Sometimes, you hear a compelling story and you cant shake it off.

The story Im about to tell is one of them. Its going to blow your mind because its going to deal with local corruption and systemic breakdown of organizations that are supposed to help people but end up hurting families. This is Theresa Abbotts story. I met her in the winter of 2013. I made a surprise visit to her home with a friend. She wasnt even up when we arrived and had to throw some clothes on before we could come to the door. Abbott, 47 is a normal height and weight woman with a beautiful head of dark hair. She has greenish blue eyes that sparkle like diamonds and has a space between her two nicotine stained front teeth. She smokes heavily and tends to enjoy a few beers in the evening. Shes no picket fence mom but to hear her talk of her kids you know shes a good mom. She has a deep husky voice from years of smoking. She actually rolls her own cigarettes and I think in our first meeting she smoked at least fifteen. I met her in her living room while she was lovingly looking after her two month old grandchild while he was getting into everything. She was moving things as he walked to keep him from getting into trouble all the while telling her story and never missing a beat. She has incredible recollection of events. She would tell the same detail as it related to her story and never change the details. Her home on this surprise visit was cleaner than mine. There were a few dishes in the sink and some sugar spilled on the

counter near her coffee maker. She had at least fifteen cups while I was there. Lived in, comfortable; would be how I would describe her home; a normal home. She showed me her entire house and mainly I was looking to see if something was amiss. Nothing was. She owns her home outright with no mortgage and she said this is the home for her kids if anything ever happens to her. She was showing me the ways she protected her home against intruders. She had large wooden 2 x 4s in hangers across the back and basement doors to stop people from breaking in. The doors are nailed shut. On March 2nd, of 2013 an ADP security system is supposed to be installed. I can tell the front door is the point of entry. A skilled criminal or equally skilled police officer is picking her locks and brazenly walking in her front door. Her story started in 1991. She was pregnant with her first child Kaylie. Childrens Services first came into her life in 1991. They have never left. At seven months pregnant, Children Services got an anonymous tip that she was neglecting and abusing her children. Only problem was the baby she was pregnant with was Theresas first child. They asked her was she sure she didnt have other children when at the time her Doctor confirmed this was her first child. Looking foolish they changed their story to say that she had thoughts of hurting her unborn baby. When they asked her if she had these types of thoughts she said no, this baby is a gift from God. My interview with Theresa was with her first daughter and grandson. I watched her daughter

carefully. I could see she was a loving caring mother herself. I watched the interactions between Theresa and Kaylie. Kaylie couldnt do enough for her mom the entire time I was there. She made her numerous cups of coffee all with a sweet smile on her face. She got frustrated at times trying to be part of the conversation and also look after her seventeen month old son. She did a great job. Shes a totally normal, smart healthy twenty-one year old mom. Kalie lives with her Aunt Lisa and she tells me she treats her like she is her own child. She has told Kaylie that Theresa never deserved her. Aunt Lisa treats Kaylies son like its her grandchild too. She loves the baby. Being an Aunt and having no children myself, I understand the love she feels toward her nieces. Once Theresa had her first daughter, Children Services stepped in again and as a young mother recommended that she take parenting classes. Theresa agreed and took the classes. Theresa said the classes were on how to change a diaper. Theresa said although Children Services made many visits those first few years they never made anything negative stick but they were relentlessly looking for something. Lets jump to 1998 when Theresa was married to her first husband. She had come down with some type of virus that kept her from being able to breathe. The doctors didnt really know what she had. But they tested her apartment and they found Ligoniers disease in her apartment. Theresa was

put in a medically induced coma while Doctors tried to figure out what was wrong with her. She was on a ventilator. She was pregnant for her second son Dustin at the time. She was kept in a coma and gave birth to her son while in the coma. The doctors induced her labor and then did an emergency c-section as the pushing of childbirth would have exploded her lungs. As a result of her illness she sued the hospital and was awarded about $25,000 for medical malpractice. Her ailment also resulted in her going on permanent Social Security disability. Its May 13, 2005 and Theresa lived in New London, Ohio, its a small rural town where everyone knows everyone. She rents part of her home to Rick and Tish. Rick and Tish made the 911 call on that night. They set up a baby monitor in Theresas room. While calling 911 they let the dispatcher hear what was occurring through the baby monitor. The neighbors across the street also called 911 as they saw men dressed in black all over her yard and saw them walk into her home. A problem arises when the Norwalk Sheriff who answers the 911 call tells them to call the local New London Police Department. Theresa was raped that night by two men. Officer Josh Wilson of the New London Police Department and officer Brian Smith also of the New London Police Department. Detective Pracin of New London was in charge of the case and nothing was ever done about it. Everyone in New London knew

