Karnataka Co-Operative Oilseeds Growers Federation Limited

Government of India in mid 1980s started the Technology Mission on Oilseeds and Pulses (TMOP) in order to enhance productivity in Oil-seeds and make India seld sufficient in Edible Oil. On 22-08-1984, Government of Karnataka approved the implementation of National Dairy Development Boards NDDB Project and hence the Karnataka Co-operative Oilseeds GrowersFederation Limited came in to existence.

A Profile and Success Story of KOF


Government of India in mid 1980's started the "Technology Mission on Oilseed and Pulses" (TMOP) in order to enhance productivity in oilseeds and make India self sufficient in edible oil. On 22.8.1984 Government of Karnataka approved the implementation of Nation Dairy Development Board's (NDDB) project "Restructuring Edible Oil& oilseeds Production and marketing' in Karnataka keeping in mind the objectives laid down in the TMOP. The Karnataka Co-operative Oilseeds Growers Federation Limited (KOF), the Agency Entrusted with implementation of the Project, Was registered on 26th October 1984,under the Karnataka Co-operative Societies Act. The project, which was inspired by the Anand Model of Milk Co-operatives, is designed to create an integrated Co-partite System of production, procurement, processing of Oilseeds and marketing of edible oil and its bi-products. This project aimed at establishing a direct link between the producer and the consumer by eliminating middlemen. Village level primary co-operative societys were organized by making the oilseeds growers as members in turn these primary cooperative societies became the members of the apex body at the state level till June 1990. During the second phase of the project the structure has been re-organized to a three tier cooperative structure with the village level Oilseeds Growers' Cooperative societies affiliated to Regional Unions organized at the district level and in turn the Regional Unions have been affiliated to the state level Federation. The three Regional Unions, registred on 03rd June 1990, are as shown below

Union I : Raichur, Gulbarga, Koppal and Bidar districts. Union II : Bellary, Chitradurga, Davangere and Tumkur districts Union II I: Dharwad, BIjapur, Haveri, Gadag, Bagalkot and Belgaum districts.

Objectives of the Federation:

To carry out activities conducive for economic and socio-economic development of Oilseed growers by efficient marketing of commodities. To carry out activities of production, procurement and processing of commodities for economic development of oilseeds growers through the affiliated oilseeds unions. To develop and expansion into such other allied activities as may be conducive for the promotion of edible oil industry, improvement of land, increase of productivity of oilseeds per ha. and economic development of those engaged in oilseeds production GROWERS CO-OPERATIVES (OGC).

OILSEEDS

At Village level as on 31.03.1999, 390 OGCS have been organized covering 3197 villages with member oilseed area of 3,65,315 hectares. The number of member are 1,53,625. guidance and supervision from the Regional Unions.

To encourage production and productivity of oilseed by giving guidance and technical assistance to members.

To procure oilseeds from the Oilseed Growers at their door step.

To undertake necessary agricultural extension for the benefit of member growers.

To provide technical input to member growers.

Area

To market edible oil and other products manufactured by the Regional Unions. Agronomic Centre, (Keremathihalli in Haveri District):

The Federation has been giving highest priority for increasing the supply of improved seed. Towards this end, the Federation has set up an Area Agronomic Centre at Haveri with net cultivable area of 23.2ha, where various techniques for multiplication of breeder seeds and adaptive research is carried out. This farm is situated at Keremathihalli village in Haveri district where it also functions as demonstration centre for trials and improved methods of cultivation. Training centre:

The federation has set up a training Centre along with the Area Agronomic Centre to train the field staff, society secretaries, demonstration growers, seed grower members etc. Processing Plants:

The project has got a processing plant at Hospet in Bellary district with a capacity of 250 tones per day Groundnut Crushing, a 50 TPD sunflower crushing capacity, a 100 TDP solvent extraction plant and a 50 TDP continuous refinery. This plant comes under Hospet Regional Union. The Raichur Regional Union has an Oil Processing plant at Raichur with facilities of 140 TDP oilseeds crushing,70 TDP solvent Extraction, 20 TDP refinery and 100 TDP cottonseed preparatory section. The plant was purchased from Karnataka Agro Proteins Ltd, at a total cost of Rs.2.46 cores during the year1992. The Federation under its direct control has a crushing unit situated at Devanagere acquired from Karnataka Co-operative Marketing Federation with 50 TDP Groundnut crushing capacity, during July 1992 at a total cost of Rs.1.25 cores. Oil Packaging station, Whitefield

