Obviously coalitions face issues, the prime minister said when asked if his government had weakened after the exit of DMK and the alliances resort to outside support from Samajwadi Party (SP) and the Bahujan Samaj Party (BSP). Sometimes, they give the impression that these arrangements are not very stable arrangements and I cannot deny that those possibilities exist. But I am confident that our government will complete full five years, he said. But did he also feel reforms can continue under these circumstances?

A man hurled a shoe at former Pakistan president Pervez Musharraf in the Sindh High Court complex while he was leaving after his bail was extended by 15 days. The shoe hurled in the corridor of the court did not hit Musharraf and he was escorted out safely. Himmatwala not exact copy of original : Tamanna


Southern actress Tamanna says her Bollywood debut Himmatwala may be described as a remake, but it is not an exact copy of 1983 film of the same name because director Sajid Khan has altered the original script. The film might come with the tag of a remake, but when you see the film, you will notice that Sajid has completely rewritten the script. Except for a few things that have been taken from the original, the way characters are dealt with is completely different, the 23-year-old said in an interview. K. Raghavendra directed Himmatwala starred Jeetendra in the lead, while Sajid Khan has teamed up with Ajay Devgn in his version. For instance, Ajays character in the film is a street fighter but in the original Jeetujis (Jeetendra) character was en engineer. So, I dont feel the sense of comparison will be as strong once the film comes out, she added. Meanwhile, Tamanna believes her southern fans wont be disappointed to see her in the Hindi movie, when it hits theatres. I think this is the best portrayal I have had till date, the way I look. Sajid loves his actors and he loves the characters. So he glorifies them beyond imagination. Be it Ajays portrayal in the film or my portrayal in the film, it will be larger than life, said the actress, who has worked in about 24 Tamil and Telugu films. South Indian films have always been about how to glorify the actors, so I am sure they will enjoy it, she added.

Gangadhar stared at the frail body of his child lying in the emergency ward of the government multi-specialty hospital. He had travelled a hundred kilometers to reach this place after the doctorless village dispensary turned him down. Suddenly an attendant handed him a prescription and asked him to get the medicines and the apparatus . He went to the counter that was supposed to provide the requirement free of cost but the babuji at the counter informed him that not even a single tablet was available. He advised Gangadhar to go to the chemist shop down the lane. The chemist gave a long look first at the prescription and then at Gangadhar and asked him how much money was he carrying. The poor man showed him all that he had brought by selling his wifes gold earrings, the only jewelry she ever had. They said that the tablets were rare and expensive. On the television screen in the shop a worthy minister was seen happily launching the latest tablets (of a different kind). The minister also declared that these tablets would help us shine bright in the sky. (the countrymen applauded, but why? ) In a country where there is a dire need to provide basic amenities to a vast population, it would be wise to set the priorities in the right direction. This Andhra village has lessons to teach


By Anurag Dey Gangadevipalli If India lives in its villages, then the model it perhaps must follow is Gangadevipalli, a hamlet in Andhra Pradeshs Warangal district where every house has the bare necessities of life, and more. From regular power and water supply to a scientific water filtration plant, a community-owned cable TV service and concrete, well-lit roads, Gangadevipalli has been steadily gaining in prosperity thanks to a disciplined and determined community that has also managed to work in harmony towards goals set collectively. The village, about 200 km north of state capital Hyderabad, has won several awards, including the Nirmal Gram Puraskar, for health and hygiene. Now, the village headman has been invited to Nepal to recount Gangadevipallis success story. Our village has been hogging the limelight for all the right reasons. I have now been invited to Nepal to explain how we work so cohesively, headman K. Rajamouli told IANS. With a population of a little over 1,300, the village has 100 percent adult literacy. The school dropout rate has been zero since 2000. The unity of the village and the realisation of the need for community development are at the root of the achievements of Gangadevipalli, says S.S. Reddy of Bala Vikasa Social Service Society, an NGO that has been working closely with villagers. The village has over two dozen committees, which manage areas like health and hygiene, the provision of drinking water, cable television and literacy. Another remarkable achievement for the village is that its married population under the age of 35 does not have more than two children. The village now boasts 100 percent survival of new-born babies, their inoculation and immunisation, as well as regular vaccination of children below five. The supply of nutritious food to children and pregnant and lactating women, along with regular health check-ups, is also among the unique achievements of the village. The gender ratio of women and men is almost the same. Each woman is also a member of a self-help group, making a significant contribution to the family income. Apart from having savings of at least Rs.10,000 each, every family has a life insurance policy, prompting authorities to give the village the Beema Gram award. The farmers development panel looks into improvements in agriculture; experts explore ways of increasing productivity as well as reducing farming costs. But sometimes, even discipline could result in loss: While farmers all over the state rejoiced after the government announced waiver of agricultural loans for small and marginal farmers, peasants here suffered a loss of over Rs.40 lakh because we had repaid our loans on time, headman Rajamouli said. There is also a committee to come to the help of villagers engaged in family disputes. A civil supplies body ensures that no corruption takes place in the supply of essential commodities through ration shops. The village also enforces a complete ban on the sale of alcohol. Drinking may lead to communal disharmony as well as domestic abuse. Hence the sale of liquor has been banned for more than a decade now, said Kusam Ramaiah, head of the prohibition committee. The journey to progress has not been smooth sailing, though. Risk of Italys isolation decided marines return to India


Rome Serious and objective risks that Italy could become isolated in the international community amid a crisis of grave proportions with India over the two marines led the Italian government to decide to send them back to India, outgoing Prime Minister Mario Monti has said. The two marines - Massimiliano Latorre and Salvatore Girone have been at the centre of a bilateral dispute since February 2012, when they were arrested in India on charges of shooting two Indian fishermen dead while on anti-piracy duty off its southern coast. While Italy insists the incident happened in international waters, India claims that Latorre and Girone should be tried as the crime appeared on its territory. Our priority was safety, security and dignity of our two marines as well as of all Italians who are in India, Xinhua news agency quoted Monti as saying in an address to parliament, a day after Foreign Minister Giulio Terzi quit out of disagreement with the government. Monti said there were serious and objective risks that Italy could remain isolated in the international community amid a crisis of grave proportions with India. On Tuesday, Terzi abruptly resigned claiming that his voice went unheard as the caretaker cabinet decided to send back Latorre and Girone 10 days after it reneged on a pledge to return the two men who had been granted a four-week leave. Monti said that the U-turn decision, which was sparked by an escalating row in which India ruled that the Italian ambassador could not leave the country without permission, has reopened bilateral talks that can lead to a quick solution. He rejected speculations linking the case to economic interests surrounding a controversial contract for the purchase of Italian helicopters by the Indian government. Monti, who was sworn in as temporary foreign minister Wednesday, said he was stunned by the fact that Terzi gave no warning he would step down, adding that his real goal could become clearer in the near future. Terzi has denied media reports which said he may aim at a political career with former prime minister Silvio Berlusconis People of Freedom party, which was particularly critical of the governments handling of the case. There was no personal purpose. Being it a story that got me involved at the institutional and personal level, I felt it was impossible to continue my commitment, Terzi said. Local analysts, however, says that to turn the issue into material for political controversy would be only the last in a long series of mistakes over the issue and exactly what the marines asked not to be done in their appeal to the unity of sides. But BJPs Ravi Shankar Prasad ruled out the chances of a Third Front forming a government after the next parliamentary election. Third Front is a past for Indian politics. It has neither relevance for present nor promise for future, he said. He also took a jibe at Mulayam Singh, saying the SP must withdraw support to the government if it had so many complaints. On his part, Mulayam Singh, whose praise of BJP veteran L.K. Advani sparked speculation in political circles, denied Friday that he was moving closer to the BJP. He also denied that he nursed prime ministerial ambitions. Not wanting to take chances, the Congress Friday reached out to the SP, saying the concerns of the allies and supporting parties can be addressed. In Lucknow, over cups of steaming coffee and idlis, Finance Minister P. Chidambaram and Uttar Pradesh Chief Minister Akhilesh Yadav talked business. But one informed source told IANS that the two discussed everything but politics. The finance minister was very reassuring on our demands and underlined that the union government was committed to development of the state, said a senior Uttar Pradesh official. In Chennai, DMK president M. Karunanidhi, having walked out of the Congress-led UPA, reiterated Friday that his party would no more keep the ruling coalition afloat. The DMK divorced the Congress after accusing the Indian government of not doing enough against Sri Lanka, which it says killed Tamils in large numbers in the war against the Tamil Tigers. In New Delhi, Congress spokesperson Rashid Alvi reiterated that the UPA government was safe. Our government is very stable, Alvi told IANS. He added that the next Lok Sabha election would be held on time -- in 2014.

