All Fijians Protected In Draft Constitution, Decree Challenge Provision Excluded: Bainimarama
Fiji's Prime Minister Commodore Frank Bainimarama refutes claims that the draft Constitution gives too much power to the next Prime Minister. Commodore Bainimarama says it is up to the people to choose the right leaders. As I have explained before the President is largely a ceremonial position and it is important that the commander in chief of the armed forces be the elected head of the government but we can have a look at this later on to see if changes can be made to this in the constitution. One of the questions brought up time and again is whether the Prime Minister has too much power in the draft constitution. Last time I sat in this room there was an Indo-Fijian gentleman who said we should go back to the 1997 constitution give the powers back to the I-taukei I dont know whether he was one of the supporters of these political parties that are vying for the removal of this particular one and bringing back the 1997 constitution but what I want to tell people is that we should not lose hope the people that went to Muaniweni did not lose hope after the events of 2000. As public consultations on the draft continue, the Prime Minister stands firm that there is enough protection for all Fijians. We are talking about this system which is going to be put in place for parliamentarians, ministers and senior civil servants to ensure that there is transparency and accountability in the system those are the major things

Meanwhile, Commodore Bainimarama says they have done away with provisions in the Ghai Draft that allowed challenges against government decrees. Bainimarama said the Ghai draft
had proposed that all the decrees and provisions within them can be challenged. "A good example was given that if a rapist is sent to jail he would have been sent to jail by a Judge appointed under the constitution now Ghai Draft says you can challenge that decision made by the judge and of course that would

Bijendra, a 39-year-old market vendor who raped a 25-year-old woman while claiming to be a witch doctor has been sentenced to 13 years imprisonment by Suva High Court. Judge Justice Paul Madigan has imposed a non parole period of 11 years on the man. Justice Madigan said that the man knew that he was not able to cure the pimples but manipulated the victim and her aunt. The High Court Judge said the disturbing factor is that the man said that he can cure her pimples if she goes through the process. The court heard the complainant was introduced to the accused by her mother's elder sister with whom she was living at the time. The complainant and her aunt visited the accused on November 24, 2010, in his home to seek his services as a witchdoctor for an acne problem.
Following a yaqona ritual during which the vendor claimed to have summoned spirits, he demanded $350 to cover costs for a meal for the spirits. Three days later, she returned to the witchdoctor with $150 for the first session of healing and another yaqona ritual was performed. On her return home that day, she was told by her aunt she would have to sleep with the witchdoctor who would enable the curing of her acne. During the trial on Monday, the complainant told the court she was shocked when told about what she should do. She said that at 7pm on November 27, the accused came to her home with yaqona and cigarettes and performed another ritual in her bedroom. The complainant's aunt and the accused then locked her in a room. At midnight, the accused entered her bedroom and forcefully had sex with her five times.