KOF has modern edible oil packaging plant at Whitefield, Bangalore. Various types of edible oils are packed in sachets, Bottles, jerry cans and Barrels to suit the market requirements. NDDB also utilize the surplus capacity of the packing plant to pack "Dhara Health"-a premium sunflower oil brand of NDDB. Marketing KOF and its regional Unions are marketing edible oils consumer packs the extent of 1300 MTs per month. OF is the brand leader in "Safal" Double filtered Groundnut oil, since last 15 years Even in spite of server competition from national players and Regional players KOF has a consistent growth in consumer marketing activities. KOFs major strength is consistent quality and timely supplies. OF is also catering edible oils to major factory canteens (both private and public sectors) in and around Bangalore. KOF has got strong distribution network all over Karnataka which is the backbone in FMCG marketing. KOF markets following edible oils under the corporate brand name of "Safal" in consumer packs: Safal Safal Sunglod Safal premium Safal Safal - Refined/Feltered Groundnut Oil - Sunflower Oil - Refined Sunflower Oil - Pure Coconut Oil - Pure Farm Fresh Peanuts.

All these Products carry the Government of Indias "AGMARK" seal which is a certification that ensure the purity and quality of the products. Financial Performance:

KOF and its three Regional Unions started posting profits consistently from the last four years. During the year 2002-03. KOF and regional unions are likely to post the net profit. Through the vegetable oil industry is sick due to edible oils imports under OGL, KOF and its Regional Oil Union have survived and started posting net profits. This achievement is possible to KOF because of dynamic and dedicated Board, Officers, Employees, strong marketing network and grass root village level farmers networks to source the raw materials. Cost Cutting:

KOF and its Regional Unions have reduced its administrative overheads to the tune of 35% and also reduced the man power strength by implementing Voluntary Retirement Scheme (VRS) and almost 25% of the manpower is reduced. PSS Operation:

KOF is acting as sub agent of Nafed in Karnataka for PSS operation. This avoids distress sale of oilseeds by the farmer of Karnataka state. KOF procured oilseeds under support price scheme from village level co-operative societies. KOF has procured huge quantities of oilseeds during 1999-2000 up to 2002-2003.Farmers are happy with the PASS operation undertaken by KOF. AWARDS:

Second Best Productivity Award from the national productivity Council during 1985-86 Best Productivity Award during 1987-88 for its over all progress in the Oilseeds sector form the National productivity Council. International Diamond Star Award for Quality form national Institute of Marketing Mexico during the year 1994-95. Award for excellence and commitment to quality of the year 1995-96 by national Productivity Council. Certificate of Merit Award for the year 197-98 in the category of Marketing and Oilseeds Federations sector from National Productivity Council, New Delhi. Second Best Productivity Award for the year 1998-99 in the category of Marketing & Oilseeds Federations Sector From National Productivity Council, New Delhi First Award For the year 2002-03 and second Award for the year 2003-04 form National Productivity Council, New Delhi.

KOF- Area Agronomic & Training Centre (AATC) & Seed Activity at Haveri. Davangere oil complex, davangere

Background:
The Area Agronomic & Training Centre (AATC) was established during 1986, in an area of 93.37 acres uncultivated land provided by the Govt. of Karnataka (Department of Agriculture), on long lease for a period of 30 years @ Rs 100 / acre / annum.

The initial infrastructure viz: farm development, office / quarters buildings, canteen, dormitory, guest house & storage go downs, cattle shed, farm equipments including tractor & bullocks etc were funded by the NDDB, under the Restructuring of Oilseed & Vegetable Oil Project.

