Difficulties Encountered
Lack of road data
Incomplete crash data

Limited exposure data

No AADT

How do we identify the locations?

Black Spot Systematic

Focus Points

Current method involves visual curve identification System wide identified curves overlaid in GIS

Local Road Safety Program

Rick Holm, PE

Proposed Projects
Must be on locally owned roads
Projects involving state roads are not eligible

Two types of projects:

Construction; funded generally 90/10, occasionally 95/5 Purchase; funded generally 95/5

Projects developed two ways

Formal application from the Entity to our LRSP Accident data generated by LRSP

Formal Application Projects

Formal Application Projects

Information and application found on our website: http://www.ltrc.lsu.edu/ltap.lrsp.html

Systematic or System Wide Projects

Two Programs:
Intersection

Roadway Departure

LRSP analyzes crash data and develops project for each program A staff Traffic Engineer meets with entity representative to explain data/project details Purchase projects DOTD disburse 100% of material costs Entity responsible for 100% installations costs Application completed after Entity agrees to participate

Entity/State Agreement
Important Facts:
Formal contract between DOTD & Entity

Defines the scope

Identifies maximum federal funds

Specifies requirements

Engineering
Entity choice If reimbursable - DOTD will select the consultant If not reimbursable entity can select any consultant (unless on DOTD disqualified list or disbarred) Engineering can start before Entity/State Agreement is approved Use CAUTION!

Utility Relocation
Not eligible for reimbursement
100% responsibility of Entity

Right-of-Way Acquisition and Relocation

Eligible for reimbursement

Must follow State and Federal Laws and Process

Disbursement
DOTD will disburse Entity monthly federal share prior to paying consultant share

Lessons Learned
Timely response by DOTD and Entity Entity not promptly paying consultant/contractor Entity not promptly requesting reimbursement Entity not contacting consultant or contractor
