdates. We
were undermanned. Really, all we
had was a personal commitment
toaccomplishing our part andsur-
passing what was expected of us.
Fromhaving zero planes in De-
cember of 2011, VAW-117nowflies
four of the most advanced E-2C
Hawkeye 2000 aircraft, those
equipped with the Communica-
tions Navigation Surveillance and
Advanced Traffic Management
(CNS/ATM) upgrade.
Maximizingtrainingandoppor-
tunities for growth helped address
the issue of experienced personnel
rotating out of the squadron and
the undermanned shops that re-
sulted. Through programs that
focused on supervisor-led in-rate
training, such as Banger Univer-
sity, VAW-117 accomplished re-
cord-high personnel advancement
during the past two advancement
cycles while achievinga100percent
sortie completion rate. As a result,
the squadron received the 2012
Retention Excellence Award.
You all have given me a lot of
amazingthings,Goldhammer told
thesquadron. Youall haveworked
so hard for me and for yourselves.
We have gotten here because of
you. I challenge youtocontinue to
hone that sharp edge and win on
deployment.
Inhis first address as command-
ing officer, Reedtalkedabout fam-
ily, integrity and excellence.
He saidthe Banger familywould
continue to grow by focusing on
upholding the integrity of its prac-
tices andexpecting nothing sort of
excellence.
Challenge yourself to master
your trade, learn something new,
andeducate yourself or a subordi-
nate, he said. We are a family
all the menandwomenassigned
to VAW-117 and their immediate
loved ones. Families are dedicated
and loyal to one another, commit-
ted to the long-term health and
success of one another.
As the squadron gears up for its
spring deployment, the Wall-
bangers receive continuedsupport
fromthe ever-growing network of
friends andsupporters bothonline
through the squadrons Facebook
page and in the Ventura County
community. John Wise, a close
friend of Reeds, addressed this.

talk about the threats we still face
around the country, about what
this specific group of men and
women will do over the next 12
months, drove it home for me,he
said. I say thank you for your
commitment andyour sacrifice, for
your hardwork, for the lovedones
who stay home and support you,
for the lovedones whosupport the
spouses and the children of these
brave Americans.
The ceremony gave the Wall-
bangers asmall pause after ahectic
month in which the squadron
workedaggressivelytowinat the
Composite Training Unit Exercise
(COMPTUEX).
Rest hard,Reedsaid. Youve
all earnedit. Take this time torelax
and be safe.

What is the best school for my child?
As the Naval Base Ventura County
(NBVC) school liaison officer, I am
asked that question more often than any
other. It is also one of the questions for
which there is no definitive answer.
So many variables go into what makes
a school good. No website rating, per-
formance score or school report card will
paint the whole picture for a parent. One
variable is certain, however: The school
that will be best for your child is the
school in which you will be involved.
I recently sent a quick note to my sons
11th grade English teacher. It was simple
just a few words asking her to give
me more information about a discipline
note my son had brought home. She re-
sponded with an email that ended with,
Thank you for advocating for your son.
I dont get many notes from parents ask-
ing for more information.
I didnt see this as advocating. I know
my son can be a handful, and I wasnt
questioning whether he should have been
disciplined. I just wanted to know what
I needed to talk to him about to be sure
he was following class rules.
I realized then that the simple note let
her know that I cared. I was involved.
Even at 16 years old, my student also
needs to know that I am connected to
his school and his teachers.
No matter your childs grade level and
no matter your daily responsibilities,
there is always an opportunity to be in-
volved in your childs education. Being
involved sends a message to your child
that education is a priority to you and
that you consider school a worthwhile
cause.
There are always opportunities to vol-
unteer in schools, join and attend par-
ent-teacher meetings or help with fund-
raising campaigns. Additionally, in our
modern age of technology, there are nu-
merous ways for parents to stay con-
nected even if they cannot step foot on
a school campus.
Many teachers have and use email. If
you cant get to a phone during the
school day, email lets you confer with
your childs teacher whenever it is con-
venient for you. Tell your child that
youve emailed the teacher, as this will
let your child know that you are not out
of the loop.
Online grading systems are in place in
most middle and high schools and even
some elementary schools. With a user
name and password, you can access your
childs grade daily. No longer do parents
need to wait for a report card to see how
a student is doing. This gives parents an
opportunity to reinforce excellent behav-
ior and assist students who need help
before too much time passes.
Some teachers have also found web-
sites to be useful communication tools.
Teachers will post their daily assign-
ments, important class events and long-
term project timelines on their website.
Parents can view these pages anywhere
they have Internet access whether
they are in the home with the child or
on deployment. Your students will be
impressed if you know what they did in
school today when you are halfway
around the world.
With all that technology has to offer
parents who want to be involved in their
childs education, nothing takes away
from the personal contact you can make
with your child every day. Even better
than How was your day? you can ask,
What is something you learned today?
or What are you looking forward to in
school tomorrow? This might initiate
a conversation about your childs educa-
tion that you would not otherwise have
had.

