1. PREPARATION OF TENDER:
(i) The complete tender form (pages 2-9) should be returned intact whether you are quoting for any item or not. Pages should not be detached but when items are not being tendered for, the corresponding space should be defaced by mentioning `not quoting.
(ii) In the event of space on the tender form being insufficient for the required purpose, additional pages may be added. Each such additional page must be numbered consecutively, should bear the tender reference number and be fully signed by you (the supplier). In such cases reference to the additional pages must be made in the tender form.
(iii) If any modification of the tender form is considered necessary, you (supplier) should communicate the same by means of a separate letter sent with the tender.
2. SIGNING OF TENDER:
(a) The tender is liable to be ignored if complete information is not given therein regarding the particulars, data, specifications asked for in the techno-commercial offer (Part IV) at Schedule of Requirements. Specific attention must be paid to the delivery dates, technical specification, and also the general conditions of contract at Part III and other conditions mentioned at Part IV & Part V at Schedule of Requirements.
(b) Individual signing the tender or other documents connected with a contract must specify whether he signs as :
(i) A `sole proprietor of the firm or constituted attorney of such sole proprietor. (ii) A partner of the firm if it be a partnership, in which case he must have authority to refer to arbitration disputes concerning the business of the partnership either by virtue of the partnership agreement or a power of attorney. (iii) Constituted attorney of the firm if it is a Company. NB: (a) In case of (ii) above a copy of the partnership agreement or a general power of attorney and in either case attested by a Notary Public, should be furnished to this office, or an affidavit on stamped paper of all the partners admitting execution of the partnership agreement or the general power of attorney, should be furnished. (b) In case of partnership firms, where no authority to refer disputes concerning the business of the partnership has been conferred on any partner, every partner of the firm must sign the tender and all other related documents. (c) A person signing the tender form or any documents forming part of the contract on behalf of another shall be deemed to warranty that he has authority to bind such other and if, on inquiry, it appears that the persons so signing had no authority to do so, the purchaser may, without prejudice to other civil and criminal remedies cancel the contract and hold the signatory liable for all costs and damages. (d) The tenderer should sign each page of the tender form and annexure, if any.

3. Delivery of Tender: The original copy of the tender form (page 2-9) is to be enclosed in two separate envelopes, the first envelope containing Part II, III, and IV and marked as Techno-Commercial bid and another envelope containing only Part V marked as Price bid. The two envelopes should be sealed and should bear address of this office, tender reference No., due date & time. The two envelopes should be put in one envelope which will bear the address of the office along with proper postage stamps & the words " Tender due on ---------" , on the extreme top left corner of the envelope. Right is reserved to ignore any tender who fails to comply with the above instructions.
4. Latest Hour for Receipt of Tender: Unless otherwise specified in the Invitation to tender (Part I), your tender must reach this office not later than 1400 hours on the date of opening of the tender. Tenders sent by hand should be put in the Tender Box at this office not later than 1400 hrs on the due date unless otherwise mentioned.
5. Period for which the offer will remain open : (i) Firms tendering should note the period for which it is desired that their offers should remain open for acceptance. If the day up to which the offer is to remain open being declared closed holiday for Govt offices, the offer shall remain open for acceptance till the next working day. (ii) Quotations qualified by such vague and indefinite expressions such as `Subject to immediate acceptance; `Subject to prior sale will not be considered.
6. Opening of Tenders: The firm shall be at liberty to be present or authorize a representative to be present at the opening of the tender at the time and date as specified in the schedule. The name and address of the representative who would be attending the opening of the tender on behalf of the firm should be indicated in the tender. Please also state the name and address of firms permanent representative, if any. Generally the techno-commercial offer will be opened on the day specified for opening.
7. Right of Acceptance: This office does not pledge itself and reserves to itself the right of accepting the whole or any part of the tender or portion of the quantity offered and the firm shall supply the same at the rate quoted. This firm shall be at liberty to tender for the whole or any portion or to state in the tender that the rate quoted shall apply only if the entire quantity is taken from the firm.
