General Information

INTRODUCTION The programme to train Libyan Mental Health professionals in evidence based psychological treatments (to a basic level initially) is a response to the overwhelming demand expressed by Libyan mental health professionals, the Warriors Affairs Commission, Mental Health service providers and NGOs, to train practitioners in the latest psychotherapeutic techniques. The aim of such training is ultimately to develop a mental health professional who is able to treat individuals with common emotional difficulties with an intervention that has proven to be effective in countless randomised control trials. Indeed there is ample evidence that exposure to war, similar to that experienced by the Libyan people increases the prevalence of psychological distress especially, but not exclusively, Post-Traumatic Stress Disorder (PTSD). For example, Farhood et al (2006), state that among those who experienced, witnessed or heard of a war related traumatic event in a civilian population from Southern Lebanon, the prevalence rate of PTSD was 29.3%. So nearly a third of the population who were exposed to a traumatic event in some way displayed clinically significant symptoms of PTSD. Training in which psychotherapeutic modality is recommended, and why? The National Institute of Clinical Excellence (NICE) is a national organization set up in 1999 with the aim of reducing variation in the availability and quality of treatments and care in the UK. NICE recommends the following guidance in relation to PTSD:For individuals who have experienced a traumatic event the systematic provision to that individual alone of brief, single-session interventions (often referred to as debriefing) that focus on the traumatic incident should not be routine practice when delivering services. Where symptoms are mild and have been present for less than 4 weeks after the trauma, watchful waiting, as a way of managing the difficulties presented by individual people with post-traumatic stress disorder (PTSD), should be considered. A follow-up contact should be arranged within 1 month. Trauma-focused psychological treatment Trauma-focused cognitive behavioural therapy should be offered to those with severe post-traumatic symptoms or with severe PTSD in the first month after the traumatic event. These treatments should normally be provided on an individual outpatient basis. All people with PTSD should be offered a course of trauma-focused psychological treatment (trauma-focused cognitive behavioural therapy [CBT] or eye movement desensitisation and reprocessing [EMDR]). These treatments should normally be provided on an individual outpatient basis.

CALL FOR APPLICATIONS The Medical Manpower Development Centre and EMDR Libya organizing committee are proud to announce a call for applications for an extensive course in Eye Movement Desensitization and Reprocessing (EMDR) for Libyan Mental Health Professional to help in the management of war trauma and torture survivors. Trainees will join LFR, The Libya Foundation for Rehabilitation Training of Trainers program for Libyan Mental Health Professionals, in turn be continually professionally supported and developed by peer support, supervision, mentorship and further training. THE COURSE The course will take place in Libya and will be conducted by Mona Zaghrout clinical psychologist and one of very few Arabic speaking trainers in EMDR, in close cooperation with DIGNITY Health Program managers and LFR Support team hosted by the National Center for Disease Control and organized by the Medical Manpower Development Centre and Endorsed by the Warriors Affairs Commission and Libyan Ministry of Health. The Training consists of 2 Blocks of 4 day on site training (theory and practice) and 2 5 hour Sessions of group consultation with 2 months of individual supervised clinical practice and consultation undertaken by the Mona Zaghrout based on individual needs. The course will include introduction to and training in a monitoring and evaluation system (M&E) that will make the candidate capable of pilot testing the effectiveness of the training and the treatment in the Libyan context. THE TRAINER OF THE PROGRAMME Mona Zaghrout is an internationally accredited trainer, facilitator, consultant and therapist in EMDR, and was trained by Dr Francine Shapiro, the originator of EMDR .She was awarded from the EMDR Internal Association for her outstanding contribution to the development of services in the Arab world. Mona has worked at a national and international level providing training, consultation and supervision in the treatment of the survivors of trauma and political violence in Palestine, Lebanon, Jordan, Yemen, Kenya and therapists from Iraq. EMDR Eye Movement Desensitization and Reprocessing (EMDR) is an integrative psychotherapy approach that has been extensively researched and proven effective for the treatment of trauma. ELIGIBILITY Eligible candidates are preferably psychologists or other mental health professionals that have been working with mental health issues and/or specifically with war trauma and torture survivors since the beginning of the Arab spring. The candidate has preferable attended previously DIGNITY or LFR trainings but this is not a prerequisite. Furthermore the candidate needs to be highly motivated and ready to implement, monitor and evaluate the treatment outcome in his/her home country. PLACE AND TIME The course will be conducted in Libya. The duration is 2 Blocks 4 days in April and June 2013 with ongoing supervision. Dates and venues will be announced to shortlisted candidates. PERSON SPECIFICATION EMDR Trainee Essential and Desirable Requirements ESSENTIAL