she was raped but whos going to say or do anything when the people in charge of protecting the citizens are the ones committing the crimes? I watched a video taken by security camera in Theresas house on the night she was raped. It was six hours long. It was clear that men were walking around her house the whole video. You could hear people moving around in the house all the while the house was empty. You see Theresa walk out the door to go to an AA meeting and then you hear a window open and a thump. Then you hear doors creaking. Her bathroom door creaks so the assailants were going in and out of the bathroom at her return. She only has a portion of the video on a DVD with other downloaded videos. There was much more incriminating evidence on the video initially but the DVD had been altered. Who were these men why were they in her home? They were members of the New London Police Department and the were searching for her rape kit. This is her second rape. They are looking for the paperwork from her first. Theresa keeps very good records. To hear just a few minutes of her story you write her off as a nut. To see her documentation and evidence you realize this is a mother that got railed by the system. At one point you see one of the men outside her window light up a cigarette. Her dogs are aware someone is in her house as they are agitated and whine and bark. Outside you see police cars pass back and fourth at least a dozen times. They are all communicating to let each other know when she is back from her meeting. The

actual rape is missing from the video clip but she did a rape kit with the Nord Center. Her Rape kit had solid DNA evidence but was taken by the New London Police and they claim it was not a good DNA sample. Nord claims she has a solid case. Nothing happened, nothing got done. Time passed and Theresa gots to live with her rapes while no justice was ever served. George Melnick. George is a wealthy man. Hes also got a grudge against Theresa Abbotts husband. George Melnick makes a donation to the New London Police Department in the sum of $30,000. Theresas rape case never sees the light of day. I listened to voicemails on Theresas phone. She had cryptic messages from a caller who says she knows him but hell give her clues to his identity. The caller said he was hired by the man who raped her. He then says his partner is sitting in jail for her lies. He said the door barricades and the windows nailed shut arent a deterrent. He threatened hell was coming in ten minutes and that hell slit her throat. The nails in her windows cant be seen from the outside. Its obvious by the manner of speech and the use of the word partner, the caller is a cop. And hes been in her house. He talks about knowing and seeing everything. Shes changed her deadbolt at least four times. Someone is breaking into her home. She knows this because her documents are missing. Shes smart, she has back ups. Her things are rearranged. Things come and go. Missing and then back. Her attic where her

daughter hid her records has the door ajar. Whoever comes in, wants her to know they were there. They swap an energy efficient light bulb with the old style bulb. A closet she could never get open has a door in the open position she has no idea how. A tub that wasnt working and many witnesses to prove it was never working now has running water. They are trying to make her second guess herself and she does. You could say shes paranoid; but for good reason. Lets get into Theresa Abbotts head. She has the innocence of a child and a huge heart. Shes someone who needs protection not attacks. Shes weak and doesnt understand the whole playing the game concept. She hasnt worked the system; she has no concept of working the system. The system has worked her over. She is a victim and has been brutalized at every turn. She admits to self medicating with alcohol. She takes people for their word. She doesnt understand that people lie and they can be evil. She expects fairness and understands she hasnt led a perfect life. She doesnt lie about herself or her history. She feels angry and cornered. I hugged her a few times at our first meeting. I genuinely liked her. She was brutally honest about herself. When I asked had she had run ins with the law, she looked me straight in the eye and said yes. When I asked other tough questions she answered honestly with no hesitation. Its clear the system has labeled her a nut because after all who has luck this bad?

