Family plan ning in South Korea is primarily about persuading people to have fewer babies. T he term itself should have fallen out of use 25 years ago, when the nations birth rate fell below two babies per household. The fact is that there were government employees assigned to the task until last year, long after low fertility had be come a serious national problem. Would Samsung Electronics have kept monochrome TV engineers on the payroll for more than two decades? There are many examples o f government offices continuing to do things that are no longer needed. Government employees dont worry about getting fired even when the government is re organized. They dont worry about wage cuts as they receive the same wages in all g overnment offices. They can enjoy the same lifestyle after retirement because th ey are entitled to pensions for the rest of their lives. < VERSION 2 > Last year the government pulled out of family planning. Family planning in South Korea is synonymous with encouraging people to have fewer babies. The concept i tself should have become obsolete 25 years ago, when the nations birth rate fell b elow two babies per woman. Obviously, however, there were government employees p aid to run family planning efforts until last year, long after low fertility had become a national headache. It is inconceivable that Samsung Electronics would have kept workers on black-and-white TV assembly lines for over two decades. Man y government agencies continue to do things that are no longer necessary. Government workers dont worry about getting fired even when there is reorganizatio n. Nor do they worry about pay cuts as the same pay scale applies in all governm ent offices. Retirement doesnt change their lifestyles much as they enjoy lifetime pensions.

Consumers, however, are unorganized and it is often d ifficult for them to make coordinated efforts to oppose or stop policies that hu rt their livelihoods. Many ill-conceived policies from government agencies, alth ough they are meant to help families and consumers, end up causing great harm an d pain to the public. Still, they are rarely fixed once they are introduced. Con sumers have a passive relationship to policies and they just endure negative eff ects of policies without compensation. Now families and consumers should no longer be put on the backburner. Economic p olicy should be centered on consumers and effects on consumers should be the fir st thing to be considered when policy decisions are made. This is indispensable if the middle class is to grow to include 70% of the population and this is what economic democratization is about. < VERSION 2 > Special interests like businesses seek to influence the policy making process in a way that helps solve their problems. In contrast, consumers, unorganized, fin d it difficult to take coordinated action to resist or stop policies that hurt f amilies. People suffer great losses and pain from many supposedly consumer-orien ted policies from government offices but such policies, once adopted, rarely get fixed. As passive recipients of policies, consumers just endure the pain withou t getting compensated for their losses. Families and consumers should no longer be a secondary concern. Consumers should be at the heart of economic policy and effects on consumers should be the first consideration. This is the key to expanding the middle class to include 70% of

the population and this is what economic democratization means.