Did you read Chaplain Baron Millers
article on Lent in the Feb. 7 edition of The
Lighthouse? What did you give up for
Lent?
I grew up in a non-denominational
church. Thus, I had no idea what the real
meaning of Lent was. However, I now see
the wisdom and significance of Lent. It is
a time for preparation.
The etymology of the word Lent is
derived from the Old English Lenten
meaning springtimeor spring.Today,
Lent represents the 40 days before Easter,
not including Sundays. The number 40 is
a significant number in the Bible. Most
notably, Jesus fasted for 40 days in the des-
ert before he started his earthly ministry.
Interestingly, Lent is one of the oldest
observances in the Christian calendar. An
early church father, Irenaus of Lyons (cir-
ca 130-200 AD) wrote of the Lenten sea-
son. The Council of Nicea (325 AD) dis-
cussed a 40-day Lenten of fasting.
Gregory the Great (circa 540-605) moved
the beginning of this season to Wednesday,
Ash Wednesday. Gregory marked Chris-
tians foreheads withashes, reminding them
of the biblical symbol of repentance and
mortality.
Like all special days, or holidays (holy
days), Lent has changed over the years, but
the overarching purpose remains un-
changed by time. What is the purpose of
Lent? To slow down and refocus on what
is really important.
Lent is inextricably connected to time. It
is a time to reflect on repentance, mortal-
ity, resurrection and everlasting life with
God.
Dont just give something up this Lenten
season. Carve out some quality time for
prayer. Someone once said, Prayer is not
a substitute for action, rather it is the only
action for which there is no substitute.
Several years ago, I read an interesting
story about prayer. In one region of Africa,
some of the first converts to Christianity
were diligent about praying. The new be-
lievers each had their own special place
outside the village where they went to pray
in solitude. The villagers reached these
prayer placesby using their own private
footpaths through the brush. The author
recalled, When grass began to grow over
one of these trails, it was evident that the
person to whomit belonged was not pray-
ing very much. Because these new Chris-
tians were concerned for each others
spiritual welfare, a unique custom sprang
up. Whenever anyone noticedanovergrown
prayer path, he or she would go to the
person and lovingly warn, Friend, theres
grass on your path!
So take some time and focus on whats
really important in this life. Add some
prayer to your Lenten diet this year.
Friend, is there grass on your path?
Consider these salient words: Discover
to me, O my God, the nothingness of this
world, the glory of heaven, the brevity of
this earthly existence, and everlasting life
with you.
During this Lenten season, remember to
add prayer to your diet.
May God continue to bless you all as we
prepare for Easter.

More than 1,000 valentines made
by local students have been mailed
to Seabees fromNaval Base Ventura
County (NBVC) and other deployed
military personnel.
Youngsters enrolled in Military
Kids Clubs, sponsored by NBVCs
Fleet & Family Support Center
(FFSC), made valentines that were
sent to Naval Mobile Construction
Battalions 4 and 5 and Carrier Air-
borne Early Warning Squadron
(VAW) 112.
In addition, the entire student body
at E.O. Green Junior High School in
Oxnard, which has a partnership with
NBVC, made valentines for deployed
military personnel and wounded war-
riors through Operation Hearts From
Home, a project coordinated by Ven-
tura radio station 105.5, the Jersey
Mikes sandwich shop franchise, and
Operation Gratitude, a Van Nuys-
based nonprofit organization that
specializes in sending care packages
to deployed troops.
Military Kids Clubs are set up at
Las Posas Elementary School in Ca-
marillo, Bard Elementary School in
Port Hueneme, Laguna Vista Elemen-
tary School in Oxnard, Ocean View
Junior High School in Oxnard and
at E.O. Green.
The clubs, which meet five times
each semester, give military young-
sters a chance to talk about issues
and situations they might have in
common with one another and not
with non-military families issues
like dealing with a parents deploy-
ment and moving around a lot.
The kids get excited about coming
here, said Lynette Copp, an FFSC
clinical counselor who runs the Las
Posas Military Kids Club with Gil
Cajala, an FFSC work and family
life consultant. It really helps these
kids to know other kids in the mili-
tary.
The Las Posas club meeting Tues-
day, Feb. 5, was a light-hearted affair,
with nine fourth- and fifth-graders
making one or more valentines for
local Seabees.
They take a lot of pride in their
parents jobs, Cajala said as he
helped distribute stickers, doilies and
markers to the students.