The reason I met Theresa in the winter of 2013 is what happened to her on July 26, 2011. Theresa never misses attention to detail and it literally took me hours to get to the story because her memory is so acute. Theresa had an appointment with a man named Mike Starkey. She planned to hire Mike to make improvements to her home. He was going to lay tile in her closet and utility area. She had a court hearing that day with Children Services and her ex husband agreed to watch the kids so she could go to court. Her hearing was with Melegros Marero, a case worker for Children Services over her daughter Rebecca missing 44 days of school. I asked Theresa did she miss that many days and she said yes, she had lice, a virus, a rash and she was sick and was not able to get into the doctor for a few days. It was over the course of an entire school year. On that day, Theresa took the ambitious project of cleaning out a closet so Starkey could lay new tile in her closet. Just a few hours before Morero was to see her in court, she showed up at Theresas door wanting to see her home. Mind you the house has no air conditioning and everyone is sleeping on the bottom floor. The living room is littered with bedding as everyone is on the lowest level trying to stay cool. A supervisor from Children Services named Amanda Pitner came to the home prior to this visit and promised an air conditioner would be provided but it never came. Theresa welcomed her in and said she had nothing to hide. The case worker made an issue with the following items. She claimed the emptied closet items on the floor were showing a dirty home, that a

shower that didnt work in the upper level was dirty, that a cat box wasnt cleaned and that poop was in the toilet. I have provided pictures for your review. She then told Theresa she was taking her children. Theresa responded with No you arent taking my children Bitch, then told her she better come back with the police. Theresa was frantically leaving her her court appointed lawyer Paul Kocsis of every single situation she is going through. Shes to see him in court in just a few minutes. He doesnt answer his phone and he doesnt call her back. Morero called Theresa after she left and stated she was at the police station and she was coming back to take the kids, all the while she was making her way to court house for Theresas case. Theresas boyfriend at the time, Mike Stead, knew what Morero was up to. She came right before Theresa was about to leave for court and made threats so Theresa was beside herself with stress before she had to appear in court and then made her way back to court to prove Theresa was a no show. Theresa almost didnt go to court because she thought Morero had already made the decision to take her kids. But her boyfriend figured out the set up Morero had put into place. Mike Stead and Theresa put the kids in the car and headed to court. At the last minute Stead decided they were going to take the kids to Theresas sister, Lisa Nells or Clarissa as is her given name. Stead wanted to go into court with Theresa for moral support and didnt want to leave the kids in the car. When Theresa and Stead arrived at court, they

heard her court appointed lawyer, Atty. Paul Kocsis arguing with Morero that she wasnt taking Theresas kids. Abbott signs off and leaves assuming her kids are safe with her and is headed back to pick up her kids at her sisters. Boyfriend Mike wants to stop off at Apples grocery store to buy food and Theresa calls her sister to tell her they are on their way to pick up the kids. But case worker Morero has already made her own arrangements. She has called Lisa and told her that if she lets Theresa take her kids shell have her arrested and gives her an 800 number to call to summon police. Her sister tells her case worker Morero has already called her and has informed her that if Theresa shows up to pick up her kids, the sister is to call police and have her arrested. Morero then calls Theresa and tells her she has filed a no contact order so Theresa is not allowed to see her children. Theresa calls her court appointed attorney Kocsis of the recent events since the hearing and he screams into the phone and hangs up. Theresa has never heard from him again to this day. Her representation gave up. Shes now without her kids and nobody to help her get them back. I explained to Theresa that these arent professional lawyers who take these cases. They are lawyers who passed the bar but they cant function as professionals in their field and hang out at the court house hoping judges pass them a bone or two so they can keep working. They are the least talented least conscious of any of them. They survive by what the judges throw their way and are not skilled lawyers but rejects in their field. Anyone who has had a court

appointed lawyer knows this. They are rejects of the judicial system. Sadly, the poor and indigent are stuck with them. Theresa has five children, Kaylie, twenty-one, Dustin 14, Jessica 13, Rebecca 9 and Nathan 8. On that day in July, four of Theresas children were taken from her. Her three daughters remain with her sister Lisa (Clarissa) Nells. Her two sons were with Aunt Lisa only briefly that night as Morerro reared her ugly head and decided Lisas home was too crowded and that the boys needed to find other arrangements or they would go into foster care. Morero gave them fifteen minutes. Lisa called her 73 year old mother and asks her to take the boys. Dustin is a healthy child while his very close younger brother Nathan has Downs Syndrome. Dustin takes care of his brother and watches over him closely. Theresas mother has to leave for work and leaves Dustin to watch over his brother. Stress is at a premium for Dustin with the events that transpired and he falls asleep. His younger disabled brother somehow finds his way out of the home. This eight year old handicapped boy is walking around with only a diaper on. Grandma is at work and his brother is asleep. The man who cuts their grandmothers lawn doesnt realize who this boy belongs to when he finds him sitting on his porch just two houses down and calls police. Theresa tells me its the middle of summer and Nathan often strips down to only a diaper when its so hot. Without air conditioning in the house he often goes around in only a diaper. Police come