The Farm is located 8 Kms away from Haveri town and 1 Km from Haveri - Hangal / Sirsi (Hosahally Cross) State Highway towards Kerimathihally village.

The Soil is of mainly light red loamy / shallow type requiring frequent irrigation. The water is saline with high fluoride content. The water table is 350-400 Ft. depth. The average rainfall in the region ranges between 400 500 mm and it is in the border of transition rainfall zone.

Objective:
The AATC has got responsibility to undertake the production of foundation seed from the breeder seed, obtained from Univ. of Agril. Sciences / ICAR Institutes to take it up to certified seed, as part of the seed chain, for further supply to farmers. Also the newly released varieties / hybrids are tested at the Farm. The Training Centre organizes training programmes to the farmers/ P& I staff on the advanced agricultural technologies.

The AATC is acting like a Nerve Centre of all the field activities for all the Oil Unions & KOF. The farmers / P & I staff are brought as part of different training programmes and are shown the new technology (for further popularization of innovation / advances in agril. production practices) by laying out field demonstrations / crop cafeteria during the seasons, besides imparting training.

AATC Farm
Out of the total area of 93.37 acres, 75 acres block is in the main campus and balance 18.50 acres block is situated 1 Km away from the main campus, which is brought under cultivation only during the last Kharif 05. However, only 75 acres is cultivable land, excluding the offices & go down, quarters, cattle shed, buildings, besides roads / bunds etc. The main campus area is bounded by barbed wire fencing and partly with compound wall in the frontage.

Out of 5 bore wells, 4 are functioning with 1-1.5 inch water yield sufficient to irrigate about 6 acres in the rabisummer season besides helping to give protective irrigations to plantation crops ( coconut trees).

The seed multiplication activity at farm is restricted to only breeder to foundation stage. Mainly sunflower, soybean, groundnut, maize, cotton, safflower are taken up on rotation basis. The other crops such as sugarcane, banana were also tried on commercial basis. During the current rabi-summer season, Sunflower AB Line (6 acres at farm & 15 acres at farmers land), Safflower (10 acres) foundation seed production and Safflower (20 acres) commercial programme is organized during rabi 05-06.

Training Centre

The Training Centre started functioning during 1992 onwards, under the financial assistance from NDDB, with an objective to impart training to the selected farmers from Oilseed Growers Co-op. Societies (OGCS) and field ( P& I) staff on improved farm practices. The training activities were in full swing up to 1999-2000, with NDDB / OPP/ NOVODB assistance. The training programmes to Seed Growers, OGCS Secretaries, MC Members Revival of OGCS and P&I / Marketing staff are organized. The training / infrastructure facility is also being utilized by voluntary organizations / other govt. depts. on a nominal fee basis. However, now the training programmes are organized only on need based requirements of all the three Oil Unions & KOF. The Resource Persons for the training programme are being drawn from the Univ. of Agricultural Sciences, Dharwad and Bangalore besides Agril. Research Stations based on the crop specialization. The resource persons from local Co-op. dept. / audit and other related organizations are also invited.

Canteen & Dormitory facilities:

The Training Centre is having a canteen and dormitory for about 30 farmers. The Canteen is run on casual contract basis and the Contractor gets payment only on the basis of number of participants attending the programme. During the other days, the Contractor is finding it difficult to run the canteen for less number of people. At present the boarding facility in the Canteen is not available.

Seed Production activity (Outside the Farm)


AATC is undertaking the foundation / certified seed production programme of sunflower, maize, soybean, groundnut and other crops in the farmers fields during the crop seasons, as a major profit earning activity. This activity involves identification of growers/fields, attending sowings, following timely certifications schedule, crop stages monitoring / field inspections for quality seed production, procurement, processing and packing of the graded seeds.

During current rabi-summer season, around 185 acres sunflower certified seed production programme is organized and the crop stage is ranging from pollination to seed set / harvest stage. Also the seed marketing, other than sunflower, is handled by the AATC through State Department of Agriculture and by tie-up with other seed marketers. The sunflower graded seed is surrendered to the Seed Cell Unit for further packing & marketing through Regional Oil Unions & dealers network. At present, the majority of sunflower seed is sold through Raitha Samparka Kendras (RSKs).