Naval Base Ventura County
(NBVC) will soon be the home of the
newest Mustang Association chapter
in the United States.
The Mustang Association is for of-
ficers who have made the transition
fromthe enlisted ranks and are inter-
ested in helping others do the same.
Lt. Javier Lopez-Martinez of the
30th Naval Construction Regiment
has been laying the groundwork for
a Mustang Association chapter at
NBVC for more than a year. Meet-
ings with local area Mustangs were
held to develop the chapters founda-
tion and bylaws and to frame the
mission and vision. That led to the
appointment of an interim board of
directors.
Lt. Cmdr. Jeff Jordan, director of
Seabee Readiness at the Civil Engi-
neer Corps Officers School, has been
appointed interim president. Other
officers are Lt. Cmdr. Keith Morris,
NBVC air operations officer, interim
vice president; Lt. Yvette Washing-
ton, administrative officer at Com-
mander Airborne Command Control
and Logistics Wing, treasurer; and
Chief Warrant Officer 2 Raymond
Walker, administrative officer at Na-
val Mobile Construction Battalion 3,
secretary.
The mission of the Mustang As-
sociation is to create a forumto com-
municate matters of mutual interest,
inspire love of sea service and coun-
try, and develop camaraderie both
socially and professionally.
In addition, members will provide
commanding officers at NBVC with
a professional network to actively
mentor and develop top-performing
enlisted personnel. To do this, they
plan to support all enlisted-to-officer
programs by coordinating and chair-
ing officer commissioning boards for
any enlisted commissioning program.
They will also provide professional
officer development and support
community programs and involve-
ment.
Membership in the Mustang As-
sociation will be open to all U.S. Navy
officers on active duty, in the Re-
serves, retired, or honorably dis-
charged who, after serving on active
duty in the enlisted ranks for a min-
imum of three years, have risen from
enlisted to the officer ranks through
an in-service procurement program.
Though many associate the term
Mustang with officers who are
commissioned through the Limited
Duty Officer (LDO) and Chief War-
rant Officer (CWO) programs, com-
missioning source is not the primary
factor for membership, in fact, all
commissioning sources will have eli-
gible Mustangs.
To spread the word and to generate
interest in membership, there will be
a Mustang Roundup at 9 a.m.
Tuesday, March 5, at the Point Mugu
Theater.
All eligible Mustangs are invited
to attend and hear firsthand the mis-
sion and vision of the Navy Mustangs
of Ventura County.

Mustang chapter forms at NBVC
The military tax-assistance center at Naval
Base Ventura County, Port Hueneme, is now
open.
Volunteers can help people prepare their state
and federal tax returns, but unlike previous
years, they cannot do the actual tax prepara-
tion.
The service is free to everyone earning less
than $57,000 in adjusted gross income. Above
that amount, fees are charged on a sliding scale
depending on income and the complexity of the
return.
The tax preparation center is located in the
31st Seabee Readiness Center complex at Har-
ris Street and 23rd Avenue, across from the
credit union. Its in Room D-104 of Building
103.
Hours are 11:30 a.m. to 3:30 p.m. Monday
through Friday and 10 a.m. to noon Saturday.
Hours may change during the security exercise
scheduled for the week of Feb. 25, and clients
should call ahead to make sure the facility will
be open.

The 2013 Active Duty Fund Drive in support of the Navy-
Marine Corps Relief Society (NMCRS) kicks off March 1.
The slogan this year is: Help support fellow Sailors, Marines
and their families. Someday you may need them to return the
favor.
NMCRS Ventura disbursed more than $400,000 in assistance
to service members, retirees and families in 2012. There were 761
cases needing financial assistance; 98 other cases that year involved
non-financial assistance.
What that figure does not include is the savings achieved by
shopping at the NMCRS Thrift Shop, the $150 worth of free
baby items included in NMCRS Budget for Baby layettes, or the
peace of mind and amount of support that each client gets when
receiving assistance from a nonprofit volunteer workforce.
In 2012, the NMCRS assisted more than 61,000 active duty
and retired Sailors, Marines and their families worldwide. The
total caseload topped 100,000.
More than $43 million was disbursed, with 39 percent of over-
all assistance going to basic living expenses, including food, rent
and utilities. Transportation costs insurance, car payment and
rental took up 21 percent of the disbursements, and car repairs
made up 12 percent.