Local airlines carried a total of 749,831 passengers on international flights last year. And this marked an increase of 5.8 per cent compared to the 709,025 passengers that travelled in 2011. According to the Fiji Bureau of Statistics's Epeli Waqavonovono, the total number of passengers carried by local airlines on domestic flights in 2012 was 260,093. "This was an increase of 11.7 per cent compared to the 2011 figure of 232,793," he said. Meanwhile, 192,387 international passengers had generated 501,290 thousands of revenue passenger kilometres in the December quarter last year. Compared to the September quarter 2012, Mr Waqavonovono said the airlines transported 1.6 per cent
more passengers and also recorded a 2.2 per cent increase in revenue passenger kilometres. He said a paying passenger flying one kilometre created one revenue passenger kilometre. He said the 189,442 international passengers flown in the September quarter last year, generated 490,381 thousands of revenue kilometres while capacity was more than 1.362million thousands of available seat kilometres. For domestic flights, he said local airlines carried a total of 67,496 passengers in the December quarter last year compared to 65,549 passengers flown in September. Compared to September quarter 2012, the airlines transported 3 per cent more passengers. Mr Waqavonovono said statistics for this year's March quarter would be released on June 21.
THE delay in having overseas cruise ships to visit Savusavu this year has affected handicraft business there. Women selling handicraft items at the market have seen a drop in their income because no cruise ships have visited their town since February. Vendor Rosalia Sui who has been in the business for 11 years said this year was a challenging one. "We depend a lot on these cruise ships that come in from Australia or other countries because their involvement has helped our business grow," she said. "The last cruise ship came in February and there have been no other cruise ships since then. We have seen a drop in our income and it's affecting our business. "Apart from the cruise ships, we also
depend on tourists in hotels but our main markets are tourists on cruise ships because they buy a lot when they come for a day." The situation has forced the businesswomen to turn to local customers and hotels. She said a challenge faced with the locals was that most of them asked for a cheaper price than what tourists usually spend. "At times, we just have to sell it at a lower price because we also need the money to support our business and families. "But when we have tourists from the cruise ships, then we earn more and we miss their visit so much. Our main market is the tourism industry and tourists who come on cruise ships help us a lot when they buy our handicraft items."
A LABASA secondary school teacher who drove a vehicle while disqualified from driving has been jailed for eight months. Anish Kumar Dayal, 40, pleaded guilty before Magistrate Ropate Cabealawa to a count of driving a motor vehicle without a licence and one of driving in contravention of the Third Party Policy. According to court proceedings, Dayal was followed by two Land Transport Authority officers on February 8 this year. When they demanded his licence, Dayal failed to produce one and begged the officers not to book him because he had been disqualified from driving for 12 months from May 17 last year. In his judgment, Magistrate Cabealawa said while Dayal pleaded guilty at the first possible opportunity and saved the court's time and resources, the aggravating factor was that he
committed the offences within the disqualification period. "I have noted that the accused stated in his mitigation that he was driving to Labasa Town to pick up medication for his sick son," Mr Cabealawa said. "He also stated that his wife also holds a valid driving licence. The accused stated that he drove his motor vehicle while his wife was comforting the baby in the car. "I find this explanation fanciful." The magistrate noted that Dayal was neither young nor a first offender. "Given his education background, the accused should have known better that it is an offence to commit a crime. He is not a good role model to the students of the school. "The accused is sentenced to eight months imprisonment that I will not suspend."
Vatukoula Gold Mines major shareholder, Zhongrun International Mining Company Limited, has increased its stake to 29.1 per cent after it backed a share placing to raise 1.32mln (FJ$3.6 million). The Chinese mining group took up all of the 8.8 million shares issued at 0.15 (FJ$0.40) per share, a price over 20 per cent higher than the market price at the time. Zhongrun used to hold 29 million ordinary shares in the company. Following the admission of the new ordinary shares to trading, it would hold 37.8 million ordinary shares.
Vatukoula Gold Mine directors intend to use the proceeds of the placing to supplement the companys working capital which it continues to finalize its longer term funding requirements. Vatukoula said it will use the funds for general working capital while it continues to finalize its longer term funding requirements. In March, the miner said it was in talks for funding between US$30 million (FJ$53.55 million) to US$40 million (FJ$71.41 million) of expansion work. This will help it develop higher grade and lower cost areas of Vatukoula Mine in Fiji.
Prime Minister Voreqe Bainimarama is only required to resign as the Commander of the Fiji Military and not as PM before next years elections. This was clarified by Attorney General Aiyaz Sayed-Khaiyum at the draft constitution consultations in Lautoka. Sayed-Khaiyum says this has been practiced by past governments and is nothing new. The Prime Minister, before nominating his name as a candidate will need to resign as the commander of the RFMF, but he continues as Prime Minister until the new parliament is appointed as would other ministers. That is the case in all Commonwealth countries or common law countries I should say. The AG adds there needs to be a government in place running the country during elections and this in no way compromises the transparency of next years elections.

Fiji's official tourism body is boycotting an event aimed at luring Australians to the Pacific, claiming it may instead encourage holidaymakers away from Fiji. The annual Bula Fiji Tourism Exchange (BFTE) is in Fiji in May, and last year drew representatives from the Cook Islands, American Samoa, Tahiti, Tonga and Vanuatu. New Tourism Fiji boss Rick Hamilton said that by allowing other Pacific nations to attend, the BFTE expo risked damaging local tourism operators. We believe it is difficult enough (for local operators) to win business with
local competition, let alone have to compete in this forum against the rest of the South Pacific,Hamilton said. Most of these other island nations have their own shows where they can promote themselves and we believe Fiji is in a strong position to stand alone at its own dedicated event. Fiji is the seventh most popular foreign destination for Australians travelling overseas, behind New Zealand, Indonesia, the US, Thailand, the UK and China. In 2012, 332,000 Australians visited Fiji, up from 128,000 in 2002.
Despite 24-hour service by taxi operators everyday in Lautoka, illegal taxi operators continue to operate and invade taxi business turf. A meeting was held by Fiji Taxi Association members of Lautoka district in Lautoka Club to once again review their strategy of how to combat illegal operators. A Lautoka taxi driver, Abdul Saddiq said the Association earlier suggested that taxi drivers must provide services 24 hours. Following this we started our 24 hour services from base and did shift works but the illegal operators, mainly vans, continue to come in front of us and take our jobs. Mr Saddiq said. He said the operators took their jobs by telling the passengers that travelling in a taxi to certain place would cost more and they offered discounts accordingly. However, most illegal van operators

The company's economist, Titiana Tumenggung said this was one of the key actions for transport links to the energy sector, supply and demand issues and alternatives. Ms Tumenggung said there was a need to improve availability of transport data and knowledge management on transport efficiency in Fiji. "Investigate more technology options for energy efficient vehicles, such as electric cars and enabling an environment for the private sector
to contribute to energy efficient transportation." During her presentation at the National Energy Consultation Forum in Suva last week, she said it was vital to improve infrastructure to support better vehicles. "There is a need to develop a policy on minimum vehicle standards and phasing out old energy inefficient vehicles and develop policies that provide incentives for use of energy efficient vehicles." She said access to finance and funds should be available for sustainable energy, increase government's commitment to achieve international targets and improve performance monitoring.
A new report on Fiji's inter-ethnic relations says decrees and constitutional clauses for equality are not enough to force change in the country. Professor Vijay Naidu is the author of the report released by London-based Minority Rights Group and Fiji's Citizens' Constitutional Forum. He has told Radio Australia's Pacific Beat steps need to be taken to end the i-Taukei domination of institutions, including police, military and the public service. You talk about institutions, you know our Fiji military is still 99 per cent ethnic Fijian," he said. "Over the last six, seven years, that composition has not changed at all. In the public sector you have a predominance of ethnic Fijians, both generally and at the upper echelons where up to 90 per cent are filled by ethnic Fijians. Naidu says the necessary change could take up to 10 to 20 years to achieve and

