Sealed tender in two bid system are invited from reputed/reliable certified seed producers/organization/seed companies for organizing certified seed production programme of Moong SML-668 app. 2500 Qtls during Summer 2013. The tender documents along with separate terms and conditions are obtainable from above office and offices located at Jalandher (0181-2602162) Bhatinda(0164-2280346) Hissar(01662-222616) and Karnal(0184-2272127) on payment of Rs.500/-per set. Tender documents can also be downloaded from NSCs website www.indiaseeds.com and www.eprocure.gov.in In such cases the tenderer has to deposit Rs. 500/- along with the filled in tender form. Sealed tender duly filled in will be received at NSC Chandigarh up to 1.00 P.M. on 1802-13. Technical bids & Financial bids will be opened at 3 P.M. on same date. in the presence of tenderers or their authorized representative, if any.

FOR ORGANIZING CERTIFIED SEED PRODUCTION PROGRAMME OF MOONG

NSC intends to produce 2500 qtls certified seed of Moong SML 668 during Summer 2013 which are to be produced during Summer 2013 duly packed and tagged in NSC bags from reputed producers/organizers herein after called as Tendered in two bid system. Offers be quoted on enclosed Performa for certified seed production for the varieties as per Annexure I. Two Bid System: A Two independent sealed envelopes should be prepared as details below: 1 Envelop No.1(Sealed)

This envelop should be marked as ENVELOP NO.I-COMMERCIAL AND TECHNICAL BID FOR PRODUCTION OF MOONG CS DURING SUMMER 2013 and should contain following papers with covering letter on letter head(Tenderer should invariably mention their name, address etc. on left hand side of envelop for clear identification) a b 2 PART "A"(Commercial and technical Bid) EMD details. ENVELOP NO. 2(SEALED)

THIS ENVELOP SHOULD BE MARKED ENVELOP NO. 2 PRICE BID PRODUCTION OF MOONG SML 668C/S and should contain PART B(Tenderer should invariably mention their name. Address etc on left hand side of envelope for clear identification.)

Terms & Conditions: Sealed tenders to be submitted to NSC R.O.Chandigarh in the enclosed prescribed format part A&B separately for Technical Bid and Commercial bid. Sealed Tender duly filled in will be received at NSC Regional office Chandigarh up to 1 P.M on 18-02-13 Technical Bid/FINANCIAL will be opened at 3 P.M. on same date in the presence of tenderers or their authorized representative, if any 1 The details of the certified seed production to be implemented along with the list of producer is to be submitted to NSC R.O.Chandigarh 2 The contract is quality & quantity oriented. The registration of the area from which the seed produced is to be delivered to NSC is required to be registered with concerned State Seed Certification Agency in the name of NSC. The registration fee, inspection fees, seed testing, sample testing and any other charges if applicable will be borne by the main contract grower/organizer.

The seed plots from which the seed will be supplied to NSC will be inspected by NSC staff randomly as per discretion and actual need basis, besides inspections by the State Seed Certification Agency for certification. The produce from the plots certified by Certification Agency is to be processed and packed only after meeting the STL&NSC QCL seed test results. The relevant certification charges such as godown charges, tag cost, grading charges and late fee if any towards packing will be borne by the main grower. The procurement price to be paid by NSC to the main grower in respect of packed certified tagged seed shall be decided as per NSC own policy based on average of the lowest and highest APMC rates during the peak arrival of commercial produce for the period specified or on the pattern of SFCI. The procurement price paid by NSC to custom seed producer will be passed on to the identified seed growers and NSC has full rights to verify the same from the records of Seed organizer. Custom rates/services charges as quoted per qtl over and above the procurement price, including all taxes for all operations from raw seed receipt, processing, testing, storage, final packing up to delivery will be the remuneration of seed organizer who is entering into agreement of production with NSC. The main grower shall not claim any thing extra over and above the seed procurement price. by NSC(at par with concerned State Seed Corporation) to the private organizer will be passed on to the identified seed growers and NSC has full right to verify the same from the records of organizers. In case SSC does not take up production programme of particular crop/variety rates of other corporations/ last year rates will be paid. Custom rates/ services charges as quoted per qtl over and above the procurement price including all taxes. For all operations from raw seed receipt processing, testing storage, final packing upto delivery will be the remuneration of organiser/producer.main grower who is entering into agreement for production with NSC.