get. You make a life by what you give.
Participating in the NMCRS Active Duty Fund Drive helps
you and your fellow active duty military members by giving back
to your own.
NMCRS Venturas goal this year is $90,000. Will you help us
get there? Donations are accepted in the form of payroll deduc-
tions (allotments), checks or cash. Service members are encouraged
to contribute by allotment since the donation can be spread over
a 12-month period, thereby minimizing the financial impact on

Naval Surface Warfare Center, Port
Hueneme Division (NSWC PHD), cele-
brated Black History Month by honoring
Dr. Martin Luther King Jr. Jan. 31 in the
audiovisual center of Bldg. 1388.
Coordinated by NSWC PHDs African
American Focus Group (AAFG), the
event honored Kings impact on America
both during and after his life. The keynote
speaker, retired Air Force Lt. Col. Walace
Dailey, spoke of Kings role in history
throughout his life and after his tragic
death.
Capt. William DeBow, NSWC PHDs
commanding officer, delivered the opening
remarks, noting the origin of Black His-
tory Month and the many who fought for
civil rights, including King and his piv-
otal role in history.
Dr. King did more than lead America
towards a new birth of freedom and civil
rights, said DeBow. He taught us how
to live and work together. He challenged
our thinking and forced America into self-
examination, helping us to change, to grow
and to prosper.
In his speech titled An American Hero,
Dailey discussed Kings various roles, in-
cluding scholar, pastor and civil rights
leader, and how those roles impacted not
only the fight for African Americans
civil rights but also American history. He
talked of Kings ability to impact Amer-
ica years after his death, how his leader-
ship inspired others to fight for a holiday
in his honor and, later, a monument.
Dailey was raised in the South in a fam-
ily of 10 children. He earned an associate
degree in electronics technology and a
bachelors in industrial arts from Califor-
nia State University, Fresno.
His military education included Squad-
ron Officers School, Air Command and
Staff College and the U.S. Air Force Air
War College.
In July 2003, after 33 years of service in
the Air Force, Dailey retired. Along with
his membership in many Air Force asso-
ciations, Dailey is a lifetime member of
both the National Association for the Ad-
vancement of Colored People and, along
with King, a lifetime member of Alpha
Phi Alpha Fraternity Inc.
At the end of the event, NSWC PHD
Technical Director Tim Troske, AAFG
Chairperson Michael Gibbons and De-
Bow presented Dailey with a plaque.
Troske, in closing remarks, praised di-
versity and noted the strength it lends to
the U.S. Navy. He stated that personnel
at both Port Hueneme and in the U.S.
Navy strive to create an environment that
encourages and enables our creative and
innovative Sailors and civilians, regardless
of their race, color or creed, to reach their
personal and professional potentials.

ROTA, Spain Naval Mobile Con-
struction Battalion (NMCB) 1, home-
ported in Gulfport, Miss., transferred
authority of Camp Mitchell and ongoing
Seabee missions throughout Europe and
Africa to NMCB 4, homeported in Port
Hueneme, during a transfer of authority
(TOA) ceremony held aboard Naval Sta-
tion Rota, Spain, Feb. 14.
During the ceremony, Cmdr. Chad
Brooks, commanding officer of NMCB
1, exchanged salutes with Cmdr. Jeffrey
Kilian, commander of NMCB 4, in front
of Capt. Gregory Sandway, commodore
of Combined Task Force (CTF) 68. The
ceremony marked the official end of
NMCB 1s deployment to Europe and
Africa, which began in August.
Sandway offered some words of advice
to NMCB 4.
You have a very impressive record that
youre coming in with, he told the bat-
talion. Energize and utilize the expertise
that you have. We can enable, do better
and do more. It goes right in line with the
Seabee Can Do spirit that I know you
have. Were not a ship, were not a subma-
rine, were not an aircraft; but we do ev-
erything else. You guys play a vital role in
this. I look forward to your expeditionary
strength that you bring and your combat
enabling. Hooyah.
Kilian spoke of the projects NMCB 4
will tackle as its deployment in Europe
begins.
Its time to get started, he said. The
team is ready.
Kilian said NMCB 4s goal is to pro-
vide exceptional operations support to our
supporting commanders, to be safe and
to execute quality construction.