68 speeding offences were captured by speed cameras in just over 3 days. This is according to Land Transport Authority Spokesperson Iliesa Sokia. Sokia said speeding continues to be the number one offence committed by drivers. He added that the images captured show that along the 50km per hour zones, motorists are travelling at maximum
speeds of 90 to 110 kilometers per hour. Areas in Suva where this is occurring are Edinburg Drive, Vesida Corridor and Jerusalem Road. Sokia said LTA will not condone such reckless driving and the drivers who continue to breach the speed limits may face stiff penalties like having their licenses suspended or even revoked.

About two tonnes of papaya worth $24,000 is expected to be exported to Australia per week from this week as papaya exports to Australia resumed last week. Fiji voluntarily suspended papaya exports to Australia last year while investigating a papaya disorder that was affecting papaya plants in Sigatoka. Biosecurity Authority of Fiji acting chief executive Waisiki Gonemaituba said the reopening of the papaya exports to Australia is very timely. The bulk of papaya in Fiji will be maturing in three to four months time hence the reopening of Australian papaya market will allow our exporters to export their papaya, he said. Papaya export to Australia is very lucrative for Fiji as in a good year, we have potential to export about 600 tonnes of papaya annually to Australia and 200 tonnes to New Zealand. In three months when the bulk of the papaya matures, the export to Australia is expected to increase to about 15 to 20 tonnes a week. Voluntary suspension Mr Gonemaituba said the Biosecurity Authority of Fiji had to request for voluntary suspension of papaya exports to Australia after they identified a papaya disorder in a farm in the Sigatoka area. He said as a result, the Biosecurity team conducted surveys on the farms as well as the papaya plants in backyard gardens in the area and the signs found pointed towards a papaya disorder. The cultures were sent overseas for analysis and authentication and the results received showed that the disorder is localised, traceable and not
Be Aware Of Liars
The Prime Minister, Commodore Voreqe Bainimarama, is cautioning members of the public to be aware of liars in the country. Opening the public discussion (talanoa session) at Sawanikula Village in Wainimala, Naitasiri, the Prime Minister said the political upheaval that led to the mutiny at the Queen Elizabeths Barracks (QEB ) in 2000 was caused by liars. The Prime Minister said some chiefs were involved and they used the Counter Revolutionary Warfare (CRW) unit of the Republic of Military Forces (RFMF) to try to remove the military leadership. They failed and the event was very costly as soldiers were shot and killed, the Prime Minister said. Commodore Bainimarama said these liars wanted to remove the RFMF leadership to let them be in control and put in place policies only to their advantage. Now the RFMF is united and will never be swayed by liars. The same, he said led to the military taking over leadership in 2006. The Prime Minister said they had warned then government of corruption and abuse of office but in return those in power told the people that nothing was wrong. The government carried out discriminatory policies that worked in favour of them during elections. He said the military took over leadership and carried out a clean-up campaign, which was very successful. His government, he said had removed all discriminatory policies and had treated all citizens equally. Commodore Bainimarama said they have set up a new roadmap to democracy and a new Fiji. Part of the roadmap for democracy, he said was the draft constitution and again liars have been going around misleading the people and asking them to reject the draft. Liars, he said include old politicians who had nothing new to offer the people. They are against our new political way because it has a zero tolerance on corruption as they want the old way to corrupt the people. The draft constitution they now hate creates Human Rights and AntiDiscrimination Commission and an Accountability and Transparency Commission. None of Fijis previous constitutions has ever created such bodies to keep public officials, civil servants and parliamentarians accountable and create transparency. The Prime Minister has offered the olive branch to all critics to sit with government to discus Fijis way forward. He also told the people at Sawanikula that the draft will address coups.

Australias Department of Agriculture, Fisheries and Forestry reopened the papaya exports from Fiji after concluding the papaya disorder in Fiji was not a biosecurity threat to exports to Australia. Mr Gonemaituba said holding of papaya exports was one of the standard measures taken by the authority amongst others to prevent the spread of the papaya disorder. Little impact on exports Mr Gonemaituba said suspending exports did not have much effect on papaya exports to Australia because the exports had already plummeted as a result of two major floods last year and a cyclone. He said for the authority, this has been a successful example of how our scientists worked with industry, trading partners and Department of Agriculture to minimise the impact. Mr Gonemaituba said papaya exports are crucial to Fiji and the Biosecurity Authority of Fiji is working very closely with the Department of Agriculture and the Fiji Papaya Industry to help increase the papaya exports.