SP to keep UPA afloat


New Delhi The Congress heaved a sigh of relief after Samajwadi Party (SP) leader Mulayam Singh Yadav said Friday that he wont withdraw support to the Congress-led UPA government for now. But the heat was on the Congress with estranged ally Trinamool Congress demanding the immediate resignation of the minority United Progressive Alliance government. Even as he gave a fresh breather to the Congress, Mulayam Singh predicted an early Lok Sabha election -- in November this year -- and claimed that a Third Front government would then take office in New Delhi. The main opposition Bharatiya Janata Party (BJP) said early general elections were inevitable given the political uncertainty ever since the DMK quit the UPA over the Sri Lanka issue. After earlier remarks that signalled that he may ditch the UPA, which the SP backs from the outside, Mulayam Singh insisted Friday that the Congress was still a friend. There is no strained relationship with the Congress. There is no talk of withdrawal of support (to the UPA) even within our party, Yadav told CNNIBN news channel. Elections will happen this year itself, maybe in November, he added. Mulayam Singhs placatory statement came after Prime Minister Manmohan Singh said Thursday that the UPA could be unstable post the DMKs exit but added that his government would last a full five years. In Kolkata, the Trinamool hit out at the Congress. For six months Trinamool has been clearly stating that the UPA is a minority government and has no moral right to continue, general secretary Mukul Roy said. We want the government to resign immediately. The BJP gloated over the developments. The government will not last its full term and and mid-term elections seem inevitable, BJP leader Balbir Punj said.

have the majority to get the parliament to approve some of our reform proposals, he said. So we are certainly dependent on the goodwill of our allies and I would be the last one to deny that there are uncertainties. But even then, we are confident that the reforms that matter, and which are going to yield results in the next few months, we will be able to push them. The prime minister was also directly asked if he would be open to a third term in office if

requested again by the Congress party president Sonia Gandhi. These are hypothetical questions. We will cross that bridge, when we reach there, he replied. But, as he enters 80s, would still he have the drive or the energy to continue to contribute to public life? I have tried my very best to serve this country with all sincerity, with all dedication. Whether I have succeeded or not, it is for the public at large -- the people of India -- to judge.

Replying to a query on whether he would go for a third term as prime minister, Manmohan Singh said: We will cross that bridge, when we reach there. He (Manmohan Singh) did not deny his chances for a third term... It is said

he is very reluctant politician, but he has shown his true political colours, being audaciously ambitious, Prasad said. The BJP ruled out chances of a Third Front, and also any possibility of the party forging an alliance with the Samajwadi Party. Third Front is a past for Indian politics. It has neither relevance for present nor promise for future. People of the country have seen the Third Front, and those who advocate Third Front, I would like to tell them, it has always depended on Congress support, he said. The BJPs comments came a day after Samajwadi Party (SP) chief Mulayam Singh Yadav said at a party meeting that the Lok Sabha polls were likely around November. Prasad also took a jibe at Mulayam Singh, saying the SP should withdraw support to the government if it had so many complaints. The SP chief, he said, had called the Congress a cheat and accused it of misusing the CBI and the income tax department. I want to ask him why dont you leave Congress if you are troubled by them. Asked if the BJP would look forward to an alliance with the SP, Prasad said: Mulayam Singh and we never had a tie-up and will not... there is in-principle difference between us.

New Delhi Delhi Police Wednesday said they have detained eight people and questioned around 20 others in connection with the murder of billionaire realtor and BSP leader Deepak Bhardwaj. Those quizzed include his wife and younger son. The 62-year-old real estate tycoon was shot dead Tuesday by two unidentified men in his farmhouse here. Bhardwajs wife was questioned because police wanted to know if she had a grudge against her husband since she was living separately in Dwarka with younger son Nitish for several months, a police officer close to the probe told IANS. The officer did not want to be named. The officer said South Delhi special staff and local police also questioned Nitesh, 32, since he had filed a police case against his father some months ago and in turn, Bhardwaj had lodged a complaint against his son. Another senior police officer told IANS on condition of anonymity that the investigation is on the right path and police will solve the case very soon. However, among the eight people detained, no one has been arrested, the officer said. Police have impounded 15 greycoloured Skoda cars from north and northwest Delhi, but were yet to confirm that the car used in the crime was among these or not. The killers and an accomplice fled in a Skoda with a fake registration number. Police want to know the reason behind the cross-complaints. They are still working on the rivalry theory over property or family disputes, the officer said. Investigators are also trying to find out Bhardwajs recent property and business deals and any disputes in these. Police said the three assailants were hired shooters and are on the lookout for them based on CCTV camera footage from the farmhouse gate. They are going through footage since the last one month. They have also sought Bhardwajs phone call details. Bhardwaj, the richest candidate in the 2009 Lok Sabha polls with declared assets of over Rs.600 crore, was shot