Dr. Ronald Smiley, director of
both Electronic Warfare/Combat
Systems andAvionics Department
Research and Engineering, wel-
comed those in attendance and
introduced Lt. Cmdr. Gary Doss,
director of the Facilities Engineer-
ing and Acquisition Division of
the Naval Base Ventura County
Public Works Department. This
$11 million project is the culmina-
tion of years of planning and 24
months of construction, Doss
said. Today was a major under-
taking, which was executed bril-
liantly by a combined team and
partnership of professionals from
the contractor, RMA Land Con-
struction, the Public Works De-
partment, and especially NAWC-
WDs proactive involvement.
The team demolished 17 dete-
riorated buildings equaling
100,000 square feet of facility
space, and it renovated and mod-
ernized 67,000 square feet of ad-
ministrative and laboratory space
in buildings PM36, PM512 and
PM352.
Inorder toaccomplishthis, the
team had to modify the contract
eight different times andovercome
numerous challenges,Doss add-
ed.
Tim Stolsig, associate director
of the NAWCWD Avionics De-
partment, said the intent was to
vacate older, expensive-to-main-
tain facilities in favor of a refur-
bished multi-use headquarters
building.
This started as an initiative
within the Avionics Department
to make better use of our facilities
and foster increased collaboration
between our projects, he said,
adding that it quickly expanded
to include all Weapons Division
organizations at Mugu.
The work resulted in a consoli-
dation of the project leadership
teams of the three primary Inte-
grated Product Teams (IPTs) at
the Mugu site Airborne Elec-
tronic Attack, Navy MissionPlan-
ning (NavMP) and Tactical Air-
craft Electronic Warfare.
A contiguous office complex
was created for NavMP, and the
Electro-Optical/Infrared Special
Mission Sensors Team moved
into a newlab and office complex.
Anewlab was established to sup-
port development and deploy-
ment of the Intrepid Tiger II
Electronic Attack pod, and video
and teleconference facilities were
expanded.
The Chief of Naval Operations
(CNO) recently visited the Weap-
ons Division, and Sohl discussed
the visit and the CNOs focus on
electronic warfare.
Alot of this gets done with the
teams right here at Point Mugu,
and what better, efficient and ef-
fective way to do that than with
the people all together,Sohl said.
So instead of being spread out,
you are here in this one place and
able to get the job done. We owe
it to you to give you the space you
need to do the work.

The Naval Facilities Engineering and
Expeditionary Warfare Center (NAVFAC
EXWC) has named Gary Anguiano the
2013 Civilian Engineer of the Year.
The command selected Anguiano for
his work in designing and installing in-
dustrial and storm water treatment sys-
tems for the Department of Defense
(DoD) and supported commands.
This award recognizes the tremendous
accomplishments of engineers who have
providedexceptional support toNAVFAC,
the Navy and the warfighter, said Capt.
Brant D. Pickrell, commanding officer of
NAVFAC EXWC. Garys contributions
with storm water treatment systems have
the potential to save millions of taxpayer
dollars while helping DoD commands
meet mission readiness goals.
Anguiano developed the Navys first
dual media stormwater treatment system,
which is applicable to many Navywide
storm water outfalls. He also created a
smart waterconservation system for ir-
rigating turf and landscapes that has been
deployed to two DoD installations.
Landscape irrigation systems through-
out DoD are highly inefficient, resulting
in the loss of large quantities of potable
water to evaporation, wind and overwater-
ing. The smart water conservation sys-
temhas demonstrated and validated a new
technology that makes more efficient use
of potable water supplies and reduces the
demand for treated water used for land-
scape irrigation.
The system is helping military com-
mands comply with Executive Order
13423, which called for the reduction of
water consumption starting in fiscal year
2008, culminating in a 16 percent total
reduction by the end of fiscal year 2015.
DoD operates facilities in the South-
western desert, where water supplies fail
to meet current and projected demand.
Specific water issues include pump rates
exceeding aquifer recharge and water
rights disputes. These problems are likely
to intensify with the changing global cli-
mate, and the new smart water conser-
vation system was designed to meet those
challenges.