Central Seed Cell Unit Operations


The Seed Cell Unit was established at Raichur Oil Union, Raichur during 1992-93 as a Pilot Project , to make available the sunflower public hybrids to farming community at a reasonable price in competition to high priced private hybrids. However, during 1997-98, the Seed Cell Unit was shifted to KOF, AATC, Haveri, in view of the congenial climatic conditions prevailing in the zone for seed production activities in addition to the farm facility in handling the parental seed multiplication programme.

KOF makes Rs. 3-crore profit Staff Correspondent Federation markets oil under Safal brand The federation is expected to earn Rs. 4 crore during 2008-09 It has planned to extend marketing of edible oils to other States RAICHUR: The Karnataka Oil Federation (KOF), which was running under loss since its inception, made a net profit of Rs. 3 crore during 2007-08 and is expected to earn Rs. 4 crore during the current financial year (2008-09). It is also planning to declare dividend to all its shareholders. Speaking at a press conference here on Saturday, Venkat Rao Nadagouda, Chairman of the KOF, said the federation had been functioning with financial assistance from the National Dairy Development Board (NDDB) for the past two decades, but it was running under loss. He said that eight years ago, the NDDB announced a rehabilitation package and extended assistance of Rs. 50 crore to the federation for improving its plant and machinery, but no such package had been implemented. However, on an assistance of Rs. 7 crore received earlier, an interest of Rs. 9 crore had accrued amounting to a total debt of Rs. 16 crore to the NDDB. Pending proposal Two years ago, the federation submitted a proposal to the NDDB stating that it would repay the principal amount if the interest was waived. But the proposal was still pending, he said. He said he had decided to take a delegation of the federation to meet NDDB Chairperson Amrita Patel to resubmit its proposal seeking waiver of the accrued interest. Mr. Nadagouda said the federation had improved its business in the State by marketing its products under the brand name Safal. It procures raw edible oil from its unions and produces a variety of refined edible oil, including groundnut oil, sunflower oil, palm oil, soyabean oil sesamum oil and coconut oil. About 2,100 tonnes of edible oil is being marketed in the State every month. He said the federation also introduced refined rice bran oil in the market around Mysore and Bangalore last year. Now, the oil had been introduced in the Hyderabad Karnataka region too. The federation planned to extend marketing of refined edible oil to other States shortly, he added. 1995, India share in world production of oilseeds has been around 10 percent. Although, India is a major producer of oilseeds, per capita oilconsumption in India is only 10.6 kg/annum which is low compared to 12.5kg/annum in China, 20.8 kg/annum in Japan, 21.3 kg/annum in Brazil and48.0 kg/annum in USA.Many varieties of oilseeds along with tree origin oilseed arec u l t i v a t e d i n I n d i a . A m o n g t h e s e , t h e m a j o r o i l s e e d s a r e s o ybean,cottonseed, Groundnut, sunflower, Rapeseed, Sesame s e e d , C o p r a , Linseed, Castor seed and palm Kernels. India occupies the place of pride asthe worlds largest groundnuts, Sesame seeds, Linseed and Castor seeds. InIndia, oilseeds are grown in an area of nearly 27 million hectares across thelength and breadth of the country. Depending on the period of cultivation,the oilseeds are classified as Kharif Crop and Raby Crop. The Kharif C r o p t h a t i s d e p e n d e n t o n t h e m o n s o o n i s h a r v e s t e d a r o u n d O c t o b e r - November each year. On the other hand the Raby Crop is harvested aroundMarch-April each year. The edible oil industry of the country comprises of 50,000 expellers, 600 solvent extraction plants, 300 vegetable oil refineriesand 175 hydrogenation plants. The edible oil sector occupies a district position in Indian economy as it provides jobs to millions of people,achieves on an average a domestic turnover of US $ 10 billion per annumand earns foreign exchange of US $ 90 billion per annum.According to an estimate by national counsil of appliede c o n o m i c r e s e a r c h ( N C A E R ) , i n t h e ye a r 2 0 0 0 2 0 0 1 , t h e d e m a n d f o r edible oil was projected at 10 billion tons against the domestic production of 6.7-7.0 million tones. The short fall of 3.0-3.3 million tons was expectedto be met by importing edible oil in India. It is predicted by NCAER that inthe year 2015, the demand for the edible oil in India would be 20milliontons per annum. Considering the present domestic edible oil supply of 7m i l l i o n t o n s p e r a n n u m , a s h o r t f a l l o f 1 3 m i l l i o n t o n s p e r a n n u m i s envisaged in the year 2015. to bridge this gap , a growth rate of 15p% per annum would be required in edible oil production in the country. Currently,edible oil growth rate in India is only 4%.In the event of failure to achieve the required growth rate,India would continue to spend huge foreign exchange on import of edibleoil. The major oilseeds grown in India are the Groundnut, Rapeseed andMustard, Sesame, Castor, Linseed, Sunflower and Soyabean. Among theedible oilseeds Groundnut uses for nearly 65% of the area under oilseedcultivation constitute nearly half of the indigenous edible oil production.This is followed by Rapeseed-Mustard, which accounts for nearly30% of the area. In the post-green revolution period, yield of rapeseedmustard improved, but groundnut yield have experienced no s u c h improvement expect in irrigated areas and in certain tracks where improvedf a r m p r a c t i c e a r e a p p l i e d . D u r i n g t h e p l a n n i n g p e r i o d , t h e o v e r a l l groundnut production increased slightly about 2% per year but progresswas uneven. For example, the Saurashtra region of Gujrat state recorded arise of about 5% , but in vast tracks of Maharashtra, Karnataka and NorthGujrat, production has decline recent year.Highly unstable yield and highly fluctuating prices are the cruxof the groundnut problem. The unstable trends in ground nut yields are dueto its total dependence on rainfall, which it self is erratic both spatially andtemporally. This in turn makes the returns from groundnut low, very risky,and highly volatile. Therefore the former does not invest