New Delhi The fast-track court trying the Dec 16 gang-rape case Thursday rejected the plea of the defence lawyer for two of the accused that the trial be held on alternate days even as it again pulled him up for stalling proceedings by failing to appear. Citing Section 309 (power to postpone or adjourn proceedings) of CrPC), Additional Sessions Judge Yogesh Khanna rejected the plea of Mukesh and Akshays advocate M.L. Sharma, saying he does not get enough time to spend with his clients and needs one day prior to cross-examining the prosecution witnesses, thus the trial should take place on alternate days. The court, however, said that it would be appropriate if the accused are brought to the court everyday at 11 a.m. and talk to their counsel, if needed. Meanwhile, the fact that Sharma failed to turn up for the hearing, only sending a message to a court official that he was hospitalized and was being administered glucose, aggravated the judge. New Delhi The urban development ministry Thursday advised the states to examine the possibility of providing separate bus services for women in cities with a population of over a million, a senior official said Thursday. The urban development ministry has issued an advisory to all states to run separate bus services for women in cities where the population is over one million. It is up to the state governments to take it up. The ministry has suggested that if the states need to procure more buses they can avail funds under the Jawaharlal Nehru National Urban Renewal Mission (JNNURM), Manoj Gupta, spokesperson, urban development ministry, told IANS. The ministry has also asked the states to implement the Intelligent Transport System (ITS) as per Urban Bus Specifications in all the city buses. ITS will offer commuters precise information of the arrival and departure of buses at select bus stops on LCD

screens put up across the city. Passengers can avail service details on select routes and stops on their cellphones by sending SMSes. It is a passenger-friendly initiative and it is now available only in Mysore in Karnataka. Delhi is also planning to have ITS facility... hope it will be soon available, Gupta added. Apart from separate buses for women, the ministry has asked the state governments to install Global Positioning System (GPS) or GPRS systems in autorickshaws and taxis. States have also been advised to initiate action for scientific management of auto-rickshaws and taxis by having GPS/GPRS and management through a common control centre so as to make this mode safe and more passengerfriendly, the ministry said. Installation of GPS/GPRS would help in monitoring auto-rickshaws better, as there would be evidence of the route taken by the driver.

New Delhi Indias home ministry is examining the possibility of deploying Jammu and Kashmir Police along the Nepal border in the wake of recent controversy over the arrest of suspected Hizbul Mujahideen militant Liyaqat Shah, official sources said Tuesday. They said the that the move was aimed at improving the mechanism concerning the surrender of Kashmiri youth who had crossed over to Pakistani-administered Kashmir in the early 1990s during peak of militancy and want to return to the country via Nepal. The sources said that ministry has felt the need to put in place mechanisms to avoid the kind of controversy that

Property document only piece of paper if unregistered, unattested: SC


New Delhi The Supreme Court has said that a document bequeathing a property will remain just a piece of paper unless it is registered or attested by two witnesses to qualify it as a will. Upholding the finding arrived at by the Punjab and Haryana High Court, the apex court said that a document by Rao Gajraj Singh was neither a transfer of property as the same was not registered as required under the provisions of the Indian Registration Act, 1908 nor was it a will as it was not attested by two witnesses as it should have been done for a will. Thus, the writing executed by Rao Gajraj Singh, in the eyes of law, was only a piece of paper, having no legal effect, said a bench of Justice R.M. Lodha and Justice Anil R. Dave in their recent judgment upholding the decision of the high court. Factually also, the said writing was not a will because it was not attested by two attesting witnesses as is required to be done for execution of a valid will. It is also a fact that the said writing had not been registered, said that court. Gajraj Singh, who died March 29, 1981, had executed a document, which said that upon his death or the death of his wife, his property would be inherited by the survivor. His wife Sumitra Devi, who passed away June 6, 1989, executed a will June 1, 1989, bequeathTerming the document executed by Rao Gajraj Singh a piece of paper, the court said that after his death, the suit would have to be equally divided amongst his widow and eight sons. Thus each of one them would get one-ninth share of the property and as Sumitra Devi had bequeathed her share of property to Narinder Singh Rao, he would get two-ninths. In view of the findings of fact arrived at by the courts below and the legal position clarified hereinabove and by the high court, in our opinion, the high court has committed no error and, therefore, we see no reason to interfere with the impugned judgment, the apex court said.

New Delhi The central government has extended the scheme for modernisation of state police forces by five years, Home Minister Sushilkumar Shinde said Tuesday. He also said steps were being taken to put in place a robust cyber security structure. Speaking at a conference on Safety and Security: Need for Police Reforms organised by the Associated Chamber of Commerce and Industry (Assocham), Shinde said the government had extended the scheme for modernisation of police forces for five years from 2012-13. According to an Assocham release, Shinde said the government was also working on a robust cyber security structure by building capacities. He said the reach of the multi-agency centre would be increased to meet emerging challenges. Shinde said the Model Police Act had been circulated among states and 15 had either enacted a new police act or amended existing acts. Delhi Police Commissioner Neeraj Kumar, who also spoke at the event, favoured continuation of the force under the administrative control of the central government. He also said technology had become a key asset in policing. He said technology had enabled integration of diverse systems, inter-operability of stand-alone systems and streamlined and systematised operational aspects of policing. He said technology would enable police to enforce traffic discipline. According to the release, the officer said real reform took place when police functioned according to rule of law and not according to rule of politics. There have been suggestions that the administrative control of Delhi Police be handed over to the elected government for better accountability. Answering queries, the officer said effectiveness of police should be judged by its capacity to prevent crime and make communities feel safe and secure.

Blackbuck case: Court reads out charges


Jaipur A court in Jodhpur Saturday read out charges against four Bollywood stars Tabu, Sonali Bendre, Neelam and Saif Ali Khan - in the 14-year-old case of blackbuck poaching while shooting for a film. Salman Khan is also charged in the case but was not present at the hearing. The poaching allegedly occurred during the shooting of Rajshri Productions Hum Saath Saath Hain in 1998. Chief Judicial Magistrate C.K. Jain read out charges one by one against all of the film starts, except Salman Khan, also an accused, who had sought exemption from the court on the ground that he had to be out of the country for medical treatment. Salman Khan was not present in the court today as he is not in the country and has gone overseas for treatment, said his counsel Hastimal Saraswat. The charges have been framed under the Wildlife Protection Act 1972 relating to hunting and inciting to poach blackbucks. If found guilty, the actors face imprisonment of up to six years. These actors, however, denied all the charges. The court has fixed April 27 as next date of hearing. The case was filed against these actors for poaching of blackbucks in 1998 in Kankni village near Jodhpur. The blackbuck is a protected animal under the Wildlife Protection Act.

Katju seeks pardon for Sanjay, Zaibunnisa


New Delhi Press Council of India chairperson Markandey Katju said he would continue to seek pardon on humanitarian grounds for actor Sanjay Dutt and Zaibunissa Kazi, who have been sentenced to five years in prison for their role in the 1993 Mumbai bombings. Clarifying his position after Sanjay told reporters in Mumbai that he would not seek pardon and would surrender within the given timeframe, former Supreme Court Justice Katju said: Sanjay Dutt may not appeal for pardon, but I will appeal for his pardon. I think he deserves pardon. He has said that he will not seek pardon but others can apply for pardon, and Im going to apply for him. Im preparing a letter today for pardon for both Sanjay and Zaibunnisa, Katju told a news channel. He said he would seek pardon for both Sanjay, 53, and Zaibunissa Kazi, 70, on humanitarian grounds. Zaibunnisa was a co-accused in the 1993 bomb blasts case and was sentenced to five years imprisonment by the Supreme Court. Katju had said two days ago that he received an e-mail from Shagufta, Zaibunnisas daughter, appealing to him to seek pardon for her mother. Elaborating on the reasons for his stance, Katju said, This man (Sanjay Dutt) has suffered enough for 20 years. I will continue my efforts to get pardon for him. It is purely on humanitarian basis. Personally, I dont know the man. Im not his fan and I dont see films. Im not his relative or friend, but both Sanjay Dutt and Zaibunissa deserve pardon on humanitarian basis. Pardon can be granted on myriad grounds. Public good is one of them, it can be humanitarian and various grounds, Katju added. Katjus reaction came soon after Sanjay Dutt, who has been convicted under the Arms Act for his role in the 1993 Mumbai bombings, said he would surrender when the time comes and would not be seeking pardon.

