Article One: Purpose of this Organic Law

Article premier: Objet de la prsente loi organique La prsente loi organique porte cration de la Commission Nationale de Rforme Lgislative dnomme NLRC en sigle anglais.

This Organic Law establishes the National Law Reform Commission abbreviated asNLRC.

Article 3: Independence and autonomy The Commission is a permanent public institution with legal personality, administrative and financial autonomy.

Article 4: Head office The head office of the Commission shall be in Kigali City, the Capital of the Republic of Rwanda. It may be transferred elsewhere within the Republic of Rwanda if deemed necessary.

Article 4: Sige Le sige de la Commission est tabli dans la Ville de Kigali, Capitale de la Rpublique du Rwanda. Il peut, en cas de ncessit, tre transfr en tout autre lieu du territoire de la Rpublique du Rwanda.

The Commission shall be generally and permanently responsible for following up the development of laws and their reform. Specifically, the Commission shall be responsible for: 1 analysing the laws of Rwanda with the view of providing recommendations to competent authorities for improvement, modernization and reform of those laws in order to: a. abrogate obsolete or incompatible, inconsistent provisions of laws;

1 analyser les lois rwandaises afin de faire des recommandations aux organes comptents pour lamlioration, lactualisation et la rforme de ces lois en vue : a. dabroger les dispositions lgales dsutes, incompatibles ou contradictoires ;

The Commission shall forward draft laws to the Ministry for consideration before forwarding them to Cabinet for approval.

There shall be concluded a performance contract between the Ministry and the Council of Commissioners determing the powers, rights and obligations of each party in order to achieve the mission of the Commission. 8

Il est conclu entre le Conseil des Commissaires et le Ministre un contrat de performance dterminant les pouvoirs, les droits et les obligations de chaque partie en vue de la ralisation de la mission de la Commission.

This contract shall be valid for a period equivalent to the term of office of the Commissioners and shall be signed by the Minister and the Chairperson of the Commission. The performance contract shall include the following details:

1 responsibilities of the Commission; 2 expected results of the Commission; 3 the source of property, its use and the permanent audit procedure; 4 functioning of the Commission.

Section One: Council of Commissioners and its responsibilities Article 10: Responsibilities of the Council of Commissioners The Council of Commissioners shall be the supreme authority of the Commission. The Council of Commissioners shall have the following responsibilities:

Imirimo yabagize Komisiyo ntibangikanwa nundi murimo uwo ari wo wose uhemberwa. Abagize Komisiyo bagira manda yimyaka itanu (5) ishobora kongerwa.

Article 11: Members of the Council of Commissioners and their term of office The Council of Commissioners shall be comprised of seven (7) permanent Commissioners including the Chairperson, the Vice Chairperson and the Secretary. They shall be Rwandan lawyers with relevant knowledge and professional experience in the legal field. At least thirty per cent (30%) of the Commissioners shall be females.

Le Conseil des Commissaires est compos de sept (7) Commissaires permanents dont le Prsident, le Vice-Prsident et le Secrtaire. Ils sont des juristes rwandais ayant des connaissances et une exprience professionnelle dans le domaine du droit. Au moins trente pour cent (30%) des Commissaires doivent tre de sexe fminin.

The duty of commissioners shall be incompatible with any other remunerated activity. Commissioners shall have a renewable term of office of five (5) years.

The Council of Commissioners shall examine items on the Agenda any other additional ones upon request by the chairperson or by three (3) members. The Council of Commissioners may invite in its meetings any person with special expertise for professional advice. The invited person is not allowed to vote, he/she shall only follow issues related to items of which he /she was requested to offer advice. The agenda and any other documents to be discussed by the Council of Commissioners, shall be transmitted to each Commissioner at least two (2) days before the meeting, unless the meeting is convened in urgent circumstances.

The Advisory Council shall meet twice (2) a year and at any time it is considered necessary. It shall be convened and chaired by the Minister. The Chairperson of the Commission shall act as its rapporteur. The Advisory Council may invite to its meetings any person who has special expertise for professional advice. Article 28: Internal rules and regulations The Commission shall draft its own internal rules and regulations and submit it to the Minister for approval. It may also, through administrative directives, institute mechanisms of monitoring the overall management of its internal affairs.