and give emergency custody of the boys to Children Services. Since she has not heard from her court appointed lawyer after numerous calls and voicemails, Theresa calls her legal aid lawyer Deborah Dallman. During this time Theresa serves 3 days in jail on an unrelated charge involving her ex husband. She is told by her legal aid lawyer Dallman, her sons have been moved to another county which Theresa claims her lawyer told her this was a felony four count of kidnapping but now that the boys are out of county she can no longer help. Theresa hears her boys are in Northfield, Ohio. In early July, 2012, Kathy Isner of Children services contacts Theresa about an emergency meeting on July 30, 2012 in front of magistrate Birilla. In this meeting Amanda Pitner who is supervisor to Melegros Morero is present but would not let Theresas mother or the oldest daughter witness the proceedings. Melegros tells the court an anonymous witness told her Theresa was doing heroin and drinking heavily. She provides no proof. I asked Theresa if she ever done heroin. She said Hell no. I dont like to take any drugs. She said I drink and the worst I would do is smoke a joint but I would never do hard drugs. She also beefs up the number of days from school Rebecca missed. In this hearing, Melgros claims she missed fifty-six days. Theresas documentation states she missed 44 days. Melagros responds, forty-four days or 56 days its still too many days.

In a related story, former Georgia State Senator Nancy Schaefer wrote a paper entitled The Corrupt Business of Children Services Im including it in its entirety so you get the big picture of what is happening to poor families in America:

The Corrupt Business of Child Protective Services By Nancy Schaefer Georgia State Senate, 50th District revised September 25, 2008 My introduction into Child Protective Service cases was due to a grandmother in an adjoining state who called me with her tragic story. Her two granddaughters had been taken from her daughter who lived in my district. Her daughter was told wrongly that if she wanted to see her children again she should sign a paper and give up her children. Frightened and young, the daughter did. I have since discovered that parents are often threatened into cooperation of permanent separation of their children. The children were taken to another county and placed in foster care. The foster parents were told wrongly that they could adopt the children. The grandmother then jumped through every hoop known to man in order to get her granddaughters. When the case finally came to court it was made

evident by one of the foster parents children that the foster parents had, at any given time, 18 foster children and that the foster mother had an inappropriate relationship with a caseworker. In the courtroom, the juvenile judge acted as though she was shocked and said the two girls would be removed quickly. They were not removed. Finally, after much pressure being applied to the Department of Family and Children Services of Georgia (DFCS), the children were driven to South Georgia to meet their grandmother who gladly drove to meet them. After being with their grandmother two or three days, the judge, quite out of the blue, wrote up a new order to send the girls to their father, who previously had no interest in the case and who lived on the West Coast. The father was in adult entertainment. His girlfriend worked as an escort and his brother, who also worked in the business, had a sexual charge brought against him. Within a couple of days the father was knocking on the grandmothers door and took the girls kicking and screaming to California. The father developed an unusual relationship with the former foster parents and soon moved to the southeast. The foster parents began driving to the fathers residence and picking up the little girls for visits. The oldest child had told her mother and grandmother on two different occasions that the foster father molested her.

To this day after five years, this loving, caring blood relative grandmother does not even have visitation privileges with the children. The little girls are, in my opinion, permanently traumatized and the young mother of the girls was so traumatized with shock when the girls were first removed from her that she has never completely recovered. The mother has rights but the father still has custody of the children. Throughout this case and through the process of dealing with multiple other mismanaged cases of the Department of Family and Children Services (DFCS), I have worked with other desperate parents across the state of Georgia and in many other States because their children were taken for no cause and they have no one with whom to turn. I have witnessed ruthless behavior from many caseworkers, social workers, investigators, lawyers, judges, therapists, and others such as those who pick up the children. I have been stunned by what I have seen and heard from victims all across this land. In this report, I have focused mainly on the Georgia Department of Family and Children Services (DFCS). However, I believe Child Protective Services nationwide has become corrupt and that the entire system is broken beyond repair. I am convinced parents and families should be warned of the dangers. The Department of Child Protective Services, known as the Department of Family and Children