8. Communication of Acceptance: Acceptance of tender by the purchaser will be communicated by a telegram, express letter of acceptance/telex or a formal letter of `Acceptance of Tender. In cases where acceptance is communicated by telegram or cases where acceptance is communicated by telegram or Express letter, the formal Acceptance of Tender will be forwarded to the firm as soon as possible but the instructions contained in telegram/telex/fax or Express letter should be acted upon immediately.
9. Items supplied are subject to inspection and acceptance and the supplier should collect/replace the rejected items at his cost and risk.
10. Delayed supplies: In case of delayed supplies, liquidated damages at the rate of 0.5 percent per week or part thereof subject to a maximum of 5 percent of total order value will be levied.

DRDO.MM 31 Page 5/9 11. Registration: Registration is mandatory. If the tendering firm is not registered with this Lab/Estt or any other DRDO Lab/Estt, they are required to seek registration. For details please write to Director of (Lab/Estt). Vendors must complete registration formalities to become eligible for placing supply orders and future enquiries.
12. Registration number allotted by this laboratory or any other DRDO Lab/Estt or proof of registration with another Govt Deptt, if any to be mentioned on the quotation.
13. No correspondence/discussions/visits whatsoever will be entertained on the subject unless specifically called by this office after opening the tenders for technical discussions/price negotiations. Any violation of this will render the quotations invalid and the firm is liable to be blacklisted.
14. Director reserves the right to call for techno-commercial / price negotiations. The company should depute competent representative for such discussion / negotiation whenever called for and he shall be competent to take on the spot decisions.
15. Drawings / specifications sent along with this letter should be returned along with the firms quotations or regret letter.
16. The firm may give any of their commercial term, if required in their techno-commercial offer only and price quotation should contain only price.
17. SECURITY: Any information/material/document supplied in connection with this enquiry/likely order is classified and should not be disclosed/copied to jeopardize security of state.
18. Please inform the Director in writing whether the owner of the firm or any of their partners/employees has close relations working with any DRDO Lab/Estt. This is for record only.

5. The tender shall remain valid for acceptance for 120 days, from the date of Tender opening.
6. Amount of Earnest Money Deposit (EMD) 2% Value of the QUOTED PRICE/- (subject to a maximum of rupees two lakh), DD No. Dt in favor of Director, DEAL, Dehradun. (Applicable only for unregistered vendors. Please refer Para 11 & 12 in part III) EMD to be deposited with the Price bid.

CONDITIONS FOR TECHNO-COMMERCIAL BIDS TECHNICAL
1. Give brief description of item/equipment/material with accessories. Items offered should conform to BIS (ISI) specifications or as explicitly stated. In case specifications offered are different, separate comparative technical specifications sheet shall be attached with details such as Sl. No., specifications offered, deviations if any, and remarks. Any product brief, test certificates available may be enclosed.
2. List of spares, if applicable should be attached.
3. Any optional, if offered ,be provided with their full technical details including their use and advantage.

DRDO.MM 31 Page 7/9 COMMERCIAL 1. The normal payment terms are 100% payment within 30 days after receipt, installation inspection and acceptance of the material. Firm has to provide Performance Bank Guarantee (PBG) in form of Indemnity Bond for 10% of the order value for a period which is one month beyond the warranty period.
2. Warranty/guarantee required is for 3 years.
3. Delivery desired is within 15 months from the date of placement of supply order. Specify your delivery period.
4. In case of delayed supplies, liquidated damages at the rate of 0.5 percent per week or part thereof subject to a maximum of 5 percent of total order value will be levied.
5. This Organisation is exempted from payment of customs duty under notification No. 39/96 dt 27.7.96& amended by 60/96 dt 22.8.96 and excise duty under notification No. 10/97 dt 1.3.97. However, prices should be quoted indicating clearly Customs/ /Excise duties. If agreed, the necessary exemption certificate may be provided. This exemption is for the final product only.