Delhi Police release second terror suspects sketch


New Delhi Delhi Police released the sketch of a man whom the arrested suspected Hizbul Mujahideen terrorist was to contact to plan a fidayeen (suicide) terror attack in the capital. According to Special Commissioner of Police (Special Cell) S.N. Shrivastava, the man, aged around 25-30, had brought the arms and explosives, to be used in the attack, to a guest house here. Police said the sketch was prepared on the basis of statements given by the guest house employees and the CCTV footage. The man could be seen in the footage of close circuit television camera installed inside the guest house in central Delhi, said an officer. Delhi Police Friday claimed to have averted the terror attack following the arrest of Syed Liyaqat Shah, 47, a resident of Dardpora village in Kashmirs Kupwara district, from Uttar Pradeshs Gorakhpur March 20. According to police, Shah was told by his Pakistan handlers to contact a person, related to Hizbul Mujahideen cadre, in a guest house in Delhis Jama Masjid area who was to provide him arms and ammunition for carrying out the attack during the Holi festival. Going by his confession, police were able to recover an AK-56 assault rifle, three hand grenades, two magazines -each carrying 30 round cartridges, 220 grams of explosives, a Delhi map and a memory card. Delhi Police Saturday denied claims of Shahs family that Shah, 47, was going to surrender in Jammu and Kashmir under the state governments rehabilitation policy.

Tripura High Court finally opens after 30-year wait


Agartala The Tripura High Court was opened by Chief Justice of India Altamas Kabir *, ending a 30-year-old struggle for an independent high court in the state. With this, the total number of high courts in the country increased from 21 to 24. Justice Kabir had inaugurated the Meghalaya High Court and the Manipur High Court. The people of Tripuras over 30-yearold struggle has ended with the setting up of a separate high court, Chief Minister Manik Sarkar said. Sarkar said: We strongly believe that with the setting up of the new high court, democracy in Tripura would be stronger, consolidated and vibrant. Earlier Saturday, Justice Deepak Gupta, who is from Himachal Pradesh, took over as the first chief justice of the Tripura High Court while Justice Utpalendu Bikash Saha, Justice Swapan Chandra Das and Justice Subhashish Talapatra - all from Tripura - assumed office as judges. They were earlier associated with the Gauhati High Court. In Tripura alone, over 52,000 cases are pending in lower courts and 5,500 cases are awaiting disposal in the high court, Tripura law department secretary Datamohan Jamatia said. Cases and litigations of the state were earlier dealt at Gauhati High Court or at the Agartala bench of the high court, resulting in slow trials. The mandatory amendment to the North-Eastern Areas (Re-organisation) Act, 1971 - the NorthEastern Areas (Re-organisation) and Other Related Laws (Amendment) Bill, 2012 - was passed by the Lok Sabha and the Rajya Sabha in May 2012, paving the way for the creation of separate high courts in Tripura, Meghalaya and Manipur. The seven northeastern states -- Assam, Tripura, Manipur, Meghalaya, Mizoram, Nagaland and Arunachal Pradesh -- have been under the Gauhati High Court with benches in the respective state capitals. Six engineering students among 7 killed in bus accident


Thiruvananthapuram Six engineering students and an elderly man were killed and several others injured when the bus they were travelling in rolled 150 feet down a hillside in the hilly Idukki district Monday, an official said. The students of the Sarabhai Institute of Science and Technology here had got together and planned the trip. The principal of the college said the college authorities were not involved in it, and were yet to ascertain the identities of the students who were killed in the accident. One of the killed engineering students was a girl. The elderly man was part of the bus crew. The incident occurred about 170 km from the state capital. There were 41 students of the final year batch at the college on the trip. They included 13 girls. Eyewitnesses said the bus was coming from Kodaikanal in Tamil Nadu, and driving towards Munnar when it skidded off the road and rolled downhill. The condition of two of the injured is said to be serious.

State Home Minister Thiruvanchoor Radhakrishnan said the medical expenses for all those injured would be borne by the government.

Australia to withdraw most troops from Afghanistan


Canberra Most Australian troops in Afghanistan will return home and their main military base at Tarin Kowt in Afghanistan will be closed by the end of 2013, it was announced. Australia has some 1,550 troops in Afghanistan now, mostly in Uruzgan province. At least 1,000 will return to Australia by the end of this year, Defence Minister Stephen Smith announced. Xinhua quoted him as saying that the Nato-led International Security Assistance Force had made the decision to close the Tarin Kowt base. This base is the principal Australian base in Afghanistan and is used by both reconstruction, mentoring and special forces troops. The effect of that closure will be that Australia will no longer have a permanent presence in Uruzgan, and the majority of Australian Defence Force personnel will return from Afghanistan to Australia, he said. From 2014, Australia will train, advise and assist the Afghan national security forces by continuing to provide embedded headquarters staff, advisers at the Corps level and trainers at the Afghan National Army Officer Training Academy in Kabul. Under an appropriate mandate, Australia remained prepared to make a special forces contribution, either for training or for counter-terrorism purposes, Smith said. Defence Force chief David Hurley also pointed out there were still decisions pending on the further use of special forces in Afghanistan. In the meantime, Australian troops will continue to train and advise Afghan army forces and remain combat ready to assist if the need arises.

French regret killing two Indians in Africa


Durban France has expressed regret over the killing of two Indians by its troops in the Central African Republic, where a rebel leader seized power during the weekend. French President Francois Hollande has expressed regret over the incident, in which six other Indians were injured, in a letter to Prime Minister Manmohan Singh. The incident took place at the airport in capital Bangui. The French, who have some 250 soldiers stationed in Central African Republic Airport, were guarding the airport, Indian officials here said. While journalists have described the move as a major step toward media freedom in Burma, they have also voiced outrage at the countrys draft media law, released earlier this month, which critics say could roll back government promises to loosen its grip on a long tightly controlled industry. That bill bans reporting on several topics, including the Burmese militarys battles with ethnic rebels and any coverage critical of the 2008 military-drafted constitution. It also permits sixmonth jail terms for failing to register news publications with the government. If the authorities want to build a democracy, these kinds of restrictions should not be in place, said Wai Phyo, chief editor of Eleven Media, one of the leading private news organizations in Burma, also known as Myanmar. If parliament passes the draft law and it impacts the Burmese media, we will fight it in every way possible. The proposed legislation would replace a widely condemned 1962 publishing law that gives the government broad powers to control media output and punish journalists it considers to be working against the national interest. If passed in its current form, the draft law would essentially replace Burmas old censorship regime with a similarly repressive new one, said Shawn Crispin, senior Southeast Asia representative for the Committee to Protect Journalists. New Ivory Coast Unrest Displaces Thousands