Education/Qualifications First degree in medicine ( Psychiatry training) or psychology or councling. A professional qualification in a mental health related discipline Minimum of three-year experience working as a therapist in the field. Access to patients with PTSD. Access to survivors of torture and political violence Therapeutic competencies and meta-competencies.

Trainees must maintain the confidentiality of information about patients, staff and other health service business in accordance with the Data Protection policy. Trainees must not, without prior permission, disclose any information regarding patients or staff. If any member of staff has communicated any such information to an unauthorised person, those staff will be liable to dismissal. Moreover, the Data Protection policy also renders an individual liable for prosecution in the event of unauthorised disclosure of information. Following the Freedom of Information policy, Trainees must apply the foundations FOI procedure if they receive a written request for information.

HEALTH AND SAFETY

INFECTION CONTROL
All Trainees have a personal obligation to act to reduce healthcare-associated infections (HCAIs). They must attend mandatory training in Infection Control and be compliant with all measures required by the foundation and affiliated training centres to reduce HCAIs. Trainees must be familiar with the foundations Infection Control Policies.

RISK MANAGEMENT
All trainees have a responsibility to report risks such as clinical and non-clinical accidents or incidents promptly. They are expected to be familiar with the foundations use of risk assessments to predict and control risk, as well as the incident reporting system for learning from mistakes and near misses in order to improve services. Trainees must also attend training identified by their supervisor, or stated by the foundation to be mandatory.

SAFEGUARDING CHILDREN AND VULNERABLE ADULTS


Trainees have a general responsibility for safeguarding children and vulnerable adults in the course of their daily duties and for ensuring that they are aware of the specific duties relating to their role.

SMOKING POLICY
It is the foundations policy to promote health. Smoking, therefore, is actively discouraged. It is illegal within foundation training centres and vehicles.

COURSE ORGANISERS NATIONAL MEDICAL MANPOWER DEVELOPMENT CENTRE NATIONAL CENTRE OF DISEASE CONTROL LIBYA LIBYA FOUNDATION FOR REHABILITATION DIGNITY THE DANISH INSTITUTE AGAINST TORTURE The course is part of a larger program organized by the DIGNITY to support mental health professionals in Libya, Tunisia, (Jordan) and Egypt to assist and treat war trauma and torture survivors in the aftermath of the Arab spring. The DIGNITY has previously conducted workshops and basic training within Emotional Trauma and Torture Rehabilitation in both Libya and Tunisia and are now embarking on the implementation of more specialized services such as Narrative Exposure Therapy (NET) and EMDR. NET and EMDR can be categorized as so called brief therapies and they have proven effective in the treatment of severely traumatized victims suffering from PTSD. DIGNITY program also includes the prevention of torture and focus on implementation of human rights conventions (CAT and OPCAT) and standards e.g. in the monitoring of places of detention. The course is also part of Training the Trainers program by Libya Foundation for Rehabilitation (LFR). LFR is an NGO, which aims to help Libya heal its own wounds through the assistance in rehabilitation and reintegration for the prosperity of its people. LFR employs modern scientific and professional psychological, social and educational approaches in order to reintegrate individuals affected back into normal civilian life. LFRs delivery strategy is achieved through its committed team of dedicated experts, professional international partners, and reliable network of Libyan NGOs. LFR teams are presently based in Tripoli, Benghazi, Misrata and Zawia. In addition, it has a strong team based in Malta to provide offshore training and logistical support. Our vision is to be the leading organization for rehabilitation, reintegration and social well-being in Libya. Our objective is to contribute to the developing of standards and quality of Libyan Mental Health service.