Safety Is Paramount PM
The Prime Minister says people should not lose sight of the fear that is created when there is a prison break-out. Commodore Voreqe Bainimarama was responding to a request for an update on investigations into the video which allegedly showed the beating of an escapee two months ago. Speaking to Radio Tarana in New Zealand, Commodore Bainimarama said the safety of law abiding citizens should be paramount. He told Radio Tarana: The average law abiding Fijian is fed-up of playing victims to criminals. They are fed up with burglaries, home evasions, women being raped, men being bashed. As you know we had a group of criminals who escaped from Naboro they also had help from inside and we also think the whole thing may have been orchestrated from outside because this group did not go into hiding like normal escapees. They headed straight to Suva and started terrorizing the city. The ordinary citizens were terrified they left their offices and rushed home to protect their loved ones. And the victims of these criminal attacks have left physical and mental scars on the people that will stay with them through-out their life. Police investigations into the alleged beating continue.
The Fijian Prime Minister has reaffirmed that university education is still within reach for students from low-income families. Speaking at Navuso Agricultural School, Commodore Voreqe Bainimarama mentioned that students, who were held back, because of financial constraints, could apply for the Student Loan Scheme and the Tertiary Education Loan Scheme from the Government. The Fiji Government had allocated $2 million for the new Tertiary Education

Loan Scheme (TELS) to enable students from low-income families to have university education. Public Service Commission, Permanent Secretary, Parmesh Chand, said, to be eligible for a TELS loan, an applicant must confirm that he or she has a current offer letter from a recognized tertiary institution in Fiji to commence studies and that he or she was unable to pay the full cost of tuition. The maximum income qualification for all candidates is $16,000 per annum.

Concerns that move to ban psychoactive substances may affect cultural ceremonies.
Pacific Islanders including Fijians living in New Zealand have been advised to make submissions on a new bill that if passed would ban culturally important substances such as kava. Culturally important substances such as kava could be captured by a law change which aims to stamp out harmful synthetic drugs, MPs have told Parliament. All eight political parties backed the Psychoactive Substances Bill at the first hurdle, though Opposition MPs hoped for clarification of the scope of the bill at select committee stage. Labour MP for Mana Kris Faafoi said it was unclear whether the law would ban or limit the sale of kava crops, used in a traditional drink consumed at Pacific Island ceremonies and gatherings. Kava contained psychoactive substances and could have a sedative effect. Mr Faafoi said: "There is a lot of cultural significance to kava and kava ceremonies ... for the Tongan community, for the Samoan community, and for the Fijian community. It is a serious issue." He urged Polynesian communities to make submissions on the bill. Psychoactive substances were defined broadly in the legislation as substances, mixtures, preparations, articles, devices, or things that were capable of inducing a psychoactive effect. The law change put the onus on the industry for the industry. Opposition parties hoped for amendments at the select committee stage. The Greens wanted Government to rule out the testing of party pills on animals. Mr Dunne has said there would be no lethal or barbaric tests on animals but said some testing on dogs would be difficult to avoid. Labour welcomed the 18-year-old age restriction on buying and selling approved drugs, but suggested rules around packaging and advertising should also be written into the legislation. MPs generally welcomed the groundbreaking legislation, with some hailing the new approach to drug use as a health issue instead of a criminal justice issue. Mr Hague described it as New Zealand's first attempt to develop "rational, principles-based" policy with regard to drug-related harm.

The Prime Minister confirmed that his current Government will form the political party he will lead into next years general elections. This revelation was made at Sawanikula Village in Wainimala, Naitasiri, by Commodore Voreqe Bainimarama during a talanoa session with the villagers. The Prime Minister had previously confirmed to the media that he would be forming a party. Now he has confirmed this will be built on the Government he now leads. Commodore Bainimarama was answering questions from the villagers when asked about the political party he was about to form. In his reply he said Well to answer your question on my party, its the current Government that will form this new political party. However, he said the launch would be early next year as their priority now was to prepare the nation for the 2014 elections. The Prime Minister said in his visits around the country, many had asked that the Government continued leading the country and there should be no elections. He said since his Government came into power he had promised he would return the nation to democratic elections. I stand by my word and we will have elections in 2014 and its up to you to elect the government you want to lead the country after 2014. THE Consumer Council is closely monitoring promotions and competitions that are being run by traders to ensure disclosures and accurate information. This comes in light of concerns raised by consumers on some of the competitions terms and conditions and transparency over the awarding of prizes. While the Council has received consumer complaints on promotions that work through mobile texting platforms, it is also keeping a close watch on other competitions such as those that involve purchasing of products and submission of receipts, wrappers, barcodes etc. In some cases promoters do not fully disclose information on the noncash prizes on offer. For example in a recent case the Council confronted the promoter after it did not disclose the brand and model information on a computer tablet that was on the prize list. Some businesses simply use the generic terms tablet, smartphone etc but do not disclose the brand,
model and other details which can give consumers an idea of the value of the prize. The Council is calling on businesses that run these promotions or competitions to provide clear, unambiguous and accurate information about conditions of entry, prizes, collection of prizes, etc. We have found that some traders inform consumers that prizes can be redeemed at their branches or authorized outlets, but these collection points are not available Fiji-wide and consumers have to incur costs to get to these points. The Council is gathering information, posters and other documents on ongoing promotions or competitions and will be tracking these from their inception to their closure. We are tracking each one in terms of when the competition ends, draw dates and information on winners. The Council is calling on those running these promotions that they must publicly disclose the winners, or at least disclose the winners to those customers who had entered the competition.