ABIDJAN In the past two weeks, three attacks have killed at least 13 people and displaced thousands in western Ivory Coast. Local officials say the attacks in Ivory Coast were carried out by armed groups crossing the border from neighboring Liberia. Ivorian combatants and Liberian mercenaries fled into Liberia when Ivory Coasts post-election conflict ended nearly two years ago, and Human Rights Watch has accused them of involvement in sporadic attacks dating as far back as July 2011. The post-election conflict was sparked by the refusal of former President Laurent Gbagbo to concede defeat in the November 2010 vote against his successor, President Alassane Ouattara. The recent attacks have been early-morning raids. On March 13, gunmen killed two soldiers and five civilians in the town of Zilebly. A raid on March 21 resulted in no deaths, though three assailants were arrested and weapons including AK-47s were recovered. Two days later, an attack on a village outside the town of Blolequin resulted in six deaths, three of them assailants. U.N. refugee agency senior protection officer Jackie Keegan says more than 6,000 people fled in response to the three attacks, and that roughly 2,700 were still displaced. Los Angeles Fay Kanin, Hollywood screenwriter and former president of the Academy of Motion Pictures Arts and Sciences (AMPAS), has died at Beverly Hills, California. She was 95. AMPAS confirmed the death of its first full-term female president Wednesday but failed to provide any details about her survivors and cause of death, reports Xinhua. Born Fay Mitchell May 9, 1917 in New York city, Kanin attended University of Southern California and became a story editor at the RKO Pictures. She met Michael Kanin, who later became her husband and writing partner, and the duo embarked on a long writing career. The Kanins cooperated on such unremarkable films including 1952 comedy My Pal Gus, the 1954 Elizabeth Taylor film Rhapsody and 1956 musical remake The Opposite Sex. In 1958, their work on Teachers Pet, which starred Clark Gable and Doris Day in a love-hate relationship, paid off, as the comedy earned the couple their only Oscar nomination. The couple were also active on Broadway, working on such dramas including Rashomon, an adaptation of the classic Akira Kurosawa film.

Hiroshima updates number of A-bomb victims


Osaka The Japanese city of Hiroshima released a new report Thursday about the actual damage from the 1945 atomic bombing, updating the total number of victims to 557,478. This was more than 15,000 people recorded in the previous file, reports Xinhua. The report was compiled as part of the citys more than 30-year-old investigative project on the victims, focusing on demographic changes in recent decades. The released data was based on the latest tallies, calculated until 2011 with 120,000 additional historical sources such as medical treatment notes and necrologies, according to the research division of the Atomic Bomb Survivors Relief Department at the Hiroshima City Office. The report also updated the actual number of direct victims of the atomic bombing -- those who were within the city and its neighboring towns and villages -- to 384,743, while the number of victims who have died so far is 277,996, less than the 280,959 indicated by previous data in 1999. Kaoru Ohsugi, director of the division, told Xinhua that since there were still different ways to interpret the numbers concerning the A-bomb victims and damage, the division decided to update the figures, collecting new information and checking the details using computers. Risk of Italys isolation decided marines return to India


Rome Serious and objective risks that Italy could become isolated in the international community amid a crisis of grave proportions with India over the two marines led the Italian government to decide to send them back to India, outgoing Prime Minister Mario Monti has said. The two marines - Massimiliano Latorre and Salvatore Girone - have been at the centre of a bilateral dispute since February 2012, when they were arrested in India on charges of shooting two Indian fishermen dead while on anti-piracy duty off its southern coast. The non-Congress, non-BJP secular parties (should) give up their political opportunism of forming a front merely for the sake of sharing the spoils of office, the CPI-M journal Peoples Democracy said. Such a front should come up to form a government that will implement alternative policies which will significantly improve the livelihood conditions of our people and create a `Better India for all Indians. The Communist Party of India-Marxist editorial did not name any political party but it followed recent calls by SP chief Mulayam Singh Yadav to form a Third Front ahead of the next Lok Sabha elections. The CPI-M editorial said it was important that political struggles must be carried out to force a change in government policies. It said that people wont get relief merely from a non-Congress, nonBJP government. Relief can only come through alternate policies. What the people require, therefore, is not merely an alternate government but a government that can implement an alternate pro-people policy direction. It said the reason why parties like the SP that continue to bail out the Congress-led UPA government still talk about a Third Front is because there is pressure from the SPs own political and social base for a change that will provide people some relief from their present miserable conditions of existence. New Delhi/Bangalore The Congress Monday began screening aspirants to contest the May 5 Karnataka assembly poll and hoped to release the first list by this month end. While the Congress exercise began in New Delhi, the ruling Bharatiya Janata Party leaders would meet in Bangalore Tuesday to pick the partys nominees. The state assembly is 225-member strong - 224 elected and one nominated. Nominations for the 224 seats open April 10 and close April 17. State Congress leaders, including president G. Parameshwara and party leader in the assembly Siddaramaiah, are in New Delhi attending the three-day meeting of the partys screening panel to shortlist the candidates names. The panel is headed by former Goa chief minister Luzinho Falerio. The list drawn up by the screening panel would be submitted to party central selection committee for final approval, Parameshwara told reporters in New Delhi. The first list might be released by March 30, he said. The screening committee is going through the list of over 500 probable candidates submitted by the state unit which had received around 2,000 applications. The state BJP leaders would meet in Bangalore Tuesday to begin the selection of candidates, state unit president Pralhad Joshi and Chief Minister Jagadish Shettar told reporters in Hubli, about 300 km north of Bangalore. Joshi indicated that the party was not in a hurry to finalise the names.

Mumbai Amid the growing clamour for considering a pardon for convicted Bollywood actor Sanjay Dutt, the Shiv Sena Monday opposed the move on the grounds that it would send a wrong message to society. If Dutt is given a pardon, it will send a wrong message to society, said Shiv Sena legislator Neelan Gorhe, while speaking on a debate in the legislative council on the law and order situation in Maharashtra. She said leaders from various political parties have demanded that Dutt be pardoned. Her assertions came in the wake of the Supreme Court verdict March 19 which upheld Dutts conviction for illegal possession of prohibited weapons like an AK-56 assault rifle and a revolver and sentenced him to five years in jail. Following the judgment, various film personalities, politicians cutting across parties appealed to the Maharashtra government to initiate proceedings to enable Dutt to get a pardon from the state governor. Interestingly, the Dutts have been very close to the Thackeray family. The late actor-turned -politician Sunil Dutt and late Sena supremo Bal Thackeray enjoyed a strong personal rapport despite differing political backgrounds.

