Rehabilitation and further improvement of existing boiler installations

The project activity involves the utilization of fire-side cleaning technology under the trademark Therma Chem FS12, in order to improve the thermal and production efficiency of two existing rehabilitated boiler installations at Holboca CET Iasi II. In addition an associated new ash removal system will be installed in order to handle the increased loading of fly ash in exiting the boiler installations. The Holboca CET Iasi II plant is equipped with two high pressure boilers producing 420 t/h of steam, and two turbo generators with a capacity of 50 MW each. The combined heat and power plant is fuelled by hard coal and produces both heat and hot portable water for the city and moreover supplying power to the national electricity grid. The existing primary steam boilers and associated equipment at Holboca CET Iasi II were rehabilitated during 1997 2001, making it possible to perform a fuel switch from lignite to hard coal, in order to improve the overall thermal and production boiler efficiencies.

Boiler Efficiency Improvement at Holboca CET Iasi II


The Boiler Efficiency Improvement project at Holboca CET Iasi II is developed and implemented under Joint Implementation (JI) between Denmark and Romania. The project is supported by the Danish Environmental Protection Agency, S.C. CET Iasi S.A. Centrala de Termoficare, and the municipality of Iasi. The JI component was developed by the Danish project developer Grue & Hornstrup working in cooperation with the Romanian engineering and energy services company Energy Serv SA. This project will be the first Joint Implementation project in the Iasi area related to the rehabilitation of an existing combined heat and power plant. The projects aim is to reduce the emission of greenhouse gases by increasing the efficiency of two existing steam boilers fuelled by hard coal and heavy fuel oil. The boilers efficiency will increase by applying the Therma Chem FS 12 fireside treatment technology to the combustion process, thus preventing slagging and fouling on combustion chamber walls, boiler tubes, air-pre-heater surfaces and economizers. The project has completed JI development, and and was set into operation at the end of 2006.

The steam boilers have been operating for approximately 4 years since the rehabilitation was completed, but still have operational problems related to slagging of the boilers radiant sections, super heater surfaces, fouling of economizer surfaces etc. This slagging and fouling of heat exchange surfaces decrease the thermal efficiency of the boiler equipment, and requires many shutdowns during the heating season in order to clean mechanically the installations. The effect is that in order to keep the heat production at the required level an increased amount of coal is utilized, which has a negative impact on the total greenhouse gas emissions of the plant. The project activity will help alleviate these operational problems due to slagging and fouling of the existing boilers through the use of Therma Chem FS12, on-line fireside treatment technology. Therma Chem FS12 cleans and prevents the deposit of dust and slag within the energy production equipment, which in turn will lead to an overall efficiency increase of the boilers and corresponding greenhouse gas emission reductions (CO2) based on reduced fuel consumption.

In this manner the project is expected to reduce approximately 60,000 t of hard coal during the period from 2006 to 2012. The total expected emission reductions from this Joint Implementation project are 130,000 tons CO 2 during the contracted period.

Emission Reductions
This Joint Implementation project reduces net CO 2 emissions into the atmosphere through the overall efficiency increase of the existing boilers, which leads to a reduced fuel consumption.
