Bill Provisions: Adds caretaker relatives to the eligibility pool. Increases the eligibility level of parents and caretaker relatives of children who are eligible for Medicaid from 61% to 133% of the FLP. Provides eligibility for a childless adult or an adult without a dependent child in home, who is between the ages of 19 and 64 years and who earns up to 133% of FLP. Fiscal Impact: State revenue from hospital provider fees could change by allowing almost $160 million in expenditures currently paid with those funds to be refinanced with federal funds. The fee may be reduced accordingly or the revenue may be appropriated for a different, authorized purpose, such as implementing continuous eligibility. Overall, this bill increases state expenditures by $303.6 million and 17.8 FTE in FY 2013-14, $887.1 million and 20.0 FTE in FY 2014-15, and $1.1 billion and 20.0 FTE in FY 2015-16.8