Services (DFCS) in Georgia and other titles in other states, has become a protected empire built on taking children and separating families. This is not to say that there are not those children who do need to be removed from wretched situations and need protection. However, this report is concerned with the children and parents caught up in legal kidnapping, ineffective policies, and an agency that on certain occasions would not remove a child (or children) when the child was enduring torment and abuse. In one county in my District, I arranged a meeting for thirty-seven families to speak freely and without fear. These poor parents and grandparents spoke of their painful, heart wrenching encounters with DFCS. Their suffering was overwhelming. They wept and cried. Some did not know where their children were and had not seen them in years. I had witnessed the Gestapo at work and I witnessed the deceitful conditions under which children were taken in the middle of the night, out of hospitals, off of school buses, and out of homes. In one county a private drug testing business was operating within the agencys department that required many, many drug tests from parents and individuals for profit. It has already made over $100,000. Due to being exposed, several employees in this particular office were fired. However, they have now been rehired either in neighboring counties or in the same county again. According to the calls I

am now receiving, the conditions in that county are returning to the same practices that they had before the light was shown on their evil deeds. Having worked with probably 300 cases statewide, and now hundreds and hundreds across this nation and in nearly every state, I am convinced there is no responsibility and no accountability in Child Protective Services system. I have come to the conclusion: that poor parents very often are targeted to lose their children because they do not have the wherewith-all to hire lawyers and fight the system. Being poor does not mean you are not a good parent or that you do not love your child, or that your child should be removed and placed with strangers; that all parents are capable of making mistakes and that making a mistake does not mean your children are to be removed from the home. Even if the home is not perfect, it is home; and thats where a child is the safest and where he or she wants to be, with family; that parenting classes, anger management classes, counseling referrals, therapy classes and on and on are demanded of parents with no compassion by the system even while the parents are at work and while their children are separated from them. (some times parents are required to pay for the programs) This can take months or even years and it emotionally devastates both children and parents. Parents are victimized by the system that makes a profit for

holding children longer and bonuses for not returning children to their parents; that caseworkers and social workers are very often guilty of fraud. They withhold and destroy evidence. They fabricate evidence and they seek to terminate parental rights unnecessarily. However, when charges are made against Child Protective Services, the charges are ignored; that the separation of families and the snatching of children is growing as a business because local governments have grown accustomed to having these taxpayer dollars to balance their everexpanding budgets; that Child Protective Services and Juvenile Court can always hide behind a confidentiality clause in order to protect their decisions and keep the funds flowing. There should be open records and court watches! Look who is being paid! There are state employees, lawyers, court investigators, guardian ad litems, court personnel, and judges. There are psychologists, and psychiatrists, counselors, caseworkers, therapists, foster parents, adoptive parents, and on and on. All are looking to the children in state custody to provide job security. Parents do not realize that the social workers are the glue that hold the system together that funds the court, funds the court appointed attorneys, and the multiple other jobs including the systems psychiatrists, therapists, their own attorneys and others.

that The Adoption and the Safe Families Act, set in motion first in 1974 by Walter Mondale and later in 1997 by President Bill Clinton, offered cash bonuses to the states for every child they adopted out of foster care. In order to receive the adoption incentive bonuses local child protective services need more children. They must have merchandise (children) that sells and you must have plenty so the buyer can choose. Some counties are known to give a $4,000 to $6,000 bonus for each child adopted out to strangers and an additional $2,000 for a special needs child. Employees work to keep the federal dollars flowing; State Departments of Human Resources (DHR) and affiliates are given a baseline number of expected adoptions based on population. For every child DHR and CPS can get adopted, there is the bonus of $4,000 or maybe $6,000. But that is only the beginning figure in the formula in which each bonus is multiplied by the percentage that the State has managed to exceed its baseline adoption number. Therefore States and local communities work hard to reach their goals for increased numbers of adoptions for children in foster care. that there is double dipping. The funding continues as long as the child is out of the home. There is funding for foster care then when a child is placed with a new family, then adoption bonus funds are available. When a child is placed in a mental health facility and is on 16 drugs per day, like two children