6. Delivery: Free delivery at ADE Bangalore and (Or) DEAL Dehradun. [Details shall be provided at the time of Acceptance Testing]
7. Mode of dispatch: Rail/Road/Air/Sea
8. In case equipment offered requires maintenance after the expiry of the warranty, please indicate approximate cost of comprehensive and on call basis maintenance and also availability of local support or otherwise.
9. Please note clearly that faxed quotation is liable to be rejected.
10. In case of acceptance of order on receipt of our letter of intent / draft supply order, the firm has to deposit 10% of total order value as security deposit in form of Bank Guarantee valid for one month beyond the delivery period. OTHER CONDITIONS FOR PRICE BIDS
1. No unilateral revision in price will be admissible. Rates shall be quoted in Indian Rupees only.
2. Rates should only be quoted in the accounting units (A/U) mentioned in this enquiry. Rates must be quoted clearly on free delivery at ADE Bangalore and (Or) DEAL Dehradun. [Details shall be provided at the time of Acceptance Testing]
3. In case any of the subheads are included in the total cost, the same should be specified. Any exemption of duties/taxes required should be indicated.

5. In case spares/accessories are applicable, their list and price should be clearly indicated separately.
6. Price:
(i) The prices quoted must be net per unit shown in the schedule and must include all packing and delivery charges. Refunds on account of returnable packages (if any) are to be separately specified. Prices and refunds must be clearly shown in figures and words in Indian currency.
(ii) The price must be stated for each item separately. The percentage of reduction, in the total price for the entire demand should also be quoted; should an order to that extent be placed with you.

12. Warranty & Product Support
Warranty: Satcom Data Link (SDL R-II) shall have total three years (one year standard plus 2 years extended) comprehensive warranty from the date of acceptance of the system. The vender will replace the required components at his own cost during warranty period. After any part replacement the unit shall be subjected to ESS by vender. For this, vender will develop a test rig at its premises for I/ D level checks of Satcom Data Link (SDL R-II) so that the repaired/replaced parts can be verified as per system specifications before shipment to site. Details of the test bed will be worked out mutually. The vender shall depute following technical personnel for data generation, operation, maintenance and documentation of Datalink at DEAL Dehradun/Trial site on requirement basis. These technical personnel will also be required to associate during field trials as part of trial support. The manpower shall be competent enough to carry out designated task. The manpower designated for this work should not be changed without prior concurrence from DEAL. The manpower requirement shall be as follows. a) Manager : One b) Engineer : Two c) Technical Assistant (Diploma) : Two
Product Support: vender will provide product support of 10 Years for all the items except free issued material.
13. Collection of Free Issue Material: Vender will collect free Issue Material from DEAL against indemnity Bond as per the details given in relevant paragraph (No 5.2) of technical requirement. 14. Delivery Schedule The system should be manufactured, tested and delivered within 15 months time after placement of order. The vender has to give its best time schedule. Note: The vender has to make arrangement / booking of ESS/QT & EMI/EMC facility well in advance at suitable stage of development to avoid any delay due to non availability of the test facility. 15. Acceptance of Stores The stores shall be accepted after completing all the stage inspection and laid down test requirement for this system as per the approved ATP document. Final acceptance test shall be carried out at vender`s premises before shipping the items to ADE / DEAL. After delivery, System will be integrated with R-II UAV system at ADE and Test Rig at DEAL. 1. System Overview 1.1. Introduction The Data Link System is one of the major systems of UAV that is based on Digital Communications Techniques and provides full duplex communication between UAV & Ground Control Station. LOS communication is provided via C-Band Data Link whereas the BLOS communication is catered by Ku-Band SATCOM link (Refer Figure 1). The uplink carries the aircraft Command & Voice information while the down-link caters for transmission of multi- sensor payload information & multiplexed telemetry data.