The U.S. Navy Seabee Museumat Naval
Base Ventura County (NBVC) Port Hue-
neme unveiled its newest exhibit Saturday,
Feb. 9.
It Takes a Family to Deploy a Seabee
greets visitors with a mural and artifacts
depicting the international journey of the
Navys construction battalions.
Timed close to Valentines Day, the
opening offered guests the opportunity to
create a Sailors Valentine at arts and
craft tables set up at the entrance to the
museum. Adults and children alike were
encouraged to design a heartfelt greeting
to share with a loved one.
The idea of a Sailors Valentine comes
from the boxes that 19th century sailors
would make for their families, said Mu-
seum Director Lara Godbille. Theyd be
at sea for so long, traveling to so many
different countries, that they would collect
artifacts from each place theyd visit, put
them in a box, and present them to their
family upon their return.
Some artifacts from more recent years
are on display as part of the exhibit. Per-
sonal collections from some of Ventura
Countys Seabees include a bread dough
doll fromQuito, Equador; a sake set from
Japan; a bracelet made frombone on Mor-
tai Island; a yo-yo from Guam; and V-
Mail Victory Mail sent from a Sea-
bee to his family during World War II.
The floor-to-ceiling mural ties the col-
lection together.
Artist Kira Schaaf, who is also the wife
of a Seabee, chose to approach the exhib-
its featured mural by drawing from per-
sonal experience. The black and white
image depicts a Delta commercial aircraft
parked on the runway of a Point Mugu
airstrip as Seabees exit the plane to the
sight of family members eagerly awaiting
a hug and kiss.
This is a typical scene here on the base,
said Godbille. The Seabees are usually
flown into Point Mugu and bused back
here. All the while family members have
lined the borders of the runway and streets
with signs welcoming back their loved
one.
Some of those signs are also on display
as part of the exhibit, all donations from
families stationed at NBVC.
Bob Quinn, a Seabee veteran who served
during the VietnamWar, recalled the prog-
ress made in transportation since he en-
listed in 1961.
We used to go by ship,he recalled. It
would take us two weeks to get to our
destination, then 11 months in country,
then two weeks to come back. It wasnt
until Vietnam was in full force that they
started taking bigger groups by plane.
Seabee deployments today are approxi-
mately six months, Quinn noted.
He also shared memories of the families
that waited on the flightline.
There isnt really a way to describe it,
he said. You are gone for so long and
sometimes these guys are coming back to
meet their babies for the first time.
Quinn himself met his daughter for the
first time on the flightline when she was
6 months old.
Sponsored by the Bee Club, which is
made up of about 100 spouses of officers
stationed at NBVC, It Takes a Family to
Deploy a Seabee is the first permanent
exhibit of 2013. A World War II gallery
is set to open this summer.
Weve been fighting an uphill battle for
visitation and funding, Godbille said.
People just dont know we are here. But
weve worked our way to now having a
third of our galleries about 4,000 square
feet open to the public.

Celebrating the 71-year history of
the U.S. Navy Seabees and 146 years
of the U.S. Navy Civil Engineer
Corps, the annual Seabee Ball will be
held Saturday, March 9, at the Ronald
Reagan Library in Simi Valley.
The dinner and celebration are from
7 p.m. to midnight. A cocktail hour
begins at 6 p.m. Military attire is din-
ner dress blues or black tie, with for-
mal evening wear for civilians.
Ticket prices are: E1-E4, $25 per
person; E5-E6 and GS8 and below,
$35; E7-O2 and GS9-11, $60; O3-O4
and GS12-13, $65; O5 and GS14 and
above, $70. All retirees, enlisted or
officers, are $70 per person.