1. Sprinkle lamb with salt and pepper. Place in a 5-quart slow cooker. Sprinkle with the parsley, garlic, oregano, and lemon peel. 2. In a small saucepan, saut onion and carrot in oil for 3 to 4 minutes or until tender. Stir in wine and bouillon. Bring to a boil, stirring occasionally. Pour over lamb. Cover and cook on low for 8 hours or until meat is tender. 3. Remove lamb and keep warm. Strain cooking juices and skim fat. In a small saucepan, bring juices to a boil; cook until liquid is reduced by half. Serve with lamb.

US authorities are deciding whether to charge anyone after police say a six-year-old was shot in the head by a four-year-old in New Jersey.
The older boy is in serious condition. Authorities are still investigating how the younger child obtained the .22-calibre rifle from his family's home on Monday night. Police Chief Michael Mastronardy says the children were outside the fouryear-old's home when the boy went inside, got the rifle and shot the sixyear-old about 15 meters away. It's not clear if the four-year-old pulled the trigger or if the rifle accidentally discharged. The parents of the four-year-old were home at the time. No names have been released. The shooting came after another fouryear-old shot and killed a Tennessee woman on the weekend. Josephine Fanning, 48, was shot dead when a boy who was visiting her house picked up a gun off the bed and fired. Fanning's husband, Wilson County Deputy Sheriff Daniel Fanning, has taken the handgun out of a cabinet to show a friend his rifle. Reports suggest the shooting happened 'within seconds' of Mr Fanning putting the gun on the bed. It looks to be a tragic accident, Wilson County Sheriff Robert Bryan told The Tennessean. He did not normally have small kids at his house, and his guns were locked prior to coming out. I dont want the perception that guns were everywhere. The Tennessee Bureau of Investigation is examining the shooting to see if charges will be laid against any of the adults. Tennessee has the sixth-highest rate of accidental shooting deaths in the United States, according to the US Centres for Disease Control and Prevention. It says that from 1999 through 2010, 427 people were killed in such incidents in Tennessee, and more than 8300 were killed across the US.

A Sydney coroner is investigating whether a cosmetic surgeon breached medical board guidelines by signing his own mother's death certificate and leaving out significant information. US President Barack Obama appeared to fight back tears as he urged lawmakers to vote on gun control legislation that appears to be stalling in Congress. Indian authorities have vowed to crack down on illegal construction after almost 80 people, including 30 children, were killed when a building collapsed in Mumbai. The seven-storey building was built in just 45 days and was located in Thane - an area where hundreds of other buildings have been built illegally. Two of the builders have been arrested, as have several other public officials alleged to have taken bribes to let the construction proceed. Like many of the people who lived in the building, Imran Khan made a meager income running a small shop. "I had bought space in the building to set up a shop. But now all of that is gone," he said. "My family all died in the collapse: my wife and my two children. "I have nothing now." The building collapse has highlighted poor building standards in India. Huge demand for housing and pervasive corruption means cost-cutting often occurs and safety inspections are not carried out. It is almost impossible to estimate how many buildings are constructed illegally in India. In response to the collapse, authorities in Mumbai have started demolishing a number of illegally constructed buildings and the state government of
Maharashtra has vowed to crack down on illegal construction. The head of the National Congress Party in the state, Manikrao Thackray, says the Municipal Corporation did not pay proper attention to the way construction was carried out. "We will get to know whose responsibility this was in order to thwart such instances in the future," he said. "The government and the Municipal Corporation should take measures in this regard." A man who murdered his girlfriend and dumped her body in a back alley in Vancouver in 1999 will spend a minimum of 16 years in prison before being eligible for parole. Ninderjit Singh pleaded guilty last month to the second-degree murder of Poonam Randhawa. It took police 12 years to track him down in California where he had grown a beard, put on weight, and lived under an assumed name. In his reasons for sentencing, BC Supreme Court Justice Bruce Butler says Singh has shown complete disregard for the law, and his apology during sentencing was simply too little too late. He added, the murder was not spontaneous and his law abiding life during the last 12 years was simply to avoid detection. Harry Randhawa is Poonams cousin and he says the sentence sends a strong message. That does tell everyone around us that our daughters matter, our sisters matter. That you cant harm somebody that people care about, that they love without causing tremendous damage, he says. He says theres no words to explain how hard these last 14 years have been. Its been a horrendous ordeal and the pain of her loss will continue for the

