SENASA ARGENTINA - Procedure Authorizing the Import of Dogs and Cats

Regulation regarding authorization steps to be followed for final entry or temporary admission of
domestic canines and felines (dogs and cats) into the Argentine Republic.

For knowledge of and communication to official staff, professional associations and private
veterinarians, staff reporting to other official agencies appointed in border posts, interested users
and transport companies.

A) These provisions will apply to obtain sanitary approval for final entry or temporary admission,
into the Argentine Republic, of domestic canines and felines entering by any route (air, land, sea or
railway) as pets or part of commercial operations; these provisions are not applicable for other
animal species.

B) No previous procedures conducted at SENASA headquarters are required to obtain approval of

import request for entry of domestic canines and felines into the Argentine Republic, as it is the
case for rest of live animals according to Decree 189/65, amended by Decree 2216/71 and Senasa
Resolution Nº 1354/94; the former will be authorized by the Senasa inspector appointed in the
point of entry into Argentina provided requirements set forth in this regulation are fulfilled.

C) Current requirements for authorizing the entry of domestic canines and felines into the country
are the following:

C.1.) The owner of the animal must submit the zoosanitary certificate of origin, issued by the
official authority of the country of origin or the authority empowered to do so, containing the
requirements detailed in Annex I hereof. This certificate will be filed in the point of entry, except
in the case described under paragraph D) of this regulation;

C.2.) The owner of the animal must submit a certificate of vaccination against rabies, covering any
dog or cat of 3 (three) months of age or older; upon verification the certificate will be returned, it
cannot be withhold.

This certificate must include vaccine particulars, validity period of vaccination according to
regular recurrence for such vaccine. If the animal is under 3 (three) months old, such condition
must be stated in the certificate of point C.1.).

C.3.) At the time of inspection, the animal must not present symptoms of disease particularly of
infecto-contagious diseases typical of the species.

C.4.) Payment of fees for veterinary import inspection determined by Senasa.

D) When the owner declares that the animal will enter the country on a temporary basis and
requires keeping the zoosanitary certificate of origin for submission to the authorities of the
country of origin when he/she returns, such situation will be considered and the time period of the
certificate will be deemed valid, taking the following steps:
D.1.) the acting Senasa officer will affix his/her signature, printed name, official seal, date and
place to the certificate together with a statement reading “Valid for returning to country of origin
until dd/mm/yy, as declared in the certificate of origin”. The statement must be followed by
owner’s signature and printed name.

D.2.) This situation will be clearly documented by the animal owner in the entry permit copy
(Annex II) which will be filed in the point of entry. This zoosanitary certificate, validated by the
Senasa agent, will remain in possession of the animal owner to be presented to the officer
appointed in the point of exit before leaving the Argentine Republic, where details of departure
will be properly recorded and the certificate will not be withhold.

E) Animals covered by certificates described in item C) and D) are directly admitted into the
country, except those showing symptoms of zoonotic or high risk diseases for the Argentine
Republic, which will be subjected to all necessary sanitary measures required in each case.

F) The acting Senasa officer will, if applicable, authorize the entry by signing the entry permit. The
suggested model is included in Annex II of this document. A copy will be filed in the point of
entry; a second copy will be given to the owner and a third one to Customs personnel, where
applicable.

G) Proceedings will be filed at Senasa offices where they took place for a two (2) year term and
will then be destroyed.

H) Statistical data of these proceedings will be notified by reliable means to the statistical reports
area of Senasa, according to the model form attached as Annex III.

I) Transit of cats and dogs among third countries through Argentine territory, will be
documentarily registered when the truthfulness of such circumstance can be checked in practice or
because it is stated in the certificate of origin, otherwise provisions applicable to the import of cats
and dogs shall apply.

J) In case documentary deficiencies or insufficiencies are detected, the following procedures

apply:

J.1.) If the animal is over three months old and the owner fails to submit the corresponding
certificate of vaccination against rabies, as stated in item C.2.), the owner will be required to fill in
the sworn declaration contained in the entry permit and authorization for entry will be granted,
informing such situation to Senasa officer/s appointed at the place of destination of the animal to
check that proper immunization has been carried out.

J.2.) If the animal arrives without the zoosanitary certificate of origin required in C.1.), the
transport company which brought the animal will be documentarily notified of said circumstances
in order to avoid recurrence and/or to commit itself to present the certificate when possible (for
example in international airports via fax sent from country of origin or official veterinary staff of
exporting country appointed in land inspection stations).
If these requirements are not met, a written record will be issued stating the non-fulfillment of the
regulation in force.

Annex I

Sanitary requirements for authorizing the entry into the Argentine Republic of dogs and cats from
Mercosur Member Countries.

Certification

A) Animals must be accompanied by a zoosanitary certificate and a vaccination certificate against

rabies, where applicable, issued by the official authority of the country of origin or the authority
empowered to do so, stating the following:

A.1) Owner identification: surname and name, address.

Animal Identification: breed, sex, date of birth, fur, size and particular signs.

A.2) The country of origin and of destination.

A.3) vaccination certificate against rabies will be required for any dog and cat over 3 (three)
months of age, issued at least 30 (thirty) days before date of entry of the animal, for animals
vaccinated for the first time, and valid for no more than one year.

The sanitary certificate must guarantee that the identified animal was examined within 10 (ten)
days prior to embarkation, showing no clinical sign of diseases typical of the species.

B) Payment of fees for veterinary import inspection determined by Senasa.

Quarantine

Animals which fulfill the previous requirements are not required to undergo import quarantine. In
case of suspicion of infecto-contagious zoonotic or high risk diseases for the Argentine Republic,
Senasa staff will take the necessary actions to ensure their isolation and/or corresponding
quarantine measures.

Annex I

Sanitary requirements for authorizing the entry into the Argentine Republic of dogs and cats from
countries outside Mercosur.

Certification

A) Animals must be accompanied by a zoosanitary certificate and a vaccination certificate against

rabies, where applicable, issued by the official authority of the country of origin or the authority
empowered to do so, written or translated into Spanish, stating the following:
A.1) Owner identification: surname and name, address.
Animal Identification: breed, sex, date of birth, fur, size and particular signs.

A.2) The country of origin, destination and of transit, where applicable.

A.3) vaccination certificate against rabies will be required for any dog and cat over 3 (three)
months of age, issued at least 30 (thirty) days before date of entry of the animal, for animals
vaccinated for the first time, and valid for no more than one year.

A.4) If the animal comes from countries that have officially declared before the O.I.E the presence
of African Horse Sickness and/or Rift Valley Fever within their territory, the following certification
will be required:

A.4.1) That in the place of origin and within a radius of 50 (fifty) kilometers around it, no cases of
the diseases mentioned above have occurred in the last 3 (three) years.

A.4.2) That the animal(s) have not been moved during that period to regions affected by these
diseases.

The sanitary certificate must guarantee that the identified animal was examined within 10 (ten)
days prior to embarkation, showing no clinical sign of diseases typical of the species.

B) Payment of fees for veterinary import inspection determined by Senasa.

Quarantine

Animals which fulfill the previous requirements are not required to undergo import quarantine. In
case of suspicion of infecto-contagious zoonotic or high risk diseases for the Argentine Republic,
Senasa staff will take the necessary actions to ensure their isolation and/or corresponding
