From August 2006 to present, I am employed with Romanian National Company of Motorways and National Roads (RNCMNR SA)-ISPA Agency and acquired valuable experience in the field of tendering, contracting and monitoringof the ISPA Road Sector projects. During my working experience within the Romanian National Company of Motorways and National Roads (RNCMNR SA)-ISPA I have been involved in all stages the tendering and contracting process of the ISPA funded projects, given the fact that I have been implicated not only in the preparation of tender documents respecting the PRAG provisions but also, after 2007, when Romania become a EU Member State, on the preparation of the tender documents and contracts complying with the GD 34/2006, the Romanian national procurement regulation adapted after the EU directive 2004/18/CE. For the period of my performance within the Contracting Unit I have participated to the negotiating meetings held between the Beneficiary party and the Contractor in the view of settling the contract conditions with the successful tenderer. It is also worth mentioning that I have been involved in ISPA projects preparation support with regard to the putting together of projects; specific outlook to the financial analysis, economic study, environmental assessment, procurement planning and project distribution strategy, review of feasibility studies, reviewing and advising about environmental requirements, tender documents etc., all in compliance with EU law and conformity with EU policy. At the same time as working for the Monitoring unit I have participated to the preparation of the documents needed in DAB hearings and to the DAB hearings as administrative support staff. Because your job advertisement requires also experience with EU policies and procedures concerning delivery and funding of large projects, familiarity with international best practice in their field of expertise and experience in utilizing and managing support consultants I should bring up the experience attained while working in Kosovo for UN Mission In Kosovo and European Union Mission in Kosovo: December 2001 to December 2003 UNMIK-EU Agency Trepca Mining Complex where my main responsibilities were: to supervise a team of 15 national staff, to coordinate and to analyze procurement issues; December 1999 to June 2001 I was employed by UNMIK, Mitrovica Regional Headquarters as Regional Project Coordinator where my main areas of responsibility were: the overall coordination of the infrastructure projects initiated by UNMIK Department of Infrastructure Development and funded by European Agency for Reconstruction, USAID and IOM. I also had experience in dealing with the Municipal and Regional International Administrations, Trades Unions, a number of KFOR battalions and donor representatives. Due to the fact that I have a good knowledge of Serbo-Croatian language I managed to maintain an excellent working relation both with Serbs and Albanians. My economic development experience both at a theoretical and a concrete level, combined with a high level of interpersonal skills and cultural sensitivity to effectively interact with all levels of staff, provided strengths both in initiating economic activities and in recognizing and advising on extremely vulnerable social groups, business plans and potential problem areas.

I am an active, industrious and enthusiastic development economist with experience in funding, procurement regulations and implementing infrastructure projects. I currently reside in Bucharest, and enjoy being a part of the RNCMNR SA)-ISPA Agency, due to the fact that it gave me the opportunity to enlarge my knowledge of infrastructure projects from the concept stage to the final implementation plan.