A Canadian teenager, who was allegedly gang-raped and bullied, has died, her family said. Rehtaeh Parsons, 17, was hospitalized after she tried to hang herself last Thursday. The high school student from Halifax, Nova Scotia, was taken off life support Sunday. The teen was bullied for more than a year after the alleged sexual assault in November 2011 when she was 15, her family said. In addition to the sexual assault, a photo taken during the incident was circulated to friends via text and online, and she developed suicidal thoughts as a result, according to her family. How to talk to your son about rape She struggled emotionally, especially after a police investigation ended without criminal charges, her mother, Leah Parsons, wrote on her Facebook tribute page. "Rehtaeh is gone today because of the four boys that thought that raping a 15-year-old girl was OK and to distribute a photo to ruin her spirit and reputation would be fun," her mother wrote. "All the bullying and messaging and harassment that never let up are also to blame. Lastly, the justice system failed her. Those are the people that took the life of my beautiful girl." As a new poll indicates B.C.s premier is on very shaky ground with voters only a week before election season officially launches, Christy Clark is pledging nearly $600 million to the provinces schools for earthquake upgrades. According to an Angus Reid poll released Monday, Clark has the lowest approval ratings (25%) among Canadas premiers, tied with Newfoundland and Labradors Kathy Dunderdale as the least popular provincial head of government. B.C. NDP Leader Adrian Dix, however,
is tied as Canadas third most popular provincial opposition leader with 49% of poll respondents giving him a thumbs-up. Only John Cummins, the B.C. Conservatives leader, has lower approval ratings (20%) among provincial leaders ranked in the survey. Clark told reporters she didnt put much stock in polls, adding the data doesnt tell her much about how people actually vote. Standing inside a Grade 5 classroom at Vancouvers Lord Tennyson Elementary School, Clark said $584 million in improvements for 45 highrisk B.C. schools wasnt about scoring political points. FBI officials say a Canadian man has been arrested in connection with fake sweepstakes and other fraud schemes that targeted Americans, many in Southern California, for more than $1.3 million. FBI spokeswoman Laura Eimiller says 43-year-old Peter Omagbemi, of Nova Scotia, was one of several people who allegedly sent realistic-looking correspondence to targets saying they'd won money in a lottery, sweepstakes or
class-action settlement. The hitch was that victims were told they had to pay fees or taxes, and many did. There were over 500 victims, many of them from various parts of Southern California. Omagbemi was charged with 17 counts of mail and wire fraud in 2009 and had been a fugitive since. He was arrested last week when he crossed the border into the United States in Calais, Maine.
Five of the nine lowest-rated hospitals in Canada are in Metro Vancouver according to a new Canada-wide rating developed by CBC's fifth estate. Burnaby Hospital, Ridge Meadows Hospital, Surrey Memorial Hospital, UBC Hospital and Vancouver General Hospital all received the lowest rating a "D" in the study that based its assessment on data collected from hospitals by the Canadian Institute for Health Information. The study used five of 21 clinical performance indicators, such as readmission rates, rates of patients who died after major surgery and unexpected complications tied to low nursing levels like bed sores or urinary tract infections. Passport Canada Plans 25 Per Cent Staff Cut As It Rolls Out ChipEmbedded Travel Documents

And while it currently anticipates both spending and revenues to drop to $248.9 million by 2014-15, the agency says those numbers will change by this time next year because the new, higher cost of a 10-year passport hasnt been included in its calculations. The expenditures shown for 2015-16 reflected the Treasury Board approved numbers prior to the approval of the passport fee increase which will come into effect on July 1, 2013, said the agency. The impact of this increase will be reflected in the next RPP. New regulations posted in December push the cost of a five-year passport to $120 from $87 as of July. The new 10-year ePassport, complete with embedded computer chip and distinctive historical watermark features, will cost $160. The agency that issues passports to Canadians is projecting a quarter of its workforce could be cut as it rolls out new chip-embedded, 10-year travel documents. Passport Canada expects to have the equivalent of 2,512 full time staff this year, says a Department of Foreign Affairs and International Trade report. But that number drops to 1,874 by fiscal 2015-16 in the plans and priorities report. The agency says it expects fewer people to apply for the new, more secure travel documents by then. Passport Canada constantly adjusts staffing levels to respond to passport demand, the agency says in an email to the reporter.. As such, given an anticipated drop
in forecast volumes, Passport Canada expects to require fewer staff in 20152016. But if demand remains high, the planned number of staff cuts will be reduced, the agency says. These numbers will be adjusted as needed based on actual circumstances and within the constraints of our cost recovery business model. Passport Canada is grappling with a $70-million shortfall this year, and plans to balance its books within the next three years, despite projections of lower revenues. Those projections, the agency says, dont currently reflect fee increases that are to come into effect on July 1. The plans and priorities report issued recently indicates Passport Canada
would be more secure, even though, outwardly, they look the same as the current booklet. The agency is also hiking other fees, including a $45 charge on top of the regular passport fee to replace a document thats lost, damaged or stolen. Approximately 55,000 Canadian passports are reported lost or stolen annually, the agency said. Canadians ordering passports from outside the country will see the biggest jump in fees. It will cost $190 to apply for, or receive, the five-year document in another country, up from $97. The fee will be $260 for the 10year version requested under the same circumstances. The cost of a domestically ordered childs passport is also going up to $57, an increase of $20. That same childs passport, if applied for outside Canada, will cost $100. The agency noted in December that it had not increased fees for nearly a decade, and that it was losing nearly $5 every time it issued a travel document. Passport Canada is considered a socalled cost recovery agency, and can only finance deficits through previously accumulated surpluses. Its current surplus is expected to run out next year. Canada is the only G8 country that doesnt currently issue ePassports to the general public, although it has been issuing chip-enhanced diplomatic and special passports since 2009.

