Update on Housing and Land Supply

Purpose
1. The purpose of this report is to provide an update to the Committee on actions being undertaken by Council to improve housing supply and affordability in Auckland, including land supply, following on from the Councillor Workshop held on 1st March 2013.

Executive Summary
2. The Auckland Plan identifies a housing crisis in Auckland. In 2010 it was estimated that Auckland had a shortfall of 10,000 homes. An annual supply of 10,000-13,000 is required to meet the population growth. While residential building consents are increasing, they still fall short of what is required and there is an accumulative shortage which contributes to housing unaffordability. These housing issues and Councils response were discussed at a councillor workshop held on 1 March 2013. At this workshop, this information was requested to be reported to Committee.

Recommendation/s
That the Auckland Plan Committee: a) Receive a presentation on housing issues and land supply for information.

Discussion
3. A presentation on housing and land supply has been requested by the Deputy Mayor (Chair) and Deputy Chair Auckland Plan Committee following on from a Councillor Workshop held on 1st March 2013.

Consideration
Local Board Views
4. The Local Boards have been engaged throughout the development of the Auckland Plan, LTP, draft Auckland Unitary Plan, Housing Action Plan and other relevant strategies and policies that contribute to and inform this discussion. This involvement allows for community views to be incorporated into Councils strategies, policies and actions.

Maori Impact Statement


5. The IMSB and relevant iwi have been engaged throughout the development of the Auckland Plan, LTP, draft Auckland Unitary Plan, Housing Action Plan and other relevant strategies and policies that contribute to and inform this discussion. This involvement has ensured that Council strategies and policies appropriately reflect and deliver for the needs of Maori in Auckland.

General
6. Elected Representatives have requested relevant information to inform their decision making on housing and related matters. This work contributes to that request.