About 2,000 youngsters in Ventura
County are learning the importance of
dental health and personal hygiene thanks
to the dental teamat Naval Branch Health
Clinic, Port Hueneme.
Following up on a project he started last
year at his own childs school in Ventura,
Lt. Jeremy Patelzick, the dental officer at
the clinic, is visiting several preschools and
elementary schools in Ventura County.
Little ones learn about germs and the best
way to brush their teeth; older students
are shown the damage caused by ciga-
rettes, sugar and not wearing protective
sports gear.
Its important that we educate children
on oral hygiene and nutrition, Patelzick
said. These are long-termlessons that we
can keep reiterating.
Patelzick visited preschoolers at Naval
Base Ventura County, Point Mugu, Feb.
14, along with Hospital Corpsman 3rd
Class Leilani Franco DeLeon, a dental
technician, and Hospital Corpsman 1st
Class Floyd Jones, a dental hygienist.
Their props included a dinosaur with
32 teeth, a giant toothbrush and a stuffed
animal covered with fake germs that glow
under a black light. As part of each pre-
sentation, the youngsters pass around the
stuffed animal, then hold their hands un-
der the black light, seeing for themselves
how germs are transmitted and learning
the importance of hand-washing.
Each child also went home with a new
toothbrush and toothpaste.
The presentations at the Mugu and Hue-
neme child development centers are reach-
ing more than 100 youngsters. The team
also visited a preschool and elementary
school in Ventura and later this month
will visit Laguna Vista and Hueneme el-
ementary schools, both of which have a
high number of children from lower-in-
come families.
By the time Childrens Dental Health
Month ends Feb. 28, Patelzick figures he
will have met with about 2,000 children.
The dental team started the preschool
presentation by asking the youngsters how
many times a day theyre supposed to
brush their teeth. Guesses ranged fromA
lot?to A hundred?The correct answer
is two.
They practiced brushing the dinosaurs
teeth with a giant toothbrush up,
down and all aroundand they learned
about flossing.
My moms got some of that stuff!said
one exuberant youngster, eyeing the
floss.
Talk then turned to nutrition, with
Patelzick holding up a magnetic board
with a giant tooth drawn on it. Bad
snacks, like soda and candy, stuck to the
tooth. Good snacks,like apples, carrots
and strawberries, didnt.
The Sugar Bug likes Mr. Cavity,Patel-
zick told the youngsters. And Mr. Germ
can eat your teeth too.
That brought out the germ-covered
stuffed animal that the children passed
around and the black light they held their
hands under so they could see why its
important to wash their hands.
Sharon Nash, director of the Child De-
velopment Center at Point Mugu, said the
lessons learned were excellent.
Brushing your teeth, taking care of
your teeth after eating snacks, the differ-
ences between good food and bad food
all of that is important, she said.

Eight engineers fromNaval Air Warfare
Center Weapons Division (NAWCWD)
Point Mugu and China Lake were recog-
nized last month as the first cohort of
students to complete the Electronic War-
fare Engineer Certification Program
(EWECP) and attain the highest level of
certification, that of Senior Electronic
Warfare (EW) Engineer.
Capt. Karl Andina, NAWCWDs vice
commander, and Dr. Ronald Smiley, direc-
tor of EW/Combat Systems and the Avi-
onics Department, presented certificates
Jan. 23 to Juan Cabrera, Anh Chu, James
Gomez, Cuong Ton, Michael Torres, Ryan
Wang, Ethan Xiong and Paul Ziegler.
These students successfully completed
a rigorous programconsisting of graduate
courses in EW, on-site technical courses
in EW, on-site courses in leadership and
management and an experiential tour in
EW all while balancing their work and
home commitments. They also earned
masters degrees from the Naval Post-
graduate School (NPS) last June.
Smiley said that for these individuals,
the occasion is a celebration of excellence.
He shared a quote from a former mentor:
There are no speed limits on the road of
excellence. Persistence is the twin brother
of excellence; one is a matter of quality
and the other is a matter of time.
Todays certification event is not the
destination, he told them. I challenge
you all to continue to grow, continue to
learn; it is not just about the certificate or
having a degree, but how you reflect your
education and certification in accomplish-
ing the tasks and responsibilities of your
job.
In 2007, the NAWCWD Avionics De-
partment (AIR-4.5) collaborated with
NPS to establish the NAVAIR EWECP.
The four-year programprovides three lev-
els of certification: EWEngineer, Journey-
man EW Engineer, and Senior EW Engi-
neer. Students also attain a masters degree
in engineering from NPS in conjunction
with the program.

Are you financially on track?
Its a question we should all be asking
ourselves, and during this uncertain econ-
omy, it is imperative that we answer as
honestly as we can.
The sad reality is that most of us have
not taken the necessary steps to ensure
our long-term financial well-being. In
some cases, its even difficult to be sure of
our short-term financial stability.
However, there are precautions we can
take to ensure we are going in the right
direction with our money. Do you think
it might be time to make some changes in
order to be better prepared for the fu-
ture?
One of the greatest threats to overall
mission readiness is consistently making
bad decisions with our personal finances.
The Navy has recognized this as a career-
threatening issue and has been vigilant in
instituting measures to enhance personal
financial education and management
skills.
The implementation of the Military
Saves Campaign is one of those mea-
sures.
Each year, the Department of Defense
designates the last week of February as
Military Saves Week although this year,
because of security exercises, Naval Base
Ventura County (NBVC) is recognizing
the week March 4-8.
An event called the NBVCPoker Run
will take place as a collaborative effort
between financial institutions on base,
command financial specialists and key
administrative departments including
the Fleet &Family Support Center (FFSC)
and Navy-Marine Corps Relief Society
(NMCRS). Participating personnel will
maneuver from department to depart-
ment, pulling their credit reports, complet-
ing a spending plan and carrying out
other personal financial projects. Each
project earns them a playing card so they
can build a competitive poker hand.
Prizes will go to those who build the stron-
gest hand.
Military Saves Week is the kickoff of
the yearlong Military Saves Campaign,
which is designed to help Sailors and their
families build wealth and reduce debt
while planning for retirement. Ultimately,
the goal is to build personal savings, which
will provide for immediate and long-term
financial needs.
The theme for the 2013 campaign is Set
a Goal, Make a Plan, Save Automatically.
Strategies include paying off high-interest
debt, saving for emergencies and saving
monthly through direct deposit or an au-
tomatic transfer from checking to sav-
ings.