The percentage of child injuries incurred from shaken baby syndrome is not currently known.

Violent shaking is especially dangerous to infants and young children because their neck muscles are not fully developed and their brain tissue is exceptionally fragile. Their small size further adds to their risk of injury. Often, the outward signs of injury to an infant or young child are not obvious, as the injuries occur on the inside, particularly in the head or behind the eyes. These injuries can include: Brain swelling and damage Subdural hemorrhage Mental retardation or developmental delays Blindness, hearing loss, paralysis, and speech and learning difficulties Death Shaken baby syndrome can have disastrous consequences for the family, the child and society. If the child survives, medical bills can be enormous. These children may require lifelong medical care for brain damage injuries such as mental retardation and cerebral palsy. The child may even require institutionalization or other types of long-term care.

Baisakhi is one of the major festivals of Sikhs and is celebrated with lot of enthusiasm in the state of Punjab and all throughout the world where there is a significant Sikh population. For the large farming community of Punjab, Baisakhi Festival marks the time for harvest of crops and they celebrate the day by performing joyful bhangra and gidda dance. For the Sikh community, Baisakhi Festival has tremendous religious significance as it was on a Baisakhi Day in 1699, that Guru Gobind Singh, the tenth Sikh Guru laid the foundation of Panth Khalsa-the Order of the Pure Ones. Date of Baisakhi Baisakhi Festival falls on the first day of Vaisakh month (April-May) according to Nanakshahi or Sikh Calendar. For this reason, Baisakhi is also popularly known as Vaisakhi. According to English calendar, the date of Baisakhi corresponds to April 13 every year and April 14 once in every 36 years. This difference in Baisakhi dates is due to the fact that day of Baisakhi is reckoned according to solar calendar and not the lunar calendar. The auspicious date of Baisakhi is celebrated all over India under different names and different set of rituals and celebrations. Baisakhi date coincides with 'Rongali Bihu' in Assam, 'Naba Barsha' in Bengal, Puthandu in Tamil Nadu and 'Pooram Vishu' in Kerala. Baisakhi Celebrations People of Punjab celebrate the festival of Baisakhi with exuberance and devotion. Reacting to allegations that "Ek Thi Daayan" portrays women regressively and promotes witchcraft, Ekta Kapoor says she cannot justify everything in a film. Releasing April 19, the Kannan Iyer directed film is a supernatural thriller that revolves around a 'daayan' (witch). The National Commission for Women (NCW) summoned both the producers - Ekta and Vishal Bhardwaj - last week after a complaint was filed by Ipsita Roy Chakraverti, a Wiccan priestess, alleging that the film shows women in regressive roles. Chakraverti has also filed a petition to President Pranab Mukherjee, requesting him to ban the film as it
promotes witchcraft. "I am beyond this. I cannot justify everything that happens in a movie or supernaturally because there will always be questions raised on various issues, " Ekta said in an interview. "But I would like to say that the movie was being made for two years and I don't know why people got up 10 days before its release (realising) that its content could be problematic. I just don't get it, " she added. Meanwhile, "Ek Thi Daayan" promotions are in full swing with all the leading actors - Huma Qureshi, Konkona Sen Sharma and Emraan Hashmi except Kalki Koechlin participating in it.

Can I Rent a Car? Rental cars are available at most airports for drivers over 21 years of age with a valid driver's license. Major credit cards are usually required for drivers under 25. Because of the small size of many islands, and the uniqueness of many circle island tours, you may find renting a car unnecessary. Can I Charter a Boat? If you are an experienced sailor, yacht and sailboat charters are available on most of the major islands for short- or long-term voyages. Some can come complete with a captain and crew. Fishing boats can also be chartered for deep-sea fishing for big species. What Kind of Diving Can I Expect? The islands of Tahiti offer worldclass diving and are famous among divers for the large marine life, drift dives, warm and pristine waters, and uncrowded dive sites. The clear lagoons, coral gardens, underwater passes, and oceanic drop-offs all create an abundant aqua-culture with infinite sea life. Can I Learn to Dive in Tahiti? If you have at least one week, you can enroll in a complete certification course or take a shorter resort course at many of the resorts and from the cruise ships. If you are already a PADI, NAUI, or SSI member, your certification is recognized. Tahiti Custom Regulations All items brought in by travelers for their personal use are duty-free, provided they are non-prohibited items and are re-exported out of French Polynesia within six months. Small-car buyers are among the most demanding. They want something fun, good-looking, feature-filled, but also inexpensive and easy to park. The days of "basic" transportation are over. The Ford Focus is convincing evidence of that change. It's changed the nameplate's image, from unremarkable to best in class, in many ways. It's also our 2012 Best Car To Buy winner, as much for its trend-leading features as for its excellent front-drive handling. And this year, it's being joined by a seriously enthusiastic Focus ST hot hatch. The 2013 Ford Focus contains a mix of creases and curves in the sheetmetal, while its aggressive front-end design and thin front grille are a new Ford design cue shared with the 2013 Escape. The instrument-panel design doesn't at all hold back inside, and while some may find it overly swoopy and almost too stylized, its verticallyoriented vents and pleasant surface scrulpting look and feel original in a crowded class of look-alike small cars. Ford offers two body styles for the 2013 Focusa four-door sedan or five-door hatchbackas well as several trims to cover a wide range of expectations, but we find the Focus tends to look best in the top Titanium trim, where all the details are well coordinated. Inside, the Focus can feel more like a European sport sedan than a budgetpriced hatchback. Add the upgraded sport seats of the Titanium model and you'll find even better support than the already impressive base front seats. Whether you choose the sedan or hatchback, you get back seat accommodations that are virtually the same, with just enough legroom and headroom to fit even those over six feet. With the leather upholstery, there's no skimping on look and feel in back; you won't get mid-size comfort, but there's enough comfort back there for most six-footers. Our most significant complaint concerns the instrument panel design, which seemingly cuts into front passenger knee space especially. The 2.0-liter direct-injected four-