A state government spokesman said here that the farmhouses were illegally running small tourism units and other commercial activities. As per the orders of Deputy Commissioner P.C. Meena, a team of local officers, including SDM (sub-divisional magistrate), Gurgaon South, Vivek Kalia, District Town PLanner Anil Dabas, Divisional Forest Officer Ranjeeta, officials of the revenue department and Haryana State Pollution Control Board (HSPCB) with the help of police inspected the farm houses. Shimla Amidst confusion over whether a law relating to apartment ownership will be replaced, property prices in Himachal Pradesh have plumetted upto 30 percent in the past year, real estate experts say. The prevailing prices are 25 to 30 percent less than last years, said a Shimla-based realtor. A two BHK flat in Shimla, Kasauli and Solan towns is now selling for approximately Rs.25 lakh. A three BHK is for Rs.35 lakh to Rs.45 lakh and a cottage costs anywhere between Rs.60 lakh and Rs.80 lakh, he said. The Himachal Pradesh Apartment and Property Regulation Act of 2005 enables builders and developers to build and sell flats and cottages in the state. While Revenue Minister Kaul Singh says a moratorium on the registration of new flats was imposed by the previous BJP government to monitor realtors, former town and country planning minister Mohinder Singh claims the ban could not be implemented following judicial intervention. Kaul Singh told IANS that the former town and country planning minister asked the assembly Aug 29 last year that the Apartment and Property Regulation Act would be repealed and a new comprehensive legislation would be introduced. Mohinder Singh had even told the assembly that fresh registration of flats would not take place till the new act comes into existence. Soon after the declaration, the minister gave permission to five or six realtors to build flats, Kaul Singh said. Individuals who had planned to buy or invest in the domestic housing in the state are a confused lot. Some builders had moved the Himachal Pradesh High Court against freezing flat registrations. The court allowed the registration process till the new act came into force, Mohinder Singh told IANS. But those in the realty sector say the market took a downturn since the ministers announcement last year. Flat sales have crumbled to their lowest point in more than a decade with prices falling up to 25 percent. People are not even investing in luxury cottages at prime destinations, said a builder setting up cottages on the outskirts of Solan town. Jammu and Kashmir adopts new recruitment policy


Jammu In an effort to reduce non-plan expenditure, Jammu and Kashmir has adopted a new recruitment policy to fill up about 80,000 vacant government posts, a minister said Thursday. The new recruitment policy for class III and IV government employees and other non-gazetted posts is designed to reduce the growth of non-plan expenditure due to salaries, Minister of Finance and Ladakh Affairs Abdul Rahim Rather told the assembly. He added that under the new policy, for the initial five years of service the pay of direct recruits would be regulated. However, the employees would be entitled to the benefits under medical allowance rules and leave rules. These (direct) appointments will be governed by the rules of probation, disciplinary rules and pension contribution under the new pension scheme, the minister said. Rather said the new recruitment policy was applicable for the posts advertised after Nov 1, 2011. The government plans to fill up about 80,000 vacant posts in the state in the next two years on a fast-track basis. According to estimates, 46 paise in a rupee that the state spends goes into employees salaries and pensions. The state had a non-plan expenditure of Rs.25,383 crore in the fiscal 2012-13, of which Rs.20,885 crore was spent on employees salaries and pensions.

Haryana district first to launch village monitoring software


Kurukshetra Known for its history, especially battle of the Mahabharata, Haryanas Kurukshetra district has scored a first in technology among all other districts in the country. Kurukshetra has become the first district to launch the Village Integrated Monitoring Software (VIMS) to bring transparency to development works being undertaken at the village level. Launching the service in Kurukshetra, 100 km from here, Tuesday, Deputy Commissioner Mandip Singh Brar said details of all undertaken works, funds utilisation and other things, from beginning to completion, would be available instantly. VIMS has been developed by District Informatics Centre and with the help of this software complete record of any village of the district, block and that of various offices can be viewed. Apart from this, the software will ensure transparency in development works and utilisation of funds, proper implementation of projects and their timely completion. It would also help in easy evaluation of responsibility and accountability of all officers, he added. The software will play a significant role in timely evaluation of how and when funds were utilised after being directly transferred to the accounts of the panchayats (village councils).

Takht Keshgarh Sahib - 80 km from here - is the second-most important Sikh shrine after Harmandar Sahib, popularly known as Golden Temple, in Amritsar. It was here in 1699 that the tenth master, Guru Gobind Singh, baptized five men and founded the Khalsa Panth, which is the modern day Sikh religion. A) Civic cleanup is actually very scientific and planned exercise needing lots of special expertise in management, spatial analysis and social environment. A great example of this lies in Gujarati city of Surat. Surat witnessed a bubonic plague epidemic in the early nineties on account of rodent population that thrived on unsanitary surroundings. The

Q) What are your achievements current and planned? A) I do not believe in recognitions or awards, for me achievement means doing more. I aspire to rise ever higher and do one thing more than I did yesterday. Virbhadra bowls googly ahead of IPL-6
Shimla The era of freebies is over for the Himachal Pradesh Cricket Association (HPCA) - at least during the the two Indian Premier League-6 (IPL-6) matches in the state in May. At the bottom line, its to do with politics. For, Chief Minister Virbhadra Singh has bowled out the hopes of the match organisers for free police protection during the May 16 and 18 matches at HPCAs picturesque stadium in Dharamsala, 250 km from state capital Shimla. Earlier it might have been so, but thats not the case now, the chief minister said. Not mincing words, he said the match organisers would have to foot the security bill. The government would charge for providing security to any event which is commercial, Virbhadra Singh told reporters in Kangra town on Sunday. The HPCA, he said, is a commercial organization; so it would be charged accordingly. The cricket body is controlled by Anurag Thakur, a BJP MP and son of Virbhadra Singhs predecessor Prem Kumar Dhumal. Official sources told IANS that during the seven IPL matches played in the last three seasons, the state government, then headed by Dhumal, had not charged the HPCA for providing security. Supporting the state governments decision, the Communist Party of IndiaMarxist (CPI-M) has even demanded that the dues should be recovered from the HPCA before it is allowed to host matches. The matches should not be allowed till the dues are recovered, the CPiM said, a day after the chief minister spoke on the issue. The IPL, the CPI-M said, was a moneymaking machine and was not doing any charity. An amount of more than Rs.2 crore is due from the HPCA, CPI-M state secretariat member Tikender Panwar. He also demanded that the government re-acquire a chunk of village land allotted to the HPCA by bending the rules during the BJP regime for a luxury players resort near the stadium. Citing a 2011 Supreme Court judgment of 2011 which held the transfer of village community land for private and commercial use as illegal, Panwar said the HPCA was an encroacher and should be evicted.

Deepika takes time out to perform at IPL


Despite a jam-packed shooting schedule, Deepika Padukone has taken time out to perform at the opening ceremony of the sixth season of Indian Premier League (IPL) in Kolkata. Deepika had performed at the IPL inaugural in 2010 also. A source said: Deepika has been practising every day after her pack-up. She agreed to perform only recently, as her schedule is choc-a-bloc. Sri Lankans call cricketers to boycott IPL

