1. Purpose. This publication sets forth format and procedures establishing policies in governing
the determination, reporting and validation of point assessments and attendance at all NY Guard
Drill’s, administrative meeting, Split Unit Training Assembly (SUTA) and Active Duty with or
without pay, for all assigned active duty NY Guard commissioned and Non-Commissioned
officers and enlisted personnel.
2. Application
a. Format and procedures established in this publication apply to Attendance and reporting
procedures
b. This publication is directive in nature. These formats and procedures will be followed,
except when, in the judgment of the commander, exceptional circumstances dictate otherwise.

CHAPTER I
POLICY
1. Attendance Reports. It is the policy of the Headquarters New York Guard (HQ, NYG) to
monitor and maintain copies of 1379 automated attendance document and records of all NYG
units. These records will be used in reporting value to the state information and will be used to
reflect individual participation. The 1379 automated attendance document will be a printout of
assigned personnel and used for sign-in and certification of attendance. This printout will be
compiled from the New York Guard Database as furnished by Headquarters NYG. Each
MACOM may develop their own formats as required, but the following minimum data is
required on the 1379 automated attendance document;
3. Hours to Points. The following are the hours numbers and point conversion for New York
Guard standard activities.
a. Drills = 1 point per 4 hour period (e.g.: Saturday drill 2 points, Tuesday night 1 point).
b. Administrative Meetings (2 hours minimum) =1 point.
c. Annual Training points for each day of attendance is 1.

CHAPTER II
RESPONSIBILITIES
1. Commander New York Guard. Will be the final authority for approval of any and all
request for variation and non compliance of this directive
2. Chief of Staff. The Chief of Staff will establish policies governing the determination and
validation of point assessments for attendance at all NY Guard Drills, administrative meetings,
Split Unit Training Assembly (SUTA) and Active Duty with or without pay, for all assigned
active duty NY Guard commissioned and Non-Commissioned officers and enlisted personnel.
a. Monitor and maintain copies of the 1379 automated attendance documents and records of
all New York Guard units.
b. Utilize this record for reporting value to the state information and to reflect individual
participation needed for advancement.
4. Commanders of New York Guard MACOMs. Commanders of the Army Division, Air
Division and Civil Military Affairs Brigade will;
b. Stress the need for accuracy in reporting and maintenance for individuals.
d. Notify and provide copies of follow-on regulations or instructions to HQ, NYG for
review and approval.

CHAPTER III
POINT ASSESSMENT
a. A Unit Training Assembly (UTA) is an evening drill, or half day drill of no less than two
(2) hours or more than four (4) hours. Attendance points credited would be one (1) point.
Individual attendance is recorded on a 1379 automated attendance document.
b. A Multiple Unit Training Assembly is a drill consisting of two (2) Unit Training
Assemblies. A MUTA would encompass no less than seven (7) hours or more than nine (9)
hours unless directed by the commander. The points credited will be: one point (1) for morning
UTA, and one (1) point for afternoon UTA, for a maximum amount of 2 points per day.
Individual attendance is recorded on a 1379 automated attendance document.
2. Administrative Meeting. A period of time scheduled as no less then two (2) hours at a
specific authorized location. The unit of time allotted for a NY Guard Administrative Meeting
may also be credited as one point (1) maximum. Individual attendance is recorded on a 1379
automated attendance document.
4. Annual Training (AT). Each Major Command's (MACOM) Annual training period will not
be more than approximately seven (7) days in duration at a predetermined location. Training
requirements will be no less than eight (8) hours a day for the duration. This results in a total
time period of not less than fifty-six (56) hours. The unit of time allotted for NY Guard Annual
Training (AT) will be converted to a point system assessed as one point (1) for each eight hour
day in attendance, points will also be given for Advance, and Rear details.
5. Active Duty with Pay. Officially authorized and directed Active Duty with Pay can only be
approved and authorized by the Commander NYG. Each day and/or part of a day on duty will
credited as one point (1). Published orders and Certificate of Performance will document this
credit.

6. Active Duty without Pay. Officially authorized and directed Active Duty without Pay on
published orders approved by competent authority will be credited as two points (2) for each day
or part of a day on duty without pay. Published orders, Certificate of Performance, and Value to
the State Reports will document this credit.
7. Special Duty (SD). Officially authorized and directed Special Duty (SD) without Pay on
published orders approved by competent authority will be credited as two points (2) for each day
or part of a day on duty without pay. Special Duty will be used for directed attendance at work
sessions, directed meetings, conference, i.e. MANY, SGAUS, presentation of and for the New
York Guard, in parades, speakers bureau engagements, and/or presentation. Published orders,
Certificate of Performance, and Value to the State Reports will document this credit.

CHAPTER IV
REQUIREMENTS
Note:
Based upon AT, and Drills which are not usually scheduled for the same month gives the following:
11 months of scheduled Drills = 44 point per year
33 scheduled Drills for 3 years = 132 points for three years.
1 Annual Training Attendance = 7 points
Total points for three years = 139
Divided by 3 years = 46.33 points per year divided by 50% Averages out to 23 points per year
2. Promotion Requirements. For promotion and advancement consideration in the New York
Guard, all individuals must meet the minimum of attendance point requirements of seventy-five
percent (75%) of scheduled rills. This results in a minimum of 36.5 points per year.
Additionally they must have attended two (2) periods of Annual Training within a three (3) year
period. Consideration of attendance points for promotion may vary based on grade and duty
assignment. Points should be calculated and assessed during the entire period for advancing
grade, based on time in grade need for next promotion. As an example, if a promotion from O-4
to O-5 was under consideration a minimum of three years time in grade is needed, whereas from
O-2 to O-3 it is a two-year time in grade. The point assessment would therefore be based upon
the past three or two years of active duty time respectively.
Note:
Based upon AT, and Drills not usually scheduled for the same month this gives the following:

Total points for three years = 146
Divided by 3 years = 48.66 points per year divided by 75% Averages out to 36.5 points per year
3. Special Requirements. Active duty NYG members unable to meet the minimum of two
(AT) in a three (3) year period may use extra duty point assessments other than AT. To meet
this special requirement the extra duty must be specifically documented, and submitted for
approval by the Commander, NYG. A copy of this approval will be attached to the 1379
automated attendance document during the period of this extra duty. Published orders,
Certificate of Performance, and Value to the State Reports will document this credit.
Additionally, the Commander NYG may waive the AT requirement where drill attendance and
additional duty performance is exemplary and AT attendance creates undue hardship.