in much needed in puts such as improved seeds, seed treatment chemical, rhizome culture, pesticides, fungicides, and fertilizers, etc.which are necessary to raise the per hectare yield. To encouraget h e former to invest in these in puts, it is necessary not only to c r e a t e awareness of their benefits , but to make all of them available of the right

ime, in appropriate quantity and at a price that within the

farmers reach.The former also needs to be assured of reasonable

prices for the products.This can be realized only if the oil seed processing and

marketing of oilseed products are done by the farmers themselves.Sp

eculative marketing practice and high profit marginscharac terized the ind

ustry. The tra des and other intermediaries have a powerf ul hold in the oilseeds and

oil trade, both in the domestic as well asexport markets. They

have contributed to the high degree of instability inthe edible

market through hording, illegal forward trading, and speculation.Th

e speculative operation of the private trade has deleterious effects on

theincentive of the farmer during the years of good production and on

thewelfare lf consumers in periods of shortage. Oilseeds in general are

grownas a rain-fed crop. Resulting marked seasonality in arrival of the

cropin themarket.The bulk of the crop is received in the mandis (local

market)during OctoberNovember, when traders, collective action, depress

prices.The price decreases all the more if there is a bumper crop, as in

1975/76. They tend to avoid purchases till the farmers are ready to accept prices d

ictated by them. The formers are unable to with hold their produceas

they need cash immediately after harvest, and are at the mercy of

thehard end traders. The reward fpr increasing production is often

running.The intermediaries take double advantage of the seasonality of oilseed

crops when they arterially jack up prices, specially of edible oil, inthe off-

season period , and particul arly when the oncoming yea r notexpected to be a normal

one. Thus the marketing of oilseeds and their products is subject to high degree o f

exploitation, and is selfdegenerating.T hese problems are too complex to be

solved by ad hoc measures, and callfor an integrated approach

towards restru cturing the entire edible oil sector oilseed production, pr

ocessing, and marketing so t hat growers ar e notrobbed of their returns and consumers

are saved from exploitation