Colombo Sri Lankas nationalist parties appealed to the countrys cricketers to boycott playing in India during the Indian Premier League (IPL) as tension simmered between Colombo and Chennai. Representatives of the National Buddhist Council and Jathika Hela Urumaya (JHU), which is part of the ruling coalition, handed over a petition to Sri Lankas cricket governing body appealing for the boycott, reports Xinhua. Politicians in Tamil Nadu have banned Sri Lankan cricketers from travelling there to play in the Indian Premier League (IPL). We value our players and if they are injured then that would be a huge loss to our country. Therefore, we are asking our players not to endanger their lives in travelling to India. We are asking them to think of their safety and dignity rather than the money they can earn, National Buddhist Council chairman Rajawatte Wappa Thero told media during the petition-handover. Sri Lanka Cricket (SLC) banned cricketers playing in the IPL to participate in matches staged in Tamil Nadu but made no decisions regarding the lucrative tournament as a whole. The decision was taken based on advice from Sri Lankas External Affairs Ministry as well as recent media reports of attacks on Sri Lankans travelling to Tamil Nadu, the statement said. Sri Lanka Cricket had earlier consulted with the Board of Control for Cricket in India (BCCI) on players safety. In response, the BCCI Tuesday decided that the Indian Premier League (IPL) 2013 matches in Chennai will not feature any Sri Lankan cricketers or match officials. The call was motivated by growing political tensions, stemming from the treatment of ethnic Tamils in Sri Lanka. Mumbai Actor Sanjay Dutt, who has been sentenced to five years in jail in the 1993 Mumbai blasts case, has assured the makers of his three under-production films - Zanjeer, Policegiri and P.K. - that he will complete the projects before he is imprisoned. The Supreme Court last week upheld Sanjays conviction under the Arms Act for illegally possessing weapons, and sent him to five years imprisonment. The 53-year-old has already spent 18 months in jail. He was convicted by the TADA court for illegal possession of a 9 mm pistol and an AK-56 rifle. Despite the trauma that Sanjay is going through, he met the filmmakers at his residence in Pali Hill and assured them that he will complete their projects. A friend of the actor, who spent the entire day and night at the Dutts residence, said: Yes, Sanju Sir has made a commitment. Zanjeer requires three more days, Rajkumar Hiranis P.K. requires seven more days and Policegiri needs 17 days to be completed. Leech therapy makes a comeback in India


New Delhi A few years ago when Hollywood actress Demi Moore said she let leeches suck her blood as part of a therapy to look fresh and young it made headlines. This ancient medical therapy of using leeches for clinical bloodletting to treat certain health conditions is making a comeback of sorts in India where the therapy is said to have originated. Leeches (or Hirudo Medicinalis) are segmented worms from the Annelida family with suckers at the ends of their body. A leech can consume between 5 and 15 ml of blood - or four-six times their body weight in a single feed. The bite of a leech is not painful as it releases an anaesthetic to prevent the hosts from feeling them. Many people are now taking to leech therapy to treat conditions ranging from blood pressure to gout, from healing wounds to even hair fall. Only the medicinal leeches are used for treatment, which are brown, red striped and olive-coloured. The therapy has a lot many advantages, without any side effects. It is a major therapeutic tool and helps in many blood-related diseases. It also minimises the chances of blood rejection in blood transfusion cases, ayurveda specialist Ravi Raghuvanshi said. In 2008, the union health ministry decided to recognise leech therapy to treat a range of diseases, including eczema, gangrene, vascular reconstruction and vascular surgery in chronic wounds. The technique is in vogue in Jammu and Kashmir, coastal Orissa, Andhra Pradesh and some parts of Gujarat. Now the therapy is also practised in some clinics across metropolitan cities like Delhi and Mumbai. Srinagar-based skin specialist Aaliya Nowsheri says the treatment has been very popular traditionally among the people of the Kashmir Valley. A good number of patients have shown interest as they find the treatment effective, hygienic and clean. It is one of the most beautiful among Indian geckos, with an orange-brown dorsum, a series of large chocolate brown dorsal blotches, Giri said. Giri and Agarwal said that besides being morphologically unique and endemic to a region not traditionally known to harbour many endemics, this species appears restricted to a very specialised habitat in the Eastern Ghats, semi-evergreen forests above 1,000 m elevation. This discovery leads us to conclude that the countrys Eastern Ghats are more biodiverse than previously believed. There is a strong need for the authorities concerned to protect the region, its flora and fauna, Giri urged. In many ways, the rediscovery of Geckoella Jeyporensis is symptomatic of herpetological research in India. There are a number of species that have not been recorded since their original descriptions or are known in a few localities, said the study by Hamadryad. Mumbai For over a century and quarter, the tiny Geckoella Jeyporensis, a small lizard measuring up to 10 cm, was given up as extinct. Now it has been spotted in the Eastern Ghats, causing scientists to cheer. A dedicated and concerted effort by a group of environmentalists has caused the rediscovery of the Geckoella Jeyporensis in the Eastern Ghats, in Orissa and Andhra Pradesh. The lizard has not been seen in 135 years, a scientist involved in the efforts revealed. This gecko, a lizard of the Gekkonidae family, is morphologically unique. It was known only from a single male specimen collected in 1877 by a British officer, Col R.H. Beddome, from the Jeypore Hills, in modern Orissa, Varad Giri, a scientist with the Bombay Natural History Society (BNHS). The re-discovery of this species was the result of a joint venture between the Centre for Ecological Sciences of the Indian Institute of Science (CES-IISc), Bangalore, BNHS Mumbai and Villanova University, US. The journal Hamadryad has endorsed the rediscovery.

Moscow Russia plans to put 68 spacecraft into orbit by 2015 and to almost double the number of its communications satellites to 44 by 2020, an official said. Under Russias federal space programme, we will launch 68 spacecraft between 2013 and 2015, said Anatoly Malchenko, deputy head of the Central Research Institute of Machine Building. Malchenko said all these spacecraft are now being manufactured or developed. He added that the number of spacecraft could reach 113 by 2020 if a key space programme document is approved. However, this (number of spacecraft) could be achieved only in cooperation with the international community, Malchenko noted. By 2020, Russia plans to increase the number of its communications satellites from 26 to 44. This will raise Russias share of the international communications market from 2.5 percent to 3.5 percent. He said Russia will also increase the number of D33 remote sensing satellites from four to 26 by 2020.

Sydney Scientists have managed to capture up to 26,545 blue whale songs in the Antarctic in a study for which they used - for the first time - new acoustical detection and tracking techniques to locate and observe them. The work was carried out by researchers from Germany, Argentina, Australia, Brazil, Chile, the US, France, Norway, Britain, South Africa and New Zealand, all of whom are participating in the ongoing Antarctic Blue Whale Project to study the worlds largest animal. Some 18 experts in acoustics and in classification of the whales, as well as engineers and observers, departed in January on a seven-week trip to the Ross Sea with the aim of deploying acoustic devices known as sonobuoys to study the population, distribution and behavior of the whales. The result was 626 hours of audio registered in real time including 26,545 songs - or vocalizations produced by the gigantic beasts, according to the projects head acoustician, Brian Miller, with the Australian Antarctic Division. The blue whale - or Balaenoptera musculus - makes a very deep and resonant call that can be captured underwater hundreds of kilometers away, Miller said in a statement. The International Whaling Commission has calculated that in 2000 the population of blue whales in the Southern Hemisphere was between 400 and 1,400. Blue whales are the largest animals on earth, growing up to 31 meters long and weighing 170,000 kg or more. Moscow The first in-flight tests of Russias domestically designed PD-14 engine for MS-21 passenger planes are scheduled for 2014, an official said. The fifth-generation PD-14 engine is Russias first domestic development in the area of civilian enginebuilding for the last 25 years. 20 Indian firm favours use of mobile devices at work


