COMPOSITION A.

THE CIVIL SERVICE COMMISSION composed of a Chairman and two Commissioners

MANNER ELECTED/ APPOINTED Common provision: Shall be appointed by the President with the consent of the Commission on Appointments for a term of seven years without reappointment

QUALIFICATIONS

TERM OF OFFICE, LIMITATIONS Of those first appointed, the Chairman shall hold office for seven years, a Commissioner for five years, and another Commissioner for three years, without reappointment.

POWER AND FUNCTIONS -administer and enforce the constitutional and statutory provisions on merit system -prescribe, amend, and enforce suitable rules and regulations for carrying into effect the provisions of the Decree -promulgate policies, standards, and guidelines for civil service and adopt plans and programs to promote economical, efficient and, effective personnel administration in the government. -supervise and coordinate the conduct of civil service examinations -approve appointments, whether original or promotional, positions in civil service -inspect and audit periodically the personnel work programs of the different departments, bureaus, offices, agencies, and other instrumentalities of the government - hear and decide administrative disciplinary cases instituted directly with it or brought to it on appeal; and -perform other functions as properly belonging to central personnel agency

Common provision: -shall be natural-born citizens of the Philippines -at the time of their appointment, at least thirty-five years of age, with proven capacity for public administration -must not have been candidates for any elective position in the elections immediately preceding their appointment

B. THE COMMISSION ON ELECTIONS

composed of a Chairman and six Commissioners

Additional provision: - a majority thereof, including the Chairman, shall be members of the Philippine Bar who have been engaged in the practice of law for at least ten year.

Of those first appointed, three Members shall hold office for seven years, two Members for five years, and the last Members for three years, without reappointment.

-toenforce laws relative to the conduct of an election -to decide election contests - to decide all questions affecting elections - to deputize law enforcement agencies - to register political parties,etc. and accredit its citizens arms -to file petitions, investigate, and prosecute - to recommend measures - to recommend removal or disciplinary action

-to submit reports -to perform other functions: to exercise supervision and control over national and local officials required by law to perform duties relative to the conduct of elections. To promulgate laws and regulations implementing the provisions of the Election Code To enforce, execute its decisions, orders and instructions To carry out a continuing campaign to educate and inform the public on election matters, and the necessity for clean, free, orderly, and honest elections C. THE COMMISSION ON AUDIT composed of a Chairman and two Commissioners Additional provision: -Certified Public Accountants with not less than ten years of auditing experience, or members of the Philippine Bar who have been engaged in the practice of law for at least ten years -At no time shall all Members of the Commission belong to the same profession. Of those first appointed, the Chairman shall hold office for seven years, one Commissioner for five years and the other Commissioner for three years, without reappointment. -to examine, audit, and settle accounts -to act as central accounting office of the government -to define the scope of its audit and examination, etc. -to promulgate accounting and auditing rules and regulations -To perform other functions: To assist in the collection of debts and claims, and the restitution of all funds or the replacement or the payment at a reasonable price of property, found to be due the government or any of its subdivisions, agencies or instrumentalities To compromise or release any claims or settle any liability to any government agency not exceeding Php. 10,000.00 To examine and audit the books, records and accounts of public utilities in connection with the fixing of rates of every nature

Common provision: **Appointment to any vacancy shall be only for the unexpired portion of the term of the predecessor. In no case shall any Member be appointed or designated in a temporary or acting capacity.