The Air Data Terminal (ADT-SAT) is configured around a 0.76m parabolic dish antenna which is covered with a radome. The Ground Data Terminal (GDT-SAT) uses a 4.5m antenna and has road & air transportability. The communication between ADT-SAT on the UAV and GDT-SAT is via Ku-Band transponder of a geostationary satellite. Ground Support Systems provides go-no-checks of Operational ADT/GDT systems, short range monitoring of UAV and Test rig for the Data Link LRUs. This document deals with the requirement specifications of Satcom Data Link for R-II UAV (SDL R-II) and provides proposed configuration, LRUs / subsystems / items specifications, functionality in brief, CEMILAC certification-QT&ESS tests and List of Deliverables/Bill of Materials is given in paragraph 5.1 of this document. 2. Configuration & Specification This section includes the configurations of ADT-SAT, GDT-SAT & LTS-SAT and specifications / details of LRUs / items required (including free issue of material) to realize these. 2.1. Air Data Terminal (ADT-SAT) The Configuration of Air Data Terminal (ADT-SAT) is as shown in Figure 2
ADT-SAT is airborne complement of Satcom Data Link which provides Command Telemetry and Payload Communications, in BLOS mode, between R-II UAV and GCS [through GDT-SAT(T) and Fibre Optic System] via Ku-Band transponder of a geostationary satellite. Various LRUs of ADT are listed below. In the transmit chain, the AIPPU captures and processes the payload & TM information from various sensors, multiplexes to a single bit stream & does QPSK modulation. The modulated signal at 70 MHz is up converted to Ku-Band using AUDC. The Ku-Band signal is amplified by MPM whose output is given to the antenna, through the rotary joint, for up linking the RF signal to the satellite which is then down linked to GDT. In the receive chain, a LNA / LNBC (which is part of SAAA) amplifies & down converts the received downlink signal from the satellite to L-Band, which is further down converted to 140 MHz by AUDC. This signal is demodulated by ASSM and the Command & Voice signal is fed to AED for control of UAV and its sensors. AIPPU & ASSM units have been shown as dual to meet the LOS as well as SATCOM interfaces at IF level. SAAA uses INS/GPS data from the UAV for pointing the dish antenna towards the satellite. ADT is also provided with Test Ports which are routed to UAV patch panel for ground testing. Each LRU is provided with M&C Port for its control and status monitoring. Following table shows the LRUs of ADT-SAT LRUs & Integration / Testing of ADT-SAT The ADT-SAT consists of following five LRUs. The vender has to realize these LRUs as per the approach & details given in the succeeding paragraphs, test them individually, integrate & test them to get the functionality of ADT-SAT so that overall specifications of Satcom Data Link is achieved. Airborne Spread Spectrum Modem (ASSM) Function: Spread Spectrum Modem provides the Jam Resistant feature for UAV Command Uplink. In Spread Spectrum Modulator, the carrier signal is modulated by a high frequency spreading function combined with the information data. The effect of this modulation is to spread the transmitted spectra to much wider bandwidth than the information bandwidth and the power spectral density is reduced to almost to a level of ambient noise spectral power. This results in very low probability of interception of the signal. The Spread Spectrum Receiver despreads the spreaded wide bandwidth signal to information bandwidth and provides the processing gain. The de-spreaded signal is demodulated by using coherent demodulation technique to retrieve the information data. 2.1.3. Airborne Up & Down Converter (AUDC) Realization