Villages).

Due to the limited infrastrukture most of the area in Indonesia, especially in the rural are can not access to telecomunication and infrmation. One of maincontributing factors to the digital divideis poor terestrial network infrastructure.Indonesia is a country with larges archipelago need a better infrastructure not only bye using terrestrial network, bur also satelite network.Satelite technology is the key for this, combined with more training about internet related along with community and government support. Satelite allow for fast built-up,in terms of fast implementation, and scalable,in such the infrastructure can be built as a network grow.Unfortunately, satelite equipment is not affordable as a telephone set.It is howevereasy to install, taking less than two weeks to install-which is one of its main advantages. With satelite, there is also the ability to increase the capasity as needed, making it good for up scaling, enabling users to start with their minimum requirement and scale up as needed. The are major advancements in information technology (IT) development taking place in many countries in the region, when it comes to satelite technology, few or willing to collaborate with each other, and every country wants to have its own satelite service rather than sharing resources, creating a problem in term of overcapacity. Despite this, satelite remains perhaps the most promising potential solution to the digital divide. It can reach almost anywhere in the region, making global coverage a possibility.Furthermore, broadband can also become more available trough satelite and is easier to install. One of the obstacles to satelite is the cost of bandwidth but as the technology develops the cost of bandwidth is going down,as are equipment cost. The international conditions in this year, the internet penetration in Asia-pasific will be increase twice, all of countries will have an e-strategy (WSIS) and in the year 2015,half of world's population have an access to information. Indonesia have many programs to overcome the digital divide especially in the rural area in indonesia. For instance, those programs are consist of: Communication Network Central and Regions (Jarkompusda) support by center of Data, information, communication and Telecommunication of MOHA,OSOL (One School One Lab) support by Ministry of kominfo and Ministry of under developed regions, community Accsess Point (CAP) support by Ministry of Communication and Informatika and Universal Services Obligation (USO) support by combination between MOHA and Ministry of Communication and informatika. A. INTRODUCING CENTER OF DATA, INFORMATION, COMMUNICATION, AND TELECOMMUNICATION Center of Data, Information, Communication and Telecommunication perform functions: Data processing and information system development and also communication in the environment ministry and local Government. Securing a smooth all the news and confidential state secret. Guidance and control and also coordination of development information system and communication systems in the environment ministry and local Government. Implementation of the business administration. Division Administration of has the task of making programs, data services and public affairs.Division of Data and system has the task of doing data management, guidance and control and also coordinationof information system development. confidential and confidential state in environment the ministry and Local Government. 1. Current Situation Ministry of home affairs have Data center for collocation server and network ware Ministry of home affairs have LAN and WAN infrastructure by fiber optic and radio link Ministry of home affairs have a communication network in central and regions (Jarkompusda) of the 29 provinces and 23 districts / cities by Vsat.Jarkompusda diagram enclosed in attachment 3 of this paper Ministry of home affairs have administration information system of residence ( SIAK), profile regional information system ( SIPD), regional financial information system (SIPKD),Personnel Management Information System(SIMPEG), etc Etc 2. Issues Data center has not been executed in accordance with the standards and procedures. There are other offices (part of ministry of home affairs) that have not been connected to the WAN (4 location, which is still not connected) Communication Network Central and Regions (Jarkompusda) at this time is onl used for video conference, has not been used to pass data and voice. Information system was built in partial and not integrated. There is no strategic information systems that have data/ information is complete according to the needs of leaders. Lack of the ability of human resources in information technology in both quality and quantity. Etc 3. Solution Run a data center in accordance with the standard and procedures and hire experts to assist. Gradually build WAN. Making the communication network central and region ( Jarkompusda) more optimal with through data personnel management information system (SIMPEG) as the pilot project. Integrate all information systemsand develop a strategic information system an accordance with needs of leaders gradually. The diagram enclosed in attachment 4 of this paper. IT training to increase knowledge Etc