of a constituent of mine, more funds are involved and so is Medicaid; As you can see this program is ordered from the very top and run by Health and Human Resources. This is why victims of CPS get no help from their legislators. It explains why my bill, SB 415 suffered such defeat in the Judicial Committee, why I was cut off at every juncture. Legislators and Governors must remember who funds their paychecks. that there are no financial resources and no real drive to unite a family and help keep them together or provide effective care; that the incentive for social workers to return children to their parents quickly after taking them has disappeared and who in protective services will step up to the plate and say, This must end! No one, because they are all in the system together and a system with no leader and no clear policies will always fail the children. Just look at the waste in government that is forced upon the tax payer; that the Policy Manual is considered the last word for CPS/DFCS. However, it is too long, too confusing, poorly written and does not take the law into consideration; that if the lives of children were improved by removing them from their homes, there might be a greater need for protective services, but today children are not safer. Children, of whom I am

aware, have been raped and impregnated in foster care; It is a known fact that children are in much more danger in foster care than they are in their own home even though home may not be perfect; that some parents are even told if they want to see their children or grandchildren, they must divorce their spouse. Many, who are under privileged, feeling they have no option, will divorce and then just continue to live together. This is an anti-family policy, but parents will do anything to get their children home with them. However, when the parents cooperate with Child Protective Services, their behavior is interpreted as guilt when nothing could be further from the truth; Fathers, (non-custodial parents) I must add, are oftentimes treated as criminals without access to visit or even see their own children and have child support payments strangling the very life out of them; that the Foster Parents Bill of Rights does not stress that a foster parent is there temporarily to care for a child until the child can be returned home. Many foster parents today use the Foster Parent Bill of Rights as a means to hire a lawyer and seek to adopt the child placed in their care from the real parents, who are desperately trying to get their child home and out of the system. Recently in Atlanta, a young couple learning to be new parents and loving it, were told that because of an anonymous

complaint, their daughter would be taken into custody by the State DFCS. The couple was devastated and then was required by DFCS to take parenting classes, alcohol counseling and psychological evaluations if they wanted to get their child back. All of the courses cost money for which most parents are required to pay. While in their anxiety and turmoil to get their child home, the baby was left for hours in a car to die in the heat in her car seat by a foster parent who forgot about the child. This should never have happened. It is tragic. In many cases after the parents have jumped through all the hoops, they still do not get their child. As long as the child is not returned, there is money for the agency, for foster parents, for adoptive parents, and for the State; that tax dollars are being used to keep this gigantic system afloat, yet the victims, parents, grandparents, guardians and especially the children, are charged for the systems services; that grandparents have called from all over the State of Georgia and from other states trying to get custody of their grandchildren. CPS claims relatives are contacted, but there are many many cases that prove differently. Grandparents who lose their grandchildren to strangers have lost their own flesh and blood. The children lose their family heritage and grandparents, and parents too, lose all connections to their heirs;

that The National Center on Child Abuse and Neglect in 1998 reported that six times as many children died in foster care than in the general public and that once removed to official safety, these children are far more likely to suffer abuse, including sexual molestation than in the general population. Think what that number is today ten years later! That according to the California Little Hoover Commission Report in 2003, 30% to 70% of the children in California group homes do not belong there and should not have been removed from their homes.

RECOMMENDATIONS: 1. Call for an independent audit of all State Child Protective Services (CPS) and for a Federal Congressional hearing on Child Protective Services nationwide. 2. Activate immediate change. Every day that passes means more families and children are subject to being held hostage and their lives destroyed. 3. Abolish the Federal and State financial incentives that have turned Child Protective Services into a business that separate families for money.

4. Grant to parents their rights verbally and in writing. 5. Mandate a search for family members to be given the opportunity to adopt their own relatives if children need to be removed permanently. 6. Mandate a jury trial where every piece of evidence is presented before permanently removing a child from his or her parents. Open family court. Remove the secrecy. Allow the press and family members access. Give parents the opportunity in court to speak and be a part of their childrens future. 7. Require a warrant or a positive emergency circumstance before removing children from their parents. (Judge Arthur G. Christean, Utah Bar Journal, January, 1997 reported that except in emergency circumstances, including the need for immediate medical care, require warrants upon affidavits of probable cause before entry upon private property is permitted for the forcible removal of children from their parents.) 8. On my desk are scores of cases of exhausted families and terrified children. It has been beyond me to turn my back on these suffering, crying, and beaten down individuals. We are mistreating the most innocent. Child Protective Services have become an adult centered business to the detriment of children. No longer is judgment based on what the child needs or who the child wants to be or with whom, or what is really best for the whole family; it is some adult or bureaucrat who makes the decisions, based often on just hearsay, without ever consulting a family member, or just what is convenient, profitable, or less troublesome for the social workers. I have witnessed such injustice and harm brought to so many families that I am not sure if I even believe reform of the system is possible! The system cannot be trusted. It does not serve the people. It obliterates families and children simply because it has the power to do so. Children deserve better. Families deserve better. Its time to pull back the curtain and set our children and families free. Speak up for those who cannot speak for themselves, for the rights of all who are destitute. Speak up and judge fairly; defend the rights of the poor and the needy Proverbs 31:8-9 The Adoption and the Safe Families Act, set in motion by President Bill Clinton 1997, offered cash bonuses to the states for every child they adopted