Approach: This LRU is to be procured from any suitable indigenous source. Function: The AUDC comprises 70 MHz to Ku-Band up converter and L-Band to 140 MHz down converter. The AUDC performs the up conversion of 70 MHz IF signal to Ku-Band frequency of 14.00 14.50 GHz / 13.75-14.25 GHz / 13.75-14.50 GHz (Exact band will decided at the time of design review) and down conversion of L- Band frequency (950-1700MHz) to 140 MHz IF. In the transmit chain the up-converter selects either of the dual Payloads IF signals at the input using a SPDT switch and then up-converts to Ku-Band using two stage up-conversion process. In the first stage, the IF signal is mixed with a L-Band programmable synthesizer to generate an intermediate frequency of L-Band. This L-band frequency is further up-converted to Ku-Band frequency of 14.0-14.5GHz, using a fixed Ku-Band PLO. The Command Down-Converter chain accepts the RF signal in the frequency band of (950 -1700 MHz) and down converts it to IF signal band of 140 MHz using a two-stage down-conversion process. In the first stage, the incoming RF signal is mixed with a C-Band programmable synthesizer to generate an intermediate IF of L-Band. This IF is further down-converted to the final IF using a fixed frequency PLO. The programmable frequency synthesizers in transmit and receive chains provide the tuning capability for channel selection at RF level from the total available spectrum. The synthesizers are tunable in 1 MHz steps through internal programmable synthesizer. Programming is accomplished using a RS-422 interface. The Monitor & Control (M&C) card facilitates frequency selection from the external world using RS-422 interface. It also monitors the lock detect (LD) signals of all the PLOs / synthesizers. 2.1.5. Airborne Satcom Antenna Assembly (SAAA) Function & Brief Description: The function of SAAA is to provide gain and transmit and receive energy to & from geostationary satellite. The SAAA comprises a 0.76 M dish antenna, two-axis pointing & stabilization system and LNA / LNBC. The pointing & stabilization system ensures continuous pointing of the airborne antenna (with polarization matched with that of satellite antenna) towards the satellite irrespective of yaw, pitch & roll disturbances & movement of the aircraft. 2.2. Ground Data Terminal (GDT-SAT) The Configuration of Ground Data Terminal (GDT-SAT) is as shown in Figure 5
GDT-SAT is ground complement of the Satcom Data Link which provides Command Telemetry and Payload Communication between UAV and GCS, in BLOS mode, through its airborne complement ADT-SAT via Ku- Band transponder of a geostationary satellite. Various LRUs of GDT-SAT are as listed below. GDT-SAT has two segments marked as GDT-SAT(G) which is integrated in GCS & GDT-SAT(T) which is integrated on GDT-Trailer. The communication between GCS & Trailer is provided through Fiber Optic System. In the Tx chain, Commands & voice generated by operator at GCS are modulated (by GSSM), Up- converted & amplified (by LUC & BUC) and transmitted to the satellite by 4.5m dish antenna. The ADT-SAT at the UAV receives this signal as it is down linked by the satellite. Similarly, Payload & TM signal transmitted by the satellite (on reception from ADT-SAT at the UAV) is received by the 4.5m antenna, down converted to 70MHz (KLDC & LDC), and demodulated/ De-multiplexed/ Decompressed (GIPPU). Finally decoded Payloads & TM information is sent to GCS for its operational usage. All the RF units including PA & LNA are in 1:1 hot standby configuration. The subsystems of the GDT SAT (T). GDT-SAT(T) is also provided with Test Signals for ground testing. Each LRU is provided with M&C Port for its control and status monitoring.

