Board Meetings & Minutes Drafts There are no minutes drafts pending, and no changes were suggested for the minutes attached to the upcoming regular board meeting. The minutes from the March 10-11 special meeting in Olympia will be loaded as early as practical on Tuesday morning; expect them to look very similar to the minutes from the past several years of legislative trips and visits with the student leaders. Please note that there will not be a Friday Report published on April 5 and April 12. Board Agenda Items Final Acceptance for High School Track Replacement: Final Acceptance for the high school track replacement project will be presented for approval at the March 26, regular board meeting. The project architect has informed the district that A-1 Landscaping & Construction Inc. has met all of its obligations for final completion of the high school track replacement. A letter from CNJA Architects notifying the district of A-1 Landscaping & Construction, Inc.'s completion of the contract and recommending final acceptance is attached. Attachment: CNJA Architects Final Acceptance 20130228.pdf (200 KB) Policy 6801, Capital Asset Accounting: Proposed new Policy 6801, Capital Asset Accounting, is from Accounting Manager Gina Zeutenhorst and Facilities and Planning Director Hal Beumel, and has been reviewed by superintendents cabinet and legal counsel. The development of this policy is in response to recommendations issued by the state auditors in their 2012 report. Policy 6801, Capital Asset Accounting, is tentatively planned for first reading at the March 26 board meeting. The draft of the corresponding new Procedure 6801P, Capital Asset Accounting, is in development and is anticipated to be provided for directors' information on March 15. Attachment: 6801 FR 20130326.pdf (21 KB) Policy 6310, Internships: Proposed revisions to Policy 6310, Internships, have been reviewed by superintendents cabinet, and include renumbering the policy to 5440 as part of the alignment of the districts policy numbering system with the policy structure of the Washington State School Directors' Association (WSSDA), and revising the title from Internships to Administrative Internships as that is what the policy references. Proposed revisions to Policy 6310, Internships, are tentatively planned for first reading at the March 26 board meeting. The superintendent's revisions to Procedure 6310P, Internships, are provided for directors' information in the attached document. In the move to align the district's policy numbering system with the policy structure of the Washington State School Directors' Association (WSSDA), proposed revisions to Policy 5310, Compensation, Payroll Deductions and Benefits, include incorporation of the language from Policy 6141, Administrative Salaries, and correction of the title of the Benefit Trust. As a result, directors will be asked to delete Policy 6141, Administrative Salaries. Proposed revisions to Policy 5310, Compensation, Payroll Deductions and Benefits, and proposed deletion of Policy 6141, Administrative Salaries, are tentatively planned for first reading at the March 26 board meeting. Policy 2214, Alternative Learning Experience Programs: Proposed revisions to Policy 2214, Alternative Learning Experience Programs, have been reviewed by superintendents cabinet. The amendments are numerous and an extended explanation is provided by the WSSDA Policy and Legal Services (see the background attachment). Proposed revisions to Procedure 2214P, Alternative Learning Experience Programs, are provided for directors' information. Directors should anticipate that the state auditors will be carefully reviewing the district's policies, procedures, and actual operations during subsequent audits. ALE operations continue to be a subject of legislators' attention, and may again be affected (and these rules amended) as a result of changes in state law. The versions available at the time this edition of the Friday Report was released are the March 2, 2013 edition of WSSDA's Legislative Update and the March 8, 2013 edition of WASA's This Week In Olympia. Directors are encouraged to review both of these publications. In addition, two position papers will be made available to school directors during the legislative conference this coming week. One was constructed by the Puget Sound Coalition members and the other by the School Levy Alliance members. Directors are provided these documents in advance of the conference in order that you may become familiar with the topics prior to discussions with legislators. Directors' will note after review of these detailed position statements that they are in alignment with the board's current and recent past legislative positions, especially as regards opposition to imposition of unfunded mandates. Finally, the Pacifica Law Group's letter to the Attorney General of Washington regarding the unconstitutionality of the charter school initiative is attached for directors' background. This will be a key topic of discussion at the legislative conference next week. Attachment: Puget Sound Coalition Priorities 20130309.pdf (12 KB) Attachment: SSB 5242, Mutual Consent, Position 20130308.pdf (14 KB) Attachment: Pacifica Letter (AG charter school constitutionality) 20130227.pdf (70 KB) End-of-Course Exams Spring Registration (Strategic Target: 1.1.a) To meet state graduation requirements, freshmen and sophomore students are required to pass both EOC mathematics exams (algebra 1 