out of foster care. In order to receive the adoption incentive bonuses local child protective services needed more children. They must have merchandise (children) to sell and you must have plenty of them so the buyer can have a choice in which children they adopt. It is estimated a $4000 bonus is offered for each child adopted and an additional $2,000 for a special needs child. Children Services employees work to keep the federal dollars flowing. The National Center on Child Abuse and Neglect in 1998 reported that six times as many children died in foster care than in the general public and that once removed to official safety, these children are far more likely to suffer abuse, including sexual molestation than in the general population. That according to the California Little Hoover Commission Report in 2003, 30% to 70% of the children in California group homes do not belong there and should not have been removed from their homes. poor parents often times are targeted to lose their children because they do not have the where-withall to hire lawyers and fight the system. Being poor does not mean you are not a good parent or that you do not love your child, or that your child should be removed and placed with strangers. wards of the State. CPS has unchecked legal authority to remove children, with or without cause. Subsequently, CPS and their partners, the corrupt juvenile court judges can place these children wherever they see fit (e.g. The Franklin House, Boys Town, Elm House, The Second Mile Foundation) where unimaginable horrors take place. It might feel good to have such a champion for families in the Senate but Nancy made too many waves and was ousted from her Senate seat, Schaefer and her husband died under very mysterious circumstances at their home in Georgia in March of 2010. The now infamous Jerry Sandusky case where the Penn State football coach for years was molesting boys he met through his Second Mile Foundation was just a glimpse into how evil the child trade is. The Second Mile Foundation was recognized by President Bush as Top 1000 Points of Light. It has to be questionable that board members of the Foundation didnt know something was amiss all those years. Sandusky received forty-five counts of sexual exploitation of minors and 30 to 60 years in prison. He was first accused of molestation back in 1999. He was investigated by local police and the case was referred to Centre District Attorney Ray Gricar who refused to press charges even though he had tapes and messages of a sexually explicit nature between a victim and Sandusky. In 2005 when

allegations emerged again, Gricar was forced to reopen the case. Not an uncommon fate for whistle blowers, Gricar went missing on his day off and his body was never found. He was declared officially dead in 2011 when the Sandusky case become headline news. Do the board members of Second Mile Foundation think a nave public is going to believe that between 1977 and 2011 not one of them had any knowledge of the abuse? TV personality, Joy Behar did a story called Cash for Kids About a Pennsylvania judge who was convicted of giving kids harsh sentences and putting them in private prisons for minor infractions. The prisons were paying him off. Judge Mark Arthur Ciavarella Jr. and Michael Conahan were sentenced in Federal Court in 2008 for the Cash for Kids Scandal. Ciavarella was sentenced to 28 years in Federal Prison. He received $2.6 million in kickbacks from the private prisons and was said to have called them finders fees and saw no wrong

doing in his actions. Ciaverella officially resigned from the bench on March 16, 2009 and submitted an application for pension benefits that same day hoping to withdrawal a lump sum of $232,051. The US Attorneys Office froze the pension in May 2009 in order to apply the benefits to the victims as restitution. The Supreme Court went back and looked at every case between 2003 and 2008 and threw out 4,000 decisions the judge made. It was also learned that the judge was holding hearings where the kids were not represented by an attorney and then shackled and hand cuffed and led away to be incarcerated in these private prisons. These private prisons were getting federal monies to house these kids and the more kids the more money. The opportunities to use and abuse the court system and the Child Protecting Services has almost become a culture of corruption. Carol Rhodes, a former FOC Officer and author of the book Friend of the Court Enemy of the Family is a court insider from Michigan who blew the whistle on the corrupt child court system in her state. She revealed that it was all about money and that in her agency, workers were rewarded for how much money they brought into the agency. She said the visitation and custody hearings would be buried because they didnt make money for the agency. Increasing child support money was the goal. That the child support enforcement agency was the darling of the courts because they made money for the judge and the courts. She said policy