tended to ensure the physical security
of the facility and peace of mind for
NBVCs active duty personnel, resi-

See Something, Say Something
If you see something suspicious tak-
ing place aboard NBVC, report that
behavior or activity to NBVC Police
at 805-982-4591, or in case of emer-
gency call 9-1-1.
Force Protection recommends that
residents store the number of their lo-
cal police including installation
police on their phones for easy ac-
cess during emergencies.
If you see something out of the or-
dinary, say something. Even if you feel
its small or maybe out of the ordinary
but not harmful, report it. You never
knowwhat small details matter in pre-
venting incidents. Those reporting
suspicious activity will have their pri-
vacy protected, and police will inves-
tigate right away.
Factors such as race, ethnicity, na-
tional origin or religious affiliation
alone are not suspicious; only behavior
is reportable. The public should report
only suspicious behavior and situations
for example, an unattended back-
pack in a public place or someone try-
ing to break into a restricted area
rather than beliefs, thoughts, ideas,
expressions, associations or speech
unrelated to terrorism or other crimi-
nal activity. Only reports that docu-
ment behavior reasonably indicative of
criminal activity related to terrorism
will be shared with law enforcement
officials.

Air show tickets now available
a tailored exercise that helps personnel
sharpen their skills and test processes.
In previous years, the annual exercise
necessitated gate closures and schedule
changes and often contributed to traffic
backups both inside and outside the gate.
This year, these disruptions should be
minimal.
We can do everything we need to do
without disrupting traffic or businesses on
the installation this year, said Rob
Huether, NBVCs installation training of-
ficer.
Training events will be coordinated
throughout the facility during the week,
Huether said, and some will incorporate
lawenforcement agencies fromoutside the
installation.
Its a great opportunity to work with
our partners, testing our joint responses
and building on existing relationships,
Huether said.
The nature of the CS exercises changes
every year, incorporating lessons learned
from previous exercises and taking into
account current, feasible threats to Navy
installations.
Hours of some services on base, such
as the commissary and the military tax
center, may change during the week, and
it is recommended that clients call in ad-
vance before visiting.
Sweetheart 5K that was canceled on Val-
entines Day, are one example.
The Navy is looking hard at these pro-
grams across the board, said Deborah
Williams, community support programs
site manager.
The March 13 Spring Job Fair at NBVC
Port Hueneme is still on the calendar. The
event, which runs from 9 a.m. to 1 p.m. at
Dukes Place, will feature 50 local employ-
ers and is open to anyone with regular
base access.
The fact that NBVC is not taking part
in the Corporate Games does not preclude
individual or command teams fromenter-
ing the countywide event; they just wont
be under the auspices of NBVC.
The Corporate Games is an annual re-
gional event that pits companies against
one another in up to 24 events ranging
from bocce ball and paintball to billiards
and beach volleyball.
Last year, NBVC competed in Division
AA, the division for companies with 500
or more employees. It placed third out of
21 teams in that division and garnered
seven gold medals, five silver medals and
seven bronze medals.
This year, the City of Ventura, which
sponsors the Corporate Games, is charg-
ing companies $2,000 to enter Division
AA. Registration fees are on a sliding scale
and drop down to $700 for companies or
organizations with 10 to 50 employees.
Last year we covered the entry fees and
bought team t-shirts, Williams said.
With this years budget constraints, we
just dont have the funds.

Assists the section supervisors in maintaining the highest
levels of clinical and pathological laboratory services to
all customers of CMHS. Performs all automated
technical blood bank, microbiology, hematology,