and geometry) and EOC biology. Students in grades 11 and 12 must pass one mathematics exam. The End-of-Course retake exams were administered in January to students who either did not meet standard in the algebra 1 or geometry exam, or were absent and eligible to retake those exams. In the meantime, our district has identified 5,490 students who needed to be registered for the spring tests. These students are either currently enrolled in one or more of the courses, or did not meet standard on a previous assessment. Since the results for the 1,297 students who took the retake exam in January will not be distributed until early April, those students were registered for the March 5 deadline in order to ensure that each school has materials to test all eligible students. Attachment: EOC Spring Registration 20130308.pdf (47 KB) Engineering is Elementary (Strategic Target: 1.2.b) Engineering is Elementary initial-use training for first and third grade teachers began on this week. During this informative, hands-on training, participants engaged in the engineering design process to build and test the strength of walls (first grade module) and bridges (third grade module). Teachers now have the experience and tools to implement these STEM modules with their students. Review of Evidence Days (Strategic Target: 1.3.a) The secondary reading and writing assessments are scheduled to be completed on March 13. High schools gave the Secondary Reading Assessment (SRA) in January, and will complete the Secondary Writing Assessment (SWA) on March 13. Middle schools gave the SRA and the SWA during the month of February. Upon completion of the SWA, buildingbased, grade-level teams work with the writing scoring cadre to complete the scoring of student papers. With the completion of scoring, each team has worked with the administration team in the building and with the literacy office to design a day in which the data from both assessments is reviewed, analyzed, and used to determine areas of instructional need prior to the Measurement of Student Progress and the High School Proficiency Exam. Each building has the opportunity to design and facilitate the Review of Evidence day in order to best address the school improvement plan and to meet the needs of the students in that building. Teacher-Librarians and School Libraries (Strategic Target: 1.3.a) Teacher-librarians are engaged in efforts to connect school libraries with students and the community. Recently, several school libraries took part in innovative projects to promote a love of reading and inquiry. For example, as a part of Evergreen Middle School Library's Energy Club, students built solar, wind, and electric machines to display at school and at the districts Celebration of Innovation technology fair. This collaboration was supported by a grant from the Snohomish County PUD and included print and ebook resources on alternative energy sources. As part of this project, students have had an opportunity to research and read about alternative energy sources, as well as having hands-on experience building solar cells, wind mills, and electric motors in the library.

Student Growth Percentiles (SGP): A New Accountability Measure from OSPI (Strategic Target: 1.5.a) OSPI released a memorandum (see attached) announcing the student growth percentile (SGP) data release expected on March 14. SGP will indicate the academic growth an individual student has made over the course of the year relative to other students who scored similarly on previous assessments. The results (a number between 1 and 99) are shared in percentile terms, meaning that a student who receives a 75 has shown more growth than 75 percent of his or her academic peers. Since the MSP and HSPE are not vertically scaled assessments, they are considered not true measures of student academic growth over a time period. We simply look at how the student performed compared to last year. Using SGP, staff have a means of calculating the amount of growth a student made in a testing subject over the course of one year, relative to their academic peers. This growth indicator may show a student possess a high scale score yet little growth, or two very different scale scores with the same SGP. The State Board of Education is considering including this in the Accountability Index for 2013; if this is approved, then the revised index will incorporate SGP this September. Directors will be provided additional information about this measurement and as more information is available; staff will provide support and guidance in how to use and interpret this data to improve student learning. Attachment: OSPI Memorandum 011-13M, Assessment & Student Information.pdf (88 KB) English Language Learner (ELL) Enrollment Update (Strategic Target: 1.5.a) The number of English Language Learners in Everett Public Schools rose to 1,893 as of March 1. This is an increase of 50 students over October 2012. Students speak 70 different languages, an increase of three languages over the beginning of this school year. Kannada, spoken in parts of India, Papago, spoken in south-central Arizona and northern Mexico, and Yap, spoken in Micronesia, are the languages new to Everett Public Schools since the beginning of the year. These new languages are reflective of the ELL trends we are seeing in the district. Each of the three new languages is spoken by one or two students. The addition of Yap is reflective of the increasing number of students from