cylinder engine that powers most of the lineup produces 160 horsepower and 146 pound-feet of torque; it's paired with either a five-speed manual gearbox or six-speed PowerShift dualclutch automatic. But what's new for 2013 is a high-performance Focus ST variant that can get to 60 mph in just 6.3 seconds and to a top speed of 155 mph. Packing a 240-hp turbocharged EcoBoost four and a six-speed manualno automaticit calls out to serious driving enthusiasts. Performance from the Focus ST is a rush, as you might guess; but it's surprisingly well-engineered, with none of the coarse or twitchy tunercar feel that affects the likes of the Mazdaspeed3 and Mitsubishi Ralliart. As for the rest of the Focus lineup, choose the manual gearbox and you'll have one of the best-driving small cars in the segment. Ford's electric power steering system provides nice weighting and it performs well, providing precise control but not transmitting much feel of the road. Just as the long-injured Ryan Kesler returned to the Vancouver Canucks lineup, the team has lost two key players, defenceman Chris Tanev and winger Chris Higgins, for an extended period of time. The loss of Tanev and Higgins means they join David Booth in convalescence - and the Canucks are now missing three of their main 15 forwards and defenceman, 20 per cent of their primary players. It occurs just as it seemed the ebb-and-flow team was just conjuring crucial momentum ahead of the playoffs. Tanev, the steady defenceman in his first full pro season who has impressed many, is "out indefinitely," according to Coach Alain Vigneault, in comments midday Tuesday after practice in
Vancouver ahead of a five-game roadtrip. Tanev was injured on Saturday in a game against the Calgary Flames, hobbling off with something that looked like a knee or an ankle injury. On Tuesday, Vigneault was already in "playoff mode" and cryptically called Tanev's injury "lower body," the same description he gave to Higgins's injury. Higgins was hurt on Monday night during a game he finished and had played with an inspired effort. Neither Tanev nor Higgins will be on the Canucks's five-game roadtrip. Asked whether Higgins would be back for the playoffs, Vigneault was not fast with an answer and said, "Hopefully." The diagnosis for Tanev was more dire, with the "out indefinitely."
Vancouver coach Alain Vigneault said Tuesday that the Canucks hope to have forward Chris Higgins back in time for the playoffs. Vigneault's update came through the team's Twitter feed. Top welterweight prospect Gunnar Nelson will have to wait a little longer before he gets to step back into the Octagon for his third fight after suffering an injury that will keep him out of his scheduled bout at UFC 160. The Renzo Gracie Jiu-Jitsu black belt was signed to face veteran Mike Pyle on the upcoming card on May 25, but the injury bug bit the Icelander and he's now forced to the sidelines. UFC officials announced late on Wednesday night that with Nelson out of the fight, Rick Story will now step in to take his place and face Pyle on the upcoming card. With 12 UFC fights to his record, Story has been a mainstay in the welterweight division for nearly the last four years. He's managed to pick up some very big wins along the way, including a unanimous-decision victory over current UFC welterweight title contender Johny Hendricks. As a matter of fact, Story is currently the only blemish on Hendricks' record as he storms toward a title shot later this year. Meanwhile, Story will look to put together back-to-back wins for the first time since 2010 and 2011 when he

Story didn't get his wish, but he will get the chance to compete at UFC 160 against another crafty veteran of the Octagon. Mike Pyle has faced some of the toughest competition in the division over the past few years, and lately he's turned into a finishing machine by putting away his last three opponents by knockout or TKO. He will look to keep that streak alive as he also goes for his fourth win in a row overall when he faces Story in May.

Fijian professional golfer Vijay Singh qualifies to participate in the Masters tournament in Georgia despite a pending investigation into the use of deer antler spray. Augusta National chairman Billy Payne told Scotsman website that Singh was currently qualified to participate. Singh tees off with Bo Van Pelt and Y.E.Yang at 4.46 am on Friday.
He last won the Masters tournament at Augusta in 2000 had admitted to using the spray in January. Deer Antler spray contains an insulinlike growth factor-1, or IGF-1, a muscle-building hormone banned by the PGA Tour. In a statement he had said he was not aware that the spray had a banned substance.
