Using the HAMP Reporting Tool: Reporting a Short Sale or Deed-in-Lieu Notification*

Pursuant to Supplemental Directive 09-09 Revised, as a condition to receiving the incentive payments offered through the Home Affordable Foreclosure Alternatives (HAFA) Program, servicers are required to provide periodic loan level data for all HAFA activity to the U.S Treasury. The data submitted must be accurate, complete, timely, and in agreement with the servicers records.
HAFA loan-level data must be reported at key milestones (with each milestone requiring a separate data transmission) in the HAFA transaction no later than the fourth business day of the month following the event: Notification when the Short Sale Agreement (SSA) or Deed-inLieu (DIL) Agreement is signed and executed, or updated following an extension of the marketing terms; Loan Set Up at the transfer of property ownership (closing of a short sale or acceptance of DIL) Termination when the SSA or DIL Agreement expires or when the SSA or DIL Agreement is terminated by the servicer

This Job Aid describes the steps to report a short sale or deed-in-lieu notification. Although the data is requested on behalf of the U.S. Treasury, it must be submitted to Fannie Mae, as program administrator. The data must be submitted using the HAMP Reporting Tool. The HAMP Reporting Tool is available to participating servicers on the secure servicer area (using the Participating Servicer Login) of the HAMP Web site www.HMPadmin.com. Note: If the modified loan is a GSE loan, additional reporting to the GSE is required using the GSEs internal reporting systems. To report a short sale or deed-in-lieu notification, follow these steps: Step 1. Log in to the secure servicer area of the HAMP Web site www.HMPadmin.com.

The reporting requirements explained in this document are in addition to any contractual reporting requirements you may have as a servicer of mortgage loans. 6/23/2010 1

For instructions on how to register for the secure servicer area of the HAMP Web site, refer to the job aid entitled, Becoming a Participating Servicer in HAMP Job Aid, available on the HAMP Web site www.HMPadmin.com. Step 2. Click the HAMP Loan Reporting Tools & Documents link. The HAMP Loan Reporting: Tools & Documents page is displayed. Step 3. Step 4. Step 5. Click the Launch the HAMP Reporting Tool link. Login to the HAMP Reporting Tool using the Logon Name and Password that you were assigned when registering for the tool. Select the applicable notification option (Short Sale Notification or Deed-in-Lieu Notification) from the HAFA drop-down menu. The Short Sale Notification or Deed-in-Lieu Notification option has 2 sections: Step 6. Loan Identifiers Loan Level Data

In addition, you should refer to the Data Dictionary, available at www.HMPadmin.com, for a list of data elements, their definitions, and the conditions under which each is required.

Mandatory, or required, data fields are denoted by a red border. You can enter Date data fields manually or by clicking the calendar icon that is placed next to a Date data field. Manually entered dates can be formatted in the following ways: 07/23/2009 or 07232009. If (***) appears alongside a data field, you have entered the data in an invalid format and you should reenter the data. If you are unable to complete the form, you can save it any stage and return to it at a later date by clicking the Save and resume later link, located at both the top and the bottom of the form. The HAMP Reporting Tool displays a confirmation message under the message to alert you that your data was saved successfully. To retrieve the data the next time you access the form, click the Load Saved Data link. The HAMP Reporting Tool will populate the form with your previously entered data. If you wish to remove saved data, you can manually edit the fields or select the Clear Form button located at the bottom of the form to reset all fields to their default values Note that the HAMP Reporting Tool only stores one copy of the form at a time for a period of no more than 48 hours; therefore, each time you save a form, the previously stored data is overwritten. If you wish to start a new form, you must first complete the current form, submit it and then start the next form.

Since the HAMP Reporting Tool only saves the most recently entered loan and does not save the data once it is successfully submitted, you may want to capture your loan information in hard copy or a spreadsheet. It is recommended you take one of the following actions: Print a blank form from the HAMP Reporting Tool, manually complete it and then enter the information from the printed copy. Keep the manually completed form for your records. You can use this form when reporting the associated official modification Keep a record of all data you submit using the HAMP Reporting Tool in a separate file that you create manually. Keep the file for your records. You can use this file when reporting the associated official modification.

Confirm that the data you have entered is complete, accurate, and agrees with your records. Click Add Activity.

An initial validation is performed to ensure that any mandatory, or required, fields are populated accordingly. If not, an Activity Response pop-up window opens that lists the data fields that need values. Enter the missing data, and click Add Activity to resubmit the data. A second validation is performed that checks the business rules for warnings and errors. If any warnings or errors are found, an Activity Response pop-up window opens that lists them. Errors must be fixed. Click Add Activity to resubmit the data. If no error message is shown, your data has been submitted successfully and the HAMP Reporting Tool displays the confirmation message, Activity Processed. Notes: The instructions in this Job Aid describe how to report a short sale or deed-in-lieu notification for one record at a time. The HAMP Reporting Tool provides the possibility for you to upload multiple records at one time. If you prefer to upload multiple records at one time, refer to the job aid entitled, Uploading Files with Multiple HAMP Loans, available on the HAMP Web site www.HMPadmin.com To view data you submitted, refer to the job aid entitled, Viewing reports, available on the HAMP Web site www.HMPadmin.com.
