SECTION 09872/09873 TANK PAINTING (L-1-S, 0-1-S)

PART 1 - GENERAL 1.01 DESCRIPTION The Contractor shall furnish all material, equipment, and labor for surface preparation, priming, and painting of steel water tanks. 1.02 QUALITY ASSURANCE Quality assurance includes the requirements of this specification, the latest revision American Water Works Association standard (AWWA D-102), and the requirements of the paint manufacturer as applicable. Unless specifically stated otherwise, the most stringent requirement will govern when there is a conflict. 1.03 SUBMITTALS The Contractor shall submit paint data for approval by the Engineer. The submittal shall include the following: A. B. C. D. Paint description. Typical uses for the paint. Manufacturer's recommended surface preparation. Tank Painting (l-1-S, 0-1-S) Section 09872/09873 2 1.04 PRODUCT DELIVERY The Contractor shall store and handle the paint in accordance with manufacturer's recommendations. The Contractor also shall familiarize himself and comply with all applicable state, county and municipal rules and regulations pertaining to sanitation, fire protection, barriers, warning lights and signs. 1.05 JOB CONDITIONS A. Contractor's Equipment. The Contractor shall provide such modern plant and equipment as may be necessary in the opinion of the Engineer to perform in a satisfactory and acceptable manner, and in accordance with the specifications, all the work required of the Contractor. Overspray and Dust Abatement. The Contractor shall furnish all labor, equipment and means required and shall carry out protective measures wherever and as often as necessary to prevent his operations from producing overspray or dust in amounts damaging to property or causing nuisance. The Contractor shall be responsible for any damage resulting from overspray or dust originating from his operations. The abatement measures shall be continued until all surface preparation and painting is completed. All compensation to be received for overspray and dust abatement shall be included in the prices named for appropriate items of the bidding sheet. Power. The Contractor shall provide at his own expense all necessary power required for his operations under the contract. Air Pollution. The Contractor shall comply with all air pollution regulations.

The Contractor may perform surface preparation and priming at the erection site or at the fabrication plant.

Tank Painting (l-1-S, 0-1-S) Section 09872/09873 3 1.07 GUARANTEE The Contractor shall guarantee that the entire work under the contract will fully meet all requirements as to quality of workmanship and of materials furnished by him. The Contractor agrees to make at his own expense any repairs or replacements made necessary by defective materials or workmanship supplied by him which have become evident within two years after the Notice of Acceptance of the Work is filed, and to restore to full compliance with the requirements of these specifications any part which, during said two year period, is found to be deficient with respect to any provisions of this specification. The Contractor shall make all repairs and replacements promptly, upon receipt of written corders for same from the Engineer. If the Contractor fails to make the repairs and replacements promptly, the District may do the work and the Contractor and his surety shall be liable to the District for the cost thereof. The first anniversary inspection will be performed between eleven and twenty three months after the filing of the Notice of Acceptance. The draining of the tank will be performed when there will be minimum inconvenience to the District. The Contractor shall be notified at least two weeks prior to the first anniversary inspection.

PART 2 - PRODUCTS 2.01 MATERIALS A. Interior coating shall be a coating system in accordance with the requirements of Section 3, AWWA Specification D-102, Inside Paint System No. 1 (I-1-S). It shall have a minimum of three coats of two component catalyzed epoxy paint system with a minimum TDFT of 10 mils. Exterior coating shall be a coating system in accordance with the requirements of Section 2, AWWA Specification D-102 Outside Paint System No. 1 (O-1-S) except that the primer coat shall be 3.0 mil thickness and the total system shall be 6 mils. Alternate contrasting colors for each coat shall be used to facilitate inspection and to prevent incomplete coverage of each coat. Exterior color. The color of the exterior coating of the tank shall be semi-gloss, EMWD tan or as specified by the Engineer in the Special Conditions. The Contractor shall submit color samples for approval prior to painting. Heavy Metals including lead, chromates and mercury are not permitted. Any coating containing toxins that require hazardous waste treatment or disposal, are not permitted.

All materials furnished shall be subject to rigid inspection and no material shall be used in the work until it has been inspected and accepted by the Engineer. Tank Repair. During sandblasting, if any holes are detected in the steel tank, the inspector will be informed and the District given time to repair the tank prior to painting. The inspector will inspect all surfaces prior to painting to determine if any tank repairs are required. Paint testing shall be in accordance with the manufacturer's recommendations and AWWA recommendations. Holiday testing will be done on all interior surfaces with a wet-sponge low voltage holiday detector. Disinfection and Contaminant Analyses will be performed by the Contractor, and District will take bacteria samples.

PREPARATION A. Interior Surface Preparation. The interior surfaces of the tank and all appurtenances within the tank shall be thoroughly dried and sandblasted to near-white metal as defined by Steel Structures Painting Council Surface Preparation Specification No. 10 (SSPC-SP10). All dust shall be removed by brushing or industrial vacuum. Sandblasted surfaces shall not be left overnight prior to prime coating. Exterior Surface Preparation. All exterior surfaces shall be blast-cleaned as specified in Steel Structures Painting Council Surface Preparation Specification No. 6 (SSPC-SP6) (Commercial Blast Cleaning), and all mill scale shall be removed. Sandblasted surfaces shall not be left overnight prior to prime coating, and the exterior surface shall be cleaned thoroughly, having the surface free of all dust, moisture and any impurities. Roof Rafter and Roof Plate Preparation. All inaccessible areas including all roof rafters and interior roof plates shall be sandblasted in accordance with the specifications (SSPC-SP10) and finish coated to a minimum TDFT of 8 mils prior to erection and placement.

Any damage suffered to the pre-erection coating during erection of the tank shall be repaired after erection and prior to application of the top coat. Pre-erection coatings shall be brushed off blasted or washed as recommended by the manufacturer if the maximum recommended recoating time has been exceeded.

APPLICATION A. The underside of the flat-bottom tanks are not considered to be a part of the tank exterior for purposes of painting. All surfaces that are sandblasted and primed at the tank site prior to erection shall be supported at least one foot above the ground during surface preparation and priming to aid in the prevention of contamination of the primer with dirt. All paint systems to be applied in strict accordance with the manufacturer's recommendations and AWWA D-102, with the Contractor responsible for curing with the required forced-ventilation. All welds and irregular edges shall be brushed in addition to the spray coating for the first and second coats.

3.04 FIELD QUALITY CONTROL Contractor's Equipment. The Contractor shall provide such modern plant and equipment as may be necessary in the opinion of the Engineer to perform in a satisfactory and acceptable manner, and in accordance with the specifications, all the work required of the Contractor. 3.05 ADJUSTMENTS AND CLEANING

Cleaning up During Construction. The Contractor shall keep the premises occupied by him in a neat and clean condition, and free from unsightly accumulation of rubbish. Upon completion of the work and before the final estimate is submitted, the Contractor shall, at his own cost and expense, satisfactorily dispose of or remove from the vicinity of the work all plants, buildings, rubbish, unused materials, and other equipment and materials belonging to him or used under his direction during the construction, and in the event of his failure to do so, the same may be removed and disposed of by the District at the Contractor's expense. 3.06 PAYMENT Payment for painting completed and accepted will be paid for on a lump sum basis at the bid prices as stated in the contract documents, which prices shall constitute full compensation for furnishing and delivery of all labor, equipment, tools and materials necessary to complete the described work in place.
