$57,500 -$76,000 Annually plus Benefits PLEASE NOTE: Due to legislative action, the salary for this opportunity reflects the reduction by 3% for the timeframe of July 1, 2011 through June 29, 2013.

OVERVIEW
The Office of Financial Management (OFM) provides leadership, direction, and information to support and improve government on behalf of the people of Washington State. The State Facilities Oversight Program oversees real estate procurement and management by applying a distinct statewide perspective to analysis, long-term planning, policy development, and state facility portfolio management. The program promotes three statewide goals for facilities. These include leasing and owning facilities that 1) support the business needs of state agencies and the state using facilities in suitable condition, 2) use the states facilities efficiently, and 3) use all of the states fund sources efficiently. This position serves in the State Facilities Oversight Program as a facilities policy coordinator with policy development, project management, process improvement, analysis, and consultation responsibilities. This includes the completion of policies and procedures related to life cycle cost analysis, the states facilities inventory, and other key facilities policies as needed. This position is only funded for Two (2) years. The position reports to the OFM Senior Facilities Oversight Manager.

DESIRABLE QUALIFICATIONS
The ideal candidate will have:
A bachelors degree from an accredited college or university in public administration, business administration, or related field. A combination of comparable education and work experience may be substituted year for year for education. 5 years of increasingly responsible experience in public administration 3 years of experience in policy development, project management, or planning activities. Excellent written communication skills including clear plain-talk writing. Excellent presentation and communication skills and an ability to communicate critical/complex data and research to decision-makers Ability to define, scrutinize, improve, and streamline work processes. Ability to lead groups, mediate issues, establish consensus, and make clear recommendations. Ability to gather and report stakeholder feedback with competing priorities/needs. Ability to conduct analysis, develop solutions, and make recommendations in the best interest of the state of Washington both short term and long-term. Ability to manage, adapt to, and foster change. Ability to work independently and as part of a team. Ability to multi-task, manage time and workload, flex to changing needs, and meet deadlines. Competency in personal computer word processing and spreadsheet software.

Preferred Qualifications: - Knowledge of Washington state government; legislative process; state contracting rules, processes and procedures; local government, tribal government, etc. - Experience in facilities oversight, facilities project management, or facilities management. - Familiarity with state agency organizations and issues. - Familiarity with the Washington State facility processes (capital and leasing).