1 crafts sector: any activity of 1 production, transformation, repair or delivery of services, executed by a qualified and professional artisan manually or using machines and is exercised on full or part-time basis. The crafts sector complements the industrial sector by providing it with qualified artisans, equipment and primary services;

artisanat : toute activit de production, transformation, rparation ou prestation des services entrepris par un artisan qualifi et professionnel, ralise manuellement ou de faon mcanise et exerce temps plein ou partiel. Lartisanat se complte avec le secteur industriel en lui fournissant des artisans qualifis, des quipements et des services de base;

2 artisan: a person informally 2 experienced or formally qualified in the execution of his/her particular profession as employee or as entrepreneur, taking personally and usually part in the execution of the work consisting in the production of goods or providing services;

artisan: une personne ayant une qualification obtenue de faon informelle ou formelle lui permettant dexercer sa profession particulire en tant quemploy ou entrepreneur, prenant part personnellement et habituellement l'excution du travail consistant dans la production de biens ou la prestation de services; compagnon: un ouvrier travaillant en subordination qui acquiert ses aptitudes dautres artisans qualifis et expriments;

3 journeyperson: an artisan working in a 3 subordinate position who learns from other qualified and experienced artisans;

4 professional artisan: person who 4 artisan professionnel : personne qui practices craftwork and consistently excute des travaux dartisanat et produces products of high quality; produit rgulirement des produits de haute qualit; 5 trained journeyperson: person who 5 compagnon form: une personne ayant has gained his/her skills from acquis ses aptitudes dune institution recognized institution and who has a reconnue et qui a obtenu un diplme ; degree; 6 master artisan: person with the 6 highest level of education in crafts. Criteria for determination of certificates corresponding to the different crafts categories shall be determined in compliance with National Qualifications Framework principles. Un arrt du Ministre ayant la formation professionnelle dans ses attributions dtermine les certificats correspondant aux catgories dartisanat prvues par la prsente loi.

An Order of the Minister in charge of vocational training shall determine certificates corresponding to the crafts categories provided for in this Law.

An experienced artisan who performs his/her activities without qualification may be given a certificate relative to the level of craft after being examined. The Ministry in charge of vocational training shall determine modalities for organizing and conducting tests.

Pour tre qualifi matre artisan, il faut avoir acquis sa formation professionnelle dans le domaine de lartisanat dans les institutions reconnues, avoir pass un examen et avoir une exprience de trois (3) ans de travail comme artisan.

The Grail Message mediates the knowledge of the Eternal Laws that bear the Holy Will of God. In simple words, it reveals the purpose of mans existence and gives a comprehensive survey of the structure and development of Creation. All World Happenings are explained in their true significance.

It will be regulated by these articles of association and in accordance with Law No.20/2000 of 26 July 2000 that regulates non-profit making organizations.

Article 5: Membership of the of the society will be open to all like minded people who have thoroughly and objectively examined the Grail Message and have recognized in the Work, THE LAWS OF CREATION that bear the HOLY DIVINE WILL OF GOD and through this, the Great Significance of the Work and the Author, and members are known as Cross hearers.

The approval of membership of the Grail Movement Rwanda will be by the Grail Administration (Grails-Siedlung) and the Head-quarters of the International Grail Movement, Vomperberg.

Any member desiring to resign from the Society will submit his resignation to the Secretary which shall take effect from the date of receipt by the Secretary of such notice.

CHAPTER III: PROPERTY Article 6: The association may acquire moveable and immoveable property necessary for carrying out of its objectives.

Article 7: The assets of the association shall be proceeds from the donations, legacies as well as from income generating activities of the association. There will be no subscription fee, or monthly fee to be charged on members, however members could make voluntary donations towards the Spread of the Grail Message in Rwanda or any other part of the World that the society wants to support the Work of the Spread of the Grail Message.

Article 13: The General Assembly convenes and deliberates when 2/3 of the effective members are present. If such a quorum is not attained, another meeting shall be convened within 21 days. In such a case, the General Assembly convenes and deliberates on issues irrespective of the number of members present.