The supplier offer shall be valid for at least 60 days for 2500qtls . The raw seed arrival and processing of raw seed shall be carried out at their own designated processing plant. Rate may be quoted ex producers processing plant/store. The parent material will be arranged by the main grower at his own cost. In case of complaints from fields regarding quality of seed responsibility will rest upon the main growers. NSC will have no commitment/responsibility to the individual seed grower. Certification/packing material i.e. jute bags/Cloth bags, labels, lead seal, treatment material shall be supplied by NSC. Packing will be in standard size as per NSC requirement. Insurance cover will be obtained against fire, theft & burglary in the name of NSC for the seed quantity produced for NSC by the main grower at his cost for the period from receipt of raw seed till supplies to NSC. The raw seed shall be received processed and packed at main growers processing plant/store hence entire lotwise graded seed and u/s therof shall be in the custody of main grower concerned, till the tagged and bagged seed is received by NSC official. In case of any loss to NSC on account of seed stored in the premises of main grower he will be responsible and liable to pay entire loss amount to NSC. Seed produced for NSC under the contract shall not be pledged with the Bank or other financial institution. Advance payment will be on average highest APMC rates collected from concerned mandi on 85% of raw seed for minimum 1000 qtl raw seed arrival on weekly basis subject to submission of original insurance cover drawn in favour of NSC.Advance payment will be made against irrevocable 100% Bank guarantee with sufficient validity and physical verification of stock by NSC. The seed should be ready by 30 June 2013. .

The tenderer will have to supply the ordered quantity. In case of failure to supply the required quantity within the stipulated time, the tenderer shall be liable to pay 10% compensation of the total value of the short supply of quantity. The successful organizer has/have to enter into an agreement with NSC on the mutual agreed terms and conditions on the non judicial stamp paper of Rs. 100/Offer/application for taking up seed production programme shall be accompanied with EMD of 2% of the total value of the value at quoted rates or Rs. 50000/- which ever is less in the form of DD in favour of National Seeds Corporation ltd. Regional office Chandigarh, offer/application form without EMD shall be rejected. The successful parties shall also have to remit Security Deposit of 2% of the total value of this purchase order or 1 lacs which ever is less. within fifteen working days after finalization of production programme and hearing from NSC. Failure to remit the security deposit may imply forfeiture of EMD Security Deposit will be returned after 120 days from the date of supply/billing. In case of any dispute the legal jurisdiction shall be New Delhi. The rates may be quoted accordingly and submitted on or before 18-02-13 UPTO 1.00 P.M. by the party to NSC R.O.Chandigarh. For more information/clarification Regional Manager NSC Chandigarh may be contacted. The contract seed growers shall abide for production programme on the above terms and conditions. NSC shall not be responsible for fluctuation of the market rate of the ordered seed. The tenderer shall be required to supply the seed at agreed rate only. The agreement can be terminated at any time due to non -performance of any of the terms and conditions of the agreement to the satisfaction of the Corporation. The Chairman-cum-Managing Director reserves the right to accept or reject either in full or part of the tender or all the tenders without assigning any reason. The Chairman cum Managing Director further reserves the right to award contract/issue the order for supplies to more than one tenderer. In case of dispute arising out of the contract the party/parties shall have to agree to the decision of the sole arbitrator appointed by NSC whose decision will be binding on both the parties. The court of law situated at Chandigarh/Delhi will have the jurisdiction in matter related this tender or any dispute during the performance of the contract. The tenderer shall be responsible for State Sales Tax/Central Sales Tax/VAT and Income Tax liabilities, if any NSC will not carry any tax liability related with the transaction.

NSC will not be responsible for the losses incurred to the supplier/tenderer due to change in Govt. decisions, natural calamities, which are beyond the control of NSC, may draw the samples of stocks. In case the stocks failed in sampling the tenderer will be responsible for the consequences of violation of seed Act and Seed Laws., 29 The weight of the seed container shall be checked at any point of transaction and in case shortage found in the container. NSC will not pay any cost against such supplies and the tenderer shall be responsible for the legal consequences of Weights and Measures department, if any. 30 The tenderer will have to give name of the firm, name of the processing plant, godowns their postal addresses, telephone Nos.