Micronesia. Languages that showed a significant increase in the number of speakers between October and February are Swahili (10), Arabic (9), Marshallese (5), Russian (5), and French (4). These, too, reflect our recent trends, with the growth in Arabic (126) and Marshallese (73) adding to languages that are already in our top five. The growth in Marshallese demonstrates the increase in students from Micronesia, while the growth in Swahili (24) and French (13) are indicative of the growth in the number of students from Africa. Attachment: EPS Language Matrix 20130301.pdf (15 KB) Elementary Math Adoption (Strategic Target: 1.5.a) The district elementary K-5 math adoption team presented its recommendation for district adoption to both the district math leadership team, and the instructional materials committee. On March 12, the district math adoption team will present its recommendation to the board of directors for adoption of enVisionMath Common Core, 2012 edition, published by Pearson Education, Inc. for grades kindergarten through 5. The adoption team comprising teachers, parents, administrators, and district personnel spent the last five months evaluating programs following the components of the district math adoption process: in-depth textbook review, classroom field-testing of materials, community open house events, and publisher consultant presentation of materials with specific answers to common questions. The committee used the same essential evaluation criteria that have been used in all phases of our district K-12 math adoption: alignment of materials to Common Core State Standards for mathematics, research-based best practices for instruction and assessment, a balance of conceptual understanding and procedural fluency, accessibility to special populations, support for students and parents outside the classroom, and absence of bias. This math program was written specifically to address the Common Core State Standards for mathematics. Curriculum and Assessment: Standards Scaling (Strategic Target: 2.1.a) Curriculum specialists are developing a model approach to help teachers gain a deep understanding of the Common Core State Standards and other state standards. The approach is based upon Robert Marzanos standards scaling process, modeled after a process used by the Lake Washington School District. Content area teachers are brought together to develop performance expectations for students who either exceed standard and who are approaching standard. The question they seek to answer is "What would the student who exceeds, or is approaching standard be doing?" This process is called scaling and is undertaken to develop a shared understanding of the concepts progression as students are asked to engage in more rigorous learning experiences and perform at higher cognitive levels. This work will give teachers the information they need on students' progress as they work to meet standard. The information they gather will be used to scaffold instruction and to target levels of questioning for checks on student understanding. This work will also provide information about students who exceed standard, and will allow teachers to create a plan or construct learning experiences that will deepen student expertise and understanding of concepts. The work is a valuable foundation for all disciplines to focus each course on clearly articulated standards. The scaling work weaves together the district's investment in building professional learning teams who gather data through carefully constructed assessment tools that reveal student progress, district work on TPEP that focuses on student and teacher growth, and the district's work around rigor. College Board AP Potential (Strategic Target: 5.4.a) The College Board (publisher of programs and exams such as Advanced Placement (AP), SAT, and PSAT) provides a service called AP Potential. AP Potential identifies students who are likely to score well on specific AP exams based on their PSAT scores. During March, all Everett high schools are using AP Potential to recruit students to register for AP and College in High School courses for 2013-14 and to encourage current AP students to participate in AP exams. Counselors and teachers have been provided lists of students to encourage and letters were mailed home to parents regarding their students potential to be successful in early college courses. DECA Students Head to State Competition (Strategic Target: 5.4.b) Sixty-one, Marketing DECA students from Cascade, Everett and Jackson High schools will be competing at the DECA State Career Development Conference March 7-9 in Bellevue. DECA's competitive events are an integral part of the classroom curriculum, they are industry-validated, competitive events aligned with the National Curriculum Standards in the career clusters of marketing, business management and administration, finance, and hospitality and tourism. DECA's evaluation process involves students in both a written component such as an exam or report and an interactive component with an industry professional serving as a judge. DECA's competitive events directly contribute to every student being college and career ready when they graduate from high school. Annual List of Architects Policy 9231 requires the superintendent to provide annually to the school board a list of the architects selected for major construction projects. The attached list for the 2012 calendar year is provided in compliance with this policy.