changed daily based on whatever would make the most money for the agency and was never about the families. She admitted that they were not allowed to help families who had been treated unfairly. She said she put her job in jeopardy anytime she helped a family and didnt side with the agency. She admitted nobody wanted to talk about the dysfunction of the agency or abuses as all were struggling to keep their jobs. She was afraid to rock the boat but did so when she wrote her book exposing the agency. She said people with inadequate training should have never been allowed to make such judgment calls. Most custody cases were determined by unwed childless individuals who were totally unqualified to hold the lives of so many in their hands. She admitted non custodial parents or fathers were called payers only and considered to be dangerous for children to have contact. They encouraged parental alienation and court battles. In Michigan, 98% of divorces are initiated by mothers. She said countless fathers told her they begged to marry the unwed mothers but that the mothers did not want to lose their welfare checks in exchange for a man in the home. A Texas news station, CBS channel 42 did an in depth investigation into Texas Child Protective Services and found 370 employees had a criminal background. Some had direct contact with foster kids. David Mendoza plead guilty to assault with bodily injury to a family member and violation of a protective order. Medoza was a CPS Supervisor in

El Paso. Richard Landon was arrested for indecent exposure and prostitution and works for Texas CPS.

CBS 42 investigative reporter Nanci Wilson did a story on Gary Gates who had CPS in his home and wouldnt leave. Gates thirteen children were taken without a court order with whats called an Emergency Removal. The agency can only enforce this action if the childs physical health and safety was in immediate danger. The reason the agency issued the Emergency Removal was because Mr. Gates was uncooperative; that his uncooperativeness put the children at risk. The Gates went before a judge in a courtroom packed with friends and family and the judge ordered CPS to return the children immediately. But to be safe the judge ordered an independent evaluation. Physiologist, Jay Bevin conducted the home study and wrote a glowing review of the Gates. He is quoted as saying, Ive never said this about anyone I have evaluated. I admire the Gates. I would not hesitate to put my own children in their care. According to court records, CPSs response was that Dr. Bevins report was disappointing. CPS felt the Gates were frightening disciplinarians, who forced their children to haul bricks and miss meals as punishment and who resorted to physical violence when the children acted out. They were reported in the state registry for thirteen cases of abuse because CPS felt one child was abused and twelve watched so thirteen cases were recognized.

And because Mrs. Gates didnt stop the abuse she too was reported for thirteen cases of abuse. The Gates were never charged with any crime. They are guilty based on the opinion of CPS. They have spent $500,000 fighting CPS and trying to get their names removed from the registry and to hold CPS accountable for the trauma he says his family has endured. The reality is, very few people have the emotional and financial fortitude to fight this. The gates are pursuing legal remedies to try to get off of the registry. Theres no accountability in the system, Gates said of CPS. They make up the rules as they go along. According to a story by Texas Tribune in 2011, the Texas central registry was created in the 1990s as a repository for reports of child abuse and neglect a database maintained so child welfare workers and job placement offices could run background checks or further investigations. There are roughly 325,000 central registry checks each year. Retired FBI Agent Ted L Gunderson, a 27 year veteran with the agency admitted he found out there were child auctions in which 35 kids were up on a stage in their underwear being auctioned off to the highest bidder some paying as much as $50,000 per kid. These children were hand picked for their looks. He personally knew a gentleman who attended thirty-five of these auctions. Child protective services has been dubbed an official government child kidnapping ring.

Venessa Shanks a Kentucky resident, had her children taken by CPS in 2005, and when she fought back and saw her relatives kids taken away and when she won her appeal saw her attorneys child taken away. Former CPS workers admitted that kind of retaliatory power is common in the secretive one sided system they can kids right now and get away with it. In a News32 investigation of CPS, Pat Moore of Elsmeer, KY, was a state social worker that was fired after she denied the adoption to a foster home that had two foster parents with criminal records, a son living there with multiple felonies, and a convicted sex offender visiting and sometimes caring for the children, she refused to arrange an adoption. Her CPS supervisor responded with a memo recommending the adoption proceed quickly. Her lawyer, Tom Beiting contends the tie to the Federal money is the basis for this happening. That Kentucky CPS loses money every time a child is not placed in an adoption. Moore filed a lawsuit and won with the state paying her $380,000 to settle it.