2.2.11. GDT SAT Trailer With Integrated Shielded Acclimatized Enclosure Function & Brief Description: This trailer will be used to house the 4.5 antenna and all other items of the GDT-SAT (T) for road / air transportability. The items as shown in the block diagram of Figure 5 will be housed in the Acclimatized Enclosure. The Acclimatized Enclosure shall be part of the trailer as per details given below. 2.2.15. Ground Spread Spectrum Modem (GSSM) Function: Spread Spectrum Modem provides the Jam Resistant feature for UAV Command Uplink. In Ground Spread Spectrum Modem, the high frequency PN sequence spreads the information data into a spreaded function. It is further used for modulating the carrier signal. Spreading followed by modulation results in increasing the transmitted spectral to much wider bandwidth than the information bandwidth. So the spectral power density is reduced to almost to the ambient noise spectral power level. This results in very low probability of interception of the signal. It will be Vender`s responsibility to prepare the necessary documents in association with DEAL , get it approved from CEMILAC and take provisional and Conformance of Design(COD) [COD is not applicable to COTS items] clearances to progress the development process. The VENDER will be responsible to deliver these items to ADE Bangalore & DEAL Dehradun. 5.3. Vender`s Scope of Work a) Procurement / fabrication of all the LRUs, COTS items & Trailer as per paragraph 5.1 (a) above and specifications given in this document. Vender has to take prior approval of the sub-vender(s) from DEAL for procurement / fabrication of these items. b) Modeling (2D&3D) of 4.5m Antenna, Trailer (with inbuilt acclimatized enclosure with 19 inch racks with shock mounts) and equipment layout in the acclimatized enclosure. Approval to be taken from DEAL before fabrication. c) Collection of Free Issue Material against indemnity bond. d) Integration testing as per the details given in this document in paragraph 5.4 e) Arrangement of stage Inspection. f) ESS & QT of airborne and Ground Systems as per Rustom II requirements g) Preparation of all the documents required for certification as per route to Certification requirement and approval of the same by CEMILAC. h) Obtain provisional clearance and COD (Conformance of design) from CEMILAC. [COD is not applicable to COTS items] i) Preparation of ATP/ATR & QTP/QTR Documents for each LRU. j) Preparation of ATP/ATR for ADT, GDT, LTS. k) Reliability Analysis & Preparation of related Documents. l) Fabrication of Storage Boxes for each LRU. Depending upon the size of the items, one or more than one item can be packaged in a Single box. Vender will make min type of boxes for packaging of Data links. All the items will be supplied in standard FRP/TBD boxes (qty to be worked out), Labeled appropriately. m) Vender shall carry out painting and nameplates on sub modules / racks etc. as per the scheme finalized by DEAL . n) Preparation of maintenance manual, production document (IPC & ISPL) and user manual (for hardware) as per each configuration o) Vender shall be responsible for fabrication of any test jigs/interface boxes/ mechanical fixtures for testing of the LRUs/COTS Items. This will be based on the inputs gathered from DEAL. p) Vender will provide the test reports, COC and users manual related to COTS equipments. q) Vender will take care of system engineering & maintainability aspects while developing the hardware. r) Incorporation of engineering/electrical improvements visualized during project execution process. s) Vender will manufacture STTEs for LRUs if any. List of STTEs will be decided later. 5.4. Integration & Testing The vender will carry out following integration and testing in respect of Satcom Data Link a) The integration & Testing of ADT-SAT LRUs and realization of Air Data Terminal Satcom (ADT-SAT). b) The integration & Testing of GDT-SAT LRUs / Items and realization of Ground Data Terminal on a trailer having road & air transportability. c) End to end link testing between ADT-SAT and GDT-SAT via Test Loop Translator (TLT) d) Integration of LTS-SAT and demonstration of its capability to test ADT-SAT & GDT-SAT 5.5. Support during Installation & Commissioning The vender shall associate with DEAL & ADE Teams for integration of Datalink with Rustom-II UAV system at ADE and resolve electrical/Mechanical issues if any. The vender will also be associated during integration and check of systems which will be delivered to DEAL for setting of test bed/rig as part of product support. 6. DEAL`s Support to the Vender a) System Specification Document, which is complete in all respects, that covers system level specs, and configurations. b) Input for preparation of LRU ATP & System ATP Documents. c) ICDs for SDL R-II comprising of ADT, GDT & LTS systems d) Approval of Documents generated by the vender e) Responsibility of Performance Evaluation during ESS ,QT and integrated checks f) Providing free issue material. g) Providing ESS, QT, RTC (Route to Certification) & EMII/EMC Documents to the vender 7. Vender Profile a) Quotes from reputed venders having indigenous facilities for fabrication of non COTS items, adequate infrastructure and sufficient expertise in the similar type of work including CEMILAC certification will only be considered. b) The vender has to submit documentary evidence to substantiate its claim in respect of point a) mentioned above. c) If required, a team of DRDO scientists may visit the vender to access its suitability to execute this order.