Chennai Seven out of ten Indian companies believe that the benefits of using mobile devices by employees for official work equals or outweigh the risks and a significant number of respondents ensure that the device has proper safeguards, said a Symantec Software India Pvt Ltd official. Sharing the results of a survey of 200 Indian companies on mobile trends, managing director (India Product Operations) Shantanu Ghosh said: One in two companies have taken measures to ensure employees adhere to policy guidelines. 45 percent of the companies surveyed have ensured that mobile devices that connect to the network have proper safeguards installed. According to him, 72 percent of the Indian businesses surveyed have faced mobility incidents (malware infection, spam, exposures of information, breaches due to lost/stolen devices, phishing and other risks) out of which 37 percent have lost revenue and 86 percent had to change their policies. He said 55 percent of the respondents to the survey said that over half the devices are purchased by the organisation and this is expected to increase by five percent in the next 12 months. Even the decision of Indian Oil Corporation (IOC) to raise diesel prices by one percent from Saturday helped the oil and gas stocks gain. The 30-scrip sensitive index (Sensex) of the Bombay Stock Exchange (BSE), which opened in the positive at 18,894.13 points, was trading at 18,862.07 points in the afternoon session, up 0.68 percent or 126.47 points from its previous day close at 18,735.60 points. The Sensex slumped to a low of 18,833.39 points in the intra-day and touched a high of 18,950.22 points. The wider 50-scrip S&P CNX Nifty of the National Stock Exchange (NSE) was trading 0.68 percent or 38.20 points down at 5,689.55 points in the afternoon session. The BSE oil and gas index gained 161.95 points, followed by bank index which was up 131.92 points and PSU index was higher by 125.08 points. However, the information technology (IT) index was down 16.29 points and the technology, media and entertainment (TECk) index was marginally down by 0.91 points.

Bill to regulate real estate sector soon: Minister


New Delhi The government will soon introduce a bill to regulate the real estate sector and protect home buyers, Minister for Housing and Urban Poverty Alleviation Ajay Maken said here Sunday. We will take the Real Estate (Regulation and Development) Bill 2012 to the cabinet soon. We hope to pass it in the budget session, Maken told the national editors conference here. Salaried people usually spend all their savings on buying an apartment but often suffer delays and cost escalation, he said. According to the bill, no developer or builder would be able to start a housing project till he had obtained all the necessary clearances and submitted them as proof before a regulatory authority. The bill would also mandate that no developer would be able to collect any money from the buyers till he got the permission to start construction on the project.

NALCO eyes Rs.7,757 crore turnover in 2013-14


Bhubaneswar The state-run National Aluminium Company Limited (NALCO) Monday said it has targeted a sales turnover of Rs.7,757 crore for 2013-14, about ten per cent higher than that of 2012-13. NALCO signed a memorandum of understanding with the union mines ministry Monday on the physical and financial targets for 2013-14. The 30-scrip sensitive index (Sensex) of the Bombay Stock Exchange (BSE), which opened in the red at 18,702.46 points, closed at 18,835.77 points, up 0.70 percent or 131.24 points from its previous days close at 18,704.53 points. The Sensex slumped to a low of 18,568.43 points in intra-day trade and touched a high of 18,888.22 points. The wider 50-scrip S&P CNX Nifty of the National Stock Exchange (NSE) also closed 0.73 percent or 40.95 points up at 5,682.55 points. Traders said revival of buying happened in the second half of the trading session after European markets opened higher and on short-covering on the expiry of the derivatives segment on the last day of March. Bhubaneswar The East Coast Railway Thursday said it will run 10 pairs of weekly special trains till the last week of June to cater to the extra summer rush. At least 155,314 additional berths would be created with the running of these special trains, a senior official of the Bhubaneswar-headquartered railway zone told IANS. The special trains will run between Bhubaneswar and New Delhi, Puri and Shirdi, Puri and Sealdah, Puri and Asansol, Visakhapatnam and Quilon, and Visakhapatnam and Renigunta, he said. Sukhoi, Malaysia sign $100 mn deal


Langkawi Russian aircraft maker Sukhoi and the Malaysian defence ministry have signed a $100-million contract for the technical maintenance of Malaysias fleet of Su-30MKM fighters, said a spokesman for the organising committee of the LIMA-2013 aerospace exhibition. The contract covers technical maintenance as well as supplies of spare parts for 18 Russian-made Su-30MKM fighters that were delivered to Malaysia between 2007 and 2009 under a $900-million contract signed in 2003. In addition to its 18 Su-30MKM Flanker fighters, Malaysia also has 16 MiG29N Fulcrum fighters in its combat aircraft fleet. The Su-30MKM is a multi-role Flanker based on the Su-30MKI model and features a customized avionics package built to Malaysian specifications. Sufamily fighters constitute the bulk of Russias arms exports.

Ahmedabad A delegation from the US, including members of the House of Representatives and business leaders, Thursday met Gujarat Chief Minister Narendra Modi and lauded the economic development in the state under his watch. The meeting assumes significance as the US has been denying Modi a visa for his alleged role in the 2002 Gujarat riots. Only recently, an invitation to speak at the Wharton India Economic Forum in the US was withdrawn when students and faculty of the University of Pennsylvania protested Modis inclusion in the event. The Bharatiya Janata Party (BJP) has maintained that Modi has never sought a visa, in the first place. US businesses, however, have warmed to Modi in recent times. South Korea slashes 2013 growth outlook


Seoul South Koreas finance ministry slashed its 2013 growth outlook for the country to 2.3 percent from an earlier estimation of 3 percent, citing uncertainties in the global economy and risk factors in the domestic economy such as massive household debts and the sluggish real estate market. The No. 4 economy of Asia was expected to grow at an annual rate of 2.3 percent in 2013, lower than the 3 percent expansion estimated three months before, according to the Ministry of Strategy and Finance. The economy rose 2 percent in 2012, the lowest since 2009 when the global financial crisis peaked. Reflecting the expected low-growth trend, the outlook for employment was revised down to 250,000 jobs to be created from an earlier forecast of 320,000 jobs. The outlook for consumer price inflation was cut to 2.3 percent from 2.7 percent due to low inflationary pressures on the demand side. The figure represents a 36 percent rise on the $3.655 billion made at the last World Cup in South Africa and is 110 percent higher than the $2.345 billion earned at the 2006 World Cup in Germany, Xinhua reported Sunday. According to BDO, revenue from television rights and soaring sponsorship demand based on the tournaments exclusivity provided the catalyst for the World Cups rise in profitability. The World Cup market continues to grow and the likelihood is that the trend will continue at the following World Cups in Russia (2018) and Qatar (2022), BDO spokesperson Pedro Daniel said.

Ace designer Rehanes Indian look was also appreciated greatly at the event. Her clothes, though very desi, had an extremely modern and trendy touch making them appealing. My line was about a summer bride and what she would wear. I have displayed net saris, which are glamorous but also look very fragile. Such outfits will make women look divine, she said. Today, I am wearing Manish Malhotras sari and thanks for giving me this opportunity, she had said after her walk. Other than that, the fashion week focused a lot on gold accessories, making the collections attractive. Masaba, who showcased a line called Postcards of Benaras, used a lot of gold jewellery.