8. Proposal / Quote The vender shall prepare and submit a two-part dually signed quote (commercial & technical bid separately) to Director, DEAL for the Development of Satcom Data Link for Rustom-II UAV (SDL R-II) in response to the RFQ from DEAL. Vender is requested to quote as under A) Commercial bid a) Unit Price & Total Price of each LRU/Item including ESS charges (if applicable) mentioned in List of deliverables (Paragraph 5.1). b) Charges towards system integration and evaluation at vender`s premises. c) Charges towards support during Installation and commissioning at customer site. d) NRE Charges towards Design Certification, QT and Reliability Analysis. e) Charges towards Comprehensive Warranty for 3 Years (Free-1Year + Extended-2 Years) f) Cost of Total Supply of SDL-RII g) Applicable Taxes
B) Technical bid Vender is requested to send a Technical Proposal duly signed for compliance to each specification given in this document along with other terms and conditions. An authorized signatory of the vender is required to sign & put stamp on each page of this System Requirement Document (RFQ) to confirm compliance. The format for the same is given at the end of this page.
Note: In case of partial compliance the page / paragraph wise difference may be brought out clearly in a separate document. 9. Project / Monitoring Execution a) Vender may be required to clarify the technical points to a Technical Evaluation Committee (TEC). b) Design review will be carried out at venders premises by DRDO scientists. c) Monthly progress review will be done to monitor the project. d) ATP of the developed systems will be carried by DEAL (inspection agency-DGAQA). For this vender has to prepare ATP h, well in advance. e) System Delivery will be FOR DEAL Dehradun & FOR ADE Bangalore. 10. Warranty & Product Support Warranty: Satcom Data Link (SDL R-II) shall have total three years (one year standard plus 2 years extended) comprehensive warranty from the date of acceptance of the system. The vender will replace the required components at his own cost during warranty period. After any part replacement the unit shall be subjected to ESS by vender. For this, vender will develop a test rig at its premises for I/ D level checks of Satcom Data Link (SDL R-II) so that the repaired/replaced parts can be verified as per system specifications before shipment to site. Details of the test bed will be worked out mutually. The vender shall depute following technical personnel for data generation, operation, maintenance and documentation of Datalink at DEAL Dehradun/Trial site on requirement basis. These technical personnel will also be required to associate during field trials as part of trial support. The manpower shall be competent enough to carry out designated task. The manpower designated for this work should not be changed without prior concurrence from DEAL. The manpower requirement shall be as follows. a) Manager : One b) Engineer : Two c) Technical Assistant (Diploma) : Two
Product Support: vender will provide product support of 10 Years for all the items except free issued material.
11. Collection of Free Issue Material Vender will collect free Issue Material from DEAL against indemnity Bond as per the details given in relevant paragraph (No 5.2). 12. Delivery Schedule The system should be manufactured, tested and delivered within 15 months time after placement of order. The vender has to give its best time schedule. Note: The vender has to make arrangement / booking of ESS/QT & EMI/EMC facility well in advance at suitable stage of development to avoid any delay due to non availability of the test facility. 13. Acceptance of Stores The stores shall be accepted after completing all the stage inspection and laid down test requirement for this system as per the approved ATP document. Final acceptance test shall be carried out at vender`s premises before shipping the items to ADE / DEAL. After delivery, System will be integrated with R-II UAV system at ADE and Test Rig at DEAL. Systems will be accepted after completion of installation, Commissioning and Evaluation of data link at Customer Site (i.e. ADE & DEAL